Inlets which require frequent channel dredging due to gradual shoaling, exhibit migration, or shoal up during storms, are in general unstable and pose a problem to the engineer. This problem of inlet stability is a complex one, because of the rather large number of variables that go into defining stability. The reference here is to inlets on sandy coasts only, because the absence of sand or similar sedimentary material the problem does not arise. Shell is also found in varying proportions with sand. Some of this is. new, whereas in some areas it is ancient reworked material whose size distribution is close to that of the sand with which it is associated. (PDF has 24 pages.)

This report responds to the 1986 Beaches Bill which, in recognition of the potential deleterious impact on Florida's beaches of inlets modified for navigation, mandated a study of those inlets with identification of recommended action to reduce the impacts. This report addresses west Coast inlets; East Coast inlets are the subject of a companion report. There are 37 inlets along that portion of Florida's West Coast commencing from Pensacola Bay Entrance to Caxambas Pass at the south end of Marco Island. Compared to those on the East Coast, most West Coast inlets have not had the deleterious effects on the adjacent beaches, yet all modified inlets without proper management have the potential of impacting unfavorably on the adjacent shorelines. Moreover, at present there is interest in opening three West Coast entrances which either have been open in the past (Midnight Pass) or which have opened occasionally (Navarre Pass and Entrance to Phillips Lake). A review of inlets in their natural condition demonstrates the presence of a shallow broad outer bar across which the longshore transport Occurs. These shallow and shifting bar features were unsuitable for navigation which in many cases has led to the deepening of the channels and fixing with one or two jetty structures. Inlets in this modified state along with inappropriate maintenance practices have the potential of placing great ero$ional stress along the adjacent beaches. Moreover. channel dredging can reduce wave sheltering of the shoreline by ebb tidal shoals and alter the equilibrium of the affected shoreline segments. The ultimate in poor sand management practice is the placement of good quality beach sand in water depths too great for the sand to reenter the longshore system under natural forces; depths of 12 ft. or less are considered appropriate for Florida in order to maintain the sand in the system. With the interference of the nearshore sediment transport processes by inlets modified for navigation, if the adjacent beaches are to be stabilized there must be an active monitoring program with commitment to placement of dredged material of beach quality on shoreline segments of documented need. Several East Coast inlets have such transfer facilities; however. the quantities of sand transferred should be increased. Although an evolution and improvement in the technical capability to manage sand resources in the vicinity of inlets is expected, an adequate capability exists today and a concerted program should be made to commence a scheduled implementation of this capability at those entrances causing greatest erosional stress on the adjacent shorelines. A brief summary review for each of the 37 West Coast inlets is presented including: a scaled aerial photograph, brief historical information, several items related to sediment losses at each inlet and special characteristics relevant to State responsibilities. The Cape Canaveral, Florida, marine ecosystem is unique. There are complex current and temperature regimes that form a faunal transition zone between Atlantic tropical and subtropical waters. This zone is rich faunistically and supports large commercial fISheries for fish, scallops, and shrimp. Canaveral is also unique because it has large numbers of sea turtles year-round, this turtle aggregation exhibiting patterned seasonal changes in numbers, size frequency, and sex ratio. Additionally, a significant portion of this turtle aggregation hibernates in the Canaveral ship channel, a phenomenon rare in marine turtle populations. The Cape Canaveral area has the largest year-round concentration of sea turtles in the United States. However, the ship channel is periodically dredged by the U.S. Army Corps of Engineers in order to keep Port Canaveral open to U.S. Navy vessels, and preliminary surveys showed that many sea turtles were incidentally killed during dredging operations. In order for the Corps of Engineers to fulfill its defense dredging responsibilities, and comply with the Endangered Species Act of 1973, an interagency Sea Turtle Task Force was formed to investigate methods of reducing turtle mortalities. This Task Force promptly implemented a sea turtle research plan to determine seasonal abundance, movement patterns, sex ratios, size frequencies, and other biological parameters necessary to help mitigate dredging conflicts in the channel. The Cape Canaveral Sea Turtle Workshop is a cooperative effort to comprehensively present research results of these important studies. HIGHLIGHTS FOR FY 2006 1. Captured and tagged 475 Gulf sturgeons in five Florida rivers and one bay. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Assisted the National Oceanic and Atmospheric Administration (NOAA) with the collection of Gulf sturgeon, implantation of acoustic tags, and monitoring of fish in a study to examine movement patterns and habitat use in Pensacola and Choctawhatchee bays post-Hurricane Ivan. 4. Provided technical assistance to Jon “Bo” Sawyer in completing a study – Summer Resting Areas of the Gulf Sturgeon in the Conecuh/Escambia River System, Alabama-Florida – for acquiring a Degree of Master of Science at Troy University, Alabama. 5. Coordinated tagging and data collection with NOAA observers aboard trawlers while collecting Gulf sturgeon during dredging operations in the coastal Gulf of Mexico. 6. Hosted the 7th Annual Gulf Sturgeon Workshop. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 23rd Annual Morone Workshop, leading the technical committee, transporting broodfish, coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system, and evaluating post-stocking success. 8. Continued updating and managing the Freshwater Mussel Survey Database, a Geographic Information System (GIS) database, for over 800 unique sites in the Northeast Gulf (NEG) drainages in Alabama (AL), Georgia (GA), and Florida (FL). 9. Formed a recovery implementation team for listed mussels in the ACF river basin and oversaw grant cooperative agreements for 14 listed and candidate freshwater mussels in the NEG watersheds. 10. Initiated a project in the Apalachicola River to relocate mussels stranded as a result of drought conditions, and calculate river flows at which mussels would be exposed. 11. Initiated a project in Sawhatchee Creek, Georgia to determine the status of threatened and endangered (T&E) freshwater mussels and target restoration projects, population assessments, and potential population augmentation to lead toward recovery of the listed species. 12. Initiated a study to determine the age and growth of the endangered fat threeridge mussel (Amblema neislerii). 13. Provided technical assistance to the Panama City Ecological Services office for a biological opinion on the operations of Jim Woodruff Lock and Dam and its effects on the listed species and designated and proposed critical habitat in the Apalachicola River, Florida. 14. Assisted with a multi-State, inter-agency team to develop a management plan to restore the Alabama shad in the ACF river system. 15. Conducted fishery surveys on Tyndall AFB, Florida and Ft. Benning, Georgia and completed a report with recommendations for future recreational fishery needs. 16. Provided fishery technical assistance to four National Wildlife Refuges (NWR) (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR). 17. Initiated an Aquatic Resources and Recreation Fishing Survey on Department of Defense facilities located in Region 4. 18. Identified 130 road-stream crossings on Eglin AFB for rehabilitation and elimination of sediment imputs. 19. Continued the Aquatics Monitoring Program at Eglin AFB to assess techniques that determine current status and sustainability of aquatic habitat and develop a measure to determine quality or degradation of habitat. 20. Assisted Eglin AFB Natural Resource managers in revising the installation’s Integrated Natural Resources Management Plan (INRMP) and its associated component plans. 21. Coordinated recovery efforts for the endangered Okaloosa darter including population/life history surveys, stream restoration, and outreach activities. 22. Initiated a comprehensive status review of the Okaloosa darter with analyses performed to assess available habitat, preferred habitats, range expansions/reductions/fragmentations, population size, and probability of extinction. 23. Assisted the Gulf Coastal Plain Ecosystem Partnership and the Florida Fish and Wildlife Conservation Commission (FWC) under a Memorandum of Agreement to develop conservation strategies, implement monitoring and assessment programs, and secure funds for aquatic management programs in six watersheds in northwest Florida and southeast Alabama. 24. Entered into a cooperative agreement with the U.S. Air Force to encourage the conservation and rehabilitation of natural resources at Hurlburt Field, Florida. 25. Multiple outreach projects were completed to detail aquatic resources’ conservation needs and opportunities; including National Fishing Week, Earth Day, several festivals, and school outreach.

The San Francisco Bay Conservation and Development Commission (BCDC), in continued partnership with the San Francisco Bay Long Term Management Strategies (LTMS) Agencies, is undertaking the development of a Regional Sediment Management Plan for the San Francisco Bay estuary and its watershed (estuary). Regional sediment management (RSM) is the integrated management of littoral, estuarine, and riverine sediments to achieve balanced and sustainable solutions to sediment related needs. Regional sediment management recognizes sediment as a resource. Sediment processes are important components of coastal and riverine systems that are integral to environmental and economic vitality. It relies on the context of the sediment system and forecasting the long-range effects of management actions when making local project decisions. In the San Francisco Bay estuary, the sediment system includes the Sacramento and San Joaquin delta, the bay, its local tributaries and the near shore coastal littoral cell. Sediment flows from the top of the watershed, much like water, to the coast, passing through rivers, marshes, and embayments on its way to the ocean. Like water, sediment is vital to these habitats and their inhabitants, providing nutrients and the building material for the habitat itself. When sediment erodes excessively or is impounded behind structures, the sediment system becomes imbalanced, and rivers become clogged or conversely, shorelines, wetlands and subtidal habitats erode. The sediment system continues to change in response both to natural processes and human activities such as climate change and shoreline development. Human activities that influence the sediment system include flood protection programs, watershed management, navigational dredging, aggregate mining, shoreline development, terrestrial, riverine, wetland, and subtidal habitat restoration, and beach nourishment. As observed by recent scientific analysis, the San Francisco Bay estuary system is changing from one that was sediment rich to one that is erosional. Such changes, in conjunction with increasing sea level rise due to climate change, require that the estuary sediment and sediment transport system be managed as a single unit. To better manage the system, its components, and human uses of the system, additional research and knowledge of the system is needed. Fortunately, new sediment science and modeling tools provide opportunities for a vastly improved understanding of the sediment system, predictive capabilities and analysis of potential individual and cumulative impacts of projects. As science informs management decisions, human activities and management strategies may need to be modified to protect and provide for existing and future infrastructure and ecosystem needs. Unremitting waves and occasional storms bring dynamic forces to bear on the coast. Sediment flux results in various patterns of erosion and accretion, with an overwhelming majority (80 to 90 percent) of coastline in the eastern U.S. exhibiting net erosion in recent decades. Climate change threatens to increase the intensity of storms and raise sea level 18 to 59 centimeters over the next century. Following a lengthy tradition of economic models for natural resource management, this paper provides a dynamic optimization model for managing coastal erosion and explores the types of data necessary to employ the model for normative policy analysis. The model conceptualizes benefits of beach and dune sediments as service flows accruing to nearby residential property owners, local businesses, recreational beach users, and perhaps others. Benefits can also include improvements in habitat for beach- and dune-dependent plant and animal species. The costs of maintaining beach sediment in the presence of coastal erosion include expenditures on dredging, pumping, and placing sand on the beach to maintain width and height. Other costs can include negative impacts on the nearshore environment. Employing these constructs, an optimal control model is specified that provides a framework for identifying the conditions under which beach replenishment enhances economic welfare and an optimal schedule for replenishment can be derived under a constant sea level and erosion rate (short term) as well as an increasing sea level and erosion rate (long term). Under some simplifying assumptions, the conceptual framework can examine the time horizon of management responses under sea level rise, identifying the timing of shift to passive management (shoreline retreat) and exploring factors that influence this potential shift. The article compares a recent aerial photograph of the lowlands of the Isle of Anglesey area with a German surveillance photograph from 1941. The authors aim to infer the environmental changes made to this sand dune and lake system as a direct consequence of constructing the airfield. Part of Tywyn Trewan, the extensive sand dune system, was completely destroyed in order to create runways and the technical and domestic accommodation to house a strategic airfield. As part of the dredging, six new water bodies with a combined surface area of approximately 6 ha were created.

Este estudo teve como objetivo principal utilizar os teores de elementos-traço e análise isotópica de Pb (204Pb,206Pb,207Pb,208Pb) como ferramentas na caracterização da poluição da Baía de Sepetiba-RJ. As coletas de sedimento superficiais de fundo foram realizadas em três campanhas, em novembro de 2010, no setor oeste da Baía de Sepetiba RJ. A malha amostral é composta por 66 amostras (BSEP 001 a BSEP 066) coletadas com busca-fundo Van Veen. O pré-processamento das amostras ocorreu no Laboratório Geológico de Preparação de Amostras do Departamento de Geologia da Universidade do Estado do Rio de Janeiro. A digestão parcial das amostras de sedimento (< 0.072 mm) para obtenção do teor parcial dos elementos-traço (Ag, As, Cd, Co, Cr, Cu, Li, Mn, Ni, Pb, Sr, U, Zn) e de isótopo de Pb (lixiviação) foi executada no Laboratório de Geoquímica Analítica do Instituto de Geociências da UNICAMP e a leitura foi executada através do ICP-MS. Já as análises das concentrações totais dos elementos-traço (inclusive, Hg) e de isótopos de Pb (dissolução total) foram realizadas no laboratório ACTLABS (Ontário-Canadá) através do ICP Varian Vista. As leituras isotópicas foram feitas somente nas amostras que apresentaram concentrações parciais de Pb, acima de 0,5 g/g, totalizando 21 estações. Pôde-se constatar a existência de um enriquecimento de elementos-traço no setor oeste da Baía de Sepetiba. As médias dos teores totais de Ag (0,4 g/g), Cd (0,76 g/g), Cu (62,59 g/g), Li (43,29 g/g), Ni (16,65 g/g), Pb (20,08 g/g), Sr (389,64 g/g) e Zn (184,82 g/g) excederam os limites recomendados ou valores naturais. Isto pode ser reflexo da influência antrópica na região, principalmente relacionada à atividade de dragagem e à permanência dos resíduos de minério da desativada companhia de minério Ingá, na Ilha da Madeira. Os mapas de distribuição da concentração dos metais-traço destacaram a presença de vários sítios de deposição ao longo do setor oeste da baía de Sepetiba, com destaque para a região entre a porção centro oeste da Ilha de Itacuruça e o continente; Saco da Marambaia e Ponta da Pombeba; e porção oeste da Ponta da Marambaia. As razões isotópicas 206Pb/207Pb da área estudada variaram entre 1,163 a 1,259 para dissolução total e 1,1749-1,1877 para técnica de lixiviação, valores considerados como assinaturas de sedimentos pós-industriais ou comparados à assinatura de gasolina. Ainda sobre a técnica de lixiviação, destaca-se que os sedimentos superficiais do setor oeste (206Pb/207Pb: 1,1789) da baía de Sepetiba apresentaram uma assinatura uniforme e menos radiogênica do que setor leste (206Pb/207Pb: 1,2373 e 1,2110) desta baía. Através da assinatura isotópica de Pb encontrada nesta região é possível destacar a pouca contribuição das águas oceânicas para esse sistema, entretanto, a circulação interna intensa das águas da baía permite a homogeneização destas. O emprego destes tipos de ferramentas no monitoramento ambiental da área mostrou-se bastante eficiente, sendo importante a continuidade desta abordagem de pesquisa a fim de auxiliar na implementação de um plano de manejo local.

Devido a sua grande extensão latitudinal, a costa brasileira é influenciada por diferentes regimes climáticos e oceanográficos. Adicionalmente, a distribuição da população brasileira é caracterizada por uma alta concentração nas capitais litorâneas. Todos esses fatores levam à construção de inúmeras estruturas de engenharia que podem de alguma forma impactar o transporte de sedimento e consequentemente o balanço sedimentar de algumas praias. Uma das formas mais eficientes de recuperar esse balanço sedimentar é a alimentação artificial de praias, com sedimentos provenientes da plataforma continental com características semelhantes. Os métodos geofísicos acústicos permitem mapear de forma eficiente o fundo e o subfundo marinho para a busca de áreas fontes para a lavra de forma eficiente. O objetivo deste estudo é a identificação de padrões geoacústicos a partir de analises quantitativas e qualitativas, para a caracterização de áreas fontes de areias siliciclásticas compatíveis com sedimentos de praias em erosão na cidade do Rio de Janeiro. O mapeamento foi realizado na plataforma continental interna do Rio de Janeiro, em área adjacente à praia de Itaipuaçu (Maricá, RJ). As análises evidenciaram depósitos, localizados entre 19 e 30 metros, de areias com granulometria, textura e selecionamento em condições ideias para a recomposição de praias do Rio de Janeiro.

Trawling and dredging on Georges Bank (northwest Atlantic Ocean) have altered the cover of colonial epifauna, as surveyed through in situ photography. A total of 454 photographs were analyzed from areas with gravel substrate between 1994 and 2000 at depths of 40–50 m and 80–90 m. The cover of hydroids, bushy bryozoans, sponges, and tubeworms was generally higher at sites undisturbed by fishing than at sites classified as disturbed. The magnitude and significance of this effect depended on depth and year. Encrusting bryozoans were the only type of colonial epifauna positively affected by bottom fishing. Species richness of noncolonial epifauna declined with increased bottom fishing, but Simpson’s index of diversity typically peaked at intermediate levels of habitat disturbance. Species that were more abundant at undisturbed sites possessed characteristics that made them vulnerable to bottom fishing. These characteristics include emergent growth forms, soft body parts, low motility, use of complex microhabitats, long life spans, slow growth, and larval dispersal over short distances. After the prohibition of bottom fishing at one site, both colonial and noncolonial species increased in abundance. Populations of most taxa took two years or more to increase after the fishing closure. This finding indicates that bottom fishing needs to be reduced to infrequent intervals to sustain the benthic species composition of Georges Bank at a high level of biodiversity and abundance.

In the 1500’s, the waters of Venezuela and to a lesser extent Colombia produced more natural pearls than any place ever produced in the world in any succeeding century. Atlantic pearl-oysters, Pinctata imbricata Röding 1798, were harvested almost entirely by divers. The pearls from them were exported to Spain and other European countries. By the end of the 1500’s, the pearl oysters had become much scarcer, and little harvesting took place during the 1600’s and 1700’s. Harvesting began to accelerate slowly in the mid 1800’s and has since continued but at a much lower rate than in the 1500’s. The harvesting methods have been hand collecting by divers until the early 1960’s, dredging from the 1500’s to the present, and hardhat diving from 1912 to the early 1960’s. Since the mid 1900’s, Japan and other countries of the western Pacific rim have inundated world markets with cultured pearls that are of better quality and are cheaper than natural pearls, and the marketing of natural pearls has nearly ended. The pearl oyster fishery in Colombia ended in the 1940’s, but it has continued in Venezuela with the fishermen selling the meats to support themselves; previously most meats had been discarded. A small quantity of pearls is now taken, and the fishery, which comprised about 3,000 fishermen in 1947, comprised about 300 in 2002.

Fishery science pioneers often faced challenges in their field work that are mostly unknown to modern biologists. Some of the travails faced by ichthyologist and, later, fishery biologist Charles Henry Gilbert (1859-1928) during his service as Naturalist-in-Charge of the North Pacific cruise ofthe U.S. Bureau of Fisheries Steamer Albatross in 1906, are described here, as are accomplishments of the cruise. The vessel left San Francisco, Calif., on 3 May 1906, just after the great San Francisco earthquake, for scientific exploration of waters of the Aleutian islands, Bering Sea, Kamchatka, Sakhalin, and Japan, returning to San Francisco in December. Because the expedition occurred just after the war between Japan and Russia of 1904-05 floating derelict mines in Japanese waters were often a menace. Major storms caused havoc in the region, and the captain of the Albatross, Lieutenant Commander LeRoy Mason Garrett (1857-1906), U.S.N., was lost at sea, apparently thrown from the vessel during a sudden storm on the return leg of the cruise. Despite such obstacles, Gilbert and the Albatross successfully completed their assigned chores. They occupied 339 dredging and 48 hydrographic stations, and discovered over 180 new species of fishes and many new species of invertebrates. The expedition's extensive biological collections spawned over 30 descriptive publications, some of which remain today as standards of knowledge.

As operações de dragagem e de disposição final do material dragado são indispensáveis para atender as necessidades de implantação e manutenção das vias de transporte aquaviário. Todavia essas operações, dependendo das dragas e equipamentos utilizados, podem causar danos às comunidades marinhas, alterações na batimetria dentre outras coisas. A circulação de águas na região da Baía da Guanabara compreendida entre a Ilha do Fundão e o continente encontra-se prejudicada, em decorrência das baixas profundidades e estrangulamentos existentes. Entretanto, um projeto de dragagem pode causar vários impactos no meio ambiente. Assim se faz necessário que os organismos e empresas responsáveis pelo meio ambiente e pelo desenvolvimento e execução de projetos de dragagem se preocupem em desenvolver diretrizes e procedimentos para o gerenciamento ambiental de tais projetos. Deste modo, objetivo principal deste trabalho é analisar a disposição do material dragado no Canal do Fundão e Canal do Cunha de acordo com a legislação relacionada as atividades de dragagem. Para isso são: i) identificadas a legislação ambiental existente no Brasil e de organismos internacionais que visam à regulamentação do gerenciamento ambiental das atividades de dragagem; ii) classificados os métodos de destinação do material dragado; e iii) analisado o processo de destinação do material dragado no Canal do Fundão e no canal do Cunha.

This is the Report on Proposed Improvements to Teignmouth Harbour from 15th March, 1971 prepared for the Teignmouth Harbour Commission. It reviews the Scheme III Breakwater along the lines recommended by the Hydraulics Research Station and the implications of deepening the berths at the Eastern Quay to a depth of thirteen feet below chart datum. The layout of the Hydraulics Research Scheme III Breakwater, as described in Para.16 of their Report No. EX489 dated April 1970, is shown on the accompanying Key Plan to a scale of 1:2500. It contains a subsoil survey and boreholes structure. It goes through the permissible draughts of ships and turning area, training wall, deepening of the eastern quay dredging and sewage dispersal.

The last major pearl fishery in the Gulf of Mannar was held in February-March, 1958, when about 4.5 million oysters were collected from the south-west Cheval Paar by dredging. (Sivalingam 1961). Subsequently, two smaller fisheries, one in 1960 and another in 1961 took place. In these two fisheries one million oysters and four hundred thousand oysters respectively were collected from the Cheval paar by dredging. (De Fonselm 1953). Inspections of the Banks were carried out in 1962, 1963, 1964 and 1965. (Balasuriya 1964 and Silva 1965 and 66). Since then inspections were not possible due to one of two reasons or both the non-availability of operational dredges and a suitable vessel for this type of work.The "Pesalai" a 235-ton stern trawler was made available by the Ceylon Fisheries Corporation management for the 1970 inspection. Two new 6-foot dredges turned out by the Government Factory were also available for this work. However, the survey was limited to 3 days-the period for which the vessel had been released. It was further limited to those areas of the banks over 6 fathoms in depth because of the risk in operating a large vessel in shallower depths.
