We characterize the preference domains on which the Borda count satises Arrow's "independence of irrelevant alternatives" condition. Under a weak richness condition, these domains are obtained by xing one preference ordering and including all its cyclic permutations ("Condorcet cycles"). We then ask on which domains the Borda count is non-manipulable. It turns out that it is non-manipulable on a broader class of domains when combined with appropriately chosen tie-breaking rules. On the other hand, we also prove that the rich domains on which the Borda count is non-manipulable for all possible tie-breaking rules are again the cyclic permutation domains.

This study aims to analyze citizen participation in state policy decisions, as an essential element of legitimacy in the branches of government, especially in the sphere of the Executive, in the context of deliberative democracy. But, this study still has the desideratum to understand the citizen's role in public life, especially in the sphere of the Executive Branch, in order to effect the Fundamental Right to Public Administration proba, efficient and honest. Thus, to achieve this mister, the proposal is to expose the pesamento the classic contractualist, Thomas Hobbes, John Locke and Rousseau about the legitimacy of governments, through the statutes, and the question of the general will and majority rule as well how to present the comments of Thomas Jefferson on popular sovereignty and dialogical citizen participation in matters of local interest. After, it will be studied the theories of Fundamental Rights in order to demonstrate the need for the Civil Service should be veiled in a more specific custody rights, given the deep crisis in the Public Administrative practice due, especially, corruption. On the other side, the fundamentality of management also covers the aspect of the development of cities, which decisively affects the development of man, which, to join a deliberative governance program needs to be politicized, adopting full participation, dialogue, as duty citizen. On the other hand, the fundamentality of management also covers the aspect of the development of cities, which decisively affects the development of man, who, to join a deliberative governance program, needs to be politicized, adopting full participation and dialogue as a citizen responsibility. Furthermore, taking as the major heart, it will be presented the doctrine of Jürgen Habermas whose Discourse Theory element is to be followed for the implementation of a broad deliberative and emancipatory democracy, with effective citizen participation. It will also be considered the Condorcet Constitution Project as a comparative link in the linking of the public deliberative will, and the Central Power, in the face of the Theory of “Sluice” Habermas. The proposal, based on communicative action, must allow a continuous flux and influx process of social interests towards the exercise of administrative power. The dialogical deal, brought to the center of the decisions, will allow discussions in the public scope, and may contribute to the legitimacy of government actions, inasmuch as it creates the feeling of politicization demanded by the man in a democratic state.

Can neural networks learn to select an alternative based on a systematic aggregation of convicting individual preferences (i.e. a 'voting rule')? And if so, which voting rule best describes their behavior? We show that a prominent neural network can be trained to respect two fundamental principles of voting theory, the unanimity principle and the Pareto property. Building on this positive result, we train the neural network on profiles of ballots possessing a Condorcet winner, a unique Borda winner, and a unique plurality winner, respectively. We investigate which social outcome the trained neural network chooses, and find that among a number of popular voting rules its behavior mimics most closely the Borda rule. Indeed, the neural network chooses the Borda winner most often, no matter on which voting rule it was trained. Neural networks thus seem to give a surprisingly clear-cut answer to one of the most fundamental and controversial problems in voting theory: the determination of the most salient election method.

Uma importante propriedade dos Organossolos, e de outros solos com alto teor de C orgânico para predizer o potencial de uso e riscos de degradação, é o grau de subsidência (perda de massa e volume). Nos Organossolos ocorrem diferentes riscos de subsidência, resultantes de seus atributos, em especial da natureza da matéria orgânica e do ambiente de deposição. Este estudo foi realizado com dados de 19 perfis de solos de diferentes regiões do Brasil. Foram adotados os procedimentos da SBCS para descrição e coleta dos perfis, e os métodos analíticos da Embrapa Solos para caracterização dos solos. A análise dos componentes principais foi utilizada para agrupar os perfis com o auxílio de atributos morfológicos, físicos, químicos e do ambiente de ocorrência e mostrou-se adequada no agrupamento dos solos estudados com base em seus atributos, comparando-se com a sua taxonomia. Neste artigo foram usados os métodos multicritério ordinais de Borda, Condorcet e Copeland para ordenar, segundo o risco de subsidência, os perfis de Organossolos estudados. Os resultados mostram correlação entre os métodos (exceto Condorcet, que não foi capaz de ordenar as alternativas) e o resíduo mínimo, parâmetro usual para avaliar subsidência. Isso indica eficácia para ordenar/classificar os perfis de solos estudados quanto ao risco de subsidência. Os métodos quantitativos utilizados neste trabalho mostraram-se promissores como ferramentas em estudos na Ciência do Solo.
