This report looks at the interests of the Fisheries Department for the Lancashire River Board, focusing on the Liverpool and Leeds Canal Survey. It looks at finding parasites in fish from an electrofishing survey (roach and perch). This was to contribute towards the main survey with a possible view to suggesting whether or not the parasites were one reason for the poor fish population. Methods of finding parasites are given, and results of what parasites that were found in the fish are discussed.

The report looks at trends developing in the area of the Lancashire River Authority which will, by the turn of the century, bring tremendous pressures to bear on its natural resources, particularly land and water. It looks at difficulties maintaining an environment suitable for all, human or otherwise, including construction of energy plants and increasing population. It explores the scheme of harnessing water on Morecambe Bay, including fishery advantages and disadvantages. The report looks at fish deaths and diseases in Morecambe Bay and the Lancashire area, providing statistics.

The value chain analysis of ths report focused on smoked marine fish- overwhelmingly the most important fish product originating in Western Region, Ghana. Smoked fish from Western Region is mainly destined for the domestic market where demand is very strong. Small quantities of smoked fish are destined for markets in Togo, Benin and Nigeria. The underlying objective of the fisheries value chain analysis is to identify opportunities for growth in the fisheries value chain, with an emphasis on those opportunities that have the potential to generate significant additional livelihoods, particularly at the level of the fishing communities and for low-income groups. The results from the value chain analysis will be used to identify pilot interventions to promote those livelihood outcomes. The main focus for the study is smoked fish (major species/product forms) destined for domestic markets. However, work will also be undertaken on the fresh fish trade and frozen fish to find out more about the significance of these value chains.

Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

Fish and other aquatic animals contribute to the food security of citizens of developing countries, both as a source of income and as a component of healthy diets, yet fishing is not currently captured in most integrated household surveys. This sourcebook provides essential technical guidance on the design of statistical modules and questionnaires aimed at collecting fishery data at the household level. Background on the main policies important to the fishery sector, information on the data needed to analyze issues of policy relevance, and methodology on the construction of survey questions to collect necessary data are also provided. The document is organized to provide essential technical guidance on how to design statistical modules and questionnaires aimed at collecting fishery data at the household level. It includes an overview of the main technical and statistical challenges related to sampling fishery-dependent households. The document starts with an introductory section identifying the potential reasons why fisheries and in particular small-scale fisheries have not been adequately included in national statistical systems in a large number of countries. The report then proposes a succinct review of what is known (and what remains unknown) about small-scale fisheries and their contribution to the livelihoods of households in sub-Saharan Africa. It also provides readers with background on the main policies that are important to the fishery sector, information on the data needed to analyze issues of policy relevance, and methodology on the construction of survey questions to collect necessary data.

Aquatic agricultural systems in developing countries face increasing competition from multiple stakeholders operating from local to national and regional scales over rights to access and use natural resources—land, water, wetlands, and fisheries-essential to rural livelihoods. A key implication is the need to strengthen governance to enable equitable decision-making amidst such competition, building capacities for resilience and transformations that reduce poverty. This paper provides a simple framework to analyze the governance context for aquatic agricultural system development focused on three dimensions: stakeholder representation, distribution of power, and mechanisms of accountability. Case studies from Cambodia, Bangladesh, Malawi/Mozambique, and Solomon Islands illustrate the application of these concepts to fisheries and aquaculture livelihoods in the broader context of intersectoral and cross-scale governance interacti

The program on aquatic agricultural systems (AAS) aims to change the way the CGIAR engages with aquatic agricultural systems and the poor and vulnerable communities who depend upon them. To do so the program has focused on three primary lines of work in its first six months: (i) preparing for implementation of the program in focal countries and geographical hubs; (ii) harnessing the best of earlier and ongoing research that contributes to the science themes of the program and which we wish to see expanded and integrated into the program as it develops; (iii) establishing innovative governance and management arrangements that will guide and implement the program. This report summaries the achievements and reviews the progress of the AAS program.

The overall objective of the project is the reduction of poverty in rural areas of Solomon Islands through creation of livelihoods based on sustainable aquaculture. This fits within the over-arching goals of the WorldFish Center in the Pacific to reduce poverty and hunger in rural communities, and with the Ministry of Fisheries and Marine Resources (MFMR) to stimulate rural development and to develop aquaculture. It has been recognised that the nature of the pearl farming industry means that a high chance of success requires a long term investment from an established pearl farming organisation. This project has been specifically designed to compile the elements of a pre-feasibility study to provide offshore pearl companies with sufficient information to investigate the potential for long-term investment in pearl farming in Solomon Islands. Many highly exploited ecosystems are managed on the basis of single-species demographic information. This management approach can exacerbate tensions among stakeholders with competing interests who in turn rely on data with notoriously high variance. In this case study, an application of diet and dive survey data was used to describe the prey preference of lingcod (Ophiodon elongatus) in a predictive framework on nearshore reefs off Oregon. The lingcod is a large, fast-growing generalist predator of invertebrates and fishes. In response to concerns that lingcod may significantly reduce diminished populations of rockfishes (Sebastes spp.), the diets of 375 lingcod on nearshore reefs along the Oregon Coast were compared with estimates of relative prey availability from dive surveys. In contrast to the transient pelagic fishes that comprised 46% of lingcod diet by number, rockfishes comprised at most 4.7% of prey items. Rockfishes were the most abundant potential prey observed in dive surveys, yet they were the least preferred. Ecosystem-based fisheries management (EBFM) requires information about primary trophic relationships, as well as relative abundance and distribution data for multiple species. This study shows that, at a minimum, predation relative to prey availability must be considered before predator effects can be understood in a management context.

In response to declining biomass of Northeast Pacific groundfish in the late 1990s and to improve the scientific basis for management of the fishery, the Northwest Fisheries Science Center standardized and enhanced their annual bottom trawl survey in 2003. The survey was expanded to include the entire area along the U.S. west coast at depths of 55–1280 m. Coast-wide biomass and species richness significantly decreased during the first eight years (2003–10) of this fishery-independent survey. We observed an overall tendency toward declining biomass for 62 dominant taxa combined (fishery target and nontarget species) and four of seven subgroups (including cartilaginous fish, flatfishes, shelf rockfishes, and other shelf species), despite increasing or variable biomass trends in individual species. These decreases occurred during a period of reduced catch for groundfish along the shelf and upper slope regions relative to historical rates. We used information from multiple stock assessments to aggregate species into three groups: 1) with strong recruitment, 2) without strong recruitment in 1999, and 3) with unknown recruitment level. For each group, we evaluated whether declining biomass was primarily related to depletion (using year as a proxy) or environmental factors (i.e., variation in the Pacific Decadal Oscillation). According to Akaike’s information criterion, changes in aggregate biomass for species with strong recruitment were more closely related to year, whereas those with no strong recruitment were more closely related to climate. The significant decline in biomass for species without strong recruitment confirms that factors other than depletion of the exceptional 1999 year class may be responsible for the observed decrease in biomass along the U.S. west coast.

Sablefish (Anoplopoma fimbria) are often caught incidentally in longline fisheries and discarded, but the extent of mortality after release is unknown, which creates uncertainty for estimates of total mortality. We analyzed data from 10,427 fish that were tagged in research surveys and recovered in surveys and commercial fisheries up to 19 years later and found a decrease in recapture rates for fish originally captured at shallower depths (210–319 m) during the study, sustaining severe hooking injuries, and sustaining amphipod predation injuries. The overall estimated discard mortality rate was 11.71%. This estimate is based on an assumed survival rate of 96.5% for fish with minor hooking injuries and the observed recapture rates for sablefish at each level of severity of hook injury. This estimate may be lower than what actually occurs in commercial fisheries because fish are likely not handled as carefully as those in our study. Comparing our results with data on the relative occurrence of the severity of hooking injuries in longline fisheries may lead to more accurate accounting of total mortality attributable to fishing and to improved management of this species.

Acoustic recorders were used to document black drum (Pogonias cromis) sound production during their spawning season in southwest Florida. Diel patterns of sound production were similar to those of other sciaenid fishes and demonstrated increased sound levels from the late afternoon to early evening—a period that lasted up to 12 hours during peak season. Peak sound production occurred from January through March when water temperatures were between 18° and 22°C. Seasonal trends in sound production matched patterns of black drum reproductive readiness and spawning reported previously for populations in the Gulf of Mexico. Total acoustic energy of nightly chorus events was estimated by integration of the sound pressure amplitude with duration above a threshold based on daytime background levels. Maximum chorus sound level was highly correlated with total acoustic energy and was used to quantitatively represent nightly black drum sound production. This study gives evidence that long-term passive acoustic recordings can provide information on the timing and location of black drum reproductive behavior that is similar to that provided by traditional, more costly methods. Research on assessment and monitoring methods has primarily focused on fisheries with long multivariate data sets. Less research exists on methods applicable to data-poor fisheries with univariate data sets with a small sample size. In this study, we examine the capabilities of seasonal autoregressive integrated moving average (SARIMA) models to fit, forecast, and monitor the landings of such data-poor fisheries. We use a European fishery on meagre (Sciaenidae: Argyrosomus regius), where only a short time series of landings was available to model (n=60 months), as our case-study. We show that despite the limited sample size, a SARIMA model could be found that adequately fitted and forecasted the time series of meagre landings (12-month forecasts; mean error: 3.5 tons (t); annual absolute percentage error: 15.4%). We derive model-based prediction intervals and show how they can be used to detect problematic situations in the fishery. Our results indicate that over the course of one year the meagre landings remained within the prediction limits of the model and therefore indicated no need for urgent management intervention. We discuss the information that SARIMA model structure conveys on the meagre lifecycle and fishery, the methodological requirements of SARIMA forecasting of data-poor fisheries landings, and the capabilities SARIMA models present within current efforts to monitor the world’s data-poorest resources.

Sediments are an essential component of rivers and of their biological functioning. In addition to their influence on river geomorphology (maintenance of river forms and habitats such as pools and sand bars), sediments also include nutrients, detritus and organic debris of various sizes which interact with the river’s different life forms, including fish. The interaction between sediments and aquatic organisms, directly or indirectly through the effects of sediments on physical habitats, unquestionably influences the biodiversity and productivity of a river. We evaluated the conservation benefits of the use of circle hooks compared with standard J hooks in the recreational fishery for Atlantic istiophorid billfishes, noting hooking location and the presence of trauma (bleeding) for 123 blue marlin (Makaira nigricans), 272 white marlin (Kajikia albida), and 132 sailfish (Istiophorus platypterus) caught on natural baits rigged with one of the two hook types. In addition, we used pop-up satellite archival tags (PSATs) to follow the fate of 61 blue marlin caught on natural baits rigged with circle hooks or on a combination of artificial lure and natural bait rigged with J hooks. The frequencies of internal hooking locations and bleeding were significantly lower with circle hooks than with J hooks for each of the three species and were significantly reduced for blue marlin caught on J hooks than for white marlin and sailfish taken on the same hook type. Analysis of the data received from 59 PSATs (two tags released prematurely) indicated no mortalities among the 29 blue marlin caught on circle hooks and two mortalities among the 30 blue marlin caught on J hooks (6.7%). Collectively, the hook location and PSAT data revealed that blue marlin, like white marlin and sailfish, derive substantial conservation benefits from the use of circle hooks, and the negative impacts of J hooks are significantly reduced for blue marlin relative to the other two species.
