Report of the Inter-American Tropical Tuna Commission for the year 1961

ENGLISH: The Inter-American Tropical Tuna Commission operates under the authority and direction of a Convention, originally negotiated between the Republic of Costa Rica and the United States of America, which entered into force in 1950. The Convention is open to adherence by other governments whose nationals participate in the fisheries covered by the Convention. The Republic of Panama adhered to the Convention in 1953. The Republic of Ecuador adhered during 1961. The Republic of Colombia has indicated her desire to adhere, and is expected to do so early in 1962. SPANISH: La Comisión Interamericana del Atún Tropical funciona bajo la autoridad y dirección de una Convención originalmente negociada entre la República de Costa Rica y los Estados Unidos de América, que entró en vigencia en 1950. A esta Convención pueden adherirse los gobiernos de otros países cuyos nacionales participen en las pesquerías cubiertas por la Convención. The political econmoy of state government debt : an analysis of constitutional limitations (1961-1990)

Over the past decade, scholarly interest concerning the use of limitations to constrain government spending and taxing has noticeably increased. The call for constitutional restrictions can be credited, in part, to Washington's apparent inability to legislate any significant reductions in government expenditures or in the size of the national debt. At the present time, the federal government is far from instituting any constitutional limitations on spending or borrowing; however, the states have incorporated many controls on revenues and expenditures, the oldest being strictures on full faith and credit borrowing. This dissertations examines the efficacy of these restrictions on borrowing across the states (excluding Alaska) for the period dating from 1961 to 1990 and also studies the limitations on taxing and spending synonymous with the Tax Revolt.

We include socio-economic information in our calculations to control for factors other than the institutional variables that affect state borrowing levels. Our results show that certain constitutional restrictions (in particular, the referendum requirement and the dollar debt limit) are more effective than others. The apparent ineffectiveness of other limitations, such as the flexible debt limit, seem related to the bindingness of the limitations in at least half of the cases. Other variables, such as crime rates, number of schoolage children, and state personal income do affect the levels of full faith and credit debt, but not as strongly as the limitations. While some degree of circumvention can be detected (the amount of full faith and credit debt does inversely affect the levels of nonguaranteed debt), it is so small when compared to the effectiveness of the constitutional restrictions that it is almost negligible. The examination of the tax revolt era limitations yielded quite similar conclusions, with the additional fact that constitutional restrictions appear more binding than statutory ones. Our research demonstrates that constitutional limitations on borrowing can be applied effectively to constrain excessive borrowing, but caution must be used. The efficacy of these restrictions decrease dramatically as the number of loopholes increase.

Study on the dynamics of the population of a copepod (Eudiaptomus vulgaris Schmeil). [Translation from: Memorie dell'Istituto Italiano di Idrobiologia Dott.Marco de Marchi 13 179-202, 1961. ]

Eudiaptomus vulgaris Schmeil is the most abundant copepod in Lake Maggiore and forms also, in respect to other entomostraca, the most important element, through its average biomass and because it is fairly numerous throughout the year. Plankton samples collected in a systematic and quantitative way, gave the opportunity to study some aspects of the dynamics of the population of this copepod, in safety in view of the uncertainty which in this kind of study can ensue when samples are taken only at a single station - in consequence of the changes in size of population between different water masses. The results of the biometrical observations are of the population of Eudiaptomus vulgaris is presented.

The colonization of Windermere by Crangonyx pseudogracilis (Crustacea, Amphipoda) 1961 to 1964

C. pseudogracilis , was first seen in the South Basin of Windermere in 1960. The colonization of the lake from South to North is described (1961 to 1964). The relationship with Asellus and Gammarus is mentioned. Possible reasons for its successful colonization are discused as are the methods by which it may have been transported to the lake.

Os impactos da revolução cubana na política externa brasileira (1958 1961)

A Revolução Cubana foi o evento mais importante das relações interamericanas no século XX. Ela foi responsável pela quebra da homogeneidade da sociedade americana, introduzindo, no continente, tensões típicas da Guerra Fria. O processo revolucionário cubano obrigou aos Estados Unidos a rever a sua política para a América Latina que, entre as décadas de 1940 e 1950, tratava o subcontinente como uma área secundária. A Revolução nas Caraíbas teve impactos diretos também na formulação da política externa brasileira. Durante o governo Juscelino Kubitschek, a Operação Pan-Americana previa um plano de integração com o objetivo de eliminar o subdesenvolvimento. O rechaço da iniciativa por parte do governo cubano, foi um dos fatos determinantes para o abandono da Operação. A administração subseqüente, do presidente Jânio Quadros, foi responsável por uma profunda reformulação na diplomacia do Brasil. A Política Externa Independente previa a defesa da autodeterminação dos povos e não-intervenção em assuntos internos que, aplicados ao caso cubano, foram encarados por setores conservadores como apoio a um regime socialista. A condecoração do líder revolucionário Ernesto Che Guevara e a oposição aos princípios da Política Externa Independente (PEI) foram fatores que culminaram na renúncia do presidente brasileiro.

Diseño y programación del control numérico para el mecanizado del escudo del Real Madrid.

[ES]El objetivo de este proyecto es programar el control numérico para la mecanización del escudo del Real Madrid. Para conseguir esto, primero es necesario aprender cómo funcionan los programas que se van a usar. Después de esto se va a crear el archivo CAD, usando el programa Solid Edge. Luego, usando el programa SurfCam Velocity 4.0 se programará el control numérico necesario para la fabricación del escudo.
