This document provides an overview of the most relevant developments in United States trade policy relating to Latin America and the Caribbean in 2002. U.S. policy continued to promote trade liberalization through advancing negotiations on multiple fronts- globally (WTO), regionally (FTAA) and bilaterally or sub regionally- with a view that the various negotiations are mutually reinforcing and seek to create a constructive competition for liberalization" among trade partners. The passage of Trade Promotion Authority (TPA) included in the Trade Act of August 2002 enhanced the U.S. Administration's ability to negotiate trade agreements. It provided an impetus to conclude bilateral negotiations with Chile as well as to advance a number of trade agreements currently under negotiation, including negotiations toward the Free Trade Area of the Americas (FTAA) and bilateral negotiations with Central America. The Trade Act also renewed the Generalized System of Preferences, extended the Caribbean Trade Partnership Act by liberalizing apparel provisions and augmented the Andean Trade Preference Act, increasing the list of duty free products. On the multilateral front, in partial fulfillment of the Doha mandate, the U.S. tabled in 2002 two comprehensive proposals for the reduction of trade barriers on agricultural and non-agricultural goods. Along with these trade liberalizing proposals, the U.S. Administration imposed temporary safeguard measures on key steel products to provide relief to the sectors of the steel industry that have been most affected by import surges. In addition, the U.S. Congress passed the 2002 Farm Security and Rural Investment Act that substantially increased U.S. domestic farm subsidies to shield domestic farm producers from competition from subsidized products from abroad."

Pese a su relevancia potencial para América Latina y el Caribe , el concepto de bioeconomía ha recibido poca atención en las políticas públicas de los países de la región. Además, se percibe la existencia de un vacio de literatura en español sobre el tema, que limita el conocimiento del tema y de sus alcances como marco de referencia para las políticas de desarrollo e innovación. Esta publicación busca llenar ese vacio. El documento incluye la traducción de los articulos contenidos en la sección Focus del número especial sobre bioeconomia publicado por la revista Rural 21, The International Journal for Rural Development (Vol. 48, No. 3 / 2014, pp. 6- 27). Los artículos abarcan temas relativos al origen del concepto, las estrategias de bioeconomía alrededor del mundo, la investigación y la cooperación, el desarrollo de redes de valor basadas en la biomasa, los criterios para el desarrollo de estrategias de bioeconiomía pro-pobres, así como al rol del sector privado.

Climate change is anticipated to have potentially disastrous impacts on the economic viability of the agricultural sector, insomuch as traditional agricultural practices render the agricultural sector climate-dependent. Increased temperatures and increased intensity, timing and occurrence of hydro events are expected to challenge plant and animal viability. Under such circumstances, vector control is expected to become more difficult, which may further prejudice the prosperity of plant, livestock and fisheries growth. The impact is expected to be on the quality of agricultural produce and thereby, indirectly, on human health outcomes. The key threat mechanisms are debilitated plant vitality and increased propagation of pests, as drought periods increase the breeding of vectors through water pooling and soil erosion associated with the increased intensity of hydro events. In addition, climate change is likely to affect crop productivity in specific geographical areas through its impact on growing seasons and crop patterns, to the extent that crop varieties cannot adapt.

In this, the sixth in the series of documents entitled “Outlook for Agriculture and Rural Development in the Americas,” the Economic Commission for Latin America and the Caribbean (ECLAC), the Regional Office for Latin America and the Caribbean of the United Nations Food and Agriculture Organization (FAO), and the Inter-American Institute for Cooperation on Agriculture (IICA) analyze the trends in, and outlook for, the macroeconomic and sectoral contexts, agriculture, rural well-being, and policies and the institutional framework in the sector. The document presents proposals for policies needed to enable the region’s agriculture to regain its former buoyancy and to enhance the development of rural areas. It also includes recommendations designed to mitigate the impact of the economic slowdown in agriculture, spur higher agricultural productivity in the region, foster the integrated management of natural resources, and facilitate the successful incorporation of family farmers, young people, and rural women into agricultural value chains.

El documento tiene como objetivo informar sobre el proceso de cambio estructural en el medio rural en países de América Latina y el Caribe durante la primera década del presente siglo. El documento revisa algunos de los principales cambios estructurales que se han dado en el mundo rural durante las últimas décadas, con énfasis en temas demográficos y de mercado de trabajo, así como de brechas estructurales que persisten. Además, se presenta una aproximación descriptiva del efecto del proceso de cambio estructural en el medio rural sobre la agricultura familiar, a partir de una concepción del cambio estructural restringida al primer elemento.
