Diplomityön tavoitteena on tuottaa informaatiota kunnalliseen päätöksentekoon, jonka avulla kestävän kehityksen näkökulmia voidaan huomioida kunnan energiaratkaisusta päätettäessä. Yhtenä työn lähtökohtana on ollut myös uusi EU-direktiivi, jonka mukaan ympäristönäkökohtia voidaan huomioida julkisten hankintojen tarjouspyyntömenettelyssä valintaperusteena. Tarkastelun kohteena oli kokoluokaltaan 0,5–3 MW:n aluelämpölaitokset sekä polttoaineiden tuotantoketjut. Työssä vertailtavat polttoaineet olivat metsähake, raskas polttoöljy, kevyt polttoöljy ja turve. Diplomityössä on perehdytty kestävän kehityksen käsitteeseen ja muodostettu sen mukaan ekologiselle, sosiaaliselle ja taloudelliselle näkökulmalle kunnallisen energiaratkaisun indikaattoreita. Empiirisessä osassa käsitellään kestävän kehityksen näkökulmien muodostumista Enon energiaosuuskunnan toimintaan perustuen. Käytettävät kestävän kehityksen näkökulmien mukaiset indikaattorit ovat polttoaineen tuotannosta ja käytöstä aiheutuvat kasvihuonekaasupäästöt, polttoaineen tuotannon työllisyysvaikutukset sekä energian hinnan muodostuminen osuuskunnan asiakkaille. Tässä diplomityössä tarkastelluilla kestävän kehityksen indikaattoreilla mitattuna, metsähakkeen käytöllä energiantuotannossa on positiivinen vaikutus niin kunnan kasvihuonekaasutaseessa, työllisyystilanteessa sekä myös enemmän kuluttajaystävällinen asema, lämmön hinnan vakauden ansiosta, kuin muilla työssä käsiteltävillä polttoaineilla. Polttoaineen tuotantoketjun osalta metsähakkeelle saatiin tuotannon ja käytön aiheuttamaksi kasvihuonekaasupäästöksi 2,9–4,2 g CO2-ekv/MJ. Tulos perustuu Enon energiaosuuskunnan polttoaineen hankinnassa käytössä oleviin keskimääräisiin etäisyyksiin metsäkuljetuksessa (250 m) ja kaukokuljetuksessa (15 km). Tuotannon ja käytön aiheuttamat kasvihuonekaasupäästöt olivat raskaalla polttoöljyllä 88,2 g CO2-ekv/MJ, kevyellä polttoöljyllä 85,0 g CO2-ekv/MJ ja turpeella 104,0–108,1 g CO2-ekv/MJ. Metsähakkeen osalta polttoaineen tuotannon osuus koko tarkastellun energiaketjun kasvihuonekaasupäästöistä oli noin 43–57 %. Enon energiaosuuskunnan tapauksessa vuoden 2005 odotetulla toiminta-asteella metsähakkeella tuotetun lämmön tuotantoketjun kasvihuonekaasupäästöt ovat noin 160 t CO2-ekv. Kevyellä polttoöljyllä tuotetun lämmön tuotantoketjun kasvihuonekaasupäästöt olisivat noin 3700 t CO2-ekv sekä turpeen (50 %) ja metsähakkeen (50 %) seoskäyttöön perustuvalla ketjulla noin 2300–2400 t CO2-ekv. Samaisella toiminta-asteella työllisyysvaikutukset ovat käytettäessä metsähaketta 2,2–8,6 htv, raakaöljyä 0,12 htv ja turvetta 1,4–1,6 htv. Metsähakkeen käyttö aluelämpölaitosten pääpolttoaineena takaa myös vakaan hintakehityksen osuuskunnan asiakkaille.

Biological production of hydrogen through anaerobic fermentation has received increasing attention and offers a great potential as an alternative process for clean fuel production in the future. Considering biological systems for H2 production, anaerobic fermentation stands out, primarily due to its higher production of H2 compared with other biological processes. In addition the possibility of using different agro-industrial wastes as substrates opens up infinite possibilities. The development and implementation of sustainable processes for converting renewable materials into different value-added products is essential for the full exploitation of Brazilian agro-industrial wastes.

Tämän diplomityön tavoite on kartoittaa maalien ja lakkojen valmistuksessa syntyvien sivuvirtojen hyötykäyttöä ja hyötykäyttöpotentiaalia nykyisellään. Työn tarkoitus on toimia esiselvityksenä pinnoiteteollisuuden sivuvirtojen hyötykäyttöön liittyvien liiketoimintamahdollisuuksien syvemmälle analyysille. Teollisuuden sivuvirtoihin liittyvää tietoa kerätään tilastoista ja olemassa olevista raporteista sekä haastattelemalla teollisuus- ja palveluyritysten edustajia sekä alan asiantuntijoita. Sivuvirtojen teknisten hyötykäyttömahdollisuuksien ja liiketoiminnallisten mahdollisuuksien tarkastelua varten järjestetään työpajoja asiantuntijoille Apila Group Oy Ab:n asiantuntijaverkostossa. Neljässä haastatellussa tuotantolaitoksissa syntyi vuonna 2008 yhteensä 6 662 tonnia kiinteää jätettä ja lietteitä. 68 % näistä sivuvirroista hyötykäytettiin energiana tai polttoaineen valmistuksessa. Materiaalina sivuvirtoja hyötykäytettiin 16 % sivuvirroista, pääasiassa pahvia, paperia, metalleja sekä tynnyreitä ja kontteja. Myös merkittävä osa liuottimista otettiin talteen uudelleenhyödyntämistä varten. Tässä diplomityössä hyötykäyttömahdollisuuksien tarkempaa tarkastelua varten valittiin tavanomaisiksi jätteiksi luokiteltuja maalisivuvirtoja, joita haastatelluissa tuotantolaitoksissa syntyi noin 1 500 tonnia. Maalisivuvirtojen tärkeimmät materiaaliominaisuudet liittyvät niiden sisältämiin täyte- ja sideaineisiin, jotka muodostavat merkittävän osan maalien koostumuksesta. Selvityksen mukaan nämä ominaisuudet voidaan ottaa hyötykäyttöön erilaisissa yhdistelmämateriaaleissa, esimerkiksi ekstruusiopuristetuissa tai ahtopuristetuissa muovikuitukomposiiteissa. Komposiittien raaka-aineena käytetään jo erilaisia sivuvirtoja ja lisäksi erilaisten komposiittien markkinoiden ennustetaan kasvavan. Tämä voi tarjota mahdollisuuksia uusille palvelu-, t&k- tai tuotteistusliiketoiminnoille. Kuivilla maalijätteillä on myös hyvä lämpöarvo, jolloin energiahyötykäytön ja palamisjäännöksen materiaalihyötykäytön yhdistäminen mm. keramiikka- tai sementtiteollisuudessa voi tarjota mahdollisuuksia uusille liiketoiminnoille.

Outbreaks of stable fly, Stomoxys calcitrans, cause losses for livestock producers located near sugarcane mills in Brazil, especially in southern Mato Grosso do Sul. The sugarcane mills are often pointed by local farmers as the primary source of these outbreaks; some mills also joined the farmers in combating the flies. Brazilian beef cattle production has great economic importance in similar level to bio-fuel production as ethanol. In this context, the wide-ranging knowledge on the biology and ecology of the stable fly, including larval habitats and their reproduction sites is extremely important for further development of control programs. This paper aims to report the occurrence and development of S. calcitrans larvae inside sugarcane stems in three municipalities of Mato Grosso do Sul. The sugarcane stems give protection against bad weather conditions and insecticide application. In this way, for sustainable sugarcane growth specific research concerning this situation should be conducted.

This paper describes the development situation of biofuel in China and the research progress and application in transportation and aviation area, including several key technologies of biofuel production: biofuel pretreatment and handling. This paper is aiming to find the best storing, transmitting, feeding and pretreating methods of various materials, as well as a comparison among the advantages and disadvantages of different pretreatment methods, which is expected to reduce cost in production process and reach the maximized benefits. Meanwhile, a case study of one biomass fuel production factory in China is presented with evaluation and analysis on their technology application.

Ricinus communis L. is of great economic importance due to the oil extracted from its seeds. Castor oil has been used for pharmaceutical and industrial applications, as a lubricant or coating agent, as a component of plastic products, as a fungicide or in the synthesis of biodiesel fuels. After oil extraction, a castor cake with a large amount of protein is obtained. However, this by-product cannot be used as animal feed due to the presence of toxic (ricin) and allergenic (2S albumin) proteins. Here, we propose two processes for detoxification and allergen inactivation of the castor cake. In addition, we establish a biological test to detect ricin and validate these detoxification processes. In this test, Vero cells were treated with ricin, and cell death was assessed by cell counting and measurement of lactate dehydrogenase activity. The limit of detection of the Vero cell assay was 10 ng/mL using a concentration of 1.6 x 10(5) cells/well. Solid-state fermentation (SSF) and treatment with calcium compounds were used as cake detoxification processes. For SSF, Aspergillus niger was grown using a castor cake as a substrate, and this cake was analyzed after 24, 48, 72, and 96 h of SSF. Ricin was eliminated after 24 h of SSF treatment. The cake was treated with 4 or 8% Ca(OH)2 or CaO, and both the toxicity and the allergenic properties were entirely abolished. A by-product free of toxicity and allergens was obtained.

The adverse effects on Latin America and the Caribbean of the global economic and financial crisis, the worst since the 1930s, have been considerably less than was once feared. Although a run of growth was cut short in 2009 and regional output shrank by 1.9%, the impact of the crisis was limited by the application of countercyclical fiscal and monetary policies by many of the region’s governments. The recovery in the economies, particularly in South America, has gone hand-in-hand with the rapid resurgence of the emerging economies of Asia, with all the favourable consequences this has had for global trade. A similar pattern may be observed regarding the impact of the crisis on labour markets in Latin America and the Caribbean. Although millions of people lost their jobs or had to trade down to lower-quality work, levels of employment (including formal employment) fell by less than originally foreseen. At the same time, real wages rose slightly in a context of falling inflation. The labour market thus stabilized domestic demand, and this contributed to the recovery that began in many countries in late 2009. Improved international trade and financing conditions, and the pick-up in domestic demand driven by macroeconomic policies, have led different commentators to estimate growth in the region’s economy at some 6% in 2010. As detailed in the first part of this edition of the Bulletin, the upturn has been manifested at the regional level by the creation of formal employment, a rise in the employment rate, a decline in joblessness and a moderate increase in real wages. Specifically, it is estimatedthat the regional unemployment rate will have dropped by 0.6 percentage points, from 8.1% in 2009 to 7.5% in 2010. The performance of different countries and subregions has been very uneven, however. On the one hand, there is Brazil, where high economic growth has been accompanied by vigorous creation of formal jobs and the unemployment rate has dropped to levels not seen in a long time. Other countries in South America have benefited from strong demand for natural resources from the Asian countries. Combined with higher domestic demand, this has raised their economic growth rates and had a positive impact on employment indicators. On the other hand, the recovery is still very weak in certain countries and subregions, particularly in the Caribbean, with employment indicators continuing to worsen.Thus, the recovery in the region’s economy in 2010 may be characterized as dynamic but uneven. Growth estimates for 2011 are less favourable. The risks associated with the imbalances in the world economy and the withdrawal of countercyclical fiscal packages are likely to cause the region to grow more slowly in 2011. Accordingly, a small further reduction of between 0.2 and 0.4 percentage points in the unemployment rate is projected for 2011. However, these indicators of recovery do not guarantee growth with decent work in the long term. To bolster the improvement in labour market indicators and generate more productive employment and decent work, the region’s countries need to strengthen their macroeconomic policies, improve regional and global policy coordination, identify and remove bottlenecks in the labour market itself and enhance instruments designed to promote greater equality. Like the rest of the world, the Latin American and Caribbean region is also confronted with the challenge of transforming the way it produces so that its economies can develop along tracks that are sustainable in the long term. Climate change and the consequent challenge of developing and strengthening low-carbon production and consumption patterns will also affect the way people work. A great challenge ahead is to create green jobs that combine decent work with environmentally sustainable production patterns. From this perspective, the second part of this Bulletin discusses the green jobs approach, offering some information on the challenges and opportunities involved in moving towards a sustainable economy in the region and presenting a set of options for addressing environmental issues and the repercussions of climate change in the world of work. Although the debate about the green jobs concept is fairly new in the region, examples already exist and a number of countries have moved ahead with the application of policies and programmes in this area. Costa Rica has formulated a National Climate Change Strategy, for example, whose foremost achievements include professional training in natural-resource management. In Brazil, fuel production from biomass has increased and social housing with solar panelling is being built. A number of other countries in the region are making progress in areas such as ecotourism, sustainable agriculture and infrastructure for climate change adaptation, and in formalizing the work of people who recycle household waste. The shift towards a more environmentally sustainable economy may cause jobs to be destroyed in some economic sectors and created in others. The working world will inevitably undergo major changes. If the issue is approached by way of social dialogue and appropriate public policies, there is a chance to use this shift to create more decent jobs, thereby contributing to growth in the economy, the construction of higher levels of equality and protection for the environment.

In many parts of the eastern African region wood-based fuels will remain dominant sources of energy in coming decades. Pressure on forests, especially in semi-arid areas will therefore continue increasing. In this context, the role of liquid biofuels as substitutes for firewood and charcoal, to help reducing pressure on woody biomass and contributing to a better energy security of rural communities, has remained controversial among researchers and practitioners. At household level, the economic and technical feasibility of straight vegetable oil (SVO) was assessed mainly on Jatropha curcas, with unpersuasive results. So far nothing is known about the suitability as an energy carrier of Jatropha mahafalensis Jum. & H. Perrier, the only endemic representative of the Jatropha genus in Madagascar. This paper explores the potential of this plant as a biofuel feedstock in the agro-pastoral area of Soalara, in the semi-arid south-western part of Madagascar. Only hedge-based production was considered to rule out competition over land with food crops. Yield data, the length of currently existing hedges and energy consumption patterns of households were used to assess the quantitative potential and economic viability of J. mahafalensis SVO for lighting and cooking. Tests were conducted with cooking and lighting devices to assess their technical suitability at household level. The paper concludes that J. mahafalensis hedges have some potential to replace paraffin for lighting (though without much economic benefit for the concerned households), but not to replace charcoal or firewood for cooking. The paper recommends that rural energy strategies in similar contexts do not focus only on substituting current fuels with SVO, but should also take into consideration other alternatives. In the case of cooking, there seems to be substantially more potential in increasing the efficiency of current fuel production and consumption technologies (kilns and stoves); and in the case of lighting, solutions based on SVO need to be compared against other options such as portable solar devices.

El aceite de colza es comestible pero también puede utilizarse en la producción de biodiesel. Cuando el destino es el energético, el cultivo puede regarse con aguas residuales urbanas o cloacales. La mayor proporción del uso de éstas en el mundo ocurre en regiones áridas donde otras fuentes de agua son escasas, situación que se plantea en los oasis irrigados de Mendoza. En este trabajo se comparó el rendimiento de un cultivar invernal de colza regado con agua cloacal (AC) y agua subterránea (AS), y su potencial para producir biodiesel. La experiencia se llevó a cabo en una planta de tratamiento de agua cloacal de Obras Sanitarias en el departamento Tunuyán (33° 32’ 89’’ S; 69° 00’ 80’’ O; 859 m snm). El rendimiento de semilla de AC fue significativamente mayor que el de AS (7690 y 3886 kg/ha, respectivamente). La cantidad de biodiesel factible de producir por cada hectárea de cultivo asciende a 2800 kg en el tratamiento AC y a 1400 kg en AS. El uso de aguas residuales urbanas genera un nicho interesante para la producción de biocombustibles, utilizando un recurso hídrico con limitaciones para producir alimentos.

La ley para la Promoción y Desarrollo de Biocombustibles aprobada en México en 2007 permite la producción de bioetanol y biodiesel. Esta producción puede entrar en conflicto con la producción de alimentos y con los ecosistemas naturales y en esta tesis se desarrolla un modelo microeconométrico que puede servir de base para anticiparse a esos conflictos y para diseñar medidas de política agraria orientadas a potenciar la compatibilidad de la producción de biocombustibles con la de alimentos y con la conservación de los ecosistemas naturales. A partir de una muestra de explotaciones de tres Estados de México – Hidalgo, Querétaro y Tamaulipas- y de un modelo logit multinomial mixto, se estima la elasticidad de la superficie destinada a cultivos alimentarios respecto a cambios en los márgenes económicos de los cultivos agroenergéticos. Esa elasticidad resulta ser significativa. Mostramos que su estimación es útil para anticipar cambios en la superficie destinada a los cultivos alimentarios y a los forestales. Se evalúa el impacto de varios escenarios relativos a los márgenes brutos de los cultivos sobre las decisiones de los agricultores y se muestra la utilidad del modelo para detectar tendencias de cambio a largo plazo en la alternativa de cultivos, incluyendo los forestales. ABSTRACT The Law for the Promotion and Development of Biofuels in Mexico adopted in 2007 allows for the production of bioethanol and biodiesel. This production may conflict with food production and natural ecosystems and this thesis develops a microeconometric model that can serve as a basis to anticipate such conflicts and to implement agricultural policy measures designed to enhance the compatibility of biofuels with production food and natural ecosystems conservation. We estimate the elasticity of the area devoted to food crops with respect to changes in economic margins of energy crops, using a sample of farms in three states of Mexico - Hidalgo, Queretaro and Tamaulipas - , and a multinomial mixed logit model. We found that this elasticity is significant. And we show how it can be useful to anticipate changes in area under food crops and forests. The impact of various scenarios about gross margins on farmers' decisions is assessed and it is shown the usefulness of the model to detect trends of long-term change in the crops area, including forests.

The policy of rapprochement with Russia that President Victor Yanukovych and his entourage had been actively promoting in the first months of his presidency has slowed down notably. One of the reasons for this lowered pace is that current talks between Russia and Ukraine concern the spheres in which Kyiv is not ready to make concessions to Russia. Despite numerous top-level meetings, recent months have failed to bring a breakthrough in energy issues of key importance. First of all, no compromise was reached in gas issues where the divergence of interests is particularly large and where Ukraine has adopted a tough stance to negotiate the best conditions possible. Even though some agreements were signed during the October session of the inter-governmental committee presided over by the prime ministers (the agreement on linking the two states’ aircraft production and on the joint construction of a nuclear fuel production plant), these resulted from prior agreements. Economic negotiations will continue in the coming months but the observed deadlock is not likely to be broken any time soon. The results of these talks are likely to reflect the interests of both Russia and Ukraine, as well as the competition among Ukrainian business groups, some of which opt for closer cooperation with their Eastern neighbour. Ukraine’s consent to send oil to Belarus along the Odessa-Brody pipeline shows that the government in Kyiv is ready to engage in projects they consider profitable, even those that run counter to Russian interests. Ukraine’s adoption of this stance may trigger irritation in Moscow and lead to a cooling in bilateral relations.

Summary. For more than two decades, the development of renewable energy sources (RES) has been an important aim of EU energy policy. It accelerated with the adoption of a 1997 White Paper and the setting a decade later of a 20% renewable energy target, to be reached by 2020. The EU counts on renewable energy for multiple purposes: to diversify its energy supply; to increase its security of supply; and to create new industries, jobs, economic growth and export opportunities, while at the same time reducing greenhouse gas (GHG) emissions. Many expectations rest on its development. Fossil fuels have been critical to the development of industrial nations, including EU Member States, which are now deeply reliant upon coal, oil and gas for nearly every aspect of their existence. Faced with some hard truths, however, the Member States have begun to shelve fossil fuel. These hard truths are as follows: firstly, fossil fuels are a finite resource, sometimes difficult to extract. This means that, at some point, fossil fuels are going to be more difficult to access in Europe or too expensive to use.1 The problem is that you cannot just stop using fossil fuels when they become too expensive; the existing infrastructure is profoundly reliant on fossil fuels. It is thus almost normal that a fierce resistance to change exists. Secondly, fossil fuels contribute to climate change. They emit GHG, which contribute greatly to climate change. As a consequence, their use needs to be drastically reduced. Thirdly, Member States are currently suffering a decline in their own fossil fuel production. This increases their dependence on increasingly costly fossil fuel imports from increasingly unstable countries. This problem is compounded by global developments: the growing share of emerging economies in global energy demand (in particular China and India but also the Middle East) and the development of unconventional oil and gas production in the United States. All these elements endanger the competitiveness of Member States’ economies and their security of supply. Therefore, new indigenous sources of energy and a diversification of energy suppliers and routes to convey energy need to be found. To solve all these challenges, in 2008 the EU put in place a strategy based on three objectives: sustainability (reduction of GHG), competitiveness and security of supply. The adoption of a renewable energy policy was considered essential for reaching these three strategic objectives. The adoption of the 20% renewable energy target has undeniably had a positive effect in the EU on the growth in renewables, with the result that renewable energy sources are steadily increasing their presence in the EU energy mix. They are now, it can be said, an integral part of the EU energy system. However, the necessity of reaching this 20% renewable energy target in 2020, combined with other circumstances, has also engendered in many Member States a certain number of difficulties, creating uncertainties for investors and postponing benefits for consumers. The electricity sector is the clearest example of this downside. Subsidies have become extremely abundant and vary from one Member State to another, compromising both fair competition and single market. Networks encountered many difficulties to develop and adapt. With technological progress these subsidies have also become quite excessive. The growing impact of renewable electricity fluctuations has made some traditional power plants unprofitable and created disincentives for new investments. The EU does clearly need to reassess its strategy. If it repeats the 2008 measures it will risk to provoke increased instability and costs.
