In the last decade the principle of Open Access to publicly funded research has been getting a growing support from policy makers and funders across Europe, both at national level and within the European Union context. At European level some of the first relevant steps taken by the European Research Council (ERC) with a statement supporting Open Access (2006), shortly followed by guidelines for researchers funded by the ERC (2007) stating that all peer-reviewed publications from ERC funded projects should be made openly accessible shortly after their publication. Those guidelines were revised in October 2013, reinforcing the mandatory character of the requirements and expanding them to monographs.

This Open Access (OA) Poster - ‘Destination Open Access: Getting Researchers on Board’, was devised by the Queen’s University Belfast’s OA Team. It outlines the advocacy strategy undertaken to strengthen researchers’ uptake of OA at the University. Research funders, such as the Higher Education Funding Council of England (HEFCE), are increasingly mandating that researchers make their work publically available via an institutional repository. It is therefore imperative that researchers and departments fully engage with open access to ensure future funding.

The team’s advocacy strategy centres around collaboration with the Heads of Schools, Subject Librarians, the Research and Enterprise Office and, most importantly, the researchers themselves. The team regularly organises training sessions and events, on understanding OA, funder compliance and using the institutional repository. We also run outreach activities, such as practical drop-in sessions, promotional give-aways, OA updates to library staff and direct communications to schools. Finally, the team maintain a strong online presence via LibGuides, LibAnswers, the Library Blog and Twitter. We utilise these platforms to highlight topical OA issues, to advertise events, to provide support materials and to interact with researchers.

Statistics indicate that researchers are increasingly engaging with the OA training, communications and outreach events. Since August 2014 over 1200 researchers have attended advocacy sessions. Additionally, the numbers of papers uploaded to the repository each year has steadily increased and there are now over 3, 000 full-text OA research outputs in the Queen’s Research Portal.

This reflects positively on the team’s established approach of working with researchers to develop an OA culture within the University. Whilst it is clear that an open access strategy is essential, support for the open access ethos must come from individual researchers and Schools in order for the University to reach its desired destination of maximum uptake of open access.

In the last few years, academic communities have seen an increase in the number of Open Access (OA) policies being adopted at the institutional and funder levels. In parallel to policy implementation, institutions and funders have also been engaged in developing mechanisms to monitor academics and researchers compliance with the existing OA policies. This study highlights a few of the cases where compliance is being effectively monitored by institutions and funders. In the first section, Open Access is briefly overviewed and the rationale for monitoring OA policy compliance is explained. The second section looks at best practices in monitoring policy compliance with OA policies by funders and institutions. The case studies reflect on compliance with the UK Funding Councils and the USA National Institutes of Health OA policies. The third section makes recommendations on what processes and procedures universities and funders should adopt to monitor compliance with their OA policies. The final section recapitulates some of the key ideas related to monitoring policy compliance.

There are now almost 700 Open Access policies around the world, two thirds of them in universities and research institutes. There is considerable variation across these policies in terms of the conditions they lay down for authors and of their effectiveness. This briefing paper lays out the main issues that affect the effectiveness of a policy in providing high levels of Open Access research material.

Following the workshop on new developments in daily licensing practice in November 2011, we brought together fourteen representatives from national consortia (from Denmark, Germany, Netherlands and the UK) and publishers (Elsevier, SAGE and Springer) met in Copenhagen on 9 March 2012 to discuss provisions in licences to accommodate new developments. The one day workshop aimed to: present background and ideas regarding the provisions KE Licensing Expert Group developed; introduce and explain the provisions the invited publishers currently use;ascertain agreement on the wording for long term preservation, continuous access and course packs; give insight and more clarity about the use of open access provisions in licences; discuss a roadmap for inclusion of the provisions in the publishers’ licences; result in report to disseminate the outcome of the meeting. The comments on the model provisions the Licensing Expert group had drafted will be taken into account and the provisions will be reformulated. Data and text mining is a new development and demand for access to allow for this is growing. It would be easier if there was a simpler way to access materials so they could be more easily mined. However there are still outstanding questions on how authors of articles that have been mined can be properly attributed.

At the Berlin7 conference in Paris on 3 December 2009 Knowledge Exchange provided a workshop on the practical challenges to be addressed in moving to Open Access. Presentations where provided by John Houghton and Alma Swan discussing the outcomes of studies on the costs and benefits of Open Access for institutions and the society as a whole. These were followed by presentations by two funding agencies on the results of financing publication costs both at an institutional and national level in Germany. Also the results of the Springer deal in the Netherlands where presented. The third section was focused on the results of implementing mandates both by funding bodies and institutions.

In this workshop seminar delivered twice at the CoFHE/UCR 2006 conference the author explored aspects relating to successful advocacy of Open Access and repositories. Areas covered included preconceptions on the part of academics and support staff, as well as models of implementation of an advocacy programme. A large portion of the material pulls together experience and narrative evidence from the SHERPA Consortium partners and repository administrators; with a particular focus on their successes and failures and the lessons that have been learned.

Open Access zu öffentlich geförderten wissenschaftlichen Publikationen ist unter dem Vorzeichen der „Openness“ Teil einer zunehmend bedeutsamen globalen Entwicklung mit strukturellen Folgen für Wissenschaft, Forschung und Bildung. Dabei bedingen die jeweiligen fachkulturellen Ausgangslagen und ökonomischen Interessenskonstellationen sehr stark, in welcher Weise, mit welcher Reichweite und Akzeptanz sich das Open-Access-Paradigma konkret materialisiert. Die vorliegende Arbeit geht dieser Frage am Beispiel des inter- bzw. pluridisziplinären Feldes der Erziehungswissenschaft/Bildungsforschung nach. Zum einen werden die fachlichen und soziokulturellen Konstellationen des Publizierens im disziplinären Feld, die verlagswirtschaftlichen Marktkonstellationen sowie die informationsinfrastrukturellen Bedingungen des Fachgebietes analysiert und ein differenziertes Gesamtbild erstellt. Gestützt auf eine Online-Befragung der Fachcommunity Erziehungswissenschaft/Bildungsforschung werden weitergehende Erkenntnisse über vorhandene Open-Access-Erfahrungen im Fachgebiet und Hemmnisse bzw. Anforderungen an das neue Publikationsmodell aus der Sicht der Wissenschaftler/innen selbst – sowie explorativ aus Sicht der Studierenden und der Bildungspraxis - ermittelt. Wesentliche Faktoren bei der Betrachtung der Potenziale und Effekte von Open Access im Fachgebiet bilden die Faktoren akademischer Status und Funktion, Interdisziplinarität und fachliche Provenienz sowie das Verhältnis von Bildungspraxis und akademischem Sektor. It does this by providing a national intake and storage facility - the Depot - for use by any UK academic in Higher Education. This article describes the Depot and the service it provides.

Un Repositorio Institucional (RI) es un archivo electrónico que almacena en formato digital, la producción científica de una institución. Debe ser abierto e interoperable y contar con las herramientas necesarias para la búsqueda, recuperación, visualización, control de acceso y gestión de los contenidos. En el Sistema de Educación Superior Mexicano existen varios desarrollos en materia de RI, destacando los registrados en el Directory of Open Access Repositories (OpenDOAR) y en el Registry of Open Access Repositories (ROAR ), de las siguientes instituciones: Instituto Tecnológico de Estudios Superiores de Occidente, Universidad Autónoma del Estado de México, Universidad Veracruzana, Universidad Nacional Autónoma de México y Universidad de las Américas de Puebla. Adicionalmente, los repositorios de tesis, libros y revistas de la Biblioteca Virtual CREATIVA de la Universidad Autónoma de San Luis Potosí, están desarrollados bajo un modelo propio con innovadoras herramientas de búsqueda y navegación. El objetivo de este trabajo, es presentar un diagnóstico general sobre el desarrollo de los repositorios institucionales en el Sistema de Educación Superior Mexicano, y particularmente el caso de la UASLP, con la finalidad de identificar áreas de oportunidad y colaboración con otros repositorios o redes en Latinoamérica.

O cenário atual de repositórios digitais mundialmente distribuídos estimula estudos diversificados com os quais esse trabalho visa contribuir, objetivando um levantamento dos repositórios de instituições de ensino superior no Brasil, verificando a eficácia de uma ferramenta experimental no tratamento e análise dos dados e usando como fontes os diretórios Registry of Open Access Repositories (ROAR), Directory of Open Access Repositories (OpenDOAR), Diretório Luso-Brasileiro de Periódicos e Repositórios de Acesso Livre e a lista L_repositories. A ferramenta experimental Google Fusion Tables foi aplicada nos dados dos repositórios institucionais pesquisados, categorizando suas principais características: Instituição mantenedora, Natureza da instituição, Local, Região geográfica, Software adotado e sua versão, adoção do padrão Dublin Core e quantidade de trabalhos disponibilizados na data do estudo. Foram identificados 49 repositórios que em agosto de 2013 disponibilizavam 396.881 itens, sendo as instituições federais as com maior povoamento e o repositório LUME o primeiro em volume de itens; a região Sudeste com o maior número de repositórios e volume de itens disponibilizados; o DSpace o software predominante, com maior utilização da versão 1.6.2 e o padrão de metadados Dublin Core em todas as aplicações desse software. Este estudo comprovou a eficácia e utilidade do FusionTables, permitindo caracterizar o panorama atual de repositórios de instituições de ensino superior no Brasil. Os resultados foram disponibilizados em um Catálogo de Repositórios de Instituições de Ensino Superior no Brasil e um Mapa interativo dos Repositórios de Instituições de Ensino Superior no Brasil.
