La configuración de lugares como áreas de protección ambiental puede ser vista como un proceso técnico y objetivo, en el que se crean políticas públicas que definen prácticas adecuadas e inadecuadas en el lugar. Pero esta configuración es un proceso histórico y negociado. Este se construye en contante diálogo entre diferentes actores que se preocupan por definir qué es la naturaleza y el cuidado ambiental, y las percepciones que individuos que habitan en o cerca a estos lugares construyen en su diario vivir. Es así como la configuración socioambiental de lugares como áreas de protección ocurre por transformaciones en la forma de percibir un lugar, la relaciones con este y sobre todo, prácticas y relaciones que se traducen en formas de negociar nociones de naturaleza y cuidado ambiental. Esta negociación tiene grandes implicaciones en los individuos, particularmente en su subjetividad. Es decir, en hechos como la forma de nombrarlo, caminarlo, observar las especies, iniciar proyectos de agricultura orgánica, cambiar prácticas productivas, el cerramiento de zonas para proteger las fuentes de agua o zonas de vegetación. También sobre su subjetividad, la manera como se sienten frente al lugar, como juzgan sus acciones y las de otros y cómo construyen objetivos personales con respecto a la idea de cuidado ambiental.

La presente investigación tiene como objetivo principal, explicar la influencia de la línea de intervención de Seguridad Humana del plan 75-cien, en la seguridad ciudadana de la UPZ Las Cruces, con el fin de demostrar que la política pública no influye de manera significativa en la seguridad ciudadana de la UPZ Las Cruces, ante la participación casi nula de la Policía Nacional en el proyecto. A pesar de que la intervención focaliza el territorio y prioriza las necesidades sociales, el vacío que existe en el trabajo conjunto entre la Policía y la Secretaria Distrital de Gobierno, implica que no se establezcan acciones policivas que acompañen las estrategias de desarrollo humano para evitar o disuadir el delito. Por lo tanto a partir de la utilización del método cualitativo, se recolectaran datos de grupos focales, informes de las fuentes primarias y un diagnóstico de la línea de intervención, que permitan un análisis descriptivo y explicativo del fenómeno.

El crecimiento que ha venido presentando CENIT Transporte y logística de hidrocarburos S.A.S. ha conducido a su área de tecnología a revisar los procesos tecnológicos con los que apoya a todas las áreas de negocio para el logro de la estrategia empresarial. Para poder cumplir con esta promesa de valor hacia la organización, el área de tecnología bajo un marco de trabajo reconocido debe analizar, definir, estructurar e implementar formalmente sus procesos y de esta manera también cumplirá con los lineamientos establecidos por la casa matriz Ecopetrol S.A. COBIT 5-ISACA (2012) como marco de trabajo que integra las mejores practicas a nivel de tecnología, permite ser usado como el estándar que mejor se adecua a la necesidad del área de tecnología para definir e implementar un gobierno de TI en CENIT. Este trabajo propone un modelo para la definición e implementación de procesos de gobierno de tecnologías de la información que cuenta con una herramienta que basada en el nivel de importancia, aporte al foco de análisis y esfuerzo requerido permite de manera automática que los procesos se clasifiquen y prioricen generando las bases para estructurar el plan de trabajo que permitirá de manera organizada lograr la formalización de sus procesos. Este modelo y su herramienta se usaron para definir y clasificar los procesos que permitirán la implementación del gobierno de TI en CENIT. El resultado es que tres (3) de los procesos de COBIT 5.0 que inicialmente ayudarán a implementar formalmente el gobierno de TI, son en su orden APO01, APO02 y EDM01. Adicionalmente este modelo y herramienta propuesta pueden ser usadas para clasificar los procesos de COBIT 5.0 bajo diferentes focos de análisis.

The South Eastern Museums Service is one of ten Area Museums Councils in Great Britain. They are partnerships; membership organizations to which the 2 000 + museums belong. They provide advice, support, technical services, information and training for their members. They are the principal channel of government grant-in-aid to local government, university and independent museums. This funding comes from the Department of National Heritage via the Museums & Galleries Commission. At the South Eastern Museums Service I am responsible for the development and delivery of training for 600 museums in our region and the provision of information about museums and of interest to museums. This paper explains how we approach in-service training and the value of the definition of national standards for our work. It will pose some questions: What is training? What is a training need? and describe a new initiative, the development of training materials and their delivery.

El concepto de servicio público, a pesar de las muchas polémicas que despierta en la doctrina, es una de las nociones que más interés despierta en los estudios del Derecho Administrativo. En efecto, se trata de una prestación técnica que satisface necesidades de carácter general, con sujeción a un régimen jurídico exorbitante del derecho ordinario. En tal virtud, como competencia de la Administración Pública, contribuye a la realización de los cometidos estatales y de los fines públicos. El presente trabajo aborda los principales aspectos que rodean a la temática del servicio público, de modo que brinda una introducción sumamente útil sobre la materia.

El artículo explora el papel de los archivos en el Imperio de los Austrias, durante la edad protomoderna, en ambos lados del Atlántico. Con ese propósito se analizan las diferentes tareas que incumbían a los archivos en el siglo XVI y XVII. Se examinan el archivo de la ciudad de Cuenca (actual Ecuador) en el ámbito municipal, el de la Audiencia de Quito en el ámbito regional, el archivo de Simancas (Castilla) en el nivel real y, por último, el archivo en la embajada española en Roma. También se ofrecen reflexiones sobre el carácter y las particularidades de los repositorios documentales, prestando especial atención a la escritura como medio de gobierno.

El presente artículo presenta un análisis del régimen vigente en materia de la inversión privada extranjera, partiendo de las disposiciones pertinentes incorporadas en el código orgánico de la Producción, comercio e Inversiones (dic. 2010), cotejando las mismas frente a los preceptos establecidos por la constitución de la República del Ecuador relativos al sistema económico y otros ámbitos pertinentes. La evaluación se complementa contrastando las disposiciones legales de reciente vigencia, a los criterios de consistencia de los correspondientes lineamientos del esquema de planificación gubernamental y a varios principios del sistema de reglas internacionales sobre la inversión. Se aportan, finalmente, conclusiones sobre probables líneas de ajuste normativo futuras, resultantes de dicho proceso de comparación analítica.

Consiste en un estudio desde el ordenamiento constitucional español del marco hacendístico autonómico y local en perspectiva nacional, contrastado con el desarrollo legal vigente en la materia y que propicia, en el contexto de la descentralización fiscal, la revisión del principio de corresponsabilidad fiscal a la hora de examinar las prerrogativas de orden financiero de estos niveles de gobierno.

This study helps develop an overall understanding as to why some students achieve where others don't. Debate on the effects of class on educational attainment is well documented and typically centres on the reproductive nature of class whilst studies of the effect of class on educational aspirations also predict outcomes that see education reinforcing and reproducing a student's class background.Despite a number of government initiatives to help raise higher education participation to 50 per cent by 2010, for the working class numbers have altered little. Using data from an ethnographic case study of a low-achieving girls school, the author explores aspirations and argues that whilst class is very powerful in explaining educational attainment, understanding educational aspirations is somewhat more complex. The purpose of this book, therefore, is to question and challenge popular assumptions surrounding class-based theory in making sense of girls' aspirations and to question the usefulness of the continued over reliance of such broad categorisations by both academics and policy makers

This paper applies an attribute-based stated choice experiment approach to estimate the value that society places on changes to the size of the badger population in England and Wales. The study was undertaken in the context of a rising incidence of bovine tuberculosis (bTB) in cattle and the government's review of current bTB control policy. This review includes consideration of culling badgers to reduce bTB in cattle, since badgers are thought to be an important wildlife reservoir for the disease. The design of the CE involved four attributes (size of badger population, cattle slaughtered due to bTB, badger management strategy and household tax) at four levels with eight choice sets of two alternatives presented to respondents. Telephone interviews were undertaken with over 400 respondents, which elicited their attitudes and preferences concerning badgers, bTB in cattle and badger management strategies. The study estimated a willingness to pay of 0.10 pound per household per year per 100,000 badgers and 1.52 pound per household per year per 10,000 cattle slaughtered due to bTB which aggregated to 22 per badger and 3298 pound per bTB slaughtered animal for all households in England and Wales. Management strategy toward badgers had a very high valuation, highlighting the emotive issue of badger culling for respondents and the importance of government policy towards badgers.

Uplands around the world are facing significant social, economic and environmental changes, and decision-makers need to better understand what the future may hold if they are to adapt and maintain upland goods and services. This paper draws together all major research comprising eight studies that have used scenarios to describe possible futures for UK uplands. The paper evaluates which scenarios are perceived by stakeholders to be most likely and desirable, and assesses the benefits and drawbacks of the scenario methods used in UK uplands to date. Stakeholders agreed that the most desirable and likely scenario would be a continuation of hill farming (albeit at reduced levels) based on cross-compliance with environmental measures. The least desirable scenario is a withdrawal of government financial support for hill farming. Although this was deemed by stakeholders to be the least likely scenario, the loss of government support warrants close attention due to its potential implications for the local economy. Stakeholders noted that the environmental implications of this scenario are much less clear-cut. As such, there is an urgent need to understand the full implications of this scenario, so that upland stakeholders can adequately prepare, and policy-makers can better evaluate the likely implications of different policy options. The paper concludes that in future, upland scenario research needs to: (1) better integrate in-depth and representative participation from stakeholders during both scenario development and evaluation; and (2) make more effective use of visualisation techniques and simulation models. A series of government initiatives has raised both the profile of ICT in the curriculum and the expectation that high quality teaching and learning resources will be accessible across electronic networks. In order for e-learning resources such as websites to have the maximum educational impact, teachers need to be involved in their design and development. Use-case analysis provides a means of defining user requirements and other constraints in such a way that software developers can produce e-learning resources which reflect teachers' professional knowledge and support their classroom practice. It has some features in common with the participatory action research used to develop other aspects of classroom practice. Two case-studies are presented: one involves the development of an on-line resource centred on transcripts of original historical documents; the other describes how 'Learning how to Learn', a major, distributed research project funded under the ESRC Teaching and Learning Research Programme is using use-case analysis to develop web resources and services.

This paper discusses the activating role of e-Governments in the Arab countries, by seeking new rules and innovative ways to provide services to the public sector. It starts from the analysis of different stages and dimensions of e-government through better understanding of the phenomenon and investment of opportunities in Information Technology in order to develop the role of governments and departments of public affairs particularly in Arab countries. In the developing countries most of the Arab governments may be doing their best to deliver the best services they can offer but with low level of efficiency and high cost. This raised many questions about productivity and performance of government agencies; the problem of low productivity and poor performance in the government sector that affected individuals and administrative units. This paper aims to analyze the different stages, concepts and dimensions of e-government and to understand the opportunities that information technology offers, especially in Arab countries in order to develop the government role as well as public affairs administration system.

This paper investigates the relationship between lease maturity and rent in commercial property. Over the last decade market-led changes to lease structures, the threat of government intervention and the associated emergence of the Codes of Practice for commercial leases have stimulated growing interest in pricing of commercial property leases. Seminal work by Grenadier (1995) derived a set of hypotheses about the pricing of different lease lengths in different market conditions. Whilst there is a compelling theoretical case for and a strong intuitive expectation of differential pricing of different lease maturities, to date the empirical evidence is inconclusive. Two Swedish studies have found mixed results (Gunnelin and Soderbergh 2003 and Englund et al 2003). In only half the cases is the null hypothesis that lease length has no effect rejected. In the UK, Crosby et al (2003) report counterintuitive results. In some markets, they find that short lease terms are associated with low rents, whilst in others they are associated with high rents. Drawing upon a substantial database of commercial lettings in central London (West End and City of London) over the last decade, we investigate the relationship between rent and lease maturity. In particular, we test whether a building quality variable omitted in previous studies provides empirical results that are more consistent with the theoretical and intuitive a priori expectations. It is found that initial leases rates are upward sloping with the lease term and that this relationship is constant over time.

Since the conclusion of its 14-year civil war in 2003, Liberia has struggled economically. Jobs are in short supply and operational infrastructural services, such as electricity and running water, are virtually nonexistent. The situation has proved especially challenging for the scores of people who fled the country in the 1990s to escape the violence and who have since returned to re-enter their lives. With few economic prospects on hand, many have elected to enter the artisanal diamond mining sector, which has earned notoriety for perpetuating the country's civil war. This article critically reflects on the fate of these Liberians, many of whom, because of a lack of government support, finances, manpower and technological resources, have forged deals with hired labourers to work artisanal diamond fields. Specifically, in exchange for meals containing locally grown rice and a Maggi (soup) cube, hired hands mine diamondiferous territories, splitting the revenues accrued from the sales of recovered stones amongst themselves and the individual ‘claimholder’ who hired them. Although this cycle—referred to here as ‘diamond mining, rice farming and a Maggi cube’—helps to buffer against poverty, few of the parties involved will ever progress beyond a subsistence level
