Este artículo se propone analizar el debate sobre la forma de gobierno que se dio en las sesiones del Congreso Constituyente y en la prensa porteña durante 1816, como así también la posterior discusión del proyecto de constitución. Estas polémicas dieron lugar a diversas posturas acerca del ejercicio de la soberanía -monarquía o república- como sobre la titularidad de la misma -pueblos/nación-. En ese marco mostraremos que los partidarios de la unidad intentaron establecerla mediante la implantación de una monarquía constitucional y la consagración de la nación única e indivisible como sujeto de imputación de la soberanía

Ao discutir a política pública e os direitos das mulheres em Cabo Verde no período democrático(1991-2011), não se pretende apenas a mera identificação de instrumentos que configuram tal política, mas também, desenvolver uma análise que abarca o processo de construção e implementação dos mesmos e a algumas dimensões da sua efetividade. No presente trabalho, procura primeiramente analisar a situação das mulheres no mundo de forma geral, e em Cabo Verde em particular, a partir de um debate teórico sobre diversos conceitos que subsidiaram o estudo. A realização desta investigação baseou-se, sobretudo, na análise do Plano Nacional de Igualdade e Equidade de Género de Cabo Verde, 2005-2009 uma vez que este constitui um instrumento orientador da política com vista á igualdade entre os sexos e a promoção dos direitos das mulheres. Os resultados apontam para a necessidade de sistematização das actividades, melhoramentos na definição de estratégias e maior articulação entre os diferentes serviços, de modo que as estratégias definidas nos instrumentos de políticas se materializem e se traduzam na garantia dos direitos das mulheres. / Discussing the public policy and the women rights in Cape Verde in the democratic period it’s not intended to just identify the tools that set these policies and rights, but also develop the analysis which includes the construction process and implementation of them, and the impact that they produce on the consecration of woman rights. This research attempts firstly to analyze the women situation worldwide and in Cape Verde in particularly through a theoretical debate about several concepts that subsidized the research and present data that show the inhuman reality of several women. This study is based in the analysis of “National Plan for Equality and Equity of Genre in Cape Verde since that document is the tool that guides the policy that leads to the equality between sexes and the promotion of women rights. The analysis points to the need activities systematization, improvements in the definition of strategies and better articulation between institutions so that defined strategies in the policies instruments materialize and become in the warranty of the woman rights.

Brazilian architecture was recognized because of the consecration of the icons of the Carioca and Paulista schools which are represented nationally and internationally by names like Niemeyer, Lucio Costa and Vilanova Artigas, among others. Because of this, classic studies dedicated to the Brazilian case look to present the Southeastern region with the title of father of modern Brazil, at the cost of subjugating various other modern movements and peripheral sayings, whether their values are known or forgotten. On the other hand, there has been an effort, in the sense of registering and analyzing these regional productions of modern Brazilian architecture, an assignment that DOCOMOMO Brasil participates firmly through initiatives like the creation of a Library to aid in the documentation and registration of modernity in Brazil. Inside this context of insertions of the National-Modern scheme, this work has as its objective to present modern potiguar (northern Brazil) architecture through its contemporary residential examples, investigating specifically its constructive, formal aspects, that together that together demonstrate one more architectural emphasis of modern Brazilian architecture: the potiguar. This way, by contributing to the work of the register and the documentation of the Modern Movement and attributing to the modern architecture of Natal it s real worth, we can say: Yes, we have modern architecture

The Brazilian agricultural research agency has, over the years, contributed to solve social problems and to promote new knowledge, incorporating new advances and seeking technological independence of the country, through the transfer of knowledge and technology generated. However, the process of transfering of knowledge and technology has represented a big challenge for public institutions. The Embrapa is the largest and main brazilian agricultural research company, with a staff of 9.790 employees, being 2.440 researchers and an annual budget of R$ 2.52 billion. Operates through 46 decentralized research units, and coordinate of the National Agricultural Research System - SNPA. Considering that technology transfer is the consecration of effort and resources spent for the generation of knowledge and the validity of the research, this work aims to conduct an assessment of the performance of Embrapa Swine and Poultry along the production chain of broilers and propose a technology transfer model for this chain, which can be used by the Public Institutions Research – IPPs. This study is justified by the importance of agricultural research for the country, and the importance of the institution addressed. The methodology used was the case study with a qualitative approach, documentary and bibliographic research and interviews with use of semi-structured questionnaires. The survey was conducted in three stages. In the first stage, there was a diagnosis of the Technology Transfer Process (TT), the contribution of the Embrapa Swine and poultry for the supply chain for broiler. At this stage it was used bibliographical and documentary research and semi- structured interviews with agroindustrial broiler agents, researchers at Embrapa Swine and Poultry, professionals of technology transfer, from the Embrapa and Embrapa Swine and Poultry, managers of technology transfer and researchers from the Agricultural Research Service - ARS. In the second step, a model was developed for the technology transferring poultry process of Embrapa. In this phase, there were made documentary and bibliographic research and analysis of information obtained in the interviews. The third phase was to validate the proposed model in the various sectors of the broilers productive chain. The data show that, although the Embrapa Swine and Poultry develops technologies for broiler production chain, the rate of adoption of these technologies by the chain is very low. It was also diagnosed that there is a gap between the institution and the various links of the chain. It was proposed an observatory mechanism to approximate Embrapa Swine and Poultry and the agents of the broiler chain for identifying and discussing research priorities. The proposed model seeks to improve the interaction between the institution and the chain, in order to identify the chain real research demands and the search and the joint development of solutions for these demands. The proposed TT model was approved by a large majority (96.77%) of the interviewed agents who work in the various links in the chain, as well as by representatives (92%) of the entities linked to this chain. The acceptance of the proposed model demonstrates the willingness of the chain to approach Embrapa Swine and Poultry, and to seek joint solutions to existing problems.

The background material of the study consists of articles about French literature gathered between 2010 and 2014 in the Swedish press. The aim of the article is to isolate the most widely discussed French literature from France in the Swedish press during the period, in order to explore why the transfer of this literature persists over time, how it is perceived, and which type of mediators bring about this transmission. The study raises questions about the image of French literature in Swedish media, Sweden’s impact on the transnational circulation of literature, and the use of French literature to place Sweden on the literary map. The results of the reception study show that French literature is presented as both aesthetically disruptive with innovative features and as a normative and traditional model. It incarnates an image of tradition as well as of modernity. French literature from France is principally mediated by orthodox journalists with a consistent symbolic capital, and the posture of these journalists is analyzed through Sapiro’s model, inspired by Bourdieu. The orthodox journalists manage to redirect the symbolic capital inherent to consecrated French literature at three levels: national, personal, and transnational. Firstly, the importation of French literature increases Swedish literature’s symbolic capital. Secondly, this transfer allows for an auto-consecration of the orthodox journalists themselves. Thirdly, this use of highly valued imported literature engenders a supplementary consecration (surconsecration) of a national literature and its dominating language. In conclusion, these observed bilateral literary exchanges show the often overlooked importance of peripheral countries in transnational literary transmission. The results modify Casanova’s (2002) model, since they display the impact on the market from the margins. The transfer of central national literatures in dominating languages towards peripheral countries allows for dominated languages and minor national literatures to take an active part in the construction and reconstruction of the relations on the global literary map.

The article focuses on the secularization of cemeteries, the prohibition of religious celebrations outside the churches, and an analysis of the financial situation of the Church.
