In an attempt to enhance debate focused on an established academic controversy, this study re-investigated selected data from the 1994 AMC survey of Australian and New Zealand manufacturing practices to test the hypothesis that best practice and product innovation may be incompatible generic business strategies. A modification of Robert G. Cooper’s Stage-Gate product development model was used as a theoretical framework to create a measurable construct of ‘product innovation’ as a strategy and compare two groups: firms committed to a best practice strategy (BPs) and firms not utilising best practice (Non-BPs). Eight variables were scrutinised. After logical critique was added to statistical data analysis, four major insights emerged.

(1) Tests yielded several statistically significant but substantively inconclusive results because both studied groups had nearly identical profiles in rating innovation as the factor of lowest importance to commercial success and because the definitional framework which guided construction of the survey instrument treated innovation as a second-order issue. (2) Currently, best practice and product innovation are logically incompatible by definition. (3) Even if the definition of best practice were changed, it is likely that the additional key process of innovation would remain incompatible with the existing key process of benchmarking. (4) However, until the definition of best practice does make an attempt to include innovation as a key process rather than an outcome, testing any hypothesis of strategic compatibility between a best practice focus and an innovation focus will be both empirically difficult and logically unnecessary.

Pasadena Angels is a group of leading private investors that provide long-term human and financial capital to help build successful companies. Two start-up companies are profiled as they apply for funds. Directors and angel investors describe their funding criteria and discuss how a “best practice” angel operates. Best practice in obesity prevention has generally been defined in terms of ‘what’ needs to be done while neglecting ‘how’. A multifaceted definition of best practice, which combines available evidence on what actions to take, with an established process for interpreting this information in a specific community context, provides a more appropriate basis for defining the principles of best practice in community-based obesity prevention. Based on analysis of a range of literature, a preliminary set of principles was drafted and progressively revised through further analyses of published literature and a series of consultations. The framework for best practice principles comprises: community engagement, programme design and planning, evaluation, implementation and sustainability, and governance. Specific principles were formulated within this framework. While many principles were generic, distinctive features of obesity prevention were also covered. The engagement of end-users influenced the design of the formatting of the outputs, which represent three levels of knowledge transfer: detailed evidence summaries, guiding questions for programme planners and a briefer set of questions for simpler communication purposes. The best practice principles provide a valuable mechanism for the translation of existing evidence and experience into the decision-making processes for planning, implementing and evaluating the complex community-based interventions needed for successful obesity prevention.

Organisations are continually looking for means to stimulate innovation and creativity, within and across working groups, functions and geographical boundaries. One of the ways to achieve this is through tacit knowledge exchanges in the form of sharing and transfer of knowledge by means of narratives, storytelling, reminders, best practices etc. Knowledge is an invaluable part of the shared practices of communities that need, create, adapt, transform, shape and use it. These Communities of Practice (CoPs) are informally created, evolve over time, and socially bind people together that share the same interests and passions. At the same time, organisations are turning more towards information technology and seek ways of leveraging their investments in Web technologies, in particular, to foster knowledge exchanges between individuals and working groups. The Web may be applied in new, innovative ways to draw dispersed community members together virtually and in particular, to promote tacit knowledge exchanges. We argue for a content-rich web environment that combines tools, services and mechanisms tailored towards tacit knowledge exchanges to support the unique work practices and situational knowledge needs of CoPs.

Mariana Valverde argues that in the late twentieth century, the British state contracted out the prevention of disorder and monitoring of risks produced by widespread alcohol use to the private sector through the process of liquor licensing. This paper will argue that this scenario was duplicated in Victoria at the same time. It will do so by an analysis of four government-instigated inquiries into liquor licensing regimes from 1965 to 1998. The inquiries were distinguished by the subtly different emphases in their terms of reference. In 1965, the Phillips Royal Commission was directed to inquire into the best ways of dealing with the problems alcohol produced and how best to regulate it for the benefit of the population as a whole. By the time the Nieuwenhuysen Report was commissioned in 1985, the emphasis had changed, and he was directed to inquire how best to serve the interests of alcohol consumers and to produce the licensing regulatory regime which would enable the construction of a 24-hour city. Any anomalies that still existed in the revised Act were eliminated in the 1998 review which was instigated as a direct response to the National Competition Policy. A consequence of these changes over 30 years was the development of particular risk groups, such as ‘binge-drinking young people’, whose violence and nuisance must be controlled to enable all other ‘reasonable’ and ‘moderate’ drinkers be allowed to keep drinking. Thus the notion of risk had been redefined and the responsibility for dealing with these risks had been directed from the state to individual licensees and individual drinkers.

Australian post-compulsory vocational or technical education and higher education (university) has traditionally been delivered separately. Attempts to collaborate on curriculum development and delivery have mostly been at the margins of articulation and educational pathways. This study examines a pilot project in construction management education conducted at RMIT University over a two-year period. The study demonstrates the challenges with mutual curriculum development between vocational and higher education in Australia and demonstrates the methods utilised to overcome these challenges. The results of the project reveal that the benefits to students in hands-on experiences, theoretical knowledge gained and practical demonstrations were invaluable and worthy of ongoing research and development. The article also raises critical questions about flexibility and mobility in educational institutions in Australia.
