This essay seeks to contextualise the intelligence work of the Royal Irish Constabulary, particularly in the 1880s, in terms of the wider British and imperial practice and, as a corollary, to reflect upon aspects of the structure of the state apparatus and the state archive in Ireland since the Union. The author contrasts Irish and British police and bureaucratic work and suggests parallels between Ireland and other imperial locations, especially India. This paper also defines the narrowly political, indeed partisan, uses to which this intelligence was put, particularly during the Special Commission of 1888 on 'Parnellism and crime', when governmentheld police records were made available to counsel for The Times. By reflecting on the structure of the state apparatus and its use in this instance, the author aims to further the debate on the governance of nineteenth-century Ireland and to explore issues of colonial identity and practice. this paper is about EU “soft policies” on immigrant integration. It analyzes the “Common Basic Principles” (CBPs) and the “European Integration Fund” (EIF), two devices that have been recently established within this framework. It adopts the theoretical perspective of the “anthropology of policy” and “governmentality studies”. It shows the context of birth of the aforementioned devices, as well as their functioning and the assessment done by the actors implied in the elaboration/implementation/evaluation of the related policies. It is based both on documentary research as well as direct observation and interviews done to the actors implied. It concludes that the PBC and the EIF should be considered as a “technology of government”, that strives to align the conduct of the actors with the governmental aims, as well as it produces specific practices and knowledge. It also underlines an intrinsic feature of many policies: their “congenital failure”, since they are (often) disputed and resignified by situated actors, who are embedded in asymmetrical power relations.

Pine wilt disease (PWD) is perhaps the most serious threat to pine forests worldwide. Since it´s discovery in the early XXth century by Japanese forest researchers, and the relationship with its causative agent, the pinewood nematode (PWN) Bursaphelenchus xylophilus, in the 1970s, PWD has wreaked havoc wherever it appears. Firstly in the Far East (Japan, China and Korea) and now, more recently in 1999, in the EU (Portugal). The forest sector in Portugal plays a major role in the Portuguese economy with a 12% contribution to the industrial gross domestic product, 3.2% of the gross domestic product, 10% of foreign trade and 5% of national employment. Maritime pine (Pinus pinaster) is one of the most important pine productions, and industrial activity, such as the production of wood and resin, as well as coastal protection associated with sand dunes. Also, stone pine (Pinus pinea) plays an important role in the economy with a share derived from the exports of high-quality pineon seed. Thus, the tremendous economical and ecological impact of the introduction of a pest and pathogen such as the PWN, although as far as is known, the only species susceptible to the nematode is maritime pine. Immediately following detection, the research team involved (Univ. Évora, INIAP) informed the national plant quarantine and forest authorities, which relayed the information to Brussels and the appropriate EU authorities. A task force (GANP), followed by a national program (PROLUNP) was established. Since then, national surveys have been taking place, involving MADRP (Ministry of Agriculture), the University of Évora and several private corporations (e.g. UNAC). Forest growers in the area are particularly interested and involved since the area owned by the growers organizations totals 700 000 ha, largely affected by PWD. Detection of the disease has led to serious consequences and restrictions regarding exploration and commercialization of wood. A precautionary phytosanitary strip, 3 km-wide, has been recently (2007) established surrounding the affected area. The Portuguese government, through its national program PROLUNP, has been deeply involved since 1999, and in conjunction with the EU (Permanent Phytosanitary Committee, and FVO) and committed to controlling this nematode and the potential spread to the rest of the country and to the rest of the EU. The global impact of the presence of Bursaphelenchus xylophilus or the threat of its introduction and the resulting pine wilt disease in forested areas in different parts of the world is of increasing concern economically. The concern is exacerbated by the prevailing debate on climate change and the putative impact this could have on the vulnerability of the world’s pine forests to this disease. The scientific and regulatory approach taken in different jurisdictions to the threat of pine wilt disease varies from country to country depending on the perceived vulnerability of their pine forests to the disease and/or to the economic cost due to lost trade in wood products. Much of the research surrounding pine wilt disease has been located in the northern hemisphere, especially in southern Europe and in the warmer, coastal, Asian countries. However, there is an increased focus on this problem also in those countries in the southern hemisphere where plantations of susceptible pine have been established over the years. The forestry sector in Australia and New Zealand are on “high alert” for this disease and are practicing strict quarantine procedures at all ports of entry for wood products. As well, there is heightened awareness, as there is worldwide, for the need to monitor wood packaging materials for all imported goods. In carrying out the necessary monitoring and assessment of products for B. xylophilus and its vectors substantial costs are incurred especially when decisions have to be made rapidly and regardless of whether the outcome is positive or negative. Australia’s response recently to the appearance of some dying pines in a plantation illustrated the high sensitivity of some countries to this disease. Some $200,000 was spent on the assessment in order to save a potential loss of millions of dollars to the disease. This rapid, co-ordinated response to the report was for naught, because once identified it was found not to be B. xylophilus. This illustrates the particular importance of taking the responsibility at all levels of management to secure the site and the need of a rapid, reliable diagnostic method for small nematode samples for use in the field. Australia is particularly concerned about the vulnerability of its 1million hectares of planted forests, 80% of which are Pinus species, to attack from incursions of one or more species of the insect vector. Monochamus alternatus incursions in wood pallets have been reported from Brisbane, Queensland. The climate of this part of Australia is such that the Pinus plantations are particularly vulnerable to the potential outcome of such incursions, and the state of Queensland is developing a risk management strategy and a proactive breeding programme in response to this putative threat. New Zealand has 1.6 million hectares of planted forests and 89% of the commercial forest is Pinus radiata. Although the climate where these forests are located tends to be somewhat cooler than that in Australia the potential for establishment and development of the disease in that country is believed to be high. The passage alone of 200,000 m³/year of wood packaging through New Zealand ports is itself sufficient to require response. The potential incursion of insect vectors of pinewood nematode through the port system is regarded as high and is monitored carefully. The enormous expansion of global trade and the continued use of unprocessed/inadequately-processed wood for packaging purposes is a challenge for all trading nations as such wood packaging material often harbours disease or pest species. The extent of this problem is readily illustrated by the expanding economies and exports of countries in south-east Asia. China. Japan and Korea have significant areas of forestland infested with B. xylophilus. These countries too are among the largest exporting countries of manufactured goods. Despite the attempts of authorities to ensure that only properly treated wood is used in the crating and packaging of goods B. xylophilus and/or its insect vector infested materials is being recorded at ports worldwide. This reminds us, therefore, of the ease with which this nematode pest can gain access to forest lands in new geographic locations through inappropriate use, treatment or monitoring of wood products. It especially highlights the necessity to find an alternative to using low-grade lumber for packaging purposes. Lest we should believe that all wood products are always carriers of B. xylophilus and its vectors, it should be remembered that international trade of all kinds has occurred for thousands of years and that lumber-born pests and diseases do not have worldwide distribution. Other physico-biological factors have a significant role in the occurrence, establishment and sustainability of a disease. The question is often raised as to why the whole of southern Europe doesn’t already have B. xylophilus and pine wilt disease. European countries have traded with countries that are infested with B. xylophilus for hundreds of years. Turkey is an example of a country that appears to be highly vulnerable to pine wilt disease due to its extensive forests in the warm, southern region where the vector, Monochamus galloprovincialis, occurs. However, there is no record of the presence of B. xylophilus occurring there despite the importation of substantial quantities of wood from several countries In many respects, Portugal illustrates both the challenge and the dilemma. In recent times B. xylophilus was discovered there in the warm coastal region. The research, administrative and quarantine authorities responded rapidly and B. xylophilus appears to have been confined to the region in which it was found. The rapid response would seem to have “saved the day” for Portugal. Nevertheless, it raises again the long-standing questions, how long had B. xylophilus been in Portugal before it was found? If Lisbon was the port of entry, which seems very likely, why had B. xylophilus not entered Lisbon many years earlier and established populations and the pine wilt disease? Will the infestation in Portugal be sustainable and will it spread or will it die out within a few years? We still do not have sufficient understanding of the biology of this pest to know the answers to these questions.

Within the framework of state security policy, the focus of this dissertation are the relations between how new security threats are perceived and the policy planning and bureaucratic implementation that are designed to address them. In addition, this thesis explores and studies some of the inertias that might exist in the core of the state apparatus as it addresses new threats and how these could be better managed. The dissertation is built on five thematic and interrelated articles highlighting different aspects of when new significant national security threats are detected by different governments until the threats on the policy planning side translate into protective measures within the society. The timeline differs widely between different countries and some key aspects of this process are also studied. One focus concerns mechanisms for adaptability within the Intelligence Community, another on the policy planning process within the Cabinet Offices/National Security Councils and the third focus is on the planning process and how policy is implemented within the bureaucracy. The issue of policy transfer is also analysed, revealing that there is some imitation of innovation within governmental structures and policies, for example within the field of cyber defence. The main findings of the dissertation are that this context has built-in inertias and bureaucratic seams found in most government bureaucratic machineries. As much of the information and planning measures imply security classification of the transparency and internal debate on these issues, alternative assessments become limited. To remedy this situation, the thesis recommends ways to improve the decision-making system in order to streamline the processes involved in making these decisions. Another special focus of the thesis concerns the role of the public policy think tanks in the United States as an instrument of change in the country’s national security decision-making environment, which is viewed from the perspective as being a possible source of new ideas and innovation. The findings in this part are based on unique interviews data on how think tanks become successful and influence the policy debate in a country such as the United States. It appears clearly that in countries such as the United States think tanks smooth the decision making processes, and that this model with some adaptations also might be transferrable to other democratic countries.

Efforts to reform the public sector reflect the social, political and economic environment within which government must function. The recent demands by the public for more consensual decision-making, as well as more efficient, effective and responsive public service, have resulted in a number of reform initiatives, including an emphasis on partnership development. The purpose of this thesis is to examine partnership arrangements within the public sector. Specifically, the thesis will assess the value of partnerships and their impact on government by examining six partnership arrangements involving the Ontario Ministry of Natural Resources (OMNR). The OMNR, having recently been awarded the 1992 Institute of Public Administration of Canada Award for Innovative Management, on the theme of partnership development, is being lauded as an example for other government agencies considering similar alliances. The thesis begins by introducing the concept and practice of partnership within the public sector in general and the OMNR specifically. Descriptive analysis of six OMNR partnerships is provided and a number of criteria are used to determine the success of each of these arrangements. Special attention is paid to the political implications of partnerships and to those attributes which appear to contribute to the successful establishment and iii maintenance of partnership arrangements. The conclusion is drawn that partnerships provide the government with an opportunity to address public demands for greater involvement in decision-making while accommodating government's limited financial resources. However, few truly collaborative partnerships exist within the public sector. There are also significant political implications associated with partnerships which must be dealt with both at the political and bureaucratic levels of government. Lastly, it is argued that while partnerships within the OMNR are experiencing some difficulties, they constitute a genuine attempt to broaden the base of decision-making and to incorporate the concerns of stakeholders into resource management.

Fragile States is a way of naming this particular category of states that have weak performance, insufficient service delivery, weak administrative and government power, and lack of legal rules. Little consideration is usually made to the fact that their own societies may also be fragile and easily jeopardised by inappropriate economic measures or external events. Poverty traps and social exclusion, unjust inequalities with lack of equity, feelings of insecurity and vulnerability, usually undermine the social fabric. Moreover, the people bear their own internal fragilities, which are based on the lack of capabilities and recognition, and interfere in the relationships between the groups that constitute the society. Therefore, dealing with the issue of fragility requires to consider various decision levels, from the personal one to the State level. Such an approach could allow fragile states to conceive preventive policies that would avoid the surge of a political crisis resulting from the combination of social conflict and individual failure.

Cette thèse cherche à comprendre comment les transformations bureaucratiques influencent l’activité professionnelle des infirmières et du personnel soignant d’expérience dans le domaine des soins aux personnes âgées en perte d’autonomie depuis les années 90 au Québec. Elle s’inscrit dans une profonde remise en question de l’État-providence, de sa régulation hiérarchique, de son rapport avec le marché privé, et particulièrement des agences privées de placement du personnel. Prenant en compte le déploiement inégal des changements imposés de façon top down et promus par des considérations économiques visant une plus grande « performance » des services publics, plus près du milieu de vie de la personne, notre démarche tient aussi compte de la dimension relationnelle propre au travail infirmier, qui s’illustre par des formes différenciées tenant compte des modèles de pratique préconisés. Notre démarche s’attarde finalement aux rapports entre l’activité professionnelle et la prise de la retraite. À travers l’exploration du nouveau rôle attendu de l’infirmière, dont les habiletés de « chef » ou de « gestion d’équipe de travail » sont sollicitées à titre d’« intervenante pivot » ou de « gestionnaire de cas », et de la place importante qu’occupe la notion de compétences relationnelles dans la prescription de nouvelles modalités des services, plus près des besoins spécifiques de la personne, les données empiriques se présentent sous la forme d’un tableau hétérogène qui montre que ce ne sont pas toutes les infirmières qui souscrivent à ce type de pratique professionnelle. Leur âge, expérience et trajectoire professionnelle, le poste occupé ou encore le milieu de pratique influenceront le rapport entre leurs activités professionnelles et le cadre bureaucratique en transformation. La base empirique de la recherche est constituée d’une collecte de données réalisée entre janvier 2003 et juillet 2006 et qui comprend 9 entrevues exploratoires, 7 entrevues semi-dirigées auprès de retraité-e-s, infirmières, infirmières auxiliaires, 17 réunions incluant majoritairement des membres de la direction d’établissements, ainsi que des syndicats, 21 observations directes avec des infirmières, infirmières auxiliaires, préposées aux bénéficiaires et auxiliaires familiales et sociales, la passation de 112 questionnaires auprès de ces différentes catégories professionnelles, et 7 entrevues semi-dirigées complémentaires, réparties dans 4 établissements différents, sur deux territoires. Quatre grands constats ressortent de notre matériel empirique. Premièrement, la dimension relationnelle au sein des activités professionnelles du personnel soignant d’expérience ainsi que sa perception en ce qui concerne les compétences et l’âge présentent des formes contrastées, voire opposées. Si certains membres du personnel soignant estiment que les interactions professionnelles se sont considérablement réduites à la suite des transformations des dernières années et que la compétence n’est pas reliée à l’âge des professionnelles, les observations directes indiquent, au contraire, un rapport étroit entre ces deux derniers éléments qui s’illustre à travers de riches relations interpersonnelles. Les données quantitatives montrent, quant à elles, qu’une écrasante majorité de répondantes estiment que les compétences associées à leurs fonctions sont reconnues par l’organisation (89,3%), probablement sous l’angle de la conformité aux descriptions de travail, et qu’elles bénéficient d’une marge d’autonomie dans leur travail (83%). Deuxièmement, des résultats s’opposent également en ce qui concerne l’influence du cadre bureaucratique sur les « capacités » ou l’« intérêt » des infirmières d’expérience à maintenir un lien à l’emploi à la date d’éligibilité à la retraite. La majorité des répondantes s’estiment « incapables » de conserver un tel lien alors qu’une minorité d’entre elles exprime un intérêt face au nouveau rôle souhaité chez l’infirmière. Quantitativement, la prise de la retraite à bas âge est toutefois marquante, surtout pour celles qui occupent une fonction et possèdent une rémunération élevée (ex. cadres). Troisièmement, des contrastes apparaissent aussi en ce qui concerne les formes que prennent les rivalités entre les infirmières d’expérience et d’autres catégories professionnelles ainsi que dans les rapports intergénérationnels. Même si les trois quarts (76,2%) des répondantes d’expérience estiment que la répartition du travail devrait être le fruit d’une discussion entre elles et les plus jeunes, et non une imposition de la direction, près de la totalité (92,6%) veulent garder leurs acquis sociaux même si elles savent que la prochaine génération de travailleuses n’aura pas les mêmes avantages. Leur rapport face aux professionnelles d’agences privées de placement est également paradoxal. Huit répondantes sur dix (78,6%) perçoivent le fait que l’établissement recourt aux agences de placement contribue à alourdir leur travail, alors qu’une partie envisage de poursuivre leur activité professionnelle après leur date d’éligibilité à la retraite, par l’intermédiaire de ces mêmes agences. Finalement, il ressort de ce portrait hétérogène que la confrontation des changements du cadre bureaucratique sur l’activité professionnelle se manifestera différemment selon la vision paradigmatique qu’aura le personnel soignant de sa pratique. Les résultats quantitatifs et qualitatifs soulignent que ce paradigme sera influencé par trois dimensions : le territoire de pratique, le type d’établissement de services et l’unité spécifique de travail. Le style de gestion (traditionnel ou intégrateur) influencera également l’impact de ces changements. L’analyse et l’interprétation de l’influence différenciée des transformations bureaucratiques sur l’activité professionnelle s’illustrent par la manifestation de rapports plus conflictuels avec les autorités administrative et professionnelle, ainsi que dans les relations interprofessionnelles. Ces conflits ont émergé lors du passage d’un cadre bureaucratique historiquement construit sur un modèle médical (cure) qui considère la personne comme un « malade chronique » et associé à un style de gestion traditionnel, voire autoritaire, surtout dans certains CHSLD, à une approche « milieu de vie » privilégiant un modèle d’accompagnement (care) favorisant des services associés aux besoins spécifiques de la personne en perte d’autonomie, à titre de « partenaire actif ». Le style de gestion intégrateur de ce dernier modèle rapproche les domaines administratif et de soins de santé, approche que nous retrouvons davantage, mais non exclusivement, dans le cadre de soins à domicile. Une des conclusions majeures de cette thèse est la possibilité d’« enrichir les qualifications de base » (Le Boterf, 2005) des professionnelles lorsque le cadre bureaucratique et le style de gestion institués tendent vers un modèle care/intégrateur, ce qui constitue une forme de « compromis social » (Oiry, 2004). La « surutilisation » des effectifs (O’Brian-Pallas et al., 2005) qui en résulte peut expliquer, en partie, l’incontournable force d’attraction vers la retraite, dès la date d’admissibilité, du personnel soignant, quitte à ce qu’il poursuive ensuite ses activités professionnelles, selon des exigences personnelles, par le biais d’agences privées de placement. Les « fissures » (Laville, 2005) de la frontière entre les services publics et ceux du marché privé ne peuvent alors que s’accentuer, surtout lorsqu’on constate que le cinquième des effectifs, soit 14, 000 infirmières de 55 ans et plus, est potentiellement admissible à la retraite dès maintenant (OIIQ, 2008a).

Purpose: there are many studies reporting the benefits of pulmonary rehabilitation, but few of them exhibit the behavior and activities of these services. This article presents the characteristics of services, parts management and training level of team members, in addition to the variables or instruments used to measure the effectiveness and impact in these programs. Method: it was made a cross sectional convenience sample which included seven pulmonary rehabilitation services in four Colombian cities (Bogotá, Medellín, Manizales and Cali), selected by the coverage, for having at least one year of experience and for being formally established and recognized nationwide. The interdisciplinary team of each service answered a survey that was validated through a pilot test and expert consensus. Participation was voluntary. Results: labor onset pulmonary rehabilitation services correspond to an average of a decade, with COPD and asthma pathologies of attention. The programs are characterized by an outpatient treatment with an average duration of eight to twelve weeks, with a frequency of an hour three times a week. Also, the director of the service is regularly a pulmonologist and the coordinator a physiotherapist (57.14%). The posgradual training of these professionals is notable, and they report to have procedural, administrative and communicative skills, but qualify regular there research skills. The physical and technological resources are well tested. 71.42% have done impact studies, but only 28.57% have been published. All have in common training in upper limbs, lower limbs, respiratory muscles, counseling, functional assessment and quality of life. The effectiveness and impact of programs is measured by the walking test, quality of life questionnaires and activities of daily living.

Low take up of stigma-free social benefits is often blamed on information asymmetries or administrative barriers. There is limited evidence on which of these potential channels is more salient in which contexts. We designed and implemented a randomized controlled trial to assess the extent to which informational barriers are responsible for the prevalent low take-up of government benefits among Colombian conflict-driven internal refugees. We provide timely information on benefits eligibility via SMS to a random half of the displaced household that migrated to Bogot´a over a 6-month period. We show that improving information increases benefits’ take up. However, the effect is small and only true for certain type of benefits. Hence, consistent with previous experimental literature, the availability of timely information explains only part of the low-take up rates and the role of administrative barriers and bureaucratic processes should be tackled to increase the well-being of internal refugees in Colombia.

Commercial mango production in Ghana is a relatively young industry faced with several pest problems including the mango stone weevil, Sternochetus mangiferae (F.). There is an urgent need to control this and other pests to facilitate access to the international export market for fresh mango fruits. A literature survey identifies stone weevil control tactics in the areas of host plant resistance, administrative and legislative controls, use of pesticides, biological control, cultural control and quarantine and phytosanitary measures that have been developed in other mango-producing areas. We assess these pest management approaches for their relevance to Ghana and West Africa, with emphasis on the research required for their appropriate, effective and sustainable use in the systems of mango production of the West African sub-region. The importance of processing and value addition technologies, as a means of circumventing the quarantine hurdles of S. mangiferae, is highlighted.

This article deals with the phenomenon of “digital anti-clericalism” in the Russian-speaking sphere of the Internet (Runet). In the context of post-secularism the claims of Russian clerical and bureaucratic elites to the ideological monopoly in the political and social life face a strong resistance from the champions of religious pluralism and preservation of a secular state. Presented here is a detailed analysis of the topics and the stylistic features of different types of anti-clerical Internet communication – a variety of political folklore (memes, demotivators, photoshopped pictures). Also traced is the connection between the modern anti-clericalism on Runet and the late Soviet counter-culture. Suggested for the first time is a classification of anticlerical and atheist websites that constitute a vital part of the Russian blogosphere.

New demographic patterns as well as new communication and information technologies and administrative and marketing practices have irrevocably altered schools in Australia's large cities. This study examines the ways that teachers and parents in one urban school speak about race and ethnicity in the midst of these changes. Beneath the ironic relationship between difference and sameness which underpins multicultural debate are different understandings that determine ways some belong and some do not belong within the school community. This paradoxical relationship persists, despite increasingly post-modern definitions of identity that underpin the field of this debate. I conclude that the examination of multicultural curricula must include the normalized ways of knowing and 'being' identity, which underpin conversations about race and identity.

Universities worldwide are consolidating and enhancing their commitments to various models of e-learning. These activities are leading to the adoption of corporate-wide e-learning systems, and accompanying changes in structures, processes and infrastructure requirements. The professed ideal is to identify narrowly defined corporate IT solutions which can deliver the full range of educational, administrative and student support features to meet the organisational need to expand e-learning activities globally. The trend seems to be away from locally driven and controlled IT development and adoption towards investments in Instructional Management Systems (IMS). In reality, however, universities generally are developing and using a broader array of solutions to meet their needs than may be deemed desirable under a more centralised, corporatised IT approach. This paper examines these trends by analysing the drivers shaping corporate approaches to IT implementation, and reflects critically on some of the educational, economic and organisational tensions and issues evident in institutional approaches to establishing such systems. The paper highlights the ongoing need for innovative, dynamic organisational solutions to progress the e-learning agenda, and the thoughtful reconciliation of centralised and decentralised approaches to achieving desired ends.

This paper considers the historical factors that have contributed to the pressures for reform in the Australian State of Victoria which proved to be more radical than paths taken by the Commonwealth Government and any other Australian states. As public management in Victoria made tentative steps towards market orientated practices, the inexperienced public officials, together with a mixture of political, economic, administrative and social factors made the government more vulnerable to a perceived need for reform. Australia, like the United Kingdom and New Zealand with which it shares similarities of government structure, commenced the path of reform in a tentative manner with major reforms being implemented by powerful leaders. Powerful reformers were Margaret Thatcher in the United Kingdom, a group of like minded politicians from Treasury in New Zealand and in the Australian State of Victoria, Jeff Kennett. Each capitalised on a sense of crises to move their reform agenda forward at a rapid pace. Victoria is offered as an illustration of how the past provides a means of understanding why Premier Jeff Kennett was able during the 1990's, to implement public sector reform into Victoria in such a dramatic way.

The Aesthetic Dimensions of Educational Administration and Leadership provides an aesthetic critique of educational administration and leadership. It demonstrates the importance of aesthetics on all aspects of the administrative and leadership world: the ways ideas and ideals are created, how their expression is conveyed, the impact they have on interpersonal relationships and the organizational environment that carries and reinforces them, and the moral boundaries or limits that can be established or exceeded.

The book is divided into three sections.
Section I examines various philosophical traditions in aesthetics as they inform administrative life, focussing on major modern traditions arising from Kant, romanticism and Nietzsche, Collingwood, the pragmatic school, and critical theory.
Section II explores four aesthetic sources for administrative critique - architecture, literature, film, and movement - as they serve both to understand the social construction of administration and leadership and provide a critique of values, roles, power and authority.
Section III examines more topical and applied problems of charisma, heroism, and authority in practice, concluding with a discussion of the aesthetic analysis of politics and power within the context of contemporary educational administration and leadership theory.

While presenting a significant departure from conventional studies in the field, the international contributors reflect a continuity of thought on the creation, use and abuse of administrative and leadership authority from the writings of Plato through to contemporary theory. This book should appeal to school administrators and leaders and those aspiring to these roles.
