More free time and disposable income not only in developed but also in emerging countries have generated a demand that shipping lines have capitalized on by offering ocean cruise services to an exponentially growing segment of the tourist industry. With the search for alternative destinations for ocean cruises, in recent years the Southern Cone countries of Latin America have been playing host to an encouraging number of passenger ships during the summer November-March season, suggesting that this sub-region could become a permanent feature of the circuit of international ocean cruises. To convert this into a reality, however, will require investment in port facilities and passenger terminals, thus presenting an opportunity for private participation in providing and running these facilities.

At 6.4%, the unemployment rate for the Latin American and Caribbean region overall was the lowest for the past few decades, down from 6.7% in 2011. This is significant, in view of the difficult employment situation prevailing in other world regions. Labour market indicators improved despite modest growth of just 3.0% in the region’s economy. Even with sharply rising labour market participation, the number of urban unemployed fell by around 400,000, on the back of relatively strong job creation. Nevertheless, around 15 million are still jobless in the region. Other highlights of 2012 labour market performance were that the gender gaps in labour market participation, unemployment and employment narrowed, albeit slightly; formal employment increased; the hourly underemployment rate declined; and average wages rose. This rendering was obviously not homogenous across the region. Labour market indicators worsened again in the Caribbean countries, for example, reflecting the sluggish performance of their economies. The sustainability of recent labour market progress is also a cause for concern. Most of the new jobs in the region were created as part of a self-perpetuating cycle in which new jobs and higher real wages (and greater access to credit) have boosted household purchasing power and so pushed up domestic demand. Much of this demand is for non-tradable goods and services (and imports), which has stimulated expansion of the tertiary sector and hence its demand for labour, and many of the new jobs have therefore arisen in these sectors of the economy. This dynamic certainly has positive implications in terms of labour and distribution, but the concern is whether it is sustainable in a context of still relatively low investment (even after some recent gains) which is, moreover, not structured in a manner conducive to diversifying production. Doubt hangs over the future growth of production capacity in the region, given the enormous challenges facing the region in terms of innovation, education quality, infrastructure and productivity. As vigorous job creation has driven progress in reducing unemployment, attention has turned once again to the characteristics of that employment. Awareness exists in the region that economic growth is essential, but not in itself sufficient to generate more and better jobs. For some time, ILO has been drawing attention to the fact that it is not enough to create any sort of employment. The concept of decent work, as proposed by ILO, emphasized the need for quality jobs which enshrine respect for fundamental rights at work. The United Nations General Assembly endorsed this notion and incorporated it into the targets set in the framework of the Millennium Development Goals. This eighth issue of the ECLAC/ILO publication “The employment situation in Latin America and the Caribbean” examines how the concept of decent work has evolved in the region, progress in measuring it and the challenges involved in building a system of decent work indicators, 14 years after the concept was first proposed. Although the concept of decent work has been accompanied since the outset by the challenge of measurement, its first objective was to generate a discussion on the best achievable labour practices in each country. Accordingly, rather than defining a universal threshold of what could be considered decent work —regarding which developed countries might have almost reached the target before starting, while poor countries could be left hopelessly behind— ILO called upon the countries to define their own criteria and measurements for promoting decent work policies. As a result, there is no shared set of variables for measuring decent work applicable to all countries. The suggestion is, instead, that countries move forward with measuring decent work on the basis of their own priorities, using the information they have available now and in the future. However, this strategy of progressing according to the data available in each country tends to complicate statistical comparison between them. So, once the countries have developed their respective systems of decent work indicators, it will be also be important to work towards harmonizing them. ECLAC and ILO are available to provide technical support to this end. With respect to 2013, there is cautious optimism regarding the performance of the region’s labour markets. If projections of a slight uptick —to 3.5%— in the region’s economic growth in 2013 are borne out, labour indicators should continue to gradually improve. This will bring new increases in real wages and a slight drop of up to 0.2 percentage points in the region’s unemployment rate, reflecting a fresh rise in the regional employment rate and slower growth in labour market participation.

The information here represents a compilation of existing and ongoing regional and national climate modelling studies that could be useful in the execution of the regional project The Economics of Climate Change in Caribbean. The report is mainly focused on the sustainable regional efforts that represent opportunities for further developments in climate change scenarios. It describes the different techniques that have been used to model changes in temperature and precipitation in the Caribbean and compares the outputs of these models. Essentially, temperatures are expected to increase while precipitation may increase for countries in the more southerly latitudes, but decrease for more northerly countries (Bahamas, Cuba and Hispaniola) resulting in drought. These changes would present tremendous challenges for the Caribbean subregion and, despite significant progress made in recent years, there is a need for continuous development of climate research and modelling in the subregion, to produce more relevant information for regional and national studies and to overcome the limitations of existing results. This may well be realized through coordination of activities between the Caribbean Community Climate Change Centre (CCCCC), the Institute of Meteorology (INSMET) in Cuba and the University of the West Indies (UWI). These activities will address the implementation of further analyses using available information to generate best practices and to produce useful results. There are also new opportunities for climate research in the region with Coordinated Regional Downscaling Experiment (CORDEX) which is planned to start early next year. It is expected that the participation of various Caribbean institutions like INSMET, UWI, CCCC and the Caribbean Institute for Meteorology and Hydrology in this global project will allow the generation of new and more abundant information.

This book offers a portrayal of the opportunities for social inclusion afforded to young people in Latin America and the Caribbean, with a view to building stronger youth policies in the region. The youth population must be included in development processes if progress is to be made towards more egalitarian societies, not only because of the numbers of young people vis-à-vis the rest of the population, but also because of what these numbers mean in relation to dependency rates and the needs and issues particular to this stage of life.

Following the guidance of experienced researchers in this matter, we assume the defense of a school that favors the character of belonging for everyone: administrators, teachers, students and parents, the whole community. his study is conducted in two stages: a theoretical study, highlighting the main researches and thoughts at academic level, a documentary analysis of four schools and interviews with directors or vice directors and coordinators of schools. With this study and analysis, it is possible to realize the importance of their development and promote relection to guide those interested to a new vision or revision of structures already plastered. he school thus may undergo changes renovating their routine, making it fresh news and events, allowing the daily challenges foster contextualized strategies on concrete basis.

Community acquired methicillin Staphylococcus aureus (CA-MRSA) was first reported in 1981, infecting people without risk factors. These strains harbor the Staphylococcal Cassette Chromosome mec (SCCmec) type IV, which contains the mecA gene codifying for methicillin resistance. CA-MRSA strains usually carry PVL (Panton-Valentine Leukocidin), a virulence factor responsible for tissue invasion, causing systemic infections and leading to serious complications. The aims of this work were to detect the mecA gene, SCCmec characterization and to detect the PVL gene of the S. aureus strains isolated from patients diagnosed with skin and soft tissue infections attending the Dermatology Service, of the Botucatu Medical School, Brazil. Among 127 collected samples, 66 (51.9%) were S. aureus and, from these, 7 (10.6%) harbored mecA gene, 3 (42%) with cassette type IV, and none of these samples carried the PVL gene, but it was detected in 10 (15.1%) samples of S. aureus methicillin sensitive (MSSA). Our study suggests the S. aureus strains that harbor PVL gene and MRSA are present in the community as important pathogens.

During the last decades of the XX century occurred several demographic, cultural and social changes that directly affected the inclusion of women in the labor market. However many of them have found and still find barriers to work in various fields of endeavor and in the case of this study, the sports management. The purpose of this study was to assess through a systematic review, the participation of women in sports management, listing the main characteristics, challenges and difficulties. The research consisted of a systematic review of studies that discuss the thematic related to the participation of women in sport management in Brazil, including the Google Scholar database. The key words used and that generated proceeds were woman, sports management and women in sports administration. In the discussion and results has been possible to list the insert forms in a management position, the main ones being: by invitation, conduction or family relationship. The arguments about the limited participation of women in sports management and their encountered barriers are justified because there is a male domain and prejudice, resulting often the career waiver for these women. The profile of the sporting managers has found a predominance of men aged between 30-49 years old. For unavailability of articles, the present study was restricted to use only one database. In short, there is a lacuna in studies on women's participation in the administration or sporting management, with a prevalence of literature review articles. To expand overview on this issue would be important to carry out quantitative studies. It was concluded that the difficulty of women entering in sports management still seems to be a current problem and can only be minimized from a greater attention from the scientific community. Educational institutions of all levels invest large amounts of time and resources into instructional technology, with the goal of enhancing the educational effectiveness of the learning environment. The decisions made by instructors and institutions regarding the implementation of technology are guided by perceptions of usefulness held by those who are in control. The primary objective of this mixed methods study was to examine the student and faculty perceptions of technology being used in general education courses at a community college. This study builds upon and challenges the assertions of writers such as Prensky (2001a, 2001b) and Tapscott (1998) who claim that a vast difference in technology perception exists between generational groups, resulting in a diminished usefulness of technology in instruction. In this study, data were gathered through student surveys and interviews, and through faculty surveys and interviews. Analysis of the data used Kendall’s Tau test for correlation between various student and faculty variables in various groupings, and also typological analysis of the transcribed interview data. The analysis of the quantitative data revealed no relationship between age and perception of technology’s usefulness. A positive relationship was found to exist between the perception of the frequency of technology use and the perception of technology’s effectiveness, suggesting that both faculty members and students believed that the more technology is used, the more useful it is in instruction. The analysis of the qualitative data revealed that both faculty and students perceive technology to be useful, and that the most significant barriers to technology’s usefulness include faulty hardware and software systems,lack of user support, and lack of training for faculty. The results of the study suggest that the differences in perception of technology between generations that are proposed by Prensky may not exist when comparing adults from the younger generation with adults from the older generation. Further, the study suggests that institutions continue to invest in instructional technology, with a focus on high levels of support and training for faculty, and more universal availability of specific technologies, including web access, in class video, and presentation software. This work analyses the mental health policy-making activity of the Brazilian National Health Agency (ANS), responsible for controlling health insurance companies. Three points are discussed: a) the framework of an economic and private health assistance regulatory activity, b) the ANS and its regulation activity and c) the rules produced by ANS in the mental health care field. It was concluded that, despite advances like the legal obligation to ensure medical treatment to all the diseases listed in ICD-10, the inclusion of suicidal patient damage and self-inflicted damage care, care provided by a multiprofessional team, the increase in the number of sessions with a psychologist, with an occupational therapist and of psychotherapy sessions, and mental health day hospitals included as part of the services offered, the authors identified specific regulatory gaps in this area. Some issues that ANS has to solve so that it can really play its institutional role of defending the public interest in the private health system are: the regulation of co-participation and franchise mechanisms, the increasing co-participation as a limitation of psychiatric hospitalization, and the limited number of crisis intervention psychotherapy sessions.
