Cualquier intervención en la costa se enfrenta, al menos, con tres grandes condicionantes: los procesos físicos del sistema litoral, la complejidad jurídica y competencial que determina el tipo y ámbito de la actuación, y la utilización de la costa como un recurso económico y cultural. En muchas ocasiones, las inversiones realizadas priorizan la explotación del litoral, aunque dicha decisión suponga un parche temporal al problema, que redunda en nuevas inversiones a futuro. Desde la publicación de las Directrices para el Tratamiento del Borde Costero y las Directrices sobre Actuaciones en Playas por parte del Ministerio de Medio Ambiente, Medio Rural y Marino, se han modificado sustancialmente los criterios, objetivos y prioridades de las intervenciones en la costa. Este pequeño proyecto, situado en un área no urbanizable de alto valor natural del litoral de Cartagena en el que se sitúan el núcleo urbano de El Portús y un camping, enfrenta muchos de los problemas habituales en la costa: acantilados inestables, riesgo de inundabilidad por lluvias torrenciales y/u oleaje, frentes urbanos construido sobre el DPMT, privatización de facto de la costa, etc. La propuesta, a través de actuaciones de distinta índole, pretende alcanzar soluciones definitivas que garanticen la integridad del sistema litoral.
