The 3x1 Program for Migrants is a matching grant scheme that seeks to direct the money sent by migrant organizations abroad to the provision of public and social infrastructure, and to productive projects in migrants’ communities of origin. To do so, the municipal, state, and federal administrations match the amount sent by hometown associations by 3 to 1. This opens the door to the political manipulation of the program. We explore the impact of a particular facet of Mexican political life on the operation of the 3x1: its recent democratization and the increasing political competition at the municipal level. Relying on the literature on redistributive politics, we posit that an increasing number of effective parties in elections may have two different effects. On the one hand, the need to cater to more heterogeneous constituencies may increase the provision of public projects. On the other hand, since smaller coalitions are needed to win elections under tighter competition, fewer public and more private (clientelistic) projects could be awarded. Using a unique dataset on the 3x1 Program for Migrants for over 2,400 municipalities in the period 2002 through 2007, we find a lower provision of public goods in electorally competitive jurisdictions. Thus, we remain sceptical about the program success in promoting public goods in politically competitive locations with high migration levels.

This article investigates the history of land and water transformations in Matadepera, a wealthy suburb of metropolitan Barcelona. Analysis is informed by theories of political ecology and methods of environmental history; although very relevant, these have received relatively little attention within ecological economics. Empirical material includes communications from the City Archives of Matadepera (1919-1979), 17 interviews with locals born between 1913 and 1958, and an exhaustive review of grey historical literature. Existing water histories of Barcelona and its outskirts portray a battle against natural water scarcity, hard won by heroic engineers and politicians acting for the good of the community. Our research in Matadepera tells a very different story. We reveal the production of a highly uneven landscape and waterscape through fierce political and power struggles. The evolution of Matadepera from a small rural village to an elite suburb was anything but spontaneous or peaceful. It was a socio-environmental project well intended by landowning elites and heavily fought by others. The struggle for the control of water went hand in hand with the land and political struggles that culminated – and were violently resolved - in the Spanish Civil War. The displacement of the economic and environmental costs of water use from few to many continues to this day and is constitutive of Matadepera’s uneven and unsustainable landscape. By unravelling the relations of power that are inscribed in the urbanization of nature (Swyngedouw, 2004), we question the perceived wisdoms of contemporary water policy debates, particularly the notion of a natural scarcity that merits a technical or economic response. We argue that the water question is fundamentally a political question of environmental justice; it is about negotiating alternative visions of the future and deciding whose visions will be produced.

When we ask ourselves about a concrete definition of “Natural Capital” we can find a large and wide range of conceptions, which are attached to it. These can turn out to be confusing and contradictory in some cases. In theory, through books and different studies we know natural resources are composed by all the natural actives originated by the nature itself. Besides, these conform a patrimony for society as them are translated into a path towards economy: The Natural Capital. May not the Natural Capital be an easy conception to put in terms of economy it turns out to be an important capacitor for economy growth in most countries. In any case, we can clearly distinguish two ways as Natural Capital can be seen. One may elaborate a definition about it by reading what others have previously written, those who usually are quite far from the direct use of natural resources. On the other hand it would also be interesting to conform a definition of it by asking people who are constantly in contact with natural resources and consequently contribute to form the Natural Capital.

An abundant scientific literature about climate change economics points out that the future participation of developing countries in international environmental policies will depend on their amount of pay offs inside and outside specific agreements. These studies are aimed at analyzing coalitions stability typically through a game theoretical approach. Though these contributions represent a corner stone in the research field investigating future plausible international coalitions and the reasons behind the difficulties incurred over time to implement emissions stabilizing actions, they cannot disentangle satisfactorily the role that equality play in inducing poor regions to tackle global warming. If we focus on the Stern Review findings stressing that climate change will generate heavy damages and policy actions will be costly in a finite time horizon, we understand why there is a great incentive to free ride in order to exploit benefits from emissions reduction efforts of others. The reluctance of poor countries in joining international agreements is mainly supported by historical responsibility of rich regions in generating atmospheric carbon concentration, whereas rich countries claim that emissions stabilizing policies will be effective only when developing countries will join them.Scholars recently outline that a perceived fairness in the distribution of emissions would facilitate a wide spread participation in international agreements. In this paper we overview the literature about distributional aspects of emissions by focusing on those contributions investigating past trends of emissions distribution through empirical data and future trajectories through simulations obtained by integrated assessment models. We will explain methodologies used to elaborate data and the link between real data and those coming from simulations. Results from this strand of research will be interpreted in order to discuss future negotiations for post Kyoto agreements that will be the focus of the next. Conference of the Parties in Copenhagen at the end of 2009. A particular attention will be devoted to the role that technological change will play in affecting the distribution of emissions over time and to how spillovers and experience diffusion could influence equality issues and future outcomes of policy negotiations.

This paper contributes to the literature on both embodied technical progress and firm dynamics, by formulating an endogenous growth model where selection and imitation play a fundamental role in helping capital good producers to learn about the productivity of technologies embodied in new plants. By calibrating the model to some key aggregates particularly relevant for the embodied capital literature, among them the growth rate of the relative investment price, the model quantitatively replicates the main facts associated to firm dynamics, such as the entry rate and the tail index of the establishment size distribution. In line with the previous literature, it also predicts a contribution to productivity growth of embodied technical progress and selection of around 60%

This paper studies the implications of correlation of private signals about the liquidation value of a risky asset in a variation of a standard noisy rational expectations model in which traders receive endowment shocks which are private information and have a common component. We …nd that a necessary condition to generate multiple linear partially revealing rational expectations equilibria is the existence of several sources of information dispersion. In this context equilibrium multiplicity tends to occur when information is more dispersed. A necessary condition to have strategic complementarity in information acquisition is to have mul- tiple equilibria. When the equilibrium is unique there is strategic substi- tutability in information acquisition, corroborating the result obtained in Grossman and Stiglitz (1980). Jatropha curcas is promoted internationally for its presumed agronomic viability in marginal lands, economic returns for small farmers, and lack of competition with food crops. However, empirical results from a study in southern India revealed that Jatropha cultivation, even on agricultural lands, is neither profitable, nor pro-poor. We use a political ecology framework to analyze both the discourse promoting Jatropha cultivation and its empirical consequences. We deconstruct the shaky premises of the dominant discourse of Jatropha as a “pro-poor” and “pro-wasteland” development crop, a discourse that paints a win-win picture between poverty alleviation, natural resource regeneration, and energy security goals. We then draw from field-work on Jatropha plantations in the state of Tamil Nadu to show how Jatropha cultivation favors resource-rich farmers, while possibly reinforcing existing processes of marginalization of small and marginal farmers.

En el present estudi s’ha analitzat si és possible l’autosuficiència energètica al barri projectat de La Plana de Sitges a partir de fonts renovables d’energia. S’ha realitzat un anàlisi de l’oferta potencial del barri de La Plana, format per habitatges unifamiliars i plurifamiliars, serveis i equipaments i s’ha comparat el potencial de producció energètica dels recursos renovables locals a cada subsistema i pel sistema de La Plana. Diferenciant si són una Oferta estàndard (4.000 MWh/a) seguint la Normativa d’ecoeficiència de Sitges o bé una Oferta renovable (19.000 MWh/a) segons un Ecobarri proposat en aquest projecte a partir d’energia solar fotovoltaica i tèrmica. En l’estudi de la demanda, diferenciant entre una Demanda estàndard (39.000 MWh/a), respon al total de La Plana seguint el consum d’un habitatge tipus de la mitjana catalana (ICAEN, 2002) i una Demanda eficient (20.800 MWh/a) seguint un model de baix consum projectat en un Ecobarri de Barcelona. (Vallbona, 2009). Per analitzar de forma detallada les variables d’oferta i demanda, s’han proposat quatre escenaris diferents on es valoren l’autosuficiència energètica del sistema de la Plana i aspectes ambientals d’emissions derivades de la utilització de l’energia. El primer escenari és l’estàndard i és el resultat d’analitzar conjuntament una oferta i una demanda estàndard. Al segon escenari conflueixen una Oferta Estàndard i una Demanda Eficient. En el tercer escenari coincideixen una Oferta Renovable i una Demanda Estàndard. El quart i últim escenari respon a la proposta d’Ecobarri on l’Oferta és renovable i la Demanda eficient. Tanmateix, s’ha realitzat un estudi sobre els aspectes econòmics de La Plana que s’estimen en uns beneficis per la venda de l’energia d’uns 5 milions d’euros anuals i uns costos d’instal·lació de 80 milions d’euros. Finalment s’ha constatat que és possible assolir una autosuficiència del 90% a l’escenari Ecobarri (oferta renovable - demanda eficient). Mitjançant la instal·lació de sistemes de captació solar a les cobertes, cobrint el 100% de la demanda d’ACS, i captadors solars FV, ambdues estratègies són viables i representen beneficis econòmics i una reducció d’emissions de l’ordre de 13.700 Tn CO2 equivalents anuals que suposen un estalvi del 88% respecte un escenari d’oferta i demanda estàndard.

En este trabajo se analiza la política petrolera mexicana durante el período 1938-2000 y su aportación al crecimiento económico mexicano. La orientación de la producción petrolera permite distinguir dos modelos de gestión de la industria petrolera. El primero de ellos; entre 1938-1976 tuvo por finalidad el aprovisionamiento energético del mercado interior a bajos precios. El segundo a partir de 1976 orientado hacia la exportación y la captura de la renta petrolera internacional. Esta ruptura en la política petrolera asociada constituye un caso interesante en sí mismo porque permite comparar los efectos de dos políticas totalmente opuestas sobre el crecimiento económico y sobre el desempeño de la propia industria petrolera en un país donde el Estado tiene derechos de propiedad exclusivos sobre el sector petrolero. Por ello, se aborda el tema como una problemática institucional que toma en cuenta tanto las características internas de México como la dinámica del mercado petrolero internacional. Se incide en el hecho de que el Estado mexicano ha utilizado a la industria petrolera y; concretamente los recursos que ésta genera no sólo como un instrumento para favorecer el crecimiento económico del país sino también para mantener el control del poder político frente a la élite económica. Así el inmovilismo institucional; la falta de ingresos e inversiones propias y el comportamiento rentista del Estado parecen haber condenado al sector petrolero mexicano al atraso y la ineficiencia. De este modo; se focaliza en las interrelaciones entre las instituciones económicas y políticas como elemento explicativo del por qué la industria petrolera no ha logrado convertirse en un elemento dinamizador del crecimiento económico mexicano en el largo plazo.

Este trabajo presenta las dimensiones básicas de las actividades productivas asociadas al turismo receptor en Cataluña desde 1951 hasta 2010. Analiza sus características desde una perspectiva macroeconómica y con un enfoque comparativo. Demuestra que se ha ido transformando desde el modelo de sol y playa, que definió la fase de instalación del turismo de masas, hasta convertirse en un destino turístico muy diversificado, con un protagonismo creciente de la conurbación de Barcelona. Esta transformación ha facilitado una positiva adaptación a la segmentación de la demanda turística internacional. El turismo extranjero ha proporcionado a Cataluña el liderazgo español y europeo y se ha convertido en motor fundamental del crecimiento económico.

Trabajos anteriores han demostrado que gran parte de la variabilidad observada en la huella ecológica per cápita de los países puede explicarse a partir de las diferencias en renta per cápita y temperatura. La pregunta que nos planteamos en esta investigación es si el modelo urbano (densidad urbana y tamaño urbano) también puede ayudar a explicar dicha variabilidad. Los resultados obtenidos confirman el significativo impacto de la densidad urbana sobre la huella, por lo que controlar la dispersión urbana parece ser un mecanismo eficiente para reducir la huella ecológica de los países. En lugar de reflexionar sobre si las ciudades son o no son insostenibles por naturaleza, esta investigación se ha orientado de forma más operativa, intentando discernir qué tipo de modelo urbano contribuye en mayor medida a la sostenibilidad del planeta.

In this study I try to explain the systemic problem of the low economic competitiveness of nuclear energy for the production of electricity by carrying out a biophysical analysis of its production process. Given the fact that neither econometric approaches nor onedimensional methods of energy analyses are effective, I introduce the concept of biophysical explanation as a quantitative analysis capable of handling the inherent ambiguity associated with the concept of energy. In particular, the quantities of energy, considered as relevant for the assessment, can only be measured and aggregated after having agreed on a pre-analytical definition of a grammar characterizing a given set of finite transformations. Using this grammar it becomes possible to provide a biophysical explanation for the low economic competitiveness of nuclear energy in the production of electricity. When comparing the various unit operations of the process of production of electricity with nuclear energy to the analogous unit operations of the process of production of fossil energy, we see that the various phases of the process are the same. The only difference is related to characteristics of the process associated with the generation of heat which are completely different in the two systems. Since the cost of production of fossil energy provides the base line of economic competitiveness of electricity, the (lack of) economic competitiveness of the production of electricity from nuclear energy can be studied, by comparing the biophysical costs associated with the different unit operations taking place in nuclear and fossil power plants when generating process heat or net electricity. In particular, the analysis focuses on fossil-fuel requirements and labor requirements for those phases that both nuclear plants and fossil energy plants have in common: (i) mining; (ii) refining/enriching; (iii) generating heat/electricity; (iv) handling the pollution/radioactive wastes. By adopting this approach, it becomes possible to explain the systemic low economic competitiveness of nuclear energy in the production of electricity, because of: (i) its dependence on oil, limiting its possible role as a carbon-free alternative; (ii) the choices made in relation to its fuel cycle, especially whether it includes reprocessing operations or not; (iii) the unavoidable uncertainty in the definition of the characteristics of its process; (iv) its large inertia (lack of flexibility) due to issues of time scale; and (v) its low power level.

El present Treball de Fi de Carrera tracta dur a terme un estudi sobre els projectes de col.laboració inter-empresarial. Fruit d'aquest fenomen de diversificació d'àmbit societari, sorgeix la joint venture com un sistema d'internacionalització en el món empresarial. Per analitzar les peculiaritats d'aquesta figura contractual ens centrarem en l'anàlisi de la seva implantació i desenvolupament al país del drac que desperta, investigant sobre les repercussions des del prisma de la ciència jurídica en la convergència de Dret Societari Internacional i dels contractes. Així mateix, es farà referència als aspectes econòmics, i polítics presents a la Xina, així com de l'objecte i de l'existència i transcendència de la joint venture per a l'economia internacional.

Malgrat que el debat de l’Estat del Benestar està en el bell mig de l’actualitat política i econòmica des de fa uns quants anys amb graus ben diversos i aproximacions diferents, la darrera gran crisi ha disparat com mai la seva actualitat. Fins el present moment, amb algunes notables excepcions, totes les tendències han conduit a desenvolupar l’Estat del Benestar fins a extrems insostenibles. Això té explicacions múltiples i variades com les que s’aborden al llarg del present text. Aquestes tendències tenen una dinàmica econòmica i social pròpia que s’ha constatat amb força durant els darrers anys. Fa unes dues dècades que aquest debat va ser encetat amb profunditat per pocs països, però amb conclusions estimulants. Suècia és l’exemple més reeixit. La reforma duta a terme en el país nòrdics és una referència de primer ordre per molts estudiosos del tema i hauria de ser font d’inspiració per a la resta de països. Seguidament, hem volgut descriure, de forma complementària i des d’una perspectiva econòmica i jurídica, un fenomen estrictament lligat al desenvolupament imparable de l’Estat del Benestar, el de la burocratització. La reflexió d’acadèmics d’escoles en diferents i, en particular, els de la Public Choice proporcionen una visió rica i complexa, que entenem fonamental per avaluar els problemes que se’n deriven. Finalment, dins el marc de la Hisenda Pública i entrant en l’estudi concret del cas català, hem volgut endinsar-nos en l’anàlisi del pressupost. Essent com és una eina indispensable per avaluar el conjunt de polítiques econòmiques i socials d’un país. Aquesta anàlisi es duu a terme des d’una doble perspectiva: la primera, mitjançant un estudi comparatiu de l’evolució del Pressupost de la Generalitat dels darrers anys i, en segon terme, el canvi que el Pressupost 2011 materialitza aquest any, prefigura el de l’any 2012 i les principals crítiques de l’oposició. Queden oberts els camins envers els possibles canvis. De fet, res està definitivament escrit, però la pretensió d’aquest treball és modesta i, alhora, clara. Sense embuts, si volem mantenir un grau de benestar sostenible, és fonamental deixar de banda l’actual concepció de l’Estat del Benestar i començar a treballar per implementar els profunds canvis necessaris que donin pas a l’únic model que, a parer nostre, aconseguirà que això sigui possible: la Societat del Benestar. Una concepció actual del paper que ha de tenir l’Estat, de caràcter liberal i, alhora, social.

The report presents a grammar capable of analyzing the process of production of electricity in modular elements for different power-supply systems, defined using semantic and formal categories. In this way it becomes possible to individuate similarities and differences in the process of production of electricity, and then measure and compare “apples” with “apples” and “oranges” with “oranges”. For instance, when comparing the various unit operations of the process of production of electricity with nuclear energy to the analogous unit operations of the process of production of fossil energy, we see that the various phases of the process are the same. The only difference is related to characteristics of the process associated with the generation of heat which are completely different in the two systems. As a matter of facts, the performance of the production of electricity from nuclear energy can be studied, by comparing the biophysical costs associated with the different unit operations taking place in nuclear and fossil power plants when generating process heat or net electricity. By adopting this approach, it becomes possible to compare the performance of the two power-supply systems by comparing their relative biophysical requirements for the phases that both nuclear energy power plants and fossil energy power plants have in common: (i) mining; (ii) refining/enriching; (iii) generating heat/electricity; (iv) handling the pollution/radioactive wastes. This report presents the evaluation of the biophysical requirements for the two powersupply systems: nuclear energy and fossil energy. In particular, the report focuses on the following requirements: (i) electricity; (ii) fossil-fuels, (iii) labor; and (iv) materials.
