É nítida e rápida a popularização da maioria dos bens duráveis de consumo no Estado de São Paulo, nos últimos vinte anos. Colaboram para isso a universalização da oferta domiciliar de eletricidade, água encanada, esgotos, e a tendência ao barateamento dos bens. Entre outros efeitos, tal popularização deteriora a eficácia das escalas de classificação sócio- econômica baseadas na posse de itens de conforto doméstico, suscitando freqüentes revisões e discórdias no interior da comunidade de marketing. Este estudo sistematiza estatísticas sobre situação domiciliar e posse de itens de conforto doméstico no Estado de S. Paulo, e mostra como isso afeta o consumo material e cultural. Finalmente, aponta que é chegada a hora de se usar mais e melhor variáveis como educação, profissão, qualidade do domicílio, tal como se faz em países desenvolvidos, para o entendimento mais pleno das mudanças que implantam no Brasil a moderna sociedade de consumo.

Nos últimos vinte anos, o Setor Elétrico Brasileiro (SEB) vem passando por profundas transformações incluindo duas reestruturações. A primeira, em 1995, faz a transição de um modelo centralizado com empresas estatais operando no regime de monopólio para um modelo de livre mercado com ênfase na privatização do setor. A segunda, em 2004, retoma o papel do Estado no planejamento da expansão do setor, estabelece a convivência entre empresas estatais e privadas e busca promover a modicidade tarifária. A principal razão para as mudanças é a necessidade de investimento para expansão da oferta de energia elétrica. Este trabalho tem como objetivo apresentar estas reformas, descrever o funcionamento atual do setor elétrico e analisar a questão do término das concessões de geração a partir de 2015. A indefinição do governo federal entre prorrogar ou licitar estas concessões cria incertezas, adiando investimentos e provocando perdas ao país.

Este estudo analisa os resultados da mudança na estrutura de regulação do serviço público de energia elétrica, implementada, no âmbito da Reforma do Estado, no final dos anos 1990. Foi comparada a qualidade do serviço de distribuição no fornecimento de energia elétrica de duas empresas que atuam no Norte do Brasil, uma pública, outra privada. A última, ao ser penalizada pela agência reguladora, recorreu, sistematicamente, à judicialização dos processos punitivos. Essa estratégia não foi observada na atuação da empresa pública. Tal possibilidade institucional decorre de as agências serem dependentes do Judiciário que opera sob lógica estruturalmente diferente da lógica gerencial. Concluiu-se que a judicialização enseja comportamentos baseados na procrastinação no âmbito do arcabouço regulatório dos serviços públicos, bloqueando a estratégia pública de regulação.

This paper explores intra-state disparity in access to electricity and examines the determinants of electrification at the village level in Bihar, one of the underdeveloped states in India. Our field survey of 80 villages in 5 districts conducted in 2008-09 found that 48 villages (60%) are electrified when using the definition of electrification that a village is electrified if any one household in the village is connected to electricity. The degrees of “electrification” in terms of the proportion of household connection and available hours of electricity remain by and large low, and at the same time differ across districts, villages and seasons. In the processes of electrification, approximately 40% of villages have been electrified in recent years. Based on the basic findings of the survey, this paper examines the electrification processes and how it has changed in recent years. The econometric analyses demonstrate that location is the most important determinant of a village’s electricity connection. Another important finding is that with the rapid progress of rural electrificationunder the recent government programme and the tendency to connect the villages which are easily accessible, the collective bargaining power of the village, which used to significantly affect the process of electrification, has lost influence. This adversely affects remote villages. In order to extend electricity supplies to remote and geographically disadvantaged villages, the government needs to consider seriously other options for sustainable electricity supply, such as decentralized distribution of electricity rather than the conventional connection through the national/local grids.

For the decades to come can be foreseen that electricity and water will keep be playing a key role in the countries development, both can be considered the most important energy vectors and its control can be crucial for governments, companies and leaders in general. Energy is essential for all human activities and its availability is critical to economic and social development. In particular, electricity, a form of energy, is required to produce goods, to provide medical assistance and basic civic services in education, to assure availability of clean water, to create conducive environment for prosperity and improvement, and to keep an acceptable quality of life. The way in which electricity is generated from different resources varies through the different countries. Nuclear energy controlled within reactors to steam production, gas, fuel-oil and coal fired in power stations, water, solar and wind energy among others are employed, sometimes not very efficiently, to produce electricity. The so call energy mix of an individual country is formed up by the contribution of each resource or form of energy to the electricity generation market of the so country. During the last decade the establishment of proper energy mixes for countries has gained much importance, and energy drivers should enforce long term plans and policies. Hints, reports and guides giving tracks on energy resources contribution are been developed by noticeable organisations like the IEA (International Energy Agency) or the IAEA (International Atomic Energy Agency) and the WEC (World Energy Council). This paper evaluates energy issues the market and countries are facing today regarding energy mix scheduling and panorama. This paper revises and seeks to improve methodology available that are applicable on energy mix plan definition. Key Factors are identified, established and assessed through this paper for the common implementation, the themes driving the future energy mix methodology proposal. Those have a clear influence and are closely related to future environmental policies. Key Factors take into consideration sustainability, energy security, social and economic growth, climate change, air quality and social stability. The strength of the Key Factors application on energy system planning to different countries is contingent on country resources, location, electricity demand and electricity generation industry, technology available, economic situation and prospects, energy policy and regulation

Microgrids are autonomously operated, geographically clustered electricity generation and distribution systems that supply power in closed system settings; they are highly compatible with renewable energy sources and distributed generation technologies. Mocrogrids are currently a serially underutilized and underappreciated commodity in the energy infrastructure portfolio worldwide. To demonstrate feasibility under poor conditions (little renewable energy potential and high demand) this capstone project develops a theoretical case study in which a renewable microgrid is employed to power rural communities of southern Montgomery County, Arkansas. Utilizing commercially manufactured 1.5-megawatt wind turbines and a 1-megawatt solar panel generation system, 4-megawatts of lithium ion battery storage, and demand response technology, a microgrid is designed that supplies 235 households with reliable electricity supply.

Local air quality was one of the main stimulants for low carbon vehicle development during the 1990s. Issues of national fuel security and global air quality (climate change) have added pressure for their development, stimulating schemes to facilitate their deployment in the UK. In this case study, Coventry City Council aimed to adopt an in-house fleet of electric and hybrid-electric vehicles to replace business mileage paid for in employee's private vehicles. This study made comparisons between the proposed vehicle technologies, in terms of costs and air quality, over projected scenarios of typical use. The study found that under 2009 conditions, the electric and hybrid fleet could not compete on cost with the current business model because of untested assumptions, but certain emissions were significantly reduced >50%. Climate change gas emissions were most drastically reduced where electric vehicles were adopted because the electricity supply was generated by renewable energy sources. The study identified the key cost barriers and benefits to adoption of low-emission vehicles in current conditions in the Coventry fleet. Low-emission vehicles achieved significant air pollution-associated health cost and atmospheric emission reductions per vehicle, and widespread adoption in cities could deliver significant change. © The Author 2011. On the petroleum industry, the State developed the Local Content police as a regulatory action to guarantee the preference of the national supply industry. Observing that, this paper will analyze the Local Content police aware of the constitutional goal of development as wright in the Constituição Federal de 1988. For it, will be used the hypothetical-deductive method for identifying the Local Content police as State strategy of development turn it in the object of critics in a dialectic way of thinking to in the final, present a conclusion about the police. As result was saw that the existent structure of the police at Brazil is inefficient, claiming for a rebuilt. For conclusion, is said that because of the inadequate construction of the Local Content police created inside of the Agência Nacional do Petróleo – ANP, the efficiency of the full potential of the police is been stopped, something that can be only corrected although a re-make of the police

This paper examines the policy effects of multilevel regulation in Europe. It finds that the extent to which negative integration effectively narrows the range of policy options available domestically tends to be overstated. Drawing on empirical evidence from EU-induced reform in electricity supply and postal delivery, the paper illustrates that liberalisation and institutional reorganisation may lead to relatively little policy change. Although a lack of centralised regulatory capacity at the European level is identified as a key explanatory factor for the cases studied, the findings also point to the relevance of sector specificities and the role of exogenous drivers of change.
