Entra em discussão o capitulo da reparação das receitas tributárias, Na Seção ficou decidido que qualquer aumento de impostos só vai vale para o ano seguinte, como já era anteriormente. Derrubado o destaque do deputado Victor Faccioni isentando de tributos as entidades sindicais e instituições fechadas de previdência. O deputado diz que os parlamentares que encaminharam contra o destaque se equivocaram quando alegaram que a medida iria beneficiar entidades privada de previdência, quando, na verdade o benefício iria somente para entidades fechadas, como o fundo de previdência do Banco do Brasil, por exemplo. O plenário limitou a instituição de empréstimos compulsórios, que só poderão ser cobrados em caso de calamidade pública, perigo de guerra externa ou assuntos de relevância do interesse público. O constituinte José Maria Eymael afirma que o a emenda deixa claro é que todo empréstimo compulsório somente poderá ser aprovado por maioria absoluta do Congresso Nacional e o que ela traz de diferença é que o mesmo não precisará estar atrelado a um outro tributo e proporcionará a defesa do contribuinte contra o empréstimo compulsório aleatório. O deputado constituinte Nion Albernaz afirma que o abuso em relação ao empréstimo compulsório estará limitado no artigo que define a sua instituição somente em caso de calamidade pública. Criada a contribuição de melhoria, um imposto estadual que será cobrado de proprietários cada vez que uma obra pública valoriza o imóvel. O deputado Luiz Alberto Rodrigues comentou que isto representa um grande avanço na autonomia dos municípios. Os constituintes analisam os avanços tributários. O deputado Sérgio Spada falou que os dispositivos que estão sendo discutidos garantem a segurança do cidadão contra a arbitrariedade do fisco ou do próprio Estado e garantem um sistema descentralizado de arrecadação e tributação o que fará com que a reforma tributária ocorra na prática. O deputado José Serra opinou que as mudanças proporcionarão um sistema tributário mais moderno, descentralizado para Estado e Municípios e mais justo do ponto de vista da população, com a supressão de categorias privilegiadas para fins de imposto de renda. O deputado Roberto Campos afirmou que as matérias mais controversas ainda serão discutidas e citou como tal a que ressuscita o imposto único sobre combustíveis para construção de estradas, cuja votação foi adiada. Para o presidente da assembleia, Ulysses Guimarães o texto representa um grande avanço para os Estados e Municípios que serão beneficiados com transferência de 23% dos recursos para os mesmos, o que proporcionará não só autonomia política mas também financeira.

The cross sections for the two antiproton-proton annihilation-in-flight modes,

ˉp + p → π+ + π-

ˉp + p → k+ + k-

were measured for fifteen laboratory antiproton beam momenta ranging from 0.72 to 2.62 GeV/c. No magnets were used to determine the charges in the final state. As a result, the angular distributions were obtained in the form [dσ/dΩ (ΘC.M.) + dσ/dΩ (π – ΘC.M.)] for 45 ≲ ΘC.M. ≲ 135°.

A hodoscope-counter system was used to discriminate against events with final states having more than two particles and antiproton-proton elastic scattering events. One spark chamber was used to record the track of each of the two charged final particles. A total of about 40,000 pictures were taken. The events were analyzed by measuring the laboratory angle of the track in each chamber. The value of the square of the mass of the final particles was calculated for each event assuming the reaction

ˉp + p → a pair of particles with equal masses.

About 20,000 events were found to be either annihilation into π ±-pair or k ±-pair events. The two different charged meson pair modes were also distinctly separated.

The average differential cross section of ˉp + p → π+ + π- varied from ~ 25 µb/sr at antiproton beam momentum 0.72 GeV/c (total energy in center-of-mass system, √s = 2.0 GeV) to ~ 2 µb/sr at beam momentum 2.62 GeV/c (√s = 2.64 GeV). The most striking feature in the angular distribution was a peak at ΘC.M. = 90° (cos ΘC.M. = 0) which increased with √s and reached a maximum at √s ~ 2.1 GeV (beam momentum ~ 1.1 GeV/c). Then it diminished and seemed to disappear completely at √s ~ 2.5 GeV (beam momentum ~ 2.13 GeV/c). A valley in the angular distribution occurred at cos ΘC.M. ≈ 0.4. The differential cross section then increased as cos ΘC.M. approached 1.

The average differential cross section for ˉp + p → k+ + k- was about one third of that of the π±-pair mode throughout the energy range of this experiment. At the lower energies, the angular distribution, unlike that of the π±-pair mode, was quite isotropic. However, a peak at ΘC.M. = 90° seemed to develop at √s ~ 2.37 GeV (antiproton beam momentum ~ 1.82 GeV/c). No observable change was seen at that energy in the π±-pair cross section.

The possible connection of these features with the observed meson resonances at 2.2 GeV and 2.38 GeV, and its implications, were discussed.

Incidence of Epizootic Ulcerative Syndrome (EUS) has been recorded for the first time in freshwater fishes in the endemic area of Punjab, Pakistan. Survey of private fish farms, hatchery and natural water bodies was conducted in a radius of 14 Km from around river Ravi near Lahore (Punjab Province) Pakistan. Out Of 1628 fishes belonging to 18 genera, 517 fishes of 10 genera were found affected with EUS. The incidence of EUS in culturable fishes was higher in Cirrhina mrigala (15.4%) moderate in Catla cat/a (13.3%) and lower in Labeo rohita (5.0%). Exotic fish, Chinese carp Ctenoparyngodon idella and Hypophthalmicthys molitrix were not affected with EUS. In non-culturable fishes the incidence of EUS was highest in Channa punctatus (72.8%) moderate in by C. straitus (65.45%) and comparatively lower Puntius ticto (43.7%). A slow growing temperature sensitive Saprolegnia spp. was isolated from all of EUS infected fish species. Aeromonas spp. and Pseudomonas spp. were isolated from the diseased fishes. Ectoparasites viz. Lernaea, Argulus and Triclwdina spp. were also isolated from the skin and gills of infected fish species. The disease was more severe in water having low alkalinity (70 mg/1), hardness (75 mg/1) and low temperature of 10-12 °C.

High quality Ge was epitaxially grown on Si using ultrahigh vacuum/chemical vapor deposition (UHV/CVD). This paper demonstrates efficient germanium-on-silicon p-i-n photodetectors with 0.8 mu m Ge, with responsivities as high as 0.38 and 0.21 A/W at 1.31 and 1.55 mu m, respectively. The dark current density is 0.37 mA/cm(2) and 29.4 mA/cm(2) at 0 V and a reverse bias of 0.5 V. The detector with a diameter of 30 mu m, a 3 dB-bandwidth of 4.72 GHz at an incident wavelength of 1550 nm and zero external bias has been measured. At a reverse bias of 3 V, the bandwidth is 6.28 GHz.

This paper presents a wideband Delta Sigma-based fractional-N synthesizer with three integrated quadrature VCOs for multiple-input multiple-output (MIMO) wireless communication applications. It continuously covers a wide range frequency from 0.72GHz to 6.2GHz that is suitable for multiple communication standards. The synthesizer is designed in 0.13-um RE CMOS process. The dual clock full differential multi-modulus divide (MMD) with low power consumption can operate over 9GHz under the worst condition. In the whole range frequency from 0.72GHz to 6.2GHz, the maximal tuning range of the QVCOs reaches 33.09% and their phase noise is -119d8/Hz similar to 124d8/Hz @1MHz. Its current is less than 12mA at a 1.2V voltage supply when it operates at the highest frequency of 6.2GHz.
