A novel gold coated femtosecond laser nanostructured sapphire surface – an “optical nose” - based on surface-enhanced Raman spectroscopy (SERS) for detecting vapours of explosive substances was investigated. Four different nitroaromatic vapours at room temperature were tested. Sensor responses were unambiguous and showed response in the range of 0.05 – 15 uM at 25 °C. The laser fabricated substrate nanostructures produced up to an eight-fold increase in Raman signal over that observed on the unstructured portions of the substrate. This work demonstrates a simple sensing system that is compatible with commercial manufacturing practices to detect taggants in explosives which can undertake as part of an integrated security or investigative mission.

Recent incidents of mycotoxin contamination (particularly aflatoxins and fumonisins) have demonstrated a need for an industry-wide management system to ensure Australian maize meets the requirements of all domestic users and export markets. Results of recent surveys are presented, demonstrating overall good conformity with nationally accepted industry marketing standards but with occasional samples exceeding these levels. This paper describes mycotoxin-related hazards inherent in the Australian maize production system and a methodology combining good agricultural practices and the hazard analysis critical control point framework to manage risk.

Aims: To assay sago starch from Papua New Guinea (PNG) for important mycotoxins and to test fungal isolates from sago for mycotoxin production in culture. Methods and Results: Sago starch collected from Western and East Sepik Provinces was assayed for aflatoxins, ochratoxin A, cyclopiazonic acid, sterigmatocystin, citrinin and zearalenone and all 51 samples were negative. Frequently isolated species of Penicillium (13), Aspergillus (five) and Fusarium (one) were cultured on wheat grain, and tested for the production of ochratoxin A, cyclopiazonic acid, sterigmatocystin, citrinin, patulin and penicillic acid. All 12 isolates of P. citrinin and one of two A. flavipes isolates produced citrinin. A single isolate of A. versicolor produced sterigmatocystin. No other mycotoxins were detected in these cultures. Conclusions: No evidence was found of systemic mycotoxin contamination of sago starch. However, the isolation of several mycotoxigenic fungi shows the potential for citrinin and other mycotoxins to be produced in sago stored under special conditions. Significance and Impact of the study: Sago starch is the staple carbohydrate in lowland PNG and the absence of mycotoxins in freshly prepared sago starch is a positive finding. However, the frequent isolation of citrinin-producing fungi indicates a potential health risk for sago consumers, and food safety is dependant on promoting good storage practices.

Spring barley is the most important crop in Finland based on cultivated land area. Net blotch, a disease caused by Pyrenophora teres Drech., is the most damaging disease of barley in Finland. The pressure to improve the economics and efficiency of agriculture has increased the need for more efficient plant protection methods. Development of durable host-plant resistance to net blotch is a promising possibility. However, deployment of disease resistant crops could initiate selection pressure on the pathogen (P. teres) population. The aim of this study was to understand the population biology of P. teres and to estimate the evolutionary potential of P. teres under selective pressure following deployment of resistance genes and application of fungicides. The study included mainly Finnish P. teres isolates. Population samples from Russia and Australia were also included. Using AFLP markers substantial genotypic variation in P. teres populations was identified. Differences among isolates were least within Finnish fields and significantly higher in Krasnodar, Russia. Genetic differentiation was identified among populations from northern Europe and from Australia, and between the two forms P. teres f. teres (PTT, net form of net blotch) and P. teres f. maculata (PTM, spot form of net blotch) in Australia. Differentiation among populations was also identified based on virulence between Finnish and Russian populations, and based on prochloraz (fungicide) tolerance in the Häme region in Finland. Surprisingly only PTT was recovered from Finland and Russia although both forms were earlier equally common in Finland. The reason for the shift in occurrence of forms in Finland remained uncertain. Both forms were found within several fields in Australia. Sexual reproduction of P. teres was supported by recover of both mating types in equal ratio in those areas although the prevalence of sexual mating seems to be less in Finland than in Australia. Population from Krasnodar was an exception since only one mating type was found in there. Based on the substantial high genotypic variation in Krasnodar it was suggested go represent an old P. teres population, whereas the Australian samples were suggested to represent newer populations. In conclusion, P. teres populations are differentiated at several levels. Human assistance in dispersal of P. teres on infected barley seed is obvious and decreases the differentiation among populations. This can increase the plant protection problems caused by this pathogen. P. teres is capable of sexual reproduction in several areas but the prevalence varies. Based on these findings it is apparent that P. teres has the potential to pose more serious problems in barley cultivation if plant protection is neglected. Therefore, good agricultural practices, including crop rotation and the use of healthy seed, are recommended.

This paper considers the potential flow-on benefits that may arise from the increasing provision of enterprise education. The issue of vulnerability is proposed to be a factor associated with superior learning outcomes. Therefore, this paper aims to highlight the use of student and facilitator vulnerability to increase the capacity for learning in Higher Education. It is argued that students benefit from having to struggle to find their identity within a learning environment. That group work can assist the development of confidence through which improved learning behaviours are adopted. Also, the development of good learning practices in the domain of enterprise education have the potential to aid student learning outcomes in other areas of study. This paper provides another means of valuing the potential gains to be received from enterprise education.

During the last decade, developing countries such as India have been exhibiting rapid increase in human population and vehicles, and increase in road accidents. Inappropriate driving behaviour is considered one of the major causes of road accidents in India as compared to defective geometric design of pavement or mechanical defects in vehicles. It can result in conditions such as lack of lane discipline, disregard to traffic laws, frequent traffic violations, increase in crashes due to self-centred driving, etc. It also demotivates educated drivers from following good driving practices. Hence, improved driver behaviour can be an effective countermeasure to reduce the vulnerability of road users and inhibit crash risks. This article highlights improved driver behaviour through better driver education, driver training and licensing procedures along with good on-road enforcement; as an effective countermeasure to ensure road safety in India. Based on the review and analysis, the article also recommends certain measures pertaining to driver licensing and traffic law enforcement in India aimed at improving road safety.

[ES]En la presente tesis se ha estudiado el impacto de diferentes fertilizantes y pesticidas utilizados en la Zona Vulnerable de Vitoria-Gasteiz en la calidad del suelo y las aguas de dicha zona. Se ha podido constatar que hoy en día siguen lixiviándose cantidades significativas de nitratos y pesticidas (e.g., etofumesato y difenoconazol) a las aguas de la Zona Vulnerable, durante el cultivo de remolacha azucarera (Beta vulgaris L.), muy característico de la zona de estudio. Se comprobó que el alto contenido en nitratos de las aguas subterráneas en la Zona Vulnerable es mitigado, al menos en parte, por la acción de la actividad microbiana desnitrificante que alberga la zona riparia del humedal de Salburua. Dicho proceso, sin embargo, supone la emisión a la atmósfera de importantes cantidades de gases de efecto invernadero (CO2 y N2O), y puede verse afectado negativamente por la presencia de pesticidas (e.g., deltametrina) en el medio.Por otra parte, hemos observado que diversos pesticidas (deltametrina, etofumesato, difenoconazol) aplicados en concentraciones similares a las dosis de aplicación en campo inducen cambios, de carácter limitado y transitorio, en las comunidades microbianas edáficas, siendo más significativos en el caso del fungicida difenoconazol. El efecto de los pesticidas fue más acusado a medida que aumentaba su concentración en el medio. Finalmente, encontramos que la aplicación de abonos orgánicos (avicompost), en lugar de los fertilizantes sintéticos tradicionales (NPK), además de mejorar la degradación de los pesticidas y disminuir el impacto de éstos sobre la calidad del suelo, podría ayudar a reducir las pérdidas de nitratos por lixiviación.

Validation is important in the design, development and production of medical devices since effective and appropriate validation plays a vital role in defining the success of a product in both technical and economic terms. Regulations and quality standards lay out the requirements for product validation, but it is left to each individual manufacturer to establish and maintain their own validation procedures. More recently, there has also been a change of emphasis in the regulations and standards that encourage the integration of validation into the development process. However, this poses particular challenges to the manufacturer since there is a distinct lack of guidance to assist this integration. This workbook provides the first real guidance on good design practices for medical device development. It has been developed through extensive consultation with device manufacturers and analysis of regulatory requirements. The approach is intended to assist manufacturers in meeting the new regulations.

A administração pública apresenta vários problemas, que vão desde a ausência de avaliações quanto aos aspectos de eficiência, eficácia e efetividade na utilização de recursos e das políticas públicas adotadas, até a prática perversa da corrupção em suas diversas formas. Grande parte destes problemas decorre da falta de mecanismos de controle e acompanhamento para saber se as ações promovidas pelos gestores públicos estão de acordo com os objetivos da sociedade. Os problemas que decorrem desta relação de conflito de interesses entre aqueles que delegam a administração de suas organizações e aqueles que recebem esta delegação e administram, são chamados de problemas da relação entre principal e agente. No setor público pode-se considerar que agente é o gestor público (recebe a delegação e administra) e principal é o cidadão ou a própria sociedade (que delega). Estes conceitos têm origem na teoria da agência. Esta teoria é um dos fundamentos da governança, seja no setor privado ou no setor público. E a governança adota princípios como a transparência e a accountability para propor práticas de controle e acompanhamento da administração, a fim de evitar os problemas da relação agente e principal. Deste modo, a presente pesquisa tem por objetivo avaliar se os relatórios de gestão do Poder Executivo municipal são aderentes aos princípios e padrões de boas práticas de governança para o setor público acerca da transparência e da accountability na utilização dos recursos, bem como dos resultados gerados em decorrência das políticas públicas adotadas. Para tanto, a metodologia utilizada neste trabalho foi a seguinte: através da pesquisa bibliográfica, identificou-se na literatura quais os princípios e padrões de boas práticas de governança para a administração pública, e criou-se um quadro-síntese para servir de base para avaliação dos relatórios de gestão quanto aos aspectos de transparência e accountability; através da pesquisa documental foram selecionados os relatórios de gestão da Prefeitura da Cidade do Rio de Janeiro a serem analisados, que foi a cidade escolhida para realização da pesquisa pela proximidade com o autor e pela disponibilização de diversos documentos em seu sítio eletrônico; a seguir, pela análise de conteúdo, fez-se a avaliação dos documentos utilizando-se o quadrosíntese produzido. Os resultados da pesquisa demonstraram que os relatórios de gestão analisados possuem pouca aderência aos princípios e padrões de boa governança, evidenciando-se uma aderência de apenas 37,71% em relação aos elementos estabelecidos no quadro-síntese. Assim, apontou claramente para o fato de que há pouca transparência nos relatórios de gestão, fato este que prejudica a accountability na administração pública.

Witcherwell like most new hatcheries has gone through a honeymoon period during which no major fish health problems have occurred. However, in 1994, there was an outbreak of Bacterial Gill Disease which caused high mortalities. This has emphasised the importance of developing and maintaining optimum husbandry practices for Witcherwell. These may also be applicable to other fish culture units in Central Area and the NW. To avoid the reoccurence of bacterial gill disease or other health problems and to ensure that stock of good health and quality are produced good husbandry practices must be followed. This report inculdes information on stock, disinfection, cross-contamination, cleaning, feed rates, flow rates, screening, treatments and possible problems.

A indústria farmacêutica, de um modo geral, manipula substâncias tóxicas, desenvolve atividades utilizando como matéria-prima um dos maiores bens da natureza, que é a água. Enfim, para produzir o medicamento em benefício do homem deixa como conseqüências, impactos ambientais consideráveis. Pretende-se mostrar que o segmento em questão, apesar de buscar se adequar às normas legais, como as da vigilância sanitária, ele é muito centrado na qualidade do produto, em detrimento dos aspectos ambientais, ainda que tendo disponível uma importante ferramenta para tal: A certificação de Boas Práticas de Fabricação (BPF) dos produtos farmacêuticos. A escolha do local da pesquisa foi o estado do Rio de Janeiro, por ser este, entre outros aspectos, um sítio onde historicamente se localizam empresas deste setor. O Rio de Janeiro e São Paulo são estados que congregam o maior número de fabricantes de medicamentos do país. Identificadas as indústrias foi realizado um levantamento para selecionar um grupo de empresas com características semelhantes. Como as grandes empresas deste segmento são dotadas de estrutura adequada à implantação de sistema de gestão ambiental, elas ficaram fora deste escopo. Também ficou fora da pesquisa o grupo formado por empresas que importam, embalam, comercializam, mas não fabricam os medicamentos e os produtores de fitoterápicos e veterinários. O resultado da pesquisa foi que as empresas privadas com número de empregados entre 50 e 500 e todas as públicas têm deficiência para atender aos requisitos ambientais legais, em outras palavras, as questões ambientais ficam restritas a Agência Nacional de Vigilância Sanitária (ANVISA / RDC-306) e aos processos de obtenção de licenças junto a Fundação Estadual de Engenharia do Meio Ambiente (FEEMA). Apenas uma dentre às vinte e oito pesquisadas tem Sistema de Gestão Ambiental SGA implantado. Como todos os fabricantes de medicamentos têm que cumprir as exigências da RDC-210, para obterem o Certificado de BPF e os registros dos medicamentos, assim eles já possuem a cultura, parte dos requisitos e a ferramenta necessária à implantação de um SGA de acordo com padrões voluntários como a NBR ISO 14001 (2004). Para comprovar tal evidência, o estudo apresentou o caso de uma empresa pública dotada de características inovadoras e cultura diferenciada, porque agrega colaboradores advindos de laboratórios privados. Tal empresa fabrica exclusivamente vacinas, biofármacos e reativos, sendo uma grande exportadora, sujeita à fiscalização internacional, como por exemplo, a da Organização Mundial da Saúde (OMS). Conclui-se que as empresas priorizam as questões da ANVISA e as ambientais precisam ser monitoradas e mitigadas. Um Plano de Ação para melhorias ambientais, visando à implantação de um SGA e a obtenção de um diferencial competitivo pode ser adotado, através da estrutura existente por força das exigências da ANVISA a qualquer empresa do setor farmacêutico

Sir John Egan’s 1998 report on the construction industry (Construction Task Force 1998) noted its confrontational and adversarial nature. Both the original report and its subsequent endorsement in Accelerating Change (Strategic Forum 2002) called for improved working relationships—so-called ‘integration’—within and between both design and construction aspects. In this paper, we report on our observations of on-site team meetings for a major UK project during its construction phase. We attended a series of team meetings and recorded the patterns of verbal interaction that took place within them. In reporting our findings, we have deliberately used a graphical method for presenting the results, in the expectation that this will make them more readily accessible to designers. Our diagrams of these interaction patterns have already proved to be intuitively and quickly understood, and have generated interest and discussion among both those we observed and others who have seen them. We noted that different patterns of communication occurred in different types of meetings. Specifically, in the problem-solving meeting, there was a richness of interaction that was largely missing from progress meetings and technical meetings. Team members expressed greater satisfaction with this problem-solving meeting where these enriched exchanges took place. By making comparisons between the different patterns, we are also able to explore functional roles and their interactions. From this and other published evidence, we conclude that good teamworking practices depend on a complex interplay of relations and dependencies embedded within the team.

离散事件动态系统DEDS理论为制造系统分析设计提供了支持工具,制造技术的发展又为DEDS理论提供了实际应用背景.本文综述离散事件动态系统DEDS理论的发展及其在计算机集成制造系统CIMS中的应用研究.分析了各种DEDS方法的特点和探讨了相应DEDS模型的描述范围.扼要叙述了CIMS的发展状况.阐述了CIMS新阶段对未来DEDS理论研究的要求。

Low molecular weight opioid peptide esters (OPE) could become a class of analgesics with different side effect profiles than current opiates. OPE may have sufficient plasma stability to cross the blood brain barrier (BBB), undergo ester hydrolysis and produce analgesia. OPE of dipeptides, tyr-pro and tyr-gly conjugated to ethanol have a structure similar to the anesthestic agent, etomidate. Based upon the analgesic activity of dipeptide opioids, Lipinski's criteria, and permeability of select GABA esters to cross the BBB, opioid peptides (OP) conjugated to ethanol, cholesterol or 3-glucose are lead recommendations. Preliminary animal data suggests that tyr-pro-ethyl ester crosses the BBB and unexpectedly produces hyperalgesia. Currently, there are no approved OP analgesics available for clinical use. Clinical trials of good manufacturing practice OP administered to patients suffering from chronic pain with indwelling intrathecal pumps could resolve the issue that OP may be superior to opiates and may redirect research.
