ABSTRACT: The main objective of the work presented in this dissertation is the design, modulation and development of a middleware framework to allow information systems interoperability, in all their scope (data, logic and presentation), to accomplish a distributed and eclectic digital libraries federation. Several modulations and organizations were approached, and several support systems and technologies were studied. Understanding the existence of many gaps in this domain, namely in heterogeneous information systems interoperation and metadata semantic integration, it was decided to conduct a research and development work, which, eventually, could present some solutions to fill in these gaps. In this way, two technologies, XML and Dublin Core, appear to serve as the basis of all remaining technologies, to interoperate and to achieve semantic integration. Using yet these technologies, it was also studied and developed simple means, but efficient ones, to save, index and query information, preserving the independence from major data base producers, which by their selves don’t solve critical problems in the digital libraries research domain.

Newspapers cover a large amount of information everyday on topics of varied interests. To a university, newspapers are essential components of communication as they cover various happenings in a university. These items of information are neither stored properly nor put in retrieval systems for future use. The news and views appeared in newspapers can effectively be organized in a digital library making use of open source software. The CUSAT digital library (http://dspace.cusat.ac.in/dspace/) has organized some news items that appeared in local newspapers about the university under a special community named “CUSAT-News”. This article describes the methods of collecting, selecting, organizing, providing access and preserving news items required by a university using DSpace open source software.

In any data mining applications, automated text and text and image retrieval of information is needed. This becomes essential with the growth of the Internet and digital libraries. Our approach is based on the latent semantic indexing (LSI) and the corresponding term-by-document matrix suggested by Berry and his co-authors. Instead of using deterministic methods to find the required number of first "k" singular triplets, we propose a stochastic approach. First, we use Monte Carlo method to sample and to build much smaller size term-by-document matrix (e.g. we build k x k matrix) from where we then find the first "k" triplets using standard deterministic methods. Second, we investigate how we can reduce the problem to finding the "k"-largest eigenvalues using parallel Monte Carlo methods. We apply these methods to the initial matrix and also to the reduced one. The algorithms are running on a cluster of workstations under MPI and results of the experiments arising in textual retrieval of Web documents as well as comparison of the stochastic methods proposed are presented. We describe the CHARMe project, which aims to link climate datasets with publications, user feedback and other items of "commentary metadata". The system will help users learn from previous community experience and select datasets that best suit their needs, as well as providing direct traceability between conclusions and the data that supported them. The project applies the principles of Linked Data and adopts the Open Annotation standard to record and publish commentary information. CHARMe contributes to the emerging landscape of "climate services", which will provide climate data and information to influence policy and decision-making. Although the project focuses on climate science, the technologies and concepts are very general and could be applied to other fields.

The widespread adoption of cluster computing as a high performance computing platform has seen the growth of data intensive scientific, engineering and commercial applications such as digital libraries, climate modeling, computational chemistry, computational fluid dynamics and image repositories. However, I/O subsystem performance has not been keeping pace with processor and memory performance, and is fast becoming the dominant factor in overall system performance.  Thus, parallel I/O has become a necessity in the face of performance improvements in other areas of computing systems. This paper addresses the problem of parallel I/O scheduling on cluster computing systems in the presence of data replication.  We propose two new I/O scheduling algorithms and evaluate the relative performance of the proposed policies against two existing approaches.  Simulation results show that the proposed policies perform substantially better than the baseline policies.

The relationship between traditional knowledge and intellectual property rights has become a topic for intensive debates at the national level, in various international settings and within and among different UN agencies, including the World Intellectual Property Organisation (WIPO), the UN Food and Agriculture Organisation (FAO), UNESCO, UNCTAD and the United Nations Environment Programme (UNEP). However, a consensus on a definition of traditional knowledge has yet to emerge due to persistent differences in perception. On the one hand, indigenous communities hold locally specific and holistic views of traditional knowledge, which are difficult to place within the framework of current intellectual property rights. Governments of developing countries, on the other hand, mostly focus on clearly defined aspects of traditional knowledge and their interpretation in the national interest and as expressions of national culture. Asian governments, in particular, have advocated the latter view. The Philippines provide an exception due to a tradition of recognising indigenous people as separate "cultural communities". However, the practical implementation of so-called "community intellectual rights" thus far is largely confined to access and benefit sharing rules, compensation requirements for traditional farmers and defensive protection measures such as digital libraries documenting traditional knowledge.

Composing a multimedia presentation may require creation or generation of suitable images and video segments, as well as animation, sound, or special effects. Obtaining images or video sequences can be prohibitively expensive when costs of travel to location, equipment, staff, etc, are considered. Those problems can be alleviated with the use of pictorial and video digital libraries, such libraries require methods for comprehensive indexing and annotation of stored items and efficient retrieval tools.

We propose a system based on user oriented perceptions as they influence query formation in image and video retrieval. We present a method based on user dependent conceptual structures for creating and maintaining indexes to images and video sequences.

The communication between user and software is a basic stage in any Interaction System project. In interactive systems, this communication is established by the means of a graphical interface, whose objective is to supply a visual representation of the main entities and functions present in the Virtual Environment. New ways of interacting in computational systems have been minimizing the gap in the relationship between man and computer, and therefore enhancing its usability. The objective of this paper, therefore, is to present a proposal for a non-conventional user interface library called ARISupport, which supplies ARToolKit applications developers with an opportunity to create simple GUI interfaces, and provides some of the functionality used in Augmented Reality systems. © Springer-Verlag Berlin Heidelberg 2005.
