The center of low pressure of a tropical disturbance which moved northward in the Gulf of Mexico, reached land between Panama City and Port St. Joe, Florida, on September 20, 1969. This system was nearly stationary for 48 hours producing heavy rainfall in the Quincy-Havana area, 70-80 miles northeast of the center. Rainfall associated with the tropical disturbance exceeded 20 inches over a part of Gadsden County, Florida, during September 20 through 23, 1969, and the maximum rainfall of record occurred at Quincy with 10.87 inches during a 6-hour period on September 21. The 48-hour maximum of 17.71 inches exceeded the 1 in 100-year probability of 16 inches for a 7-day period. The previous maximum rainfall of record at Quincy (more than 12 inches) was on September 14-15, 1924. The characteristics of this historical storm were similar in path and effect to the September 1969 tropical disturbance. Peak runoff from a 1.4-square mile area near Midway, Florida, was 1,540 cfs (cubic feet per second) per square mile. A peak discharge of 45,600 cfs on September 22 at the gaging station on the Little River near Quincy exceeded the previous peak of 25,400 cfs which occurred on December 4, 1964. The peak discharge of 89,400 cfs at Ochlockonee River near Bloxham exceeded the April 1948 peak of 50,200 cfs, which was the previous maximum of record, by 1.8 times. Many flood-measurement sites had peak discharges in excess of that of a 50-year flood. Nearly $200,000 was spent on emergency repairs to roads. An additional $520,000 in contractual work was required to replace four bridges that were destroyed. Agricultural losses were estimated at $1,000,000. (44 page document)

A Comissão de Sistematização da Assembleia Nacional Constituinte (ANC) debate emenda sobre a criação da Defensoria Pública. A Defensoria defende o cidadão contra ações ou omissões praticadas por empresas públicas. O Senador Nelson Carneiro (PMDB-RJ) apoia a Defensoria, assinalando que se trata de uma carreira composta por elementos escolhidos por concurso público e orientados por um Procurador-Geral da Defensoria, que deverão defender os pobres contra os mais poderosos. Plenário discute a representação política. O novo projeto eleva de sessenta para oitenta o número máximo de deputados federais por Estado, beneficiando apenas o Estado de São Paulo. A medida é polêmica porque, mantido o número atual de cadeiras na Câmara, os Estados pequenos teriam sua representação diminuída. O Deputado Victor Fontana (PFL-SC) propõe diminuir o número de deputados na Câmara, afirmando que o último aumento para quatrocentos e oitenta e sete (487) deputados não trouxe mais eficiência e nem conseguiu recuperar a credibilidade dos políticos perante o eleitor. O Deputado Antônio Salim Curiati (PDS-SP) defende a redução para duzentos e vinte e cinco (225) deputados. Os Deputados Celso Dourado (PMDB-BA) e Roberto Rollemberg (PMDB-SP) querem ampliar o número de representantes. Senadores franceses visitaram o Congresso para conhecer os trabalhos da Assembleia Nacional Constituinte (ANC). O presidente da ANC, Deputado Ulysses Guimarães (PMDB-SP) explicou aos senadores que, no Brasil, preferiu-se a organização da Constituinte dividida em comissões temáticas, com a participação de todos os representantes. Os parlamentares franceses também queriam saber sobre a discussão do tema "sistema de governo". O Deputado Ulysses Guimarães declara que esse é um dos temas mais polêmicos e que as negociações ainda não foram concluídas. O Senador Jean François Pintat afirmou que os franceses vêm com bons olhos o trabalho desenvolvido, porque a Constituinte representa a promessa de uma verdadeira democracia.

The Scientific Forum on the Gulf of Mexico: The Islands in the Stream Concept took place in January 2008 in Sarasota, Florida. The purpose of the meeting was to bring together scientists and managers from around the Gulf of Mexico to discuss a range of topics on our knowledge of the Gulf of Mexico, from its geology to larger-scale connectivity to the Caribbean region, and their applications to the concept of a more integrated approach to area-based management. The forum included six panels of invited experts who spoke on the oceanographic and biological features in the Gulf of Mexico, including connections with Mexico and the Mesoamerican barrier reef system, and the legal and regulatory structure currently in place. The charge to the group was to share information, identify gaps in our knowledge, identify additional potential areas for protection, and discuss available science about connectivity and the potential value of establishing a marine protected area network in the Gulf of Mexico. This report documents abundance and cover for selected elements of the benthic coral reef assemblage at the site of the 1984 grounding of the M/V Wellwood on Molasses Reef, Florida Keys. The purpose of the effort was to establish a pre-construction baseline before the installation of reef modules at the site. The installation process is intended to stabilize fractured substrates that were recently exposed by storm impacts, and to provide three-dimensional relief in order to enhance reef community recovery. It is hoped that the restoration effort will result in a biological assemblage with the character of the transition community that would exist there had the incident not occurred. To date, the assemblage has developed the character of a comparatively featureless hard ground similar in composition to hard ground areas and transition zones surrounding the grounding site. These data will allow scientists and resource managers to better track the trajectory of recovery following the installation of modules. Direct counts of scleractinian and gorgonian corals, hydrocorals of the genus Millepora, and zoanthids of the genus Palythoa were made in three areas within and around the grounding site. The site is poorly developed with respect to scleractinian colony size and cover compared to surrounding areas. Key scleractinian species necessary for the development of topographic relief in the area denuded by the grounding are not well represented in the current community. Though gorgonian cover and richness is similar in all study areas, gorgonian community recovery in the damaged area is not complete. Unlike surrounding areas, one species, Pseudopterogorgia americana, accounts for over half of all corals at the grounding site, over 80% of all gorgonians, and nearly all the coral cover. Based on these findings and other observations made in the 18 years since the grounding, recommendations are made that should be considered in the course of human intervention targeted at stabilizing and enhancing the site. Vietnam has a large number of poor people whose livelihoods depend in various ways on aquatic resources. More than 20 million people living along the coastline are among the most vulnerable and poorest in Vietnam and similarly poor situations occur with more than 10 million population living in mid and highland areas throughout the country. The Government of Vietnam is giving high priority to the poverty alleviation and following several successful government and donor funded projects, it is recognized that aquaculture can and should play an increasingly important role in improving the livelihoods of poor people. The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include: Increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. The 1984 International Symposium and Workshop on the Biology of Fur Seals originated in informal talks in 1981. However, the scope and focus of the symposium remained unclear until an informal workshop was held in San Diego in June 1983. This meeting synthesised data on the foraging and pup attendance activities of six species of fur seals, and attempted to formulate a coherent framework for the adaptations associated with their maternal strategies (Gentry et al. 1986). During the workshop it was clear that comparative data on many key aspects of fur seal biology and ecology were missing. This absence of data applied not only to less well known species, for some of which considerable unpublished data existed, but also to better known species for which research in some areas had either been neglected or unreported. The value of applying the comparative method to seals, especially comparisons integrating physiology, ecology, and reproductive biology, was amply demonstrated by the results of the 1983 workshop (Gentry and Kooyman 1986). However, we were also aware that many other problems outside the area of maternal strategies could benefit from comparative data, such as recovery of populations from the effects of harvesting. Therefore, to accommodate the range of potential research, we organized this symposium to produce an up-to-date synthesis of relevant information for all species of fur seals. It was also clear that fur seal research could benefit from increased communication and collaboration among its practitioners. To foster the spread of ideas, we held oral presentations on some topics of current research and techniques and organized workshops on specific topics, in addition to providing opportunities for informal talks among participants. Thanks to generous support from the British Antarctic Survey, the National Marine Fisheries Service of the United States, and the Scientific Committee on Antarctic Research, the International Fur Seal Symposium was held at the British Antarctic Survey, Cambridge, England, 23-27 April 1984.
