Present at the Creation: Montana Higher Education Reforms from 1972 Constitution -- Dr. Lawrence K. Pettit “In the Crucible of Change”

Prior to the passage of the 1972 Constitution, Montana’s higher education system was both controlled and victimized by Montana’s politics. Alternatingly, Governors or the Legislature tried to control and/or impose political ideology upon the management and teaching/content within the University System. Political favoritism and power-broking were the hallmark of the legislative appropriation process. Under the new Constitution, a newly empowered Board of Regents, and a new Commissioner of Higher Education managed the system and controlled the allocation of the legislative appropriations, but not without a major battle before the Montana Supreme Court. Dr. Lawrence K. Pettit (Larry Pettit) (b. 5/2/1937) was present at the creation of this newly structured higher education system as the first Commissioner of Higher Education in Montana after his appointment by the Board of Regents of the University System in 1973. Larry Pettit has had a dual career in politics and higher education. Pettit, of Lewistown, served as legislative assistant to U.S. Senators James E. Murray and Lee Metcalf, campaign manager, head of transition team and assistant to Montana Governor Thomas L. Judge, taught political science at The Pennsylvania State University (main campus), was chair of political science at Montana State University, Deputy Commissioner for Academic Programs at the Texas Higher Education Coordinating Board, Chancellor of the University System of South Texas (since merged with Texas A&M University), President of Southern Illinois University, and President of Indiana University of Pennsylvania from where he retired in 2003. He has served as chair of the Commission on Leadership for the American Council on Education, president of the National Association of (University) System Heads, and on many national and state boards and commissions in higher education. Clerk's Book, A.D. 1742

Handwritten volume containing the Articles, weekly orations, and clerk's journal for the Harvard Latin Society recorded by the club's clerk, Jonathan Mayhew (Harvard AB 1744). The Articles define the Society's mission as to "improve ourselves in the knowledge of the Latin Tongue." The ten articles are signed to by ten members of the classes of 1743 and 1744. The journal which records the weekly meetings from April 14, 1742 through June 17, 1742 includes a transcription of the weekly oration in Latin; the first two entries are also translated into English. On the last page of the book, the "clerk's journal" provides a summary of each meeting with the date, the moderator, and the orators.

La québécité comme élément fondateur d'une pensée musicale électroacoustique

Le projet de recherche-création proposé survole la québécité à travers un pan majeur de l’étude des Amériques : le territoire. L’adoption du territoire québécois, de son espace, et de sa densité – effectué à la fois sous un axe méridional (le Saint-Laurent) et septentrional (le Nord) –, s’effectue dans mon corpus acousmatique à travers l’utilisation de concepts théoriques établis par plusieurs figures québécoises et internationales. La description des sources d'inspiration du cycle d’œuvres acousmatique proposé, étant principalement issues de sphères extramusicales — la démarche de divers artistes et chercheurs québécois ayant contribué à l’émergence poétique de mon corpus tels que Pierre Perrault, René Derouin, Daniel Chartier, et Louis-Edmond Hamelin — y tient une place importante. La portion musicale est effectuée de façon analytique à l’aide de deux méthodes propres au genre électroacoustique – analyse typologique de Pierre Schaeffer, et fonctionnelle de Stéphane Roy –, qui, à travers l’œuvre de certains compositeurs de musiques électroniques internationaux permettent de souligner la pluralité des conceptions territoriales et le réseau sémantique universel sous-jacent, laissant place à une lecture plus large de cette thématique. La méthodologie proposée permet donc à la fois de cerner l’universel – modèles naturels, références psychoacoustiques –, le local – utilisation de poèmes québécois, référents animaux ou anecdotiques précis tels que des cris d’oiseaux et des prises sonores du Saint-Laurent –, et la relation dichotomique entre la nature et la culture dans mon corpus, afin qu’émerge un discours musical cohérent basé sur le territoire québécois.
