The U.S. Environmental Protection Agency (EPA) is completing a third five-year review of the E.I. du Pont de Nemours & Co., Inc., County Road X-23 Superfund site in Lee County, Iowa. The site is also known as the Baier and McCarl subsites. The EPA is inviting public comment on whether the current site remedy continues to be protective of public health and the environment. The Iowa Department of Public Health in cooperation with the Agency for Toxic Substances and Disease Registry (ATSDR) prepared this health consultation to review the current status of the Baier and McCarl subsites and to provide an evaluation of the public health status of these subsites. The information in this health consultation was current at the time of writing. Data that emerges later could alter this docum ent’s conclusions and recommendations.

Health consultation : IBP Inc./tire chop facility targeted brownfields assessment, 1525 "O" Avenue, Fort Dodge, Webster County, Iowa (2007)

The Iowa Department of Natural Resources (IDNR) has requested the Iowa Department of Public Health (IDPH) Hazardous Waste Site Health Assessment Program to evaluate future health impacts of exposures at the formerly utilized IBP Inc./Tire Chop facility located at 1525 “O” Avenue, Fort Dodge, Iowa. This site has undergone a Targeted Brownfields Assessment conducted by the Contaminated Sites Section of the IDNR. This health consultation addresses potential health risks to people from future exposure to soil within the property boundary, and any health impacts resulting from contaminated groundwater beneath the site property from an evaluation of the data collected during the Targeted Brownfields Assessment. The information in this health consultation was current at the time of writing. Data that emerges later could alter this document’s conclusions and recommendations.

Utilización de compost agotado de champiñón como capa de coberturas en nuevos ciclos de producción

El objetivo de este trabajo fue evaluar el comportamiento agronómico de seis mezclas de cobertura, elaboradas a partir de sustrato postcultivo del champiñón Agaricus bisporus, en nuevos ciclos de cultivo. Los resultados obtenidos mostraron la viabilidad de la reintroducción del sustrato en nuevos ciclos de cultivo, ya sea como material de base único, si se somete a un proceso de lavado para eliminar sales solubles, o bien mezclado con otros materiales de baja conductividad, como es el caso de la turba rubia o la fibra de coco. Se destacan los altos valores de eficiencia biológica registrados, que llegaron hasta los 100 kg kg-1 de compost, similares a los proporcionados por los testigos, y los altos valores relativos observados (con respecto a los testigos) en el contenido en materia seca de los carpóforos cosechados con algunas de las nuevas coberturas elaboradas. Esta reutilización del compost constituye una alternativa interesante, con vistas a reemplazar a las tierras y a los sustratos orgánicos utilizados habitualmente como cobertura, con la doble ventaja de disminuir los costos de elaboración y el impacto ambiental.

Linear and nonlinear terrain deformation maps from a reduced set of interferometric SAR images

In this paper, an advanced technique for the generation of deformation maps using synthetic aperture radar (SAR) data is presented. The algorithm estimates the linear and nonlinear components of the displacement, the error of the digital elevation model (DEM) used to cancel the topographic terms, and the atmospheric artifacts from a reduced set of low spatial resolution interferograms. The pixel candidates are selected from those presenting a good coherence level in the whole set of interferograms and the resulting nonuniform mesh tessellated with the Delauney triangulation to establish connections among them. The linear component of movement and DEM error are estimated adjusting a linear model to the data only on the connections. Later on, this information, once unwrapped to retrieve the absolute values, is used to calculate the nonlinear component of movement and atmospheric artifacts with alternate filtering techniques in both the temporal and spatial domains. The method presents high flexibility with respect to the required number of images and the baselines length. However, better results are obtained with large datasets of short baseline interferograms. The technique has been tested with European Remote Sensing SAR data from an area of Catalonia (Spain) and validated with on-field precise leveling measurements.

Sea state effect on the sea surface emissivity at L-band

In May 1999, the European Space Agency (ESA) selected the Earth Explorer Opportunity Soil Moisture and Ocean Salinity (SMOS) mission to obtain global and frequent soil moisture and ocean salinity maps. SMOS' single payload is the Microwave Imaging Radiometer by Aperture Synthesis (MIRAS), an L-band two-dimensional aperture synthesis radiometer with multiangular observation capabilities. At L-band, the brightness temperature sensitivity to the sea surface salinity (SSS) is low, approximately 0.5 K/psu at 20/spl deg/C, decreasing to 0.25 K/psu at 0/spl deg/C, comparable to that to the wind speed /spl sim/0.2 K/(m/s) at nadir. However, at a given time, the sea state does not depend only on local winds, but on the local wind history and the presence of waves traveling from far distances. The Wind and Salinity Experiment (WISE) 2000 and 2001 campaigns were sponsored by ESA to determine the impact of oceanographic and atmospheric variables on the L-band brightness temperature at vertical and horizontal polarizations. This paper presents the results of the analysis of three nonstationary sea state conditions: growing and decreasing sea, and the presence of swell. Measured sea surface spectra are compared with the theoretical ones, computed using the instantaneous wind speed. Differences can be minimized using an "effective wind speed" that makes the theoretical spectrum best match the measured one. The impact on the predicted brightness temperatures is then assessed using the small slope approximation/small perturbation method (SSA/SPM).

A two-dimensional doppler-radiometer for earth observation

Compared to synthetic aperture radars (SARs), the angular resolution of microwave radiometers is quite poor. Traditionally, it has been limited by the physical size of the antenna. However, the angular resolution can be improved by means of aperture synthesis interferometric techniques. A narrow beam is synthesized during the image formation processing of the cross-correlations measured at zero-lag between pairs of signals collected by an array of antennas. The angular resolution is then determined by the maximum antenna spacing normalized to the wavelength (baseline). The next step in improving the angular resolution is the Doppler-Radiometer, somehow related to the super-synthesis radiometers and the Radiometer-SAR. This paper presents the concept of a three-antenna Doppler-Radiometer for 2D imaging. The performance of this instrument is evaluated in terms of angular/spatial resolution and radiometric sensitivity, and an L-band illustrative example is presented.

A model of the wind direction signature in the Stokes emission vector from the ocean surface at microwave frequencies

This paper presents a model of the Stokes emission vector from the ocean surface. The ocean surface is described as an ensemble of facets with Cox and Munk's (1954) Gram-Charlier slope distribution. The study discusses the impact of different up-wind and cross-wind rms slopes, skewness, peakedness, foam cover models and atmospheric effects on the azimuthal variation of the Stokes vector, as well as the limitations of the model. Simulation results compare favorably, both in mean value and azimuthal dependence, with SSM/I data at 53° incidence angle and with JPL's WINDRAD measurements at incidence angles from 30° to 65°, and at wind speeds from 2.5 to 11 m/s.

Polarimetric radar interferometry for improved mine detection and surface clutter rejection

A recently developed technique, polarimetric radar interferometry, is applied to tackle the problem of the detection of buried objects embedded in surface clutter. An experiment with a fully polarimetric radar in an anechoic chamber has been carried out using different frequency bands and baselines. The processed results show the ability of this technique to detect buried plastic mines and to measure their depth. This technique enables the detection of plastic mines even if their backscatter response is much lower than that of the surface clutter.

Penetrar en el mundo de las novelas de capa y espada significa franquear el umbral del mundo encarnado de los cuentos de hadas en dónde el héroe y la heroína conservan todas sus características fundamentales, aquellas que les convierten en modelos utópicos del deseo y del ensueño. Le Bossu realiza además la fusión clara con el cuento de hadas al final de la primera partecuando astucia y maldad se unen paraproporcionar a la heredera de Nevers su entrada en el mundo que le corresponde por derecho de nacimiento. Como una nueva Cenicienta, Aurore recibirá de manos de su padastro con el beneplácito de Lagardére las más preciosas galas para asistir al baile del Regente, consagración del banquero Law. Cuento, realidad, ensoñación maravillosa, todos esos elementos se conjugan para estallar en el brillante dominó rosa que lucirá Aurore en el baile constituyendo el punto álgido de su destino. A partir de ese momento, Aurore perderá la inocencia y ya no le será permitido ignorar la lucha por la felicidad. Como Cenicienta, igual que Cenicienta tendrá que luchar con todas sus fuerzas paraque su príncipe pueda calzarle el zapato de cristal de la felicidad. A lo largo de todo el siglo xx el modelo de las novelas de capa y espada se repite. Como indiscutible padre del género debe de reconocerse a Alexandre Dumas con Les Trois Mousquetaires, publicada en 1844. En otras muchas de sus novelas reproducirá los elementos que le hicieron célebre aunque no supere a esta que se convierte en paradigmática. Paul Féval publica, a la sombra de Dumas, ello es evidente, Le Bossu en 1857. En los inicios del siglo xx, la novela de capa y espada encuentra un nuevo defensor, que cierra magníficamente el ciclo. Nos referimos a Michel Zévaco con Les Pordaillan. Situado en medio de Dumas y de Zévaco, Le Bos»u con su protagonista principal, Henri de Lagard6re, nos ofrece todos los elementos indispensables para el análisis del héroe en este tipo de creaciones.

Supremacía del derecho federal sobre el Common Law en materia de requisitos de seguridad y eficacia terapéutica de productos sanitarios. Comentario a Riegel v. Medtronic, Inc. [552 U.S.__ (2008); February 20, 2008]

En Riegel v. Medtronic Inc. (552 U.S.__2008; February 20, 2008), el Sr. Riegel tuvo que ser sometido a un by-pass como consecuencia de la rotura del catéter, fabricado por Medtronic, con el que su médico le practicaba una angioplastia. A pesar de que el catéter había obtenido la autorización de comercialización de la FDA y cumplía los requisitos de seguridad previstos por el sistema regulatorio federal, el Sr. Riegel y su mujer interpusieron una acción de daños contra Medtronic –y no contra el médico- conforme a las reglas de responsabilidad civil objetiva y por negligencia del Common Law neoyorquino. Sin embargo, el Tribunal Supremo federal de los EE.UU., en ponencia del Magistrado Antonin Gregory Scalia, votó, por mayoría de ocho magistrados, rechazar el recurso de la Sra. Riegel y confirmar la sentencia de segunda instancia, desestimatoria de la demanda, porque consideró que la regla de primacía del derecho regulatorio federal sobre seguridad de productos sanitarios [Medical Device Amendments de 1976, 21 U.S.C. Artículo 360k(a)] excluye la aplicabilidad no sólo del derecho regulatorio estatal sobre seguridad de productos sanitarios, sino también del Common Law sobre responsabilidad civil del fabricante.

Russian market entry decision for an e-business company, the case Ampparit Inc.

The aim of the study was to examine foreign operation methods and suggest the entry mode for the Russian E-business market. Ampparit Inc. was chosen as a case company, as it operates in the e-commerce B2B type of the business by providing Witpik - media monitoring service. The concept of foreign operation method was clarified with a specific focus on Russian market peculiarities and E-business. The main focuses of the present work were to figure out the most applicable entry mode for the Russian market in case of e-business company and factors affecting the decision about entry, including risks, barriers and other aspects.
