Desenvolvimento local, cidadania e arranjos produtivos locais: um estudo no estado do Rio de Janeiro

The aim of the present study was to verify how the participation and interaction of the local government public and private instittutions and civil society, might promote sustainable development, taking as a reference the Local Productive Arrangements (LPA) of Nova Friburgo and its Region. This work was conducted after a theoretical discussion concerning local development, citizenship, local development with citizenship and local productive arrangements. Afterwards, semi-structured interviews were realized with 32 citizens from five cities that were part of the Fashion Development Council, using the discourse analysis to data treatment. It was verified that the productive arrangement in the Centro-Norte Fluminense region of the Rio de Janeiro State has one of its main competitive advantages the pool of institutions, that articulate and support the underwear fashion sector. However, the APL presents many other characteristics making impossible to classify it as a cluster or an industrial district since there is still a need for cooperation among institutions and undertakers. In addition, there is no integration between the government instances and civil society in relation to the LPA development. So, it is concluded that there is a need for more union and dialogue among all of these involved actors, to overcome ¿bottle-necks¿ in the sector of underwear fashion in the region, such as informality of a huge number of companies and the low qualification of employees and undertakers.

This study shows how the Industrial Cluster of garments in Valença, RJ ¿ comprised of micro and small enterprises ¿ contributes to overcome the problems left by the declining period of the textile industry. At first, the city took advantage of its talent for textile work and turned to the clothing sector, which now relies on garment factories, subcontractors, cooperatives and laundries in order to create jobs. There is institutional support, but the analysis of the situation identified the need for higher involvement of cluster players, as well as a higher interaction among them to help their own development. In regard to public and private institutions, there is room for steps to guide informal companies that find it difficult to afford labor, financial, and environmental costs towards formalization, the offer of management and labor skill programs, as well as entrepreneurs¿ awareness about the acquisition of modern-technology machinery. It is important to encourage higher participation of Valença firms in the national fashion events, since this draws attention to the name of the city, discloses the work that is carried out there, and attracts new businesses. The entry of Valença companies in the fashion arena of the southern region of Rio de Janeiro state is beneficial, especially to make them better prepared for the Fashion Rio/Fashion Business event. Informality as a way out of the unemployment problem is a growing trend in Valença, as well as in most of Brazilian cities. In this sense, the entrepreneurs need to find favorable steps to make them feel motivated to formalize their businesses.

This study evaluates how the interaction among organizations located in Vila do Abraão, in Ilha Grande, Rio de Janeiro State, has contributed to the sustainability of this locality. An analysis of the island¿s local problems showed that firms informality and solid waste management practices were bringing damaging consequences to the island, and that this local productive arrangement (APL) has been able to collectively find solutions to such issues. These solutions basically encompassed: a) choosing estrategies the lead to a self-sustained model and not traditional way dependent on tax benefits; b) recognizing that the solutions to these problems involved the common action of public and private sectors and the civil society, and that various artifices should be used to establish such cooperation; c) the presence of actors outside the APL who played an important role in overcoming the problems of the cluster; d) using transparent legal instruments that defined the rights and obligations of each party and e) tripartite social entrepreneurship actions through NGOs to help solve problems common to the whole island.

Access has been one of the main difficulties companies have faced in emerging markets (PRAHALAD, 2005). The capillarity of the market, the existence of small, not professionalized and sometimes informal retailers, the lack of infrastructure and high transportation costs are some of the distribution challenges companies face in poorer regions. The literature concerning the Base of the Pyramid (BoP) is still recent and only after the seminal article by Prahalad and Hart (2002), it evolved into many different management perspectives. However, there is a lack of researches concerning distribution strategies to the BoP. Therefore, the main objective of this research is to identify, in the perception of executives working in the market, the conditions associated to a satisfactory distribution for the BoP market in Brazil and to build a substantive theory that helps to shed light to the understanding of the distribution phenomenon adopted by consumer goods companies to reach the BoP market in Brazil. In order to accomplish the objectives of this thesis, a grounded theory methodology (Glaser; Strauss, 1967; Corbin; Strauss, 2008) was used. This approach helped to identify the channel strategies used by local and global companies in the market. Many techniques for data collection were applied. The most important one was in-depth interviews with 26 executives from 24 different consumer goods companies in Brazil. Among the companies there were small, medium and large enterprises; which were also grouped as manufacturers, distributors and retailers. Furthermore, secondary data were examined to identify business strategies to reach BoP and map global distribution initiatives. A database from a consumer panel was also used to analyze what and where BoP consumers purchase non-durable goods. It was verified that small and traditional retailing is a very strong format in BoP markets and in the Northern/Northeastern regions. Cash & Carry is a format that is growing a lot. On the other hand, hypermarkets are not very used by low income population. The results suggest that three major categories are associated to a satisfactory distribution: (a) willingness, which means the effort, knowledge and enthusiasm a firm has to operate at BoP markets; (b) well-done execution, which is related to designing correctly the marketing channel and operating efficiently in an environment full of obstacles, such as lack of infrastructure, capillarity, lack of safety, regional differences and informality, and (c) relationship, which was perceived to be friendlier and essential at BoP markets, since it is very difficult for manufacturers to reach the entire market alone. It is more likely to have a satisfactory distribution when manufacturers establish strong relationships in the marketing channel. Besides, small retailers have a perception of isolation and expect a higher level of relationship. These major categories explain also the competitive advantage that local companies have in relation to MNCs and large companies. Despite of the limitations of an exploratory study, it is expected that this thesis will contribute to the BoP knowledge as well as to the identification of the peculiarities of distribution in BoP markets.

É consenso que as tendências demográficas de longo prazo estão por trás da deterioração das contas previdenciárias na grande maioria dos países do globo. O problema se agrava no Brasil, pois a informalidade do mercado de trabalho exclui milhões de potenciais contribuintes do regime de repartição. O trabalho mensura, através de simulações de um modelo de longo prazo, qual o impacto fiscal das mudanças introduzidas pela transição demográfica. E, admitindo a persistência dessa nova estrutura etária no país, simula quais propostas de reforma da previdência têm maior resultado na redução dos déficits atualmente registrados no INSS. Dentre as principais conclusões estão: (i) a transição demográfica sozinha é responsável por quase dobrar a alíquota previdenciária necessária para equilibrar o sistema, e; (ii) apesar de ser extremamente importante aprovar as propostas de reforma tradicionais (instituição de idade mínima, taxação dos inativos e mudanças nas regras de cálculo dos benefícios), aumentar a cobertura do regime de repartição através da inclusão dos aproximadamente 45 milhões de trabalhadores informais não-contribuintes reduz déficits em magnitude semelhante.

Brazil has a substantial share – about 60% by some measures - of its employees working without labor registry and 62% of its private sector workers not contributing to social security. Informality is important because its job precaurioness, social desprotection consequences, and it is also very correlated with poverty and other social welfare concepts measured at a family level. 58% of the country population that is found below the indigent line live in families headed by informal workers. The complexity of the informal sector is derived from the multiple relevant dimensions of jobs quality. The basis used for guiding policy interventions depends on which effect of informality one is interested such: as lowering job precaurioness, increasing occupational risks, increasing the degree of protection against adverse shocks, allowing that good oportunities to be taken by the credit provision, improving informal workers families living conditions, implementing afirmative actions, reducing tax evasion etc. This report gauges various aspects of the informal sector activities in Brazil over the last decades. Our artistic constraint are the available sources of information. The final purpose is to help the design of policies aimed to assist those that hold “indecent” jobs

Brazil’s experience shows that the economic and political history of a country is a critical determinant of which labor laws influence wages and employment, and which are not binding. Long periods of high inflation, illiteracy of the workforce, and biases in the design and enforcement of labor legislation bred by the country’s socioeconomic history are all important in determining the reach of labor laws. Defying conventional wisdom, these factors are shown to affect labor market outcomes even in the sector of employment regarded as unregulated. Following accepted practice in Brazil, we distinguish regulated from unregulated employment by determining whether or not the contract has been ratified by the Ministry of Labor, viz., groups of workers with and without signed work booklet. We then examine the degree of adherence to labor laws in the formal and informal sectors, and finds “pressure points” – viz., evidence of the law on minimum wage, work-hours, and payment timing being binding on outcomes – in both the formal and informal sectors of the Brazilian labor market. The findings of the paper imply that in terms of the design of legislation, informality in Brazil is mainly a fiscal, and not a legal phenomenon. But the manner in which these laws have been enforced is also critical determinant of informality in Brazil: poor record-keeping has strengthened the incentives to stay informal that are already built into the design of the main social security programs, and ambiguities in the design of labor legislation combined with slanted enforcement by labor courts have led to workers effectively being accorded the same labor rights whether or not they have ratified contracts. The incentives to stay informal are naturally higher for workers who are assured of protection under labor legislation regardless of the nature of their contract, which only alters their financial relationship with the government. The paper concludes that informality in Brazil will remain high as long as labor laws remain ambiguous and enforced with a clear pro-labor bias, and social security programs lack tight benefitcontribution linkages and strong enforcement mechanisms.

Esta pesquisa objetivou analisar o impacto do microcrédito junto aos microempreendedores beneficiados pela Instituição de Microcrédito ICC-Blusol de Blumenau, Santa Catarina. De um total de 5.451 clientes foram selecionados e analisados 94, os quais obtiveram microcrédito durante os 10 últimos anos. Para testar a veracidade da afirmação, utilizou-se modelo econométrico utilizando a técnica de dados em painel, através da estimação das variáveis no modelo de efeitos fixos e efeitos aleatórios. Como variável independente utilizou-se a premissa "Valor do Empréstimo" e como variáveis dependentes "Vendas", "Resultado Operacional", "Garantia Real", "Garantia Aval", "Recursos Humanos", "Custos Fixos" e "Custos Variáveis". Conclui -se que somente as variáveis "Vendas" e "Resultado Operacional" validam a afirmação de que o acesso ao microcrédito resulta em incremento de Faturamento e Renda. A criação e manutenção de empregos, embora não tenha sido comprovada na análise estatística, ficou evidente, pois a simples sobrevivência da empresa já pressupõe isto.

O presente trabalho objetiva promover um estudo das regras sociais que compõem o MPU. A partir da idéia da existência de uma ordem jurídica Inoficial, coexistente com o direito positivo, torna-se possível pensar a questão da informalidade de modo diferente. Para o desenvolvimento desta proposta foi promovida uma análise conceitual da informalidade voltada para um estudo teórico do Pluralismo Jurídico, visando uma abordagem qualitativa das regras presentes no seio do MPU. Assim, torna-se crível confirmar a existência do que chamo de Direito Popular Uruguaiana, de modo a vislumbrar novas formas de tratamento da questão da informalidade.

Esta dissertação estima e discute a capitalização do imposto de propriedade no preço de imóveis, isto é, quanto um aumento de IPTU reduz os preços de imóveis e vice-versa. Por um modelo de diferença em diferenças e algumas tentativas de falseamento, obtiveram-se fortes evidências de capitalização, onde, em média, 100% de variação no imposto altera por volta de 30% o preço dos imóveis. Com isto, políticas de isenção ou redução de IPTU com fins sociais podem ser questionadas, pois dificultariam o acesso à moradia das famílias mais pobres, contribuindo para o processo de favelização. Ao mesmo tempo, maiores patamares do imposto poderiam ser utilizados não somente para elevar as receitas municipais ou como contrapartida ao uso de serviços públicos locais, mas também para tornar os preços dos imóveis mais acessíveis, reduzindo a pobreza e estimulando o crescimento das cidades.

We studied the effects of changes in banking spreads on distributions of income, wealth and consumption as well as the welfare of the economy. This analysis was based on a model of heterogeneous agents with incomplete markets and occupational choice, in which the informality of firms and workers is a relevant transmission channel. The main finding is that reductions in spreads for firms increase the proportion of entrepreneurs and formal workers in the economy, thereby decreasing the size of the informal sector. The effects on inequality, however, are ambiguous and depend on wage dynamics and government transfers. Reductions in spreads for individuals lead to a reduction in inequality indicators at the expense of consumption and aggregate welfare. By calibrating the model to Brazil for the 2003-2012 period, it is possible to find results in line with the recent drop in informality and the wage gap between formal and informal workers.

Population ageing is a problem that countries will have to cope with within a few years. How would changes in the social security system affect individual behaviour? We develop a multi-sectoral life-cycle model with both retirement and occupational choices to evaluate what are the macroeconomic impacts of social security reforms. We calibrate the model to match 2011 Brazilian economy and perform a counterfactual exercise of the long-run impacts of a recently adopted reform. In 2013, the Brazilian government approximated the two segregated social security schemes, imposing a ceiling on public pensions. In the benchmark equilibrium, our modelling economy is able to reproduce the early retirement claiming, the agents' stationary distribution among sectors, as well as the social security deficit and the public job application decision. In the counterfactual exercise, we find a significant reduction of 55\% in the social security deficit, an increase of 1.94\% in capital-to-output ratio, with both output and capital growing, a delay in retirement claims of public workers and a modification in the structure of agents applying to the public sector job.

To present research had for objective to study the quality of the employment in the maturation Laboratories and larviculture of the Beach of Barreta/RN, adopting for so much the criteria used by Reinecke(1999) to characterize a quality employment: surrender, benefits non salary, regularity and work reliability and of the wage, contractual status, social protection, work day, intensity of the work, risk of accidents and of occupational diseases, involvement in linked decisions to the section work, possibility for the development of professional qualifications. Of the exam of the data it was verified that the generated employments are considered employments of good quality. However, this result should be analyzed to the light of a context of extreme informality and of precarization of the work. Therefore, the results should be relativized. He/she/you imports to retain that one of the limitations of the study resides in the impossibility of generalizing the data for the whole section of the sea carcinicultura. In spite of that fact, he/she is considered that the objectives of the research were assisted fully and that the characterization of the profile of the employment generated by the section of the shrimpculture it is extremely important for the drawing of public politics gone back to foment this activity.

The phenomenon of the informality has been common in the quarrels that involve Sciences Social and Human. First for not corresponding to a temporary and isolated phenomenon, and on the other hand for dealing with a presente situation in the majority of the Brazilian urban centers. In Cuiabá municipality, the alternative commerce appears as a social answer to the problems caused for the economic crisis of the country and seems to be deep-rooted to the urban landscape. This assignment angles was the street peddlers, in special that ones who develop their in a specific location on lowered of Cuiabá. Researches pretending to fill a blank of information about this subject involve theoritical and empirical levels. The theory searched to raise in a generalized manner given pertinent the informality and the pratical level through field research searched to analyze excellent aspects on the economic and occupational situation of a composed sample for two hundred and theree workers who develope the pratical one of the informal commerce in Shopping Popular in Cuiaba/MT. The analysis of gotten data alllowed to appreciate some excellent aspects with regard to the activity os the peddler, as: origni, formation, income, perspectives with regard to activity among others. In las analysis it still alllowed to verify the factors that condition the permanence these workers in this type of informal activity

This study presents research regarding affordable housing and their effects on the spatial reconfiguration of Natal/ RN, aiming to identify the specificities of the informality of urban land. This study aims to understand how informal housing market operates housing provision for the population located in popular informal settlements, through buying and selling market and rental market of residential properties irregular / illegal. This understanding will be through the neighborhood of Mãe Luisa, Special Area of Social Interest (SASI), located between neighborhoods with a population of high purchasing power and inserted into the tourist shaft of seaside of town. The characterization of informal housing market in Mãe Luiza, from buyers, sellers and renters, will help to understand how these informal transactions operate on SASI and housing provision for public policy development and implementation of housing programs and land regularization for low-income population, adequate to dynamic and reality of housing of informal areas
