Building's construction activities, operation and demolition are increasingly recognised as a major source of environmental impact. One strategy for reducing such impacts is most widely known by the term Building Environmental Assessment (BEA). The research is an attempt to develop a new BEA scheme for residential buildings in Brunei which focussing on identifying BEA indicators that best suit for Brunei environment, social and economy. Studies show that Brunei residential sector needs urgent attention to transform its current consumption rate in more sustainable way. Recent launch of Brunei Green Building Council, mandatory energy efficiency guidelines and declaration of ambitious energy intensity reduction target, a new BEA scheme will help contribute sustainability target in residential sector. However the issues of developing a new BEA schemes using existing methods may face constraints in their effectiveness. In this regard, a consensus-forming technique-Delphi method-helps improve greater communication and gain consensus from experts in the construction industry through series of questionnaires. As a result, the final framework is produced comprises of 7 key categories and 37 applicable criteria that achieved high degree of consensus and importance.

Event extraction from texts aims to detect structured information such as what has happened, to whom, where and when. Event extraction and visualization are typically considered as two different tasks. In this paper, we propose a novel approach based on probabilistic modelling to jointly extract and visualize events from tweets where both tasks benefit from each other. We model each event as a joint distribution over named entities, a date, a location and event-related keywords. Moreover, both tweets and event instances are associated with coordinates in the visualization space. The manifold assumption that the intrinsic geometry of tweets is a low-rank, non-linear manifold within the high-dimensional space is incorporated into the learning framework using a regularization. Experimental results show that the proposed approach can effectively deal with both event extraction and visualization and performs remarkably better than both the state-of-the-art event extraction method and a pipeline approach for event extraction and visualization.

Att företag ska visa en så rättvisande bild av sin verksamhet som möjligt i årsredovisningarna har blivit ett allmänt accepterat faktum. Den här studien behandlar och granskar om och hur konsultföretag redovisar sitt humankapital samt om det är möjligt att komplettera årsredovisningen med en icke obligatorisk humankapitalsvärderingsmodell, likt hur GRI fungerar idag. Syftet med uppsatsen är således att förklara hur konsultfirmor hanterar redovisning av humankapital, samt att baserat på det ge förslag till kompletteringar till årsredovisningen som gör årsredovisningen mer rättvisande. I den teoretiska referensramen presenteras olika definitioner samt tidigare forskning inom redovisning, redovisning av humankapital samt de vanligaste förslagen till humankapitalsvärderingsmodeller. I studien har det brukats en kvalitativ metod med redskapen; personlig intervju, mejlintervju samt dokumentinsamling. Analysen fokuserar på vad det arbete som bedrivs idag i konsultföretag med humankapitalsredovisning innebär samt vad som eventuellt kan tilläggas det redan existerande arbetet. I analysen behandlas även konsultföretagens åsikter angående de humankapitalsvärderingsmodeller som finns. Exempel på viktiga slutsatser som kan dras av analyskapitlet är att det med absolut säkerhet kan sägas att det finns en möjlighet och en vilja från konsultföretag att komplettera årsredovisningar med humankapitalsvärderingsmodeller. Anledningen till att värderingsmodellen läggs som komplement är att det är svårt att införa humankapitalsvärderingsmodeller i den officiella årsredovisningen, med tanke på rådande värderingsprinciper för tillgångar.

The Iowa Insurance Division requested open and closed claim data for a calendar year from licensed insurance companies pursuant to Iowa Code Section 505.27. Licensed companies who wrote medical malpractice insurance in Iowa during the period from January 1, through December 31, were asked to provide specific data for claims closed during that period and separately those remaining open at the end of the year.

Monitoring of nitrogen and phosphorus in streams and rivers throughout Iowa is an essential element of the Iowa Nutrient Reduction Strategy (INRS). Sampling and analysis of surface water is necessary to develop periodic estimates of the amounts of nitrogen and phosphorus transported from Iowa. Surface and groundwater monitoring provides the scientific evidence needed to document the effectiveness of nutrient reduction practices and the impact they have on water quality. Lastly, monitoring data informs decisions about where and how best to implement nutrient reduction practices, by both point sources and nonpoint sources, to provide the greatest benefit at the least cost. The impetus for this report comes from the Water Resources Coordination Council (WRCC) which states in its 2014‐15 Annual Report “Efforts are underway to improve understanding of the multiple nutrient monitoring efforts that may be available and can be compared to the nutrient WQ monitoring framework to identify opportunities and potential data gaps to better coordinate and prioritize future nutrient monitoring efforts.” This report is the culmination of those efforts.

On November 19, 2012, Iowa Gov. Terry Branstad, Iowa Secretary of Agriculture Bill Northey, Director Chuck Gipp from the Iowa Department of Natural Resources and Dr. John Lawrence of Iowa State University announced the release of the Iowa Nutrient Reduction Strategy for public comment. A two-month public comment period and several informational meetings allowed the public to provide feedback on the draft strategy. Updates and improvements were made to the draft based on the public comments. The final version of the strategy was released May 29, 2013. The Iowa Nutrient Reduction Strategy is a science and technology-based approach to assess and reduce nutrients delivered to Iowa waterways and the Gulf of Mexico. The strategy outlines voluntary efforts to reduce nutrients in surface water from both point sources, such as wastewater treatment plants and industrial facilities, and nonpoint sources, including farm fields and urban areas, in a scientific, reasonable and cost effective manner. The development of the strategy reflects more than two years of work led by the Iowa Department of Agriculture and Land Stewardship, Iowa Department of Natural Resources and Iowa State University. The scientific assessment to evaluate and model the effects of practices was developed through the efforts of 23 individuals representing five agencies or organizations, including scientists from ISU, IDALS, DNR, USDA Agricultural Research Service and USDA Natural Resources Conservation Service. The strategy was developed in response to the 2008 Gulf Hypoxia Action Plan that calls for the 12 states along the Mississippi River to develop strategies to reduce nutrient loading to the Gulf of Mexico. The Iowa strategy follows the recommended framework provided by EPA in 2011 and is only the second state to complete a statewide nutrient reduction strategy. This strategy is the beginning. Operational plans are being developed and work is underway. This is a dynamic document that will evolve over time, and is a key step towards improving Iowa’s water quality. Senate File 2355, 85th General Assembly, states the Iowa Department of Transportation shall submit annual reports regarding the implementation of efficiency measures identified in the "Road Use Tax Fund Efficiency Report," January 2012. This report shall provide details of activities undertaken in the previous quarter relating to one-time and long-term program efficiencies and partnership efficiencies. Issues covered include savings realized from the implementation of particular efficiency measures; updates concerning measures that have not been implemented; efforts involving cities, counties, other jurisdictions, or stakeholder interest groups; any new efficiency measures identified or undertaken; and identification of any legislative action that may be required to achieve efficiencies.
