Coral reefs exist in warm, clear, and relatively shallow marine waters worldwide. These complex assemblages of marine organisms are unique, in that they support highly diverse, luxuriant, and essentially self-sustaining ecosystems in otherwise nutrient-poor and unproductive waters. Coral reefs are highly valued for their great beauty and for their contribution to marine productivity. Coral reefs are favorite destinations for recreational diving and snorkeling, as well as commercial and recreational fishing activities. The Florida Keys reef tract draws an estimated 2 million tourists each year, contributing nearly $800 million to the economy. However, these reef systems represent a very delicate ecological balance, and can be easily damaged and degraded by direct or indirect human contact. Indirect impacts from human activity occurs in a number of different forms, including runoff of sediments, nutrients, and other pollutants associated with forest harvesting, agricultural practices, urbanization, coastal construction, and industrial activities. Direct impacts occur through overfishing and other destructive fishing practices, mining of corals, and overuse of many reef areas, including damage from souvenir collection, boat anchoring, and diver contact. In order to protect and manage coral reefs within U.S. territorial waters, the National Oceanic and Atmospheric Administration (NOAA) of the U.S. Department of Commerce has been directed to establish and maintain a system of national marine sanctuaries and reserves, and to monitor the condition of corals and other marine organisms within these areas. To help carry out this mandate the NOAA Coastal Services Center convened a workshop in September, 1996, to identify current and emerging sensor technologies, including satellite, airborne, and underwater systems with potential application for detecting and monitoring corals. For reef systems occurring within depths of 10 meters or less (Figure 1), mapping location and monitoring the condition of corals can be accomplished through use of aerial photography combined with diver surveys. However, corals can exist in depths greater than 90 meters (Figure 2), well below the limits of traditional optical imaging systems such as aerial or surface photography or videography. Although specialized scuba systems can allow diving to these depths, the thousands of square kilometers included within these management areas make diver surveys for deeper coral monitoring impractical. For these reasons, NOAA is investigating satellite and airborne sensor systems, as well as technologies which can facilitate the location, mapping, and monitoring of corals in deeper waters. The following systems were discussed as having potential application for detecting, mapping, and assessing the condition of corals. However, no single system is capable of accomplishing all three of these objectives under all depths and conditions within which corals exist. Systems were evaluated for their capabilities, including advantages and disadvantages, relative to their ability to detect and discriminate corals under a variety of conditions. EXECUTIVE SUMMARY: The Coastal Change Analysis Programl (C-CAP) is developing a nationally standardized database on landcover and habitat change in the coastal regions of the United States. C-CAP is part of the Estuarine Habitat Program (EHP) of NOAA's Coastal Ocean Program (COP). C-CAP inventories coastal submersed habitats, wetland habitats, and adjacent uplands and monitors changes in these habitats on a one- to five-year cycle. This type of information and frequency of detection are required to improve scientific understanding of the linkages of coastal and submersed wetland habitats with adjacent uplands and with the distribution, abundance, and health of living marine resources. The monitoring cycle will vary according to the rate and magnitude of change in each geographic region. Satellite imagery (primarily Landsat Thematic Mapper), aerial photography, and field data are interpreted, classified, analyzed, and integrated with other digital data in a geographic information system (GIS). The resulting landcover change databases are disseminated in digital form for use by anyone wishing to conduct geographic analysis in the completed regions. C-CAP spatial information on coastal change will be input to EHP conceptual and predictive models to support coastal resource policy planning and analysis. CCAP products will include 1) spatially registered digital databases and images, 2) tabular summaries by state, county, and hydrologic unit, and 3) documentation. Aggregations to larger areas (representing habitats, wildlife refuges, or management districts) will be provided on a case-by-case basis. Ongoing C-CAP research will continue to explore techniques for remote determination of biomass, productivity, and functional status of wetlands and will evaluate new technologies (e.g. remote sensor systems, global positioning systems, image processing algorithms) as they become available. Selected hardcopy land-cover change maps will be produced at local (1:24,000) to regional scales (1:500,000) for distribution. Digital land-cover change data will be provided to users for the cost of reproduction. Much of the guidance contained in this document was developed through a series of professional workshops and interagency meetings that focused on a) coastal wetlands and uplands; b) coastal submersed habitat including aquatic beds; c) user needs; d) regional issues; e) classification schemes; f) change detection techniques; and g) data quality. Invited participants included technical and regional experts and representatives of key State and Federal organizations. Coastal habitat managers and researchers were given an opportunity for review and comment. This document summarizes C-CAP protocols and procedures that are to be used by scientists throughout the United States to develop consistent and reliable coastal change information for input to the C-CAP nationwide database. It also provides useful guidelines for contributors working on related projects. It is considered a working document subject to periodic review and revision.(PDF file contains 104 pages.)

Over the last several years, concern has increased about the amount of man-made materials lost or discarded at sea and the potential impacts to the environment. The scope of the problem depends on the amounts and types of debris. One problem in making a regional comparison of debris is the lack of a standard methodology. The objective of this manual is to discuss designs and methodologies for assessment studies of marine debris. This manual has been written for managers, researchers, and others who are just entering this area of study and who seek guidance in designing marine debris surveys. Active researchers will be able to use this manual along with applicable references herein as a source for design improvement. To this end, the authors have synthesized their work and reviewed survey techniques that have been used in the past for assessing marine debris, such as sighting surveys, beach surveys, and trawl surveys, and have considered new methods (e.g., aerial photography). All techniques have been put into a general survey planning framework to assist in developing different marine debris surveys. (PDF file contains 100 pages.)

The Burrishoole catchment is situated in County Mayo, on the northwest coast of the Republic of Ireland. Much of the catchment is covered by blanket peat that, in many areas, has become heavily eroded in recent years. This is thought to be due, primarily, to the adverse effects of forestry and agricultural activities in the area. Such activities include ploughing, drainage, the planting and harvesting of trees, and sheep farming, all of which are potentially damaging to such a sensitive landscape if not managed carefully. This article examines the sediment yield and hydrology of the Burrishoole catchment. Flow and sediment concentrations were measured at 8-hourly intervals from 5 February 2001 to 8 November 2001 with an automatic sampler and separate flow gauge, and hourly averages were recorded between 4 July 2002 and 6 September 2002 using an automatic river monitoring system [ARMS]. The authors describe the GIS-based model of soil erosion and transport that was applied to the Burrishoole catchment during this study. The results of these analyses were compared, in a qualitative manner, with the aerial photography available for the Burrishoole catchment to see whether areas that were predicted to contribute large proportions of eroded material to the drainage network corresponded with areas where peat erosion could be identified through photo-interpretation.

The importance of glacial ice habitats to harbor seals (Phoca vitulina) in Alaska has become increasingly apparent. However, enumerating harbor seals hauled out on ice in glacial fjords has been difficult. At Johns Hopkins Inlet in Glacier Bay, Alaska, we compared a shore-based counting method to a large-format aerial photography method to estimate seal abundance. During each aerial survey, shore-based observers simultaneously counted seals from an observation post. Both survey methods incurred errors in double-counting and missing seals, especially when ice movements caused seals to drift between survey zones. Advantages of shore-based counts included the ability to obtain multiple counts for relatively little cost, distinguish pups from adults, and to distinguish mobile seals from shadows or glacial debris of similar size. Aerial photography provided a permanent record of each survey, allowing both a reconciliation of counts in overlapping zones and the documentation of the spatial distribution of seals and ice within the fjord.

This Freely Associated States Shallow-water Coral Ecosystem Mapping Implementation Plan (FAS MIP) presents a framework for the development of shallow-water (~0–40 m; 0–22 fm) benthic habitat and possibly bathymetric maps of critical areas of the Freely Associated States (FAS). The FAS is made up of three self-governing groups of islands and atolls—the Republic of Palau (Palau), the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI)—that are affiliated with the United States through Compacts of Free Association. This MIP was developed with extensive input from colleges, national and state regulatory and management agencies, federal agencies, non-governmental organizations, and individuals involved in or supporting the conservation and management of the FAS’s coral ecosystems. A list of organizations and individuals that provided input to the development of this MIP is provided in Appendix 1. This MIP has been developed to complement the Coral Reef Mapping Implementation Plan (2nd Draft) released in 1999 by the U.S. Coral Reef Task Force’s Mapping and Information Synthesis Working Group. That plan focused on mapping United States and FAS shallow-water (then defined as <30 m) coral reefs by 2009, based on available funding and geographic priorities, using primarily visual interpretation of aerial photography and satellite imagery. This MIP focuses on mapping the shallow-water (now defined as 0–40 m, rather than 0–30 m) coral ecosystems of the FAS using a suite of technologies and map development procedures. Both this FAS MIP and the 1999 Coral Reef Mapping Implementation Plan (2nd Draft) support to goals of the National Action Plan to Conserve Coral Reefs (U.S. Coral Reef Task Force, 2000). This FAS MIP presents a framework for mapping the coral ecosystems of the FAS and should be considered an evolving document. As priorities change, funding opportunities arise, new data are collected, and new technologies become available, the information presented herein will change.

Through research aimed at understanding the coastal environment, surveys designed to help manage the resource, and national programs to monitor environmental condition, we see a picture of a dynamic ecosystem that is Cape Romain National Wildlife Refuge (CRNWR). Currently, there are efforts underway to protect threatened species; monitor fish populations; and quantify the biological, physical, and chemical characteristics of this environment. The potential impacts to this system are just now being understood as ecological responses to human modification are observed and explained. As a starting point, this document compiles existing information about Cape Romain NWR in five topic areas and addresses the potential impacts to the Refuge. This review is intended to serve as a stepping stone to developing a research agenda in support of management of the Refuge. There are various sources of information on which to build a framework for monitoring conditions and detecting change to this environment. For instance, information on basic ecological function in estuarine environments has evolved over several decades. Long-term surveys of Southeast fisheries exist, as well as shellfish and sediment contaminants data from estuaries. Environmental monitoring and biological surveys at the Refuge continue. Recently, studies that examine the impacts to similar coastal habitats have been undertaken. This document puts past studies and ongoing work in context for Refuge managers and researchers. This report recommends that the next phase of this resource characterization focus on: • compiling relevant tabular and spatial data, as identified here, into a Geographic Information System (GIS) framework • assessing the abundance and diversity of fisheries utilizing CRNWR • delineating additional data layers, such as intertidal habitats and subtidal clam beds, from low-level aerial photography, hard copy maps, and other sources • continued inventories of plant and animal species dependent on the Refuge • monitoring physical and chemical environmental parameters using the methodology employed at National Estuarine Research Reserve System (NERRS) and other coastal sites, where appropriate • further definition of the potential risks to the Refuge and preparing responses to likely impacts.

Many common fishes associated with Caribbean coral reef ecosystems use resources from more than 1 patch type during routine daily foraging activities. Few studies have provided direct evidence of connectivity across seascapes, and the importance of benthic seascape structure on movement behavior is poorly known. To address this knowledge gap, we coupled hydro-acoustic technology to track fish with seafloor mapping and pattern analysis techniques from landscape ecology to quantify seascape structure. Bluestriped grunts Haemulon sciurus and schoolmaster snapper Lutjanus apodus were tracked over 24 h periods using boat-based acoustic telemetry. Movement pathways, and day and night activity spaces were mapped using geographical information system (GIS) tools, and seafloor structure within activity spaces was mapped from high-resolution aerial photography and quantified using spatial pattern metrics. For both fish species, night activity spaces were significantly larger than day activity spaces. Fish exhibited a daytime preference for seascapes with aggregate coral reef and colonized bedrock, then shifted to night activity spaces with lower complexity soft sediment including sand, seagrass, and scattered coral/rock. Movement path complexity was negatively correlated with seascape complexity. This demonstrates direct connectivity across multiple patch types and represents the first study to apply quantitative landscape ecology techniques to examine the movement ecology of marine fish. The spatially explicit approach facilitates understanding to the linkages between biological processes and the heterogeneity of the landscape. Such studies are essential for identifying ecologically relevant spatial scales, delineating essential fish habitat and designing marine protected areas.

A instabilização de taludes rochosos, com consequências mais ou menos gravosas, repete-se com frequência no território nacional. Os enquadramentos destes incidentes são diversos, sendo mais comum e mais visível a sua ocorrência em taludes adjacentes a vias de comunicação. No entanto, o fenómeno repete-se também em vertentes naturais, geralmente em alturas de pluviosidade mais prolongada e intensa. No presente trabalho reveem-se conceitos associados a maciços rochosos, nomeadamente as principais classificações geotécnicas e as diferentes tipologias de instabilidade em taludes rochosos. Desenvolve-se um caso de estudo de uma vertente localizada em S. Simão, concelho de Amarante. Percorrem-se as sucessivas fases de estudo, incluindo a realização da fotografia aérea com recurso a um veículo não tripulado, a geração de um modelo 3D de elevada precisão da vertente e a caracterização e a classificação dos diferentes afloramentos rochosos. Desenvolve-se uma metodologia de inspeção com a criação de dois conjuntos de fichas e propõe-se o agravamento da classificação das anomalias perante a simultaneidade de ocorrência de anomalias de idêntica gravidade e a hierarquização dos blocos potencialmente instáveis, de acordo com os respetivos níveis de gravidade (NGB). Recorre-se ao programa de modelação da queda de blocos, “Rocfall (4.0”, da “Rocscience”, a partir de trajetórias definidas no modelo 3D gerado e propõem-se soluções de reforço e de proteção da vertente.

Le Ministère des Ressources Naturelles et de la Faune (MRNF) a mandaté la compagnie de géomatique SYNETIX inc. de Montréal et le laboratoire de télédétection de l’Université de Montréal dans le but de développer une application dédiée à la détection automatique et la mise à jour du réseau routier des cartes topographiques à l’échelle 1 : 20 000 à partir de l’imagerie optique à haute résolution spatiale. À cette fin, les mandataires ont entrepris l’adaptation du progiciel SIGMA0 qu’ils avaient conjointement développé pour la mise à jour cartographique à partir d’images satellitales de résolution d’environ 5 mètres. Le produit dérivé de SIGMA0 fut un module nommé SIGMA-ROUTES dont le principe de détection des routes repose sur le balayage d’un filtre le long des vecteurs routiers de la cartographie existante. Les réponses du filtre sur des images couleurs à très haute résolution d’une grande complexité radiométrique (photographies aériennes) conduisent à l’assignation d’étiquettes selon l’état intact, suspect, disparu ou nouveau aux segments routiers repérés. L’objectif général de ce projet est d’évaluer la justesse de l’assignation des statuts ou états en quantifiant le rendement sur la base des distances totales détectées en conformité avec la référence ainsi qu’en procédant à une analyse spatiale des incohérences. La séquence des essais cible d’abord l’effet de la résolution sur le taux de conformité et dans un second temps, les gains escomptés par une succession de traitements de rehaussement destinée à rendre ces images plus propices à l’extraction du réseau routier. La démarche globale implique d’abord la caractérisation d’un site d’essai dans la région de Sherbrooke comportant 40 km de routes de diverses catégories allant du sentier boisé au large collecteur sur une superficie de 2,8 km2. Une carte de vérité terrain des voies de communication nous a permis d’établir des données de référence issues d’une détection visuelle à laquelle sont confrontés les résultats de détection de SIGMA-ROUTES. Nos résultats confirment que la complexité radiométrique des images à haute résolution en milieu urbain bénéficie des prétraitements telles que la segmentation et la compensation d’histogramme uniformisant les surfaces routières. On constate aussi que les performances présentent une hypersensibilité aux variations de résolution alors que le passage entre nos trois résolutions (84, 168 et 210 cm) altère le taux de détection de pratiquement 15% sur les distances totales en concordance avec la référence et segmente spatialement de longs vecteurs intacts en plusieurs portions alternant entre les statuts intact, suspect et disparu. La détection des routes existantes en conformité avec la référence a atteint 78% avec notre plus efficace combinaison de résolution et de prétraitements d’images. Des problèmes chroniques de détection ont été repérés dont la présence de plusieurs segments sans assignation et ignorés du processus. Il y a aussi une surestimation de fausses détections assignées suspectes alors qu’elles devraient être identifiées intactes. Nous estimons, sur la base des mesures linéaires et des analyses spatiales des détections que l’assignation du statut intact devrait atteindre 90% de conformité avec la référence après divers ajustements à l’algorithme. La détection des nouvelles routes fut un échec sans égard à la résolution ou au rehaussement d’image. La recherche des nouveaux segments qui s’appuie sur le repérage de points potentiels de début de nouvelles routes en connexion avec les routes existantes génère un emballement de fausses détections navigant entre les entités non-routières. En lien avec ces incohérences, nous avons isolé de nombreuses fausses détections de nouvelles routes générées parallèlement aux routes préalablement assignées intactes. Finalement, nous suggérons une procédure mettant à profit certaines images rehaussées tout en intégrant l’intervention humaine à quelques phases charnières du processus.

Little is known about the residual effects of crop residue (CR) and phosphorus (P) application on the fallow vegetation following repeated cultivation of pearl millet [Pennisetum glaucum (L.) R. Br.] in the Sahel. The objective of this study, therefore, was (i) to measure residual effects of CR, mulched at annual rates of 0, 500, 1000 and 2000 kg CR ha^-1, broadcast P at 0 and 13 kg P ha^-1 and P placement at 0, 1, 3, 5 and 7 kg P ha^-1 on the herbaceous dry matter (HDM) 2 years after the end of the experiment and (ii) to test a remote sensing method for the quantitative estimation of HDM. Compared with unmulched plots, a doubling of HDM was measured in plots that had received at least 500 kg CR ha^-1. Previous broadcast P application led to HDM increases of 14% compared with unfertilised control plots, whereas no residual effects of P placement were detected. Crop residue and P treatments caused significant shifts in flora composition. Digital analysis of colour photographs taken of the fallow vegetation and the bare soil revealed that the number of normalised green band pixels averaged per plot was highly correlated with HDM (r=0.86) and that red band pixels were related to differences in soil surface crusting. Given the traditional use of fallow vegetation as fodder, the results strongly suggest that for the integrated farming systems of the West African Sahel, residual effects of soil amendments on the fallow vegetation should be included in any comprehensive analysis of treatment effects on the agro-pastoral system.

This article characterizes the conditions of the informal land and housing supply during the first decade of the xxi century in Bogota, regarding magnitude and location of the informal urban growth (new occupations in the periphery and informal densification of consolidated areas), housing  conditions in recent occupations and the characteristics of the land market. The situation of the  last decade has been reconstructed based in aerial photography analysis, census data quantification  and data analysis from planning and control public entities. Results suggest that due to the relative  land scarcity in Bogotá, among other aspects, the informal market dynamics have experimented changes compared to previous decades, because the growth in consolidated urban areas becomes  more important than the informal urbanization of the peripheries, but at the same time informality  transcends the municipal perimeter to the neighboring municipalities.

Flood extent maps derived from SAR images are a useful source of data for validating hydraulic models of river flood flow. The accuracy of such maps is reduced by a number of factors, including changes in returns from the water surface caused by different meteorological conditions and the presence of emergent vegetation. The paper describes how improved accuracy can be achieved by modifying an existing flood extent delineation algorithm to use airborne laser altimetry (LiDAR) as well as SAR data. The LiDAR data provide an additional constraint that waterline (land-water boundary) heights should vary smoothly along the flooded reach. The method was tested on a SAR image of a flood for which contemporaneous aerial photography existed, together with LiDAR data of the un-flooded reach. Waterline heights of the SAR flood extent conditioned on both SAR and LiDAR data matched the corresponding heights from the aerial photo waterline significantly more closely than those from the SAR flood extent conditioned only on SAR data.

Urban flood inundation models require considerable data for their parameterisation, calibration and validation. TerraSAR-X should be suitable for urban flood detection because of its high resolution in stripmap/spotlight modes. The paper describes ongoing work on a project to assess how well TerraSAR-X can detect flooded regions in urban areas, and how well these can constrain the parameters of an urban flood model. The study uses a TerraSAR-X image of a 1-in-150 year flood near Tewkesbury, UK , in 2007, for which contemporaneous aerial photography exists for validation. The DLR SETES SAR simulator was used in conjunction with LiDAR data to estimate regions of the image in which water would not be visible due to shadow or layover caused by buildings and vegetation. An algorithm for the delineation of flood water in urban areas is described, together with its validation using the aerial photographs.

Flooding is a major hazard in both rural and urban areas worldwide, but it is in urban areas that the impacts are most severe. An investigation of the ability of high resolution TerraSAR-X Synthetic Aperture Radar (SAR) data to detect flooded regions in urban areas is described. The study uses a TerraSAR-X image of a 1 in 150 year flood near Tewkesbury, UK, in 2007, for which contemporaneous aerial photography exists for validation. The DLR SAR End-To-End simulator (SETES) was used in conjunction with airborne scanning laser altimetry (LiDAR) data to estimate regions of the image in which water would not be visible due to shadow or layover caused by buildings and taller vegetation. A semi-automatic algorithm for the detection of floodwater in urban areas is described, together with its validation using the aerial photographs. 76% of the urban water pixels visible to TerraSAR-X were correctly detected, with an associated false positive rate of 25%. If all urban water pixels were considered, including those in shadow and layover regions, these figures fell to 58% and 19% respectively. The algorithm is aimed at producing urban flood extents with which to calibrate and validate urban flood inundation models, and these findings indicate that TerraSAR-X is capable of providing useful data for this purpose.
