Environmental quality is a fundamental issue in order to characterize quality of life in the cities. The human activities interfere in environmental processes, causing impacts that must be minimized. It is the task of municipal laws to impose theoretic and practical foundations appropriated to the dimension of local problems. In this sense, the goal of this work was to propose a discussion about the recognition of environmental quality in municipal law, especially in the Municipal Master Plan of Araçatuba, city located in the state of São Paulo. It was possible to observe that in many aspects this law is far away from urban reality.

Among planning instruments used by manager instances of Brazilian Health System it pointed the Health Municipal Plan (PMS) that should be built collectively showing political intentions, directresses, priorities, objectives, goals framework, estimative of resources and need costs to get the goals of the health sector. The aim of this work was to analyze the plans in relation to attendance of legal requirements which manage the Brazilian Health System, its constitution and showing of essential items. The study included three municipalities form São Paulo State. It was used the documental analysis as research technique. Near all plans showed an analysis of situation with detailed descriptions of general situation of municipality, and only one of them realized critical analysis of their epidemiological data; the financial income applied on health was decrypted by only one municipality. About programming, all municipalities described the main problems and its solutions. Although they had goals framework, the question about cost estimative to get the goals was not approached. Any municipality showed an annual review, being one of them delayed over than two years. It was observed no participation of Municipal Health Council on elaboration and review of plans. It was concluded that there was a deficiency in the plans analyzed. It's necessary to execute continuing education with managers in relation to importance of systematic elaboration of plans and to incentive the promotion of active participation of Municipal Health Council promotion of aiming to became true the social control of health actions.

Aim: To evaluate the sound pressure level to which preschool students are exposed. Method: This was a prospective, quantitative, nonexperimental, and descriptive study. To achieve the aim of the study we used an audio dosimeter. The sound pressure level (SPL) measurements were obtained for 2 age based classrooms. Preschool I and II. The measurements were obtained over 4 days in 8-hour sessions, totaling 1920 minutes. Results: Compared with established standards, the SPL measured ranged from 40.6 dB (A) to 105.8 dB (A). The frequency spectrum of the SPL was concentrated in the frequency range between 500 Hz and 4000 Hz. The older children produced higher SPLs than the younger ones, and the levels varied according to the activity performed. Painting and writing were the quietest activities, while free activities period and games were the noisiest. Conclusion: The SPLs measured at the preschool were higher and exceeded the maximum permitted level according to the reference standards. Therefore, the implementation of actions that aim to minimize the negative impact of noise in this environment is essential.

The purpose of this study was to evaluate the physical and mechanical properties of particleboard made with pruning wastes from Ipê (Tabebuia serratifolia) and Chapéu-de-Sol (Terminalia catappa) trees. Particleboards were prepared with both wood species, using all the material produced by grinding the pruning wastes. The particleboards had dimensions of 45×45 cm, a thickness of approximately 11.5 mm and an average density of 664 kg/m3. A urea-formaldehyde adhesive was used in the proportion of 12% of the dry particle mass. The particleboards were pressed at a temperature of 130 C for 10 mins. The physical and mechanical properties analyzed were density, moisture content, thickness swelling, percentage of lignin and cellulose, modulus of resilience, modulus of elasticity and tensile strength parallel to the grain, accordingly to the standards NBR 14810 and CS 236-66 (1968). The particleboards were considered to be of medium density. The particle size significantly affected the static bending strength and tensile strength parallel to the grain. Ipê presented better results, demonstrating a potential for the production and use of particleboard made from this species. © The Author(s) 2013.
