Many fisheries worldwide have adopted vessel monitoring systems (VMS) for compliance purposes. An added benefit of these systems is that they collect a large amount of data on vessel locations at very fine spatial and temporal scales. This data can provide a wealth of information for stock assessment, research, and management. However, since most VMS implementations record vessel location at set time intervals with no regard to vessel activity, some methodology is required to determine which data records correspond to fishing activity. This paper describes a probabilistic approach, based on hidden Markov models (HMMs), to determine vessel activity. A HMM provides a natural framework for the problem and, by definition, models the intrinsic temporal correlation of the data. The paper describes the general approach that was developed and presents an example of this approach applied to the Queensland trawl fishery off the coast of eastern Australia. Finally, a simulation experiment is presented that compares the misallocation rates of the HMM approach with other approaches.

The Queensland east coast trawl fishery is by far the largest prawn and scallop otter trawl fleet in Australia in terms of number of vessels, with 504 vessels licensed to fish for species including tiger prawns, endeavour prawns, red spot king prawns, eastern king prawns and saucer scallops by the end of 2004. The vessel fleet has gradually upgraded characteristics such as engine power and use of propeller nozzles, quad nets, global positioning systems (GPS) and computer mapping software. These changes, together with the ever-changing profile of the fleet, were analysed by linear mixed models to quantify annual efficiency increases of an average vessel at catching prawns or scallops. The analyses included vessel characteristics (treated as fixed effects) and vessel identifier codes (treated as random effects). For the period from 1989 to 2004 the models estimated overall fishing power increases of 6% in the northern tiger, 6% in the northern endeavour, 12% in the southern tiger, 18% in the red spot king, 46% in the eastern king prawn and 15% in the saucer scallop sector. The results illustrate the importance of ongoing monitoring of vessel and fleet characteristics and the need to use this information to standardise catch rate indices used in stock assessment and management.

ENGLISH: The Inter-American Tropical Tuna Commission is engaged in scientific studies of the tuna resources of the Eastern Tropical Pacific Ocean. One of the most important aspects of these investigations is the evaluation of the effects of fishing upon the populations of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis) of this region, based upon the analysis of quantitative records of fishing effort and catch. The systematic collection and compilation of statistical information on the operations and production of the tuna fishing Beet have, therefore, been essential parts of the research program since its inception in 1951. SPANISH: La Comisión Interamericana del Atún Tropical está dedicada al estudio cientifico de los recursos de atún del Océano Pacifico Oriental Tropical. Uno de los aspectos más importantes de las investigaciones es la evaluación de los efectos de la pesca sobre las poblaciones de atún aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) de esta región, sobre la base del análisis de los registros cuantitativos del esfuerzo de pesca y captura respectiva. ENGLISH: The fishing power of the tuna purse-seine fleet of the eastern Pacific Ocean has increased since the early 1960's. Because the entire fleet seems to have adopted equipment and techniques to increase its efficiency in capturing tunas, traditional methods of adjusting catch rates to a reference vessel type of fixed efficiency to index tuna abundance from fishing success are inapplicable. Instead, a methodology for such adjustment based on a mathematical representation of purse seining activities is developed. Observed changes in efficiency in subprocesses of purse seining are then used to adjust catch rates when computing abundance histories for yellowfin and skipjack in large regions of the eastern Pacific Ocean. SPANISH: La eficacia de pesca de la flota de cerco atunera en el Océano Pacífico oriental ha aumentado desde el comienzo del decenio de 1960. Como toda la flota parece haber adoptado equipo y métodos para incrementar su eficaciaen capturar atunes, no se pueden aplicar los métodos tradicionales de ajustar los índices de captura a un tipo normalizado de barco (es decir de eficacia fija) para indicar la abundancia del atún según los resultados de pesca. En su lugar se ha desarrollado un método para realizar tal ajuste basado en una representación matemática de las actividades de las embarcaciones de cerco. Cuando se calcula la abundancia histórica del atún aleta amarilla y barrilete en grandes regiones del Océano Pacífico oriental, se usan entonces los cambios observados en la eficacia de los subprocesos cerqueros para ajustar los índices de captura. Scientists from the Institute with the collaboration of Food and Agricultural Organisation (FAO), Rome designed and built a 10-m (LOA) shallow draft vessel. The prototype vessel was tried at Uta-Ewa, Ikot Abasi, Cross River State. The paper deals with the preliminary economic analysis of the performance of prototype vessel. An analysis of the annual return has shown that 43.66% of the annual gross income was paid to labour; 15.91% was spent on repairs and replacements; 7.76% on fuel and lubricants; 24.38% on maintenance costs and the return of investment, 6.2%. This low return of investment is attributable to high percentage of labour costs as well as low fishing intensity

Minimizing bycatch of seabirds is a major goal of the U.S. National Marine Fisheries Service. In Alaska waters, the bycatch (i.e., inadvertent catches) of seabirds has been an incidental result of demersal groundfish longline fishery operations. Notably, the endangered short-tailed albatross (Phoebastria albatrus) has been taken in this groundfish fishery. Bycatch rates of seabirds from individual vessels may be of particular interest because vessels with high bycatch rates may not be functioning effectively with seabird avoidance gears, and there may be a need for suggestions on how to use these avoidance gears more effectively. Therefore, bycatch estimates are usually made on an individual vessel basis and then summed to obtain the total estimate for the entire fleet.

Sources of wastes in fishing operations mainly include bycatch discards; processing wastes where catch is processed onboard; plastic wastes due to abandoned, lost and discarded fishing gear; bilges and other wastes from the vessel operations. Fishing systems in general have an associated catch of nontargeted organisms known as bycatch. Non-selective fishing gear that is not modified or equipped to exclude non-targeted organisms, may take a significant quantity of bycatch of non-targeted finfish, juvenile fish, benthic animals, marine mammals, marine birds and vulnerable or endangered species that are often discarded. Average annual global discards, has been estimated to be 7.3 million t, based on a weighted discard rate of 8%, during 1992-2001 period. Trawl fisheries for shrimp and demersal finfish account for over 50% of the total estimated global discards. Plastic materials are extensively used in fisheries, owing to their durability and other desirable properties, contributing to the efficiency and catchability of the fishing gear. However, plastics biodegrade at an extremely slow rate compared to other organic materials. Abandoned, lost or otherwise discarded fishing gear (ALDFG) and related marine debris have been recognized as a critical problem in the marine environment and for living marine resources. Prevention of excess fishing capacity by appropriate management measures could lead to enormous savings in terms of fuel consumption, emissions and bycatch discards from the excess fishing fleet, capital and operational investments and labour deployment in capture fisheries, with significant economic gains. Commercial trawling on the Atlantic slope areas off Brazil intensified in the late 1990’s owing to the expansion of coastal trawling areas and the operations of a chartered foreign fleet. Between 2000 and 2003, 59 fishing trips conducted by 10 chartered trawlers were intensely monitored by observers and satellite vessel monitoring systems, totaling 9,069 tows and 30,085.2 trawling hours. Fishing operations occurred in northern, northeastern, southeastern, and southern sectors of the Brazilian coast in 60–1,173 m depths. Total retained and processed catch were 8,074.6 t and 6,479.8 t, respectively. Argentine hake, Merluccius hubbsi; and Argentine shortfin squid, Illex argentinus, were the primary species taken contributing to 41.1% and 28.6% of the overall catch, respectively. The silver John dory, Zenopsis conchifera; monkfish, Lophius gastrophysus; Brazilian codling, Urophycis mystacea; and the black grouper, Epinephelus nigritus, composed 23% of total processed catch, and the remaining 7.2% was composed of deep-sea shrimps (family Aristeidae) and other teleosts and elasmobranches. The occupation of slope areas included an early exploratory phase, followed by directed phases of the upper slope (300–500 m), aiming principally at the Argentine hake, and the lower slope (>700 m), targeting valuable concentrations of deep-sea aristeid shrimps. The role of chartering for slope trawling development was critically addressed. We conclude that chartered vessels were efficient explorers and were particularly important in areas not available to the technologically limited national fleet. Because the charters were market-oriented and had elevated profit demands, however, those vessels quickly turned from exploration to exploitation and competed with national trawlers in shallower areas and produced significant impacts on Brazil’s modest deep-sea resources.

A sample of daily observations on the activities of Australian vessels longlining for yellowfin tuna, Thunnus albacares, during 1987-90 was analyzed, using a production junction approach, to determine the effects of vessel characteristics and operational practices and conditions. Significant differences were found between the tuna fisheries in the northern and southern regions of the inshore yellowfin tuna fishery in the east Australian Exclusive Economic Zone. The type of vessel used, and fishing practices such as soaktime, patrolling the longline, and choice of surface water temperature were found to have significant effects on yellowfin tuna catch rates.

The groundfish resources of the U.S. Exclusive Economic Zone (EEZ) off Alaska, dominated by Alaska or walleye pollock, Theragra chalcogramma, Pacific cod, Gadus macrocephalus, and flatfishes, Pleuronectidae, can sustain annual commercial harvests well in excess of 2 million metric tons (t). As recently as 1979, foreign fisheries took 99 percent of the annual harvest supported by these resources. This has changed dramatically during the 1980's. The foreign fisheries have received rapidly decreasing allocations, first as joint venture fisheries expanded and, more recently, as the domestic fisheries have grown. Joint venture fisheries are fisheries in which domestic fishing vessels deliver their catch directly to foreign processing vessels in the EEZ. By 1986, the joint venture and domestic fisheries accounted for 66 percent and 8 percent, respectively, of the annual harvest. The preliminary corresponding figures for 1987 are 78 and 18 percent.

The fishery sector in Uganda has seen important changes in the last two decades. Among the changes registered, is the expansion of fish markets locally, regionally and internationally. Upon which, remarkable benefits have been realized at local and national levels, for instance, it is estimated that an average of 40m$ is being earned annually as foreign exchange. Besides, presently fish accounts for over 50% of total animal protein in take. However, it is argued that sustaining these gains has become an up hill task due to failure to maintain fish quality as a result of the rudimentary and inappropriate sanitary, fish handling and artisanal fish processing practices that both directly and indirectly affect the quality of fish and fish products. Therefore, against this background, a study of 507 respondents was undertaken among the Lake Victoria Communities specifically in Wakiso, Mayuge and Mukono districts. The study examined the perceptions of fishers on the social cultural practices of sanitation, fish handling and artisanal fish processing and consequently identified factors that influenced these practices.

The author presents a brief account of the infrastructure facilities required for the fishing industry. He describes those facilities presently available in Sri Lanka, and those that are under construction, and gives a few suggestions indicating the nature of infrastructure facilities that are vital to the local situation at its present stage of development. The principal facilities discussed are (1) fish landing places; (2) unloading handling facilities; (3) vessel servicing facilities; and (4) navigation aids.

Fishing vessels where electric power supply from alternator is available to operate various auxiliaries located anywhere in the vessel, the small crafts, which constitute over 95% of the total fishing crafts operating in India, are entirely dependent on one source of power, i. e. the main diesel engine. To utilize this source of motive power to operate the winches and other auxiliaries, mechanical drive involving shafts, bearings and pulleys, is inconvenient. This paper presents basic advantages of hydraulic system over mechanical drive.
