Plano de gerenciamento sustentável dos resíduos de construção civil. O caso de Rio Claro (SP)

The current problematic of the construction and demolition (C&D) waste faced for the Brazilian cities, is one of the main degradation factors of the environment, over all about the promise of the urban ambient quality. This scenery must mainly to the unsustainable management adopted by the great majority of the Brazilian cities. Therefore, this work aims at to offer subsidies for medium cities, having as study object the city of Rio Claro-SP, (Brazil), in the elaboration of plans and integrated programs of sustainable management of the construction and demolition waste, in accordance with CONAMA Resolution nº 307/2002, that’s set up a sustainable management system of C&D waste. In this direction, the diagnosis of the management was elaborated for the city of Rio Claro, (generation, collects, transport and disposal) and the public administration of the construction and demolition waste, as well as of the study of the related aspects with C&D waste recycling plant. Later, was suggested a plan of improvements for the public manager of C&D waste: areas of temporary disposal to facility the appropriating destination, appropriated areas of final disposal, incentives to the recycling of C&D waste, new legislations, education and orientation programs and adequacy the agents of C&D waste management (generating, transporting, addressee and public manager), directing for an environmental, economic and social sustainability.

Avaliação e monitoramento da obesidade em adultos residentes do município de Rio Claro - SP

Obesity is characterized by an excess of fat on the body and can results several problems on the individual health. As an epidemic of modern times, the prevalence started to increase at an accelerated rate from the 90's in worldwide. Data on the epidemic in Brazil and medium-sized cities are scarce, and the monitoring of obesity is essential for development public policy. So, the objective was to analyze the individual factors associated with obesity such as age, gender, education, marital status, economic class and level of physical activity and make a monitoring of obesity in adults in the city of Rio Claro - SP. To do this, the survey was conducted longitudinally, consists of two times at an interval of seven years. At first (2008) were interviewed 1588 adults in the city of Rio Claro distributed throughout the city. At the second phase (2014/2015) was conducted a new interview with the same subject in 1588. In 2008, personal information collected and applied some questionnaires with the physical activity level, food intake and quality of life. To assess obesity in adults was calculated the body mass index (BMI) proposed by the World Health Organization (WHO) from the high reported weight and height. For older people it used a specific BMI. The prevalence was used percentages and their respective confidence intervals of 95%. For the incidence, was calculated by the formula of cumulative incidence, both stratified by personal characteristics (gender, economic class, education, marital status and age). Thus it was observed that there was an increase in the prevalence of obesity in 2008 (19.0%), increasing to 26.7% in 2015. The cumulative incidence was 14.4% in the range of 7 years. As for the groups, we observed a significant difference between economic class and obesity being less prevalent among people of class D / E. Diagnóstico e proposta de diretrizes para o gerenciamento de resíduos sólidos no município de Rio Claro (SP)

Over the last few years, Brazil has some problems related to the management of solid waste, mainly related to the final disposal of materials, resulting in serious environmental risks to the municipalities that suffer from this type of situation. Poorly designed landfills and weak management systems after the termination of their employment, for example, is currently showing as a major problem for urban expansion and the subsoil of these sites, endangering all the environmental quality of the areas where they are located . Because of this scenario, this work produced a diagnosis of the current situation of the management of solid waste in the city of Rio Claro (SP) from its generation, through selective collection and sorting, as well as its final destination, in order to propose a reflection on current form management, in order to present some guidelines based on Federal Law 12.305 / 2010 - National Solid Waste Policy for improvement of this issue in the city. Although the situation found in the city can be considered reasonable for good, there is a need to improve and how to manage, especially in the operational issue of selective collection and also the participation of society in the category Environmental Education, converging in the search for improvements to the common good

O programa de ensino da disciplina de conteúdos, metodologia e prática do ensino de matemática no curso de pedagogia na UNESP / Rio Claro-SP e a abordagem dos Parâmetros Currículares Nacionais

O presente trabalho se refere à análise dos Parâmetros Curriculares Nacionais na área de Matemática no ensino fundamental e sua inserção na disciplina de Conteúdos, Metodologia e Prática do Ensino de Matemática no curso de Licenciatura Plena em Pedagogia da Universidade Estadual Paulista, em Rio Claro/SP. Os Parâmetros Curriculares Nacionais a serem utilizados na pesquisa foram produzidos em 1997, enquanto que o programa de ensino de disciplina teve sua elaboração em 2006, sendo ainda vigentes. A pesquisa tem como objetivo evidenciar e detalhar a proposta de cada um destes documentos para verificar sua compatibilidade de modo a entender em que se fundamenta a formação de pedagogos acerca da área de Matemática e a atual necessidade para o ensino fundamental. A pesquisa foi complementada através da pesquisa bibliográfica, com abordagem qualitativa em autores que cerceiam o tema, além de legislações que contribuem, de modo que o debate literário colabore com a Educação uma vez que analisa o conteúdo estudado na graduação e sua compatibilidade com os parâmetros utilizados na faixa etária em que irá atuar

Elaboração de um roteiro interpretativo para trilha de ciclista da Florestal Estadual Edmundo Navarro de Andrade, Rio Claro/SP

The State Forest Edmundo Navarro de Andrade (FEENA), Rio Claro/SP has a huge potential for cyclists tracks; the Unit already have a trail at the principal entrance, passing by firebreaks bordering the towers quadrants and finishing at the municipal road. This work aims the ambiental interpretation of this trail already established and implant activities planned before at the public use program of the State Forest according to the management plan of the Unit; to interpret the tracks for mountain bike cyclists; promote the conservation of natural, historic and cultural resources of the Forest. At the present work has been accomplished the Ambiental Interpretation through the panels, containing the characteristic native flora and fauna, the existing water resources at the Unit and also the representatives individuals of the exotic arboreal species, found around the trail. Ten points were chosen for interpretation, therefore, for preparation of the script it was considered besides the bibliographic literature, experiences of project team members at FEENA, Unit Management Plan knowledge relating the gaps in the public use program and field work. The panels contain figures and texts about the chosen topics, to promote a language easily understandable to the visitor and concomitantly, inform to the population who attends the Unit, increasing this way the user satisfaction

Gestão democrática dos Sistemas Municipais de Educação : uma análise a partir do Conselho Municipal de Educação de Canindé de São Francisco/SE (2008 – 2010)

O objeto de estudo da Dissertação é o quotidiano e a dinâmica do Conselho Municipal de Educação de Canindé de São Francisco – CONMECSF, com a finalidade de desvendar como acontecem os processos sociais presentes na prática, configurando suas ações junto às administrações municipais e à sociedade organizada. A compreensão do objeto demandou algumas interlocuções teóricas com vários autores clássicos e contemporâneos, no sentido de esclarecer a natureza das mediações desenvolvidas nessa instância do sistema educacional, sem perder de vista suas relações com a categoria da totalidade. A pesquisa desenvolvida caracteriza-se como qualitativa pela sua própria especificidade, inspirando-se no estudo de caso e em seus procedimentos metodológicos. Por intermédio desta, são analisadas as produções e as práticas do Conselho Municipal de Educação de Canindé de São Francisco, via documentos e representações sociais de educadores locais quanto às políticas públicas educacionais nesse município, no período compreendido entre 2008 a 2010, de modo a configurar a gestão do sistema municipal de educação. Os achados da investigação apontam para a validade da forma de atuação do CMECSF, na perspectiva de um acompanhamento a ser aperfeiçoado da execução e efetividade das políticas públicas.

O Conselho Municipal de Educação de Porto Alegre : estrutura, funcionamento e papel político-pedagógico

Na presente dissertação foi estudada a gestão democrática da Educação em nível local, tendo como objeto de pesquisa o Conselho Municipal de Educação de Porto Alegre. Partindo da contextualização sócio-histórica dos anos 1980, foram identificadas expectativas que deram origem às atribuições do Conselho, criado em 1991. Daí originou-se o problema de pesquisa sobre a capacidade do órgão atender às suas atribuições iniciais, após treze anos de existência. Os dados para o estudo foram coletados através da observação participante, com o acompanhamento das atividades do Conselho, e entrevistas com conselheiros e técnicosadministrativos, análise da legislação sobre a organização da Educação no município e documentos produzidos pelo órgão. O objeto foi abordado como uma experiência alternativa de participação democrática a partir do referencial teórico produzido por Jüngen Habermas, e assim estudado sob a perspectiva da teoria da democracia deliberativa. Utilizaram-se conceitos como representatividade, legitimidade, comunicação, aprendizado político e empoderamento conforme definidos por Jüngen Habermas, Carole Pateman e Paulo Freire Como resultado, constatou-se que parte dos segmentos hoje envolvidos com a oferta da Educação no município não possuem representantes na composição do Conselho, que a estrutura física e administrativa do órgão não alcançaram garantias institucionais plenas, e que sua principal resolução (que estabeleceu regras para oferta de Educação Infantil) não foi cumprida pelo poder público. Argumentou-se, portanto, que hoje o Conselho enfrenta limitações no exercício de suas atribuições, mas que isto ocorre sobretudo pela ampliação do seu campo de atividades e pela frágil garantia de autonomia frente ao poder público. Acrescenta-se ainda que uma das funções mais relevantes do Conselho, em treze anos de existência, foi constituir-se como instrumento de aprendizado político na inserção da comunidade escolar na gestão política da Educação no município.

This work aimed a better understanding of the annual cycle of Cyphocarax modestus in the reservoir of water captation of Ribeirao Claro stream. The growth parameters were estimated through the analysis of length distribution and the relationships among time of smaller growth, alimentary activity, fat accumulation and reproductive period were considered. Besides, the instantaneous rate of natural mortality was calculated. Monthly samplings were accomplished in the Ribeirao Claro stream, in the reservoir of water captation of Rio Claro city. For that, 50 m of wait net was used, with meshes of 1.5, 2.0, 2.5, 3.0 and 3.5 cm measured between adjacent knots. The ELEFAN I program was used to estimate the growth parameters, and its application was done using the FISAT program. It was also used the seasonal version of von Bertalanffy's growth curve. It was considered that the reproduction of C. modestus is annual and concentrated from December to February, allowing the identification of different modas in the distributions, an essential condition for the conduction of that analysis type. The estimated parameters were: K = 0.34/year, L [infinity] = 15.40 cm, C = 0.2, Wp = 0.6 and M = 0.949/year, with the identification of four cohorts. The physiologic sequence in the annual cycle of the specie could be noted when data of accumulated fat in the visceral cavity, alimentary activity, reproduction time and time of smaller growth were analyzed together. It was noted that with the beginning of the maturation of gonads, the energy resources stopped being invested in the growth and passed to be used for reproduction.

Caracterização dos elementos físicos da bacia do córrego Santo Antônio (Rio Claro/SP)

O objetivo desta pesquisa foi caracterizar os elementos físicos da bacia do córrego Santo Antônio, buscando compreender a influência que a área de entorno dessa bacia exerce sobre a Floresta Estadual Edmundo Navarro de Andrade (FEENA). Para isto, foram elaboradas as cartas geomorfológica e de uso do solo, além da compilação de dados geológicos, pedológicos e climáticos. Essa influência foi avaliada em termos da dinâmica de remobilização de materiais provenientes das nascentes, que não pertencem a FEENA, e que se constituem, portanto, em área de uso agrícola. A análise das características físicas indicou que essa área é susceptível a ação dos processos morfogenéticos e que estes foram intensificados e acelerados pelo uso do solo ao redor das nascentes. Verifica-se, assim, a necessidade de se reavaliar esse uso e de se fiscalizar o cumprimento da própria legislação ambiental, no que se refere ao uso e ocupação do território, em fundos de vale.
