The purpose of this essay is to analyze how certain elements of panopticism manage to dismantle the notion of privacy in George Orwell’s novel Nineteen Eighty-Four. By reading the text through a lens of panopticism, a theory introduced by Jeremy Bentham, I give examples on how the surveillance methods used by the Party share similarities with the system of surveillance within a Panoptic prison, but also in what ways that they differ. In the end, it is obvious that the society of Oceania cannot be considered to be a complete Panopticon, although several elements of panopticism are present within the text and that they dismantle the aspect of privacy in the novel.

Increases in pediatric thyroid cancer incidence could be partly due to previous clinical intervention. This retrospective cohort study used 1973-2012 data from the Surveillance Epidemiology and End Results program to assess the association between previous radiation therapy exposure in development of second primary thyroid cancer (SPTC) among 0-19-year-old children. Statistical analysis included the calculation of summary statistics and univariable and multivariable logistic regression analysis. Relative to no previous radiation therapy exposure, cases exposed to radiation had 2.46 times the odds of developing SPTC (95% CI: 1.39-4.34). After adjustment for sex and age at diagnosis, Hispanic children who received radiation therapy for a first primary malignancy had 3.51 times the odds of developing SPTC compared to Hispanic children who had not received radiation therapy, [AOR=3.51, 99% CI: 0.69-17.70, p=0.04]. These findings support the development of age-specific guidelines for the use of radiation based interventions among children with and without cancer.

Ce document est un rapport de synthèse des présentations faites lors des journées REMI, tenues à Nantes les 23 et 24 novembre 1998. Les exposés de la première journée sont principalement destinés aux actions visant à améliorer le fonctionnement du réseau REMI. Ils concernent les sujets suivants : bilan de la mise en oeuvre du réseau de contrôle REMI en 1998 (nouvelle version), bilan de l'état d'avancement du plan qualité surveillance microbiologique et du programme Malthus (méthodologie, normalisation), approches préliminaires pour la détermination des fréquences d'échantillonnage en vue de la surveillance régulière des zones de production classées. La seconde journée est dédiée aux études conduites par les laboratoires côtiers, dont les procédures sont définies par la charte de surveillance microbiologique, ou réalisées par le Laboratoire de Microbiologie. Le dispositif de programmation des études de surveillance et de saisie des données dans la base Quadrige est présenté. Les sujets abordés se rapportent aux thèmes suivants : impact de la plaisance, des populations aviaires, des rejets agricoles et urbains sur la contamination bactériologique des coquillages ou des eaux littorales, les bactériophages, évaluation de l'importance de la pêche récréative par survol aérien des gisements coquilliers, objectifs et réflexions sur les perspectives d'un système d'évaluation de la qualité des eaux littorales (SEQ Littoral). Le bilan des journées REMI s'analyse à travers les commentaires recueillis lors du tour de table, et le relevé des propositions d'actions.

L'étude écologique des ressources halieutiques du site de Gravelines entreprise par l'ISTPM en 1975 est entrée depuis janvier 1978 en phase de surveillance. Cette phase devait permettre dans un premier temsp d'apprécier les fluctuations naturelles pluriannuelles des principaux paramètres hydrologiques retenus à partir de l'étude de projet, et dans un second temps d'analyser l'incidence éventuelle de la centrale sur le milieu marin et ses ressources.

De 2010 à 2012, le projet " Bon Etat : Actualisation de l’état des lieux du SDAGE, volet eaux côtières réunionnaises " (DEAL de La Réunion/Ifremer) a permis la mise en place de 4 groupes de travail DCE experts dont les travaux ont été synthétisés à travers 4 fascicules techniques définissant les conditions de mise en oeuvre des différents suivis du réseau de contrôle de la surveillance (RCS) DCE en milieu marin à la Réunion. Une première version du fascicule "Physico-chimie & phytoplancton", a été produite en 2012 et validée au niveau national par les référents DCE (Coordination "phytoplancton", Coordination "hydrologie", Coordination nationale DCE milieu Marin, responsable projet Quadrige). Une mise à jour a été proposée en 2015 (Office de l'eau Réunion/Ifremer) dans la double perspective des recommandations du GT DCE de la Réunion et des nouvelles campagnes de suivi du "Réseau Hydrologique du Littoral Réunionnais - RHLR". Ce fascicule a vocation à constituer le support technique des méthodes et des référentiels pour la réalisation du suivi "RHLR" du RCS DCE à La Réunion. Il précise les protocoles de prélèvement, d’analyse, de bancarisation, de synthèse et de diffusion des données. Il présente également les indicateurs associés aux différents éléments de qualité, adaptés à La Réunion
