Over the past ten to twenty years, Belarus has seen a steep rise in the number of local dollar millionaires. This has somewhat undermined the myth of an egalitarian model of society promoted through the Belarusian state propaganda. There is a small group of businessmen among the top earners who, in exchange for their political loyalty and their consent to share profits with those in power, have enjoyed a number of privileges that allow them to safely conduct business in an environment typically hostile to private enterprise. The favourable conditions under which they are operating have enabled them not only to accumulate substantial capital, but also to invest it abroad. However, since such businesses are seen as providing a financial safety net for the regime, in 2011 and 2012 some of their directors received an EU travel ban, while their companies were subjected to economic sanctions by Brussels. At the same time, fearing that Belarus’s big business could become powerful enough to influence the country’s political scene (as has been the case in Russia and Ukraine), Alexander Lukashenka has actively prevented such players from becoming too independent. Consequently, Belarus has so far not developed its own elite class of oligarchs who would be able to actively influence government policy. The current informal agreement between the government in Minsk and big business has proved stable and is unlikely to change in the near future. Nonetheless, a reordering of state power giving Belarus’s big business significant political influence would be possible should Mr Lukashenka lose power in the next presidential election.

This paper, the third in a series for a CEPS project on the ‘The British Question’, is pegged on an ambitious exercise by the British government to review all the competences of the European Union on the basis of evidence submitted by independent stakeholders. The reviews considered in this paper cover the following EU policies: the single market for services, financial markets, the free movement of people, cohesion, energy, agriculture, fisheries, competition, social and employment policies, and fundamental rights. The declared objective of Prime Minister Cameron is to secure a ‘new settlement’ between the UK and the EU. From political speeches in the UK one can identify three different types of possible demand: reform of EU policies, renegotiation of the UK’s specific terms of membership, and repatriation of competences from the EU back to the member states. As most of the reviews are now complete, three points are becoming increasingly clear: i) The reform agenda – past, present or future - concerns virtually every branch of EU policy, including several cases reviewed here that are central to stated UK economic interests. The argument that the EU is ‘unreformable’ is shown to be a myth. ii) The highly sensitive cases of immigration from the EU and social policies may translate into requests for renegotiation of specific conditions for the UK, but further large-scale opt-outs, as in the case of the euro and justice and home affairs, are implausible. iii) While demands for repatriation of EU competences are voiced in general terms in public debate in the UK, no specific proposals emerge from the evidence as regards competences at the level at which they are identified in the treaties, and there is no chance of achieving consensus for such ideas among member states. The high hopes for rapid convergence of Eastern and Southern EU member states are increasingly being disappointed. With the onset of the Eurocrisis convergence has given way to divergence in the southern members, and many Eastern members have made little headway in closing the development gap. The EU´s performance compares unfavourably with East Asian success cases as well as with Western Europe´s own rapid catch-up to the USA after 1945. Historical experience indicates that successful catch up requires that less-developed economies to some extent are allowed to free-ride on an open international economic order. However, the EU´s model is based on the principle of a level-playing field, which militates against such a form of economic integration. The EU´s developmental model thus contrasts with the various strategies that have enabled successful catch up of industrial latecomers. Instead the EU´s current approach is more and more reminiscent of the relations between the pre-1945 European empires and their dependent territories. One reason for this unfortunate historical continuity is that the EU appears to have become entangled in its own myths. In the EU´s own interpretation, European integration is a peace project designed to overcome the almost continuous warfare that characterised the Westphalian system. As the sovereign state is identified as the root cause of all evil, any project to curtail its room of manoeuvre must ultimately benefit the common good. Yet, the existence of a Westphalian system of nation states is a myth. Empires and not states were the dominant actors in the international system for at least the last three centuries. If anything, the dawn of the age of the sovereign state in Western Europe occurred after 1945 with the disintegration of the colonial empires and thus historically coincided with the birth of European integration.

Following the agreement made by Prime Minister David Cameron with the EU on 18-19 February 2016, the day for the referendum for the UK to remain in or leave the EU is set for 23 June 2016. This will be the most important decision taken by the British people in half a century, and whose consequences will live on for another half century. The first edition of this book, published in March 2015, laid the foundations for any objective assessment of the workings of the EU and the UK’s place in it. It was widely acclaimed and rated as “a myth-breaking exercise of the best kind”. This second edition adds a substantial new chapter following Cameron’s agreement with the EU and announcement of the referendum. It reviews both the ‘Plan A’, namely the status quo for the UK in the EU as amended by the new agreement, and three variants of a ‘Plan B’ for secession. The key point is that the ‘leave’ camp have not done their homework or ‘due diligence’ to specify the post-secession scenario, or how the British government would face up to the challenges that this would bring. The authors therefore do the ‘leave’ camp’s homework for them, setting out three Plan Bs more concretely and in more depth than the ‘leave’ camp have been able or wanted to do, or any other source has done. The book is therefore unique and essential reading for anyone concerned with the fateful choice that lies soon ahead.

Thirty years after the Chornobyl nuclear power plant disaster, its aftermath and consequences are still a permanent element of the economic, environmental and social situation of Ukraine, Belarus and some regions of Russia. Ukraine, to which the scope of this text is limited, experienced the most severe shock because, among other factors, the plant where the accident took place was located just 100 km away from Kyiv. Its consequences have affected the course of political developments in the country, and have become part of the newly-shaped national identity of independent Ukraine. The country bore the huge cost of the clean-up effort but did not give up on nuclear energy, and today nuclear power plants generate more than half of its electricity. The system of social benefits for people recognised as disaster survivors, which was put in place by the Soviet government, has become a huge burden on the country’s budget; if implemented fully, it would account for more than 10% of total public spending, and is therefore being implemented to only a partial extent. This system has reinforced the Ukrainian people’s sense of helplessness and dependence on the state. The disaster has also become part of the ‘victim nation’ blueprint of the Ukrainian national myth, which it has further solidified. The technological and environmental consequences of the disaster, and hence also its economic costs, will persist for centuries, while the social consequences will dissipate as the affected generation passes away. In any case, Chornobyl will remain an important part of the life of the Ukrainian state and society.

Ce mémoire aborde trois oeuvres du théâtre québécois contemporain, Scotstown de Fabien Cloutier, Yukonstyle de Sarah Berthiaume et Félicité d’Olivier Choinière dans le but de les comparer. Cette comparaison doit alimenter une réflexion sur le concept de québécité, que le présent mémoire définit comme la mise en place d’un traitement de l’identité qui encourage le développement d’une certaine ambivalence identitaire. En stipulant que les discours identitaires sont empreints de ce que Gérard Bouchard appelle les mythes sociaux, ce mémoire analyse le corpus proposé pour en extraire les parts rationnelles de ces mythes, mais aussi les parts émotionnelles, qui agissent comme fondation de l’identité au même titre que la raison. Ce faisant, ce mémoire a pour ambition de déplacer une perception de la québécité ancrée dans une tradition historique et politique influencée par le nationalisme pour ramener ce concept vers une définition plus large, mais aussi plus polysémique pour interpréter l’histoire de la dramaturgie québécoise, qui entretient depuis la Révolution tranquille un rapport ironiquement ambivalent à l’égard des discours identitaires.

En el presente trabajo intentaremos analizar cierta serie o tradición de reflexiones sobre el conocimiento científico que lo caracterizan por su discontinuidad en relación al conocimiento ordinario o sentido común. El origen de esta serie puede localizarse en la obra de Gaston Bachelard y su peculiar estudio de los actos epistemológicos con los que se rompe con el pasado en una disciplina científica. Estos actos contrastan con lo que este autor califica como el "mito continuista" del empirismo. Esta posición será apropiada por Althusser y desarrollada por sus discípulos Balibar y Pêcheux. Intentaremos mostrar que el factor común de la discontinuidad no constituye ;una posición monolítica, sino que cabe reconocer, en las posiciones que consideramos, maneras diversas de entender la naturaleza de la misma. En este sentido, la revisión de las posiciones que Althusser efectuó en su "autocrítica" constituye un punto de observación privilegiado del abanico de alternativas que algunos de sus discípulos desarrollarían sobre bases diversas

La serie Penny Dreadful (2014-presente) recupera personajes y tramas de novelas de terror y/o fantásticas ampliamente conocidas. La propuesta narrativa de esta serie creada por John Logan sitúa dichos elementos en la convulsionada Londres decimonónica y los fusiona, configurando así un discurso propio acerca de la "monstruosidad" de los personajes que presenta. En esta refundición, la serie ejercita una serie de reflexiones sobre la condición humana y la del monstruo. Como se plantea en la segunda temporada, al retomar el mito de Pandora y reformularlo, la distinción entre el hombre y el monstruo parece quedar en suspenso, dando lugar a una concepción de la monstruosidad diferente a la que encontramos en otras producciones televisivas contemporáneas. En este artículo analizamos las representaciones de la monstruosidad y las identidades en Penny Dreadful para ello prestaremos especial atención a los personajes y sus interacciones a lo largo de la primera y segunda temporada de la serie, así como a la relación entre la serie y sus fuentes literarias

De acuerdo a lo que se ha dado en llamar "historia del sentido" (Assmann, 2005), cada sociedad posee una forma cultural que le es inherente y es precisamente en ella donde adquieren sentido los acontecimientos y procesos históricos, comprensibles sólo a través de los discursos producidos. Los relieves y las inscripciones de la Batalla de Kadesh, durante el reinado de Ramsés II (1279-1213 a.C.) constituyen un claro ejemplo de rememoración y manifestación de esos discursos. En este trabajo, nos proponemos analizarlos como ejemplos de procesos constructivos de la "memoria cultural" (Assmann, 2008), tomando como categorías de análisis los postulados de la semiótica de Umberto Eco (1994 (1973); 2013 (1968)) y del análisis de la imagen de Martine Joly (2012 (1993)). Como premisa básica, consideraremos a los relieves y las inscripciones que los acompañaban como una unidad total narrativa, como discursos que se completan y complementan, para ser eficaces.

Mucho antes de la publicación de sus novelas, Manuel Rivas ya había tratado el tema de la memoria en sus cuentos. Recopilados en O máis estrano en 2011, en ellos se observa una predilección por este tema y muchos de ellos constituyen el germen de las grandes novelas posteriores. En este trabajo se analizará, por un lado, la memoria como creadora de experiencia artística. Por otro, se tendrá en cuenta el tratamiento de la memoria personal o íntima, así como la llamada memoria histórica. En un lugar destacado se situará la memoria cultural, cuyos diversos aspectos permiten a Rivas llevar a cabo una reflexión sobre la visión identitaria de Galicia en la que está presente la realidad y el mito, para la cual el cuento, por su morfología heterogénea y libertaria, se revela como el género más apropiado.
