In 2009 Argentina implemented the Universal Child Allowance for Social Protection (AUH), a cash transfer programme for households with children. Coverage provided by the contributory family allowance programme was extended to parents who are unemployed or who work in the informal sector (domestic workers, for example). This paper uses the difference-in-difference estimator and propensity score matching techniques to evaluate the short-term effects of the auh on adult labour participation and income generation. The results suggest that, during its first year of operation, no significant disincentives to work were generated by the programme, given that it did not discourage adults from working or lead to a reduction in the number of hours worked. These findings are highly relevant in the Latin American context where these kinds of cash transfers have become an important component of social protection systems.

Norteando o voto: o impacto do Programa Bolsa Família no comportamento do eleitor do Norte do Brasil

A partir de diversas perspectivas analíticas acerca da eleição presidencial de 2006, esta dissertação se propõe a analisar o impacto do programa federal de transferência de renda Bolsa Família, na decisão do voto dos moradores da região Norte do Brasil. A estratégia de pesquisa utilizada é uma análise comparativa, confrontando o resultado das urnas das eleições presidenciais de 2002 e 2006 e correlacionando o número de beneficiados pelo programa Bolsa Família com a quantidade de votos na candidatura petista de Lula da Silva, em cada município da região. Na análise empírica, foi possível identificar, no Norte do Brasil, a mudança na base eleitoral do candidato do PT em direção às cidades menos desenvolvidas, assim como o impacto positivo do programa na votação do petista, haja vista a melhora de seu desempenho eleitoral na região. No estudo, pode-se apontar, ainda, a coexistência pacífica, em 2006, de um padrão de comportamento eleitoral racional, sociológico e psicológico, com predominância do primeiro, porém, sem transformá-lo em teoria universalizante.

The success in implementing an embryo transfer program derives from many factors. The embryo recovery rate is one of the most important factors, and allows the transfer to the recipient mare. This rate comes from a group of elements such as donor´s characteristics, collection date, reproductive management, semen quality, technician skill. Mainly because of the great importance of this direct interference on the results of an embryo recovery program, this study aimed to review the factors involved in embryo recovery rates in donor mares during an embryo transfer, suggesting some ways of improving these results

The neonatal period, which includes the first 27 da ys postpartum, is a vulnerability phase in child health, making it necessary for a greater mon itoring by health professional through actions that add value to the binomial mother/child and comprehensive care to the newborn. To this end, this study aimed to evaluate the care actions the neonato from the strategies recommended by the Ministry of Health. This is a cr oss-sectional study carried out from the database of the national survey of population base entitled "Call Neonatal: evaluation of prenatal care and to children younger than one year old in the North and Northeast regions". It used as the sample unit the mothers and children yo unger than 1-year-old, costal residents of Rio Grande do Norte, Natal, Brazil, who attended th e vaccination campaign on June 12, 2010 in nine municipality’s priority for the Pact to Red uce Infant and Neonatal Mortality. To compose the study variables were selected issues/ac tions regarding the neonatal period and socio-demographic factors, followed by a descriptiv e and inferential analysis. A sample of 837 mother/child pairs was obtained, being 57.6% in capital and 42.4% in the whole from the interiors, which was weighted to represent the muni cipalities of the State. It was predominated by mothers aged between 20-29 years, complete high school, not entitled to income transfer program and male children (51.2%). The frequency of the actions of the hospital ranged from 35% to 96% and those performed at the Basic Health Unit (BHU) from 57% to 91.2%. Most actions had an association with hospitals and publi c nature of the state capital (p<0.05). The results for most of the actions are recommended in the care programs and policies for children, and reveal the regional inequities in hea lth and the need for the involvement of services and professionals in search of comprehensi ve care for enabling better care through humanized practices during this increased vulnerabi lity period.

The United States has invested large sums of resources in multiple conservation programs for agriculture over the past century. In this paper we focus on the impacts of program interactions. Specifically, using an integrated economic and bio-physical modeling framework, we consider the impacts of the presence of working land programs on a land retirement for an important agricultural region—the Upper Mississippi River Basin (UMRB). Compared to a land retirement only program, we find that the presence of a working land program for conservation tillage results in significantly lower predicted signups for land retirement at a given rental rate. We also find that the presence of both a large working land and land retirement program can result in more environmental benefits and income transfers than a land retirement only program can achieve.
