Research funds were approved for the purchase of equipment designed to proportion and inject epoxy resins into delaminated areas of bridge decks. Through investigation and refining of this process, it was anticipated that a maintenance procedure would be developed to delay spalling of bridge decks by "gluing down" delaminated areas before spalling occurred.

During 1986, the City of Des Moines placed an experimental asphaltic concrete overlay containing an ice-retardant additive (Verglimit) on Euclid Avenue (U.S. Highway 6). Verglimit is a chemical multi-component deicer which is added to the surface course of an asphalt overlay. The additive was uniformly distributed through the mix at the asphalt plant, which allows exposure of the particles as the finished surface wears under traffic. During a snowfall, the exposed particles attract and absorb moisture creating a deicing solution which dampens the pavement. The Verglimit additive used on this project cost $1,180 per metric ton. The Verglimit was added at a rate of 6.3% by weight, which was 126 pounds per ton, or $66.38 per ton of hot mix asphalt. The purchase of Verglimit additive was funded by the Iowa Department of Transportation through a research project recommended by the Highway Research Advisory Board. The pavement surface experienced severe wetting due to the additive's affinity for water immediately after the project was completed and during periods of high humidity. This wetting created slippery conditions both on the project itself and where vehicles tracked the additive. The only way to remove the slipperiness was by flushing the street with water. The ice-retardant overlay appears to perform as expected in reducing the adherence of ice and snow, especially at temperatures just below freezing. It performs better in light snowfalls than in heavy ones. The ice retardant overlay is effective in eliminating thin coatings of ice due to freezing drizzle or widespread frost. The accident data showed a reduction in the number of snow and ice related accidents but due to the low number of this type of accident the results are inconclusive.

In today's era of advanced methods, it is interesting that a centuries-old Roman road-building concept can be the most attractive alternative available. The need for a less expensive road base construction method is very apparent, especially to the county engineer faced with maintaining quality lower traffic volume farm-to-market roads. The revival of the Macadam stone base is one possible solution. Des Moines County believed a Macadam road had excellent possibilities for their particular needs. They proposed a research project designed to eliminate some of the unknown factors of Macadam stone base construction. It is the intent of this research project to develop standardized design procedures and serve as an aid for others in constructing a Macadam base roadway. The Iowa Department of Transportation has published special provisions for the construction of Macadam stone bases that were adopted as the guideline specifications for the research project.

In recent years, there has been an increased interest in conservation of our resources, preservation of our environment and maintaining our ecology. Recycling of materials is a procedure that will immediately contribute to all of these desirable end results. Our economy is built on private enterprise and profit incentive and in the past, with abundant inexpensive resources, there was little incentive to recycle. Shortages of materials and energy (once considered abundant) along with regulations to protect the environment have emphasized the need for recycling. These environmental conditions coupled with the loss of purchase power by inflation has generated more interest in recycling in the transportation field. The Iowa Department of Transportation (Iowa DOT) is interested in recycling portland cement concrete (pcc) pavement to: 1. Provide aggregate where high quality aggregate is no longer economically available. 2. Eliminate the need for locations to waste the large amount of pavement rubble. 3. Conserve the present aggregate sources. 4. Reduce the need for disrupting land for quarrying purposes. 5. Save fuel and energy by reducing aggregate transportation.

Two Brisco Scour Monitors were installed on pier MS1 of the Mississippi River at Burlington in August 1991. No problems were encountered during the installation. The monitors consist of a probe resting on the river bottom fastened to a cable that wraps around a reel. An electrical system monitors the movement of the reel which transmits to a digital readout which shows whether scour has occurred. The intent was to monitor the digital readout twice a year during a four-year evaluation period. The scour monitor digital readouts malfunctioned frequently due to electrical storms. The scour monitor performance was completely unacceptable.

This report is formatted to independently present four individual investigations related to similar web gap fatigue problems. Multiple steel girder bridges commonly exhibit fatigue cracking due to out-of-plane displacement of the web near the diaphragm connections. This fatigue-prone web gap area is typically located in negative moment regions of the girders where the diaphragm stiffener is not attached to the top flange. In the past, the Iowa Department of Transportation has attempted to stop fatigue crack propagation in these steel girder bridges by drilling holes at the crack tips. Other nondestructive retrofits have been tried; in a particular case on a two-girder bridge with floor beams, angles were bolted between the stiffener and top flange. The bolted angle retrofit has failed in the past and may not be a viable solution for diaphragm bridges. The drilled hole retrofit is often only a temporary solution, so a more permanent and effective retrofit is required. A new field retrofit has been developed that involves loosening the bolts in the connection between the diaphragm and the girders. Research on the retrofit has been initiated; however, no long-term studies of the effects of bolt loosening have been performed. The intent of this research is to study the short-term effects of the bolt loosening retrofit on I-beam and channel diaphragm bridges. The research also addressed the development of a continuous remote monitoring system to investigate the bolt loosening retrofit on an X-type diaphragm bridge over a number of months, ensuring that the measured strain and displacement reductions are not affected by time and continuous traffic loading on the bridge. The testing for the first three investigations is based on instrumentation of web gaps in a negative moment region on Iowa Department of Transportation bridges with I-beam, channel, and X-type diaphragms. One bridge of each type was instrumented with strain gages and deflection transducers. Field tests, using loaded trucks of known weight and configuration, were conducted on the bridges with the bolts in the tight condition and after implementing the bolt loosening retrofit to measure the effects of loosening the diaphragm bolts. Long-term data were also collected on the X-diaphragm bridge by a data acquisition system that collected the data continuously under ambient truck loading. The collected data were retrievable by an off-site modem connection to the remote data acquisition system. The data collection features and ruggedness of this system for remote bridge monitoring make it viable as a pilot system for future monitoring projects in Iowa. Results indicate that loosening the diaphragm bolts reduces strain and out-of-plane displacement in the web gap, and that the reduction is not affected over time by traffic or environmental loading on the bridge. Reducing the strain in the web gap allows the bridge to support more cycles of loading before experiencing fatigue, thus increase the service life of the bridge. Two-girder floor beam bridges may also exhibit fatigue cracking in girder webs.

Rumble strips are patches of specially treated pavement surfaces which are designed to produce aural and tactile stimuli inside vehicles. The intent is to alert drivers and when desirable, cause them to slow down or come to a stop. Installations were made in a three-county area in Iowa to study rumble strip effectiveness as an accident reducing measure. The investigation of accidents at the various test sites showed that rumble strips were effective in reducing certain types of intersection accidents. Although no statistically significant effect of the saturation use was found on total accidents, there are indications that accidents may be reduced when used in low density i.e., rural type areas.

This final report to the Iowa Watershed Improvement Review Board by the City of Remsen Utilities consists of accomplishments made by the Remsen Utilities as per this agreement. The City of Remsen Utilities did in fact purchase approximately 27 acres of land lying upstream of the city’s water well field. The land was purchased from Mr. Larry Rodesch and Mr. Rich Harpenau for the purpose of removing nitrates from Remsen’s water source and establishing native prairie grasses to assist in this removal.

Methamphetamine (meth) drug labs are not a new hazard to Iowa. In 2004, federal, state and local authorities seized more than 1,400 Iowa labs. These labs are discovered in houses, apartments, motel rooms, motor vehicles, and even an occasional combine. A dramatic decrease in the number of meth labs occurred in 2005 when a law restricting the purchase of pseudo-ephedrine was implemented. Although the number of meth labs has decreased, they continue to exist. Since there is currently no official federal guidance or regulations on how to clean up a former meth lab, the Iowa Department of Public Health, Division of Environmental Health, has created these basic guidelines to assist public health officials, property owners and the general public in cleaning up former meth lab properties.

OBJECTIVE: Binge eating disorder represents a significant public health problem, with up to 50% of weight loss program participants displaying this disorder. In previous studies with orlistat, patients with binge eating disorder were excluded. The goal of this study was to assess the efficacy of orlistat in obese patients with binge eating disorder. RESEARCH METHODS AND PROCEDURES: Eighty-nine patients with clinically diagnosed binge eating disorder and a BMI > or = 30 kg/m2 were randomized in double-blind fashion to 24 weeks of treatment with 120 mg of orlistat or placebo three times daily, in combination with a mildly reduced-calorie diet. RESULTS: After 24 weeks, the mean weight loss from baseline for orlistat-treated patients was significantly greater than for patients receiving placebo (-7.4% vs. -2.3%; p = 0.0001) (intent-to-treat analysis). The overall Eating Disorder Inventory 2 score at week 24 was significantly lower in patients treated with orlistat than in those in the placebo group (p = 0.011). DISCUSSION: Orlistat may be considered as part of the management for patients with obesity and binge eating disorder.

A government would like to subsidize an indivisible good. Consumers' valuations of the good vary according to their wealth and benefits from the good. A subsidy scheme may be based on consumers' wealth or benefit information. We translate a wealth-based policy to a benefit-based policy, and vice versa, and give a necessary and sufficient condition for the pair of policies to implement the same assignment: consumers choose to purchase the good under the wealth-based policy if and only if they choose to do so under the translated benefit-based policy. General taxation allows equivalent policies to require the same budget.

BACKGROUND: In a previous randomised EORTC study on adjuvant dibromodulcitol (DBD) and bichloroethylnitrosourea (BCNU) in adults with glioblastoma multiforme (GBM) and anaplastic astrocytoma (AA), a clinically significant trend towards a longer overall survival (OS) and a progression-free survival (PFS) was observed in the subgroup of AA. The aim of the present study was to test this adjuvant regimen in a larger number of AA patients. METHODS: Continuation of the previous phase III trial for newly diagnosed AA according to the local pathologist. Patients were randomised to either radiotherapy only or to radiotherapy in combination with BCNU on day 2 and weekly DBD, followed by adjuvant DBD and BCNU in cycles of six weeks for a maximum total treatment duration of one year. OS was the primary end-point. RESULTS: Patients (193 ) with newly diagnosed AA according to local pathological assessment were randomised to radiotherapy (RT) alone (n=99), or to RT plus DBD/BCNU (n=94); 12 patients were considered not eligible. At central pathology review, over half (53%) of the locally diagnosed AA cases could not be confirmed. On intent-to-treat analysis, no statistically significant differences in OS (p=0.111) and PFS (p=0.087) were observed, median OS after RT was only 23.9 months 95% confidence interval (CI), [18.4-34.0] after RT plus DBD/BCNU 27.3 months 95% CI [21.4-46.8]. CONCLUSION: No statistically significant improvement in survival was observed after BCNU/DBD adjuvant chemotherapy in AA patients. The trend towards improved survival is consistent with previous reports. Central pathology review of grade 3 tumours remains crucial.

This report is one of two products for this project with the other being a design guide. This report describes test results and comparative analysis from 16 different portland cement concrete (PCC) pavement sites on local city and county roads in Iowa. At each site the surface conditions of the pavement (i.e., crack survey) and foundation layer strength, stiffness, and hydraulic conductivity properties were documented. The field test results were used to calculate in situ parameters used in pavement design per SUDAS and AASHTO (1993) design methodologies. Overall, the results of this study demonstrate how in situ and lab testing can be used to assess the support conditions and design values for pavement foundation layers and how the measurements compare to the assumed design values. The measurements show that in Iowa, a wide range of pavement conditions and foundation layer support values exist. The calculated design input values for the test sites (modulus of subgrade reaction, coefficient of drainage, and loss of support) were found to be different than typically assumed. This finding was true for the full range of materials tested. The findings of this study support the recommendation to incorporate field testing as part of the process to field verify pavement design values and to consider the foundation as a design element in the pavement system. Recommendations are provided in the form of a simple matrix for alternative foundation treatment options if the existing foundation materials do not meet the design intent. The PCI prediction model developed from multi-variate analysis in this study demonstrated a link between pavement foundation conditions and PCI. The model analysis shows that by measuring properties of the pavement foundation, the engineer will be able to predict long term performance with higher reliability than by considering age alone. This prediction can be used as motivation to then control the engineering properties of the pavement foundation for new or re-constructed PCC pavements to achieve some desired level of performance (i.e., PCI) with time.

Aquest treball té la voluntat de ser un reportatge d’investigació sobre la cursa olímpica de Madrid, des de la candidatura de 2012 fins la de 2020. Els defensors dels Jocs Olímpics a la capital espanyola justifiquen el seu tercer intent consecutiu en el fet de tenir el 80% de les infraestructures necessàries construïdes. En canvi, l’oposició ha trobat en la crisi econòmica el millor motiu per posicionar-se en contra de la celebració dels JJOO.Hem realitzat una sèrie de 15 entrevistes amb tota mena d’experts i personalitats de l’àmbit, intentant albergar sempre tots els possible punts de vista que hagin sorgit al respecte. El resultat ha sigut un article de llarga extensió que fa un repàs a tota la història olímpica de Madrid fins a dia d’avui i intenta interpretar tots els esdeveniments ocorreguts fins ara.
