Formação de agenda e formulação de uma política pública no Brasil: o caso do Fundo Social do Pré-Sal

Entender o processo que engendra o Fundo Social do Pré-Sal demanda compreender a nova regulação do petróleo, aprovada em 2010. Esta tese empreende análise da trajetória da regulação do petróleo no Brasil, partindo da aprovação da Lei do Petróleo (1997), e avalia como ideias e interesses interagem com instituições vigentes, ação política e condições econômicas, para gerar nova configuração setorial. Combinando visão abrangente do institucionalismo histórico aos métodos robustos do institucionalismo da escolha racional para determinação das preferências dos atores, este trabalho aponta para a determinação histórica das escolhas dos agentes. Em termos empíricos, mostra como as condições econômicas foram determinantes na permeabilidade da política econômica brasileira aos interesses representados pelas instituições multilaterais, esclarece a importância do volume de reservas de petróleo na determinação do novo marco regulatório; e aponta razão para a escalada de valor da Petrobras após 1997.

O presente estudo visa contribuir com as discussões sobre estratégia de sustentabilidade de empresas. Este investigou os fatores determinantes na formação da estratégia de sustentabilidade ambiental de um importante player da indústria automobilística nacional, procurando responder: “Por que predominam as eco-inovações em processos produtivos no posicionamento estratégico para sustentabilidade da GM do Brasil em relação a eco-inovações em produto?”. Como referencial teórico foram considerados os conceitos de desenvolvimento sustentável, as discussões sobre estratégias de sustentabilidade ambiental, responsabilidade socioambiental e a teoria institucional. Sendo esta última a lente teórica escolhida por ampliar o conceito de ambiente externo da organização e desta forma contemplar aspectos institucionais. A teoria institucional considera um enfoque abrangente dos fatores que influem e condicionam as estratégias ambientais. O método de pesquisa foi qualitativo ao investigar de forma empírica os propósitos da estratégia de sustentabilidade ambiental da GM do Brasil. A análise foi composta por entrevistas semiestruturadas, direcionadas aos executivos da empresa, observação direta e participante, e por consulta a dados secundários. Os resultados apontam para inovação em práticas socioambientais para minimização do impacto dos processos produtivos ao meio ambiente e para um isomorfismo organizacional no que tange a motorização do produto comercializado. Espera-se que os resultados venham a contribuir para o avanço do conhecimento da Administração no campo da gestão estratégica e sirvam de estímulo para o crescimento sustentável das indústrias, pautado pela adoção de práticas que preservem o meio ambiente.

A descoberta de novas reservas de petróleo na camada Pré-Sal, no Brasil, tem suscitado o interesse de diversas empresas petrolíferas do mundo todo, com o intuito de participar dos leilões para adquirir o direito de explorar tais reservas. Diversos determinantes podem afetar o comportamento estratégico dos jogadores na de nição dos lances em um leilão. Assim, ao contrário da maioria dos estudos empíricos de leilões, consideramos assimetria informacional, segundo Rezende (2008), para obter estimativas estruturais e mais precisas do impacto de diferentes fatores no lance vencedor dos blocos de petróleo no Brasil. Encontramos que diversas variáveis como área e localização do bloco, número de poços perfurados por km² e tipos de parcerias entre empresas afetam o lance vencedor. Por fi m, veri fiamos que o problema da "maldição do vencedor"ocasionado pela presença de agentes informados (por ex., Petrobras) acaba elevando o valor do lance vencedor.

O objetivo dessa dissertação é analisar o desafio da transferência de conhecimento no setor de tecnologia de Óleo e Gás, especificamente na empresa FMC Technologies do Brasil, e suas consequências no diferencial competitivo, ao compreender como se dá a transferência de conhecimento tácito dos especialistas para os novos colaboradores, que devido ao enorme crescimento do segmento são a maioria atualmente. O estudo de caso se dará pela observação participante do próprio autor no local de trabalho, abordagem de teoria analítica e consequente pesquisa qualitativa com colaboradores de diferentes áreas e tempos de serviço, a fim de qualificar observações, bem como entender como se estabelece este processo e fundamentalmente, como melhorá-lo e garantir sustentabilidade. Como resultado deste trabalho tivemos a validação dos especialistas como responsáveis pela transferência do conhecimento tácito dentro do ambiente e contexto capacitante criado desde a fundação da empresa CBV, o qual desdobra a estratégia através da inspiração na valorização do trabalho e sentimento de contribuição.

The oil production in Brazil has been increasing each year. Consequently, increasing volumes of water produced are generated with large quantities of contaminants, which brings many problems in disposing of these waters. The concern that the concentrations of contaminants in water produced meet existing laws for disposal of effluents, has been extremely important for the development of different techniques for treatment of water produced. The study of clay minerals as adsorbents of organic contaminants has grown considerably so in order to combine the low cost with the efficiency of environmental preservation and health issues. Thus, this study aims to understand the characteristics of vermiculite clay, sodium bentonite, calcium bentonite and diatomite and evaluate their performance as adsorbents for phenol in the water produced. Through adsorption isotherms it was possible to observe the behavior of these adsorptive clay and diatomite for adsorption of phenol, the main phenolic compound found in water produced. Different concentrations of synthetic solutions of phenol were put in touch with these adsorbents under same conditions of agitation and temperature. The adsorbents were composted adsorptive favorable, but the vermiculite and diatomite showed little capacity for absorption, being suggested for absorbs small concentrations of phenol in the balance isothermal

After the decline of production from natural energy of the reservoir, the methods of enhanced oil recovery, which methods result from the application of special processes such as chemical injection, miscible gases, thermal and others can be applied. The advanced recovery method with alternating - CO2 injection WAG uses the injection of water and gas, normally miscible that will come in contact with the stock oil. In Brazil with the discovery of pre-salt layer that gas gained prominence. The amount of CO2 present in the oil produced in the pre-salt layer, as well as some reservoirs is one of the challenges to be overcome in relation to sustainable production once this gas needs to be processed in some way. Many targets for CO2 are proposed by researchers to describe some alternatives to the use of CO2 gas produced such as enhanced recovery, storage depleted fields, salt caverns storage and marketing of CO2 even in plants. The largest oil discoveries in Brazil have recently been made by Petrobras in the pre -salt layer located between the states of Santa Catarina and Espírito Santo, where he met large volumes of light oil with a density of approximately 28 ° API, low acidity and low sulfur content. This oil that has a large amount of dissolved CO2 and thus a pioneering solution for the fate of this gas comes with an advanced recovery. The objective of this research is to analyze which parameters had the greatest influence on the enhanced recovery process. The simulations were performed using the "GEM" module of the Computer Modelling Group, with the aim of studying the advanced recovery method in question. For this work, semi - synthetic models were used with reservoir and fluid data that can be extrapolated to practical situations in the Brazilian Northeast. The results showed the influence of the alternating injection of water and gas on the recovery factor and flow rate of oil production process, when compared to primary recovery and continuous water injection or continuous gas injection

The area between São Bento do Norte and Macau cities, located in the northern coast of the Rio Grande do Norte State is submitted to intense and constant processes of littoral and aeolian transport, causing erosion, alterations in the sediments balance and modifications in the shoreline. Beyond these natural factors, the human interference is huge in the surroundings, composed by sensitive places, due to the existence of the Guamaré Petroliferous Pole, RN, the greater terrestrial oil producing in Brazil, besides the activities of the salt companies and shrimp farms. This socioeconomic-environmental context justifies the elaboration of strategies of environmental monitoring of that coastal area. In the environmental monitoring of coastal strips, submitted to human impacts, the use of multi-sources and multitemporal data integrated through a Spatio- Temporal Database that allows the multiuser friendly access. The objective was to use the potential of the computational systems as important tools the managers of environmental monitoring. The stored data in the form of a virtual library aid in making decisions from the related results and presented in different formats. This procedure enlarges the use of the data in the preventive attendance, in the planning of future actions and in the definition of new lines of researches on the area, in a multiscale approach. Another activity of this Thesis consisted on the development of a computational system to automate the process to elaborate Oil-Spill Environmental Sensitivity Maps, based on the temporal variations that some coastal ecosystems present in the sensibility to the oil. The maps generated in this way, based on the methodology proposed by the Ministério do Meio Ambiente, supply more updated information about the behavior of the ecosystem, as a support to the operations in case of oil spill. Some parameters, such as the hydrodynamic data, the declivity of the beach face, types of resources in risk (environmental, economical, human or cultural) and use and occupation of the area are some of the essential basic information in the elaboration of the sensitivity maps, which suffer temporal alterations.In this way, the two computational systems developed are considered support systems to the decision, because they provide operational subsidies to the environmental monitoring of the coastal areas, considering the transformations in the behavior of coastal elements resulting from temporal changes related the human and/or natural interference of the environment

The petrochemical industry represents a sector of intense activity, in constant expansion and great economic importance for Brazil. In order to be used in various human activities petroleum needs to suffer a refinement process that, besides requiring large amounts of water, produces large amounts of wastes, which are discharged in hydric resources. Petroleum is a complex mixture mainly comprised by hydrocarbons, many of them are recognized as toxic chemicals, which are able to induce a considerable environmental pollution. Since water is an important resource for the maintenance of ecosystems and is also the final receiver of effluent discharges of the petroleum industry, there is an imminent need to monitor, constantly, the hydric resources that are influenced by this industrial activity, so that it can be ensured the environmental health. This study aimed, mainly, to analyze the quality of water samples derived from refinement process performed of the largest petroleum refinery in Brazil (REPLAN), in distinct steps of the industry treatment, and waters of rivers associated to its activity. Micronuclei and Nuclear Abnormalities tests were performed in erythrocytes of the fish species Oreochromis niloticus exposed to water samples derived from refinery use and to rivers under the influence of their effluents, in order to evaluate its possible toxic, genotoxic and mutagenic effects. The results obtained show that the treatment carried out by the refinery, during the evaluated periods, was effective, since the substances present in the water samples did not induce significant genotoxic and/or mutagenic alterations in the genetic material of the test organisms. On the other hand, when the substances present in the refinery effluent mix with the ones derived from other industrial activities developed upstream of this industry, the resultant compound, in some periods, presented genotoxic potencial, characterized by a rise of erythrocytic...
