Background: Oral cancer is a significant public health problem world-wide and exerts high economic, social, psychological, and physical burdens on patients, their families, and on their primary care providers. We set out to describe the changing trends in incidence and survival rates of oral cancer in Ireland between 1994 and 2009. Methods: National data on incident oral cancers [ICD 10 codes C01-C06] were obtained from the National Cancer Registry Ireland from 1994 to 2009. We estimated annual percentage change (APC) in oral cancer incidence during 1994–2009 using joinpoint regression software (version 4.2.0.2). The lifetime risk of oral cancer to age 79 was estimated using Irish incidence and population data from 2007 to 2009. Survival rates were also examined using Kaplan-Meier curves and Cox proportional hazard models to explore the influence of several demographic/lifestyle covariates with follow-up to end 2012. Results: Data were obtained on 2,147 oral cancer incident cases. Men accounted for two-thirds of oral cancer cases (n = 1,430). Annual rates in men decreased significantly during 1994–2001 (APC = -4.8 %, 95 % CI: −8.7 to −0.7) and then increased moderately (APC = 2.3 %, 95 % CI: −0.9 to 5.6). In contrast, annual incidence increased significantly in women throughout the study period (APC = 3.2 %, 95 % CI: 1.9 to 4.6). There was an elevated risk of death among oral cancer patients who were: older than 60 years of age; smokers; unemployed or retired; those living in the most deprived areas; and those whose tumour was sited in the base of the tongue. Being married and diagnosed in more recent years were associated with reduced risk of death. Conclusion: Oral cancer increased significantly in both sexes between 1999 and 2009 in Ireland. Our analyses demonstrate the influence of measured factors such as smoking, time of diagnosis and age on observed trends. Unmeasured factors such as alcohol use, HPV and dietary factors may also be contributing to increased trends. Several of these are modifiable risk factors which are crucial for informing public health policies, and thus more research is needed.

Se presenta un análisis de los posibles factores explicativos del crecimiento urbano en la Comunidad de Madrid durante el período 1990-2000, incluyendo la zonificación de la región en relación a las coronas metropolitanas en torno a la ciudad de Madrid. Se analizan las categorías estructura urbana laxa, urbanizaciones exentas y zonas industriales y comerciales establecidas en la cartografía de usos del suelo Corine Land Cover. Como factores explicativos del cambio se tomaron variables socioeconómicas, biofísicas, de planificación legal, políticas y de proximidad/accesibilidad, medidas en cada píxel del territorio. El análisis de la relación entre las variables explicativas y el crecimiento urbano se llevó a cabo a través de la regresión logística. Los resultados obtenidos del ajuste de los modelos mostró la relevancia de algunas variables en la explicación de la localización del crecimiento de las categorías urbanas analizadas.Palabras Clave: crecimiento urbano, variables explicativas, regresión logística, Corine Land Cover,MadridABSTRACTThis paper presents an analysis of the possible explanatory factors of urban growth in Madrid, Spain during the period 1990-2000, including the zoning of the region in relation to the metropolitan area around the city. Specifically, two categories were analyzed: residential discontinuous urban andresidential discontinuous sparse urban, and commercial and industrial of the Corine Land Cover. Previous analysis of Corine Land Cover land use change identified these categories as having the largest growth during the study period. Socio-economic, biophysical, legal planning, policies andproximity/accessibility variables were taken into account as explanatory factors of urban growth, at pixel level. Logistic regression was used to analyze the relationship between explanatory variables and urban growth. Este  artículo  analiza  las  políticas  ambientales,  relacionadas  directamente  con  el establecimiento y el manejo de  los espacios protegidos, y muy especialmente, con  las zonas de amortiguamiento  en  Costa  Rica,  como  un  elemento  esencial  para  comprender  la  dinámica  en áreas  de  conservación  reciente  creación,  por  ejemplo  el  Parque Nacional  Piedras Blancas  y  la Reserva  de Vida Silvestre Golfito.   Se  analiza  en  esta  área,  de  forma  cualitativa,  los  procesos socioambientales, como componentes fundamentales en  la determinación del nivel de alcance de la conservación de estas áreas protegidas.   Finalmente, este artículo concluye  la  importancia de abordar la gestión de los espacios protegidos desde perspectivas sistemáticas, que permita no sólo articular  diferentes  áreas,  sino  que  realice  una  gestión  que  considere  tanto  los  aspectos socioeconómicos  para  la  conservación  como  los  ecológicos,  debido  a  que  las  condiciones  de pobreza  imperantes  en  el  área  de  estudio  han  limitado  fuertemente  la  consolidación  de  estas áreas. Abstracts:This article analyzes the environmental policies related directly with the creation and management of protected areas, especially the buffer zones  in Costa Rica, as crucial elements  in the  comprehension  of  different  dynamics  in  the  recently  created  conservation  areas,  like  the Piedras Blancas National Park  and  the Golfito Wildlife Refuge. There  is  a  qualitative  analysis regarding  the  socio-environmental  processes,  as  key  elements  in  determining  the  conservation level  in  these  protected  areas.  Finally,  the  article  details  the  importance  of  approaching  the management  of  protected  areas  from  systematic  points  of  view  that  allow  the  articulation  of different areas, as well as considering the basic and socioeconomic aspects of the area, due to the fact that critic poverty conditions have strongly limited the consolidation of these protected areas.

El presente artículo aborda desde una perspectiva analítica, las políticas económicas y sectoriales de gobierno, que han afectado el sector agropecuario  en los últimos 20 años, destacándose las principales características que estas  han tenido en los marcos de transformación y ajuste de las estructuras productivas, económicas y sociales; así como su incidencia en los niveles producción, en los productores y en sus comunidades Además de un esfuerzo teórico y reflexivo por explicar la coyuntura económica productiva del agro costarricense, se pretende destacar, cómo este se ha venido transformando en los últimos años, a partir de la aplicación de los Programas de Ajuste Estructural (PAE); su incidencia en el área de la producción de los granos básicos y las transformaciones que se desarrollan luego para el sector, las cuales van a depender fundamentalmente de los recursos sociales e individuales con los que cuenten estos productores.En este contexto, entonces, las políticas de gobierno, en materia económica, inciden en la dinámica productiva de los pequeños productores; de manera que las comunidades aledañas a las zonas costeras se convierten en un referente analítico para un estudio de caso, que posibilita evidenciar precisamente lo anterior, por esta razón se aborda la experiencia de las comunidades costeras del cantón de La Cruz en la provincia de Guanacaste.ABSTRACTS: This article approaches from an analytical perspective, the economic and sectorial policies of the government affecting the agriculture in the last 20 years. It highlights the main characteristics of these approaches that have transform and adjust the framework of the production within the economic and social structures; such as the outcome on the production levels of the producers and their communities. In addition to theoretically and reflectively explaining the economic situation of the Costa Rican farmers, this article also attempts to focus on how this process has been directly impacting the outcome since the restructuring of the programs, its repercussion in the area of production of the basic grains and the end results in which establishes the social and individual resources in which these producers depend upon It is within this context that the govemment policies in economic matters directly affect the profitability dynamics of small producers. In the matter of the coastal communities, as a case study, it is possible to demonstrate precisely what was previously stated. For this reason, the illustration of the coastal communities of canton La Cruz in the Province of Guanacaste is undertaken.

Esta presentación tiene por objeto poner en evidencia el potencial minero de Pérez Zeledón en sus aspectos más relevantes desde el punto de vista de la prospección y evaluación con fines económicos. En este sentido se omiten tecnicismos que podrían oscurecer los alcances del enfoque, cuyo fin primordial es destacar la importancia de los recursos minerales potenciales en las políticas de desarrollo de la región.   SUMMARY The objective of this article is to make evident the most relevant aspects of the mining potential in the Perez Zeledon region of Costa Rica. Prospecting and evaluation aspects are studied from an economic point of view. Also, technical terms are left out that would have altered the scope of the initial approach, whose primary aim is to emphasize the importance of the mineral resources in the future development policies of the region.     RESUME Le canton de Perez Zeledon s’étend sur une zone qui présente un certain potentiel minier ce qui justifié l’effort de prospection et l’exploitation des gisements. Le but de cet article est démettre en relief l’importance de ce potentiel afin d’orienter les politiques de développement locales.

BACKGROUND: The murine ghrelin gene (Ghrl), originally sequenced from stomach tissue, contains five exons and a single transcription start site in a short, 19 bp first exon (exon 0). We recently isolated several novel first exons of the human ghrelin gene and found evidence of a complex transcriptional repertoire. In this report, we examined the 5' exons of the murine ghrelin orthologue in a range of tissues using 5' RACE. -----FINDINGS: 5' RACE revealed two transcription start sites (TSSs) in exon 0 and four TSSs in intron 0, which correspond to 5' extensions of exon 1. Using quantitative, real-time RT-PCR (qRT-PCR), we demonstrated that extended exon 1 containing Ghrl transcripts are largely confined to the spleen, adrenal gland, stomach, and skin. -----CONCLUSION: We demonstrate that multiple transcription start sites are present in exon 0 and an extended exon 1 of the murine ghrelin gene, similar to the proximal first exon organisation of its human orthologue. The identification of several transcription start sites in intron 0 of mouse ghrelin (resulting in an extension of exon 1) raises the possibility that developmental-, cell- and tissue-specific Ghrl mRNA species are created by employing alternative promoters and further studies of the murine ghrelin gene are warranted.

The management of main material prices of provincial highway project quota has problems of lag and blindness. Framework of provincial highway project quota data MIS and main material price data warehouse were established based on WEB firstly. Then concrete processes of provincial highway project main material prices were brought forward based on BP neural network algorithmic. After that standard BP algorithmic, additional momentum modify BP network algorithmic, self-adaptive study speed improved BP network algorithmic were compared in predicting highway project main prices. The result indicated that it is feasible to predict highway main material prices using BP NN, and using self-adaptive study speed improved BP network algorithmic is the relatively best one.

Background Primary prevention of childhood overweight is an international priority. In Australia 20-25% of 2-8 year olds are already overweight. These children are at substantially increased the risk of becoming overweight adults, with attendant increased risk of morbidity and mortality. Early feeding practices determine infant exposure to food (type, amount, frequency) and include responses (eg coercion) to infant feeding behaviour (eg. food refusal). There is correlational evidence linking parenting style and early feeding practices to child eating behaviour and weight status. A focus on early feeding is consistent with the national focus on early childhood as the foundation for life-long health and well being. The NOURISH trial aims to implement and evaluate a community-based intervention to promote early feeding practices that will foster healthy food preferences and intake and preserve the innate capacity to self-regulate food intake in young children. Methods/Design This randomised controlled trial (RCT) aims to recruit 820 first-time mothers and their healthy term infants. A consecutive sample of eligible mothers will be approached postnatally at major maternity hospitals in Brisbane and Adelaide. Initial consent will be for re-contact for full enrolment when the infants are 4-7 months old. Individual mother- infant dyads will be randomised to usual care or the intervention. The intervention will provide anticipatory guidance via two modules of six fortnightly parent education and peer support group sessions, each followed by six months of regular maintenance contact. The modules will commence when the infants are aged 4-7 and 13-16 months to coincide with establishment of solid feeding, and autonomy and independence, respectively. Outcome measures will be assessed at baseline, with follow up at nine and 18 months. These will include infant intake (type and amount of foods), food preferences, feeding behaviour and growth and self-reported maternal feeding practices and parenting practices and efficacy. Covariates will include sociodemographics, infant feeding mode and temperament, maternal weight status and weight concern and child care exposure. Discussion Despite the strong rationale to focus on parents’ early feeding practices as a key determinant of child food preferences, intake and self-regulatory capacity, prospective longitudinal and intervention studies are rare. This trial will be amongst to provide Level II evidence regarding the impact of an intervention (commencing prior to age 12 months) on children’s eating patterns and behaviours. The research landscape is changing rapidly, and as a consequence the roles of libraries and librarians in supporting and working with researchers is also changing. Some of the drivers behind the changes in research practices and culture include: new technologies, government funding and measurement of research impact, and the importance of open access to data. In Australia, librarians work with researchers to help them identify high quality resources, increase their publication rate and manage and promote access to their research. QUT Library has established a number of initiatives to support researchers, including: establishment of the QUT digital repository ‘ePrints’; purchase of electronic books and electronic journals; programmes of workshops for researchers ; redesign of Library space and, and the creation of new staffing positions. The creation of the QUT ePrints repository was a major new initiative for the QUT Library. ePrints is a web-accessible repository of research outputs created for QUT staff and postgraduate students. The ePrints information is harvested by Google, and anyone searching for a QUT staff member on Google can find their publications listed in ePrints. This keynote address will discuss the context for the role of libraries in building research endeavours, highlight some examples of strategies and resources to supporting researchers. It will conclude with an outline of some key online resources for researchers in education. This presentation should be relevant for both individual researchers interested in conducting and promoting their own research, and for staff and organisations focused on building their support for research.

Dolomite mineral samples having white and light green colours of Indian origin have been characterized by EPR, optical and NIR spectroscopy. The optical spectrum exhibits a number of electronic bands due to presence of Fe(III) ions in the mineral. From EPR studies, the parameters of g for Fe(III) and g, A and D for Mn(II) are evaluated and the data confirm that the ions are in distorted octahedron. Optical absorption studies reveal that Fe(III) is in distorted octahedron. The bands in NIR spectra are due to the overtones and combinations of water molecules. Thus EPR and optical absorption spectral studies have proven useful for the study of the chemistry of dolomite.

Boehmite nanofibers of high quality were synthesized through a wet-gel conversion process without the use of a surfactant. The long nanofibers of boehmite with clear-cut edges were obtained by steaming the wet-gel precipitate at 170 ºC for 2 days under a pH 5. Hydrothermal treatment of the boehmite gels enabled self-assembly through directed crystal growth. Detailed characterization using X-ray diffraction (XRD), Scanning Electron Microscopy (SEM), Infrared Emission Spectroscopy (IES) and Raman Spectroscopy is presented.

This report is the primary output of Project 4: Copyright and Intellectual Property, the aim of which was to produce a report considering how greater access to and use of government information could be achieved within the scope of the current copyright law. In our submission for Project 4, we undertook to address: •the policy rationales underlying copyright and how they apply in the context of materials owned, held and used by government; • the recommendations of the Copyright Law Review Committee (CLRC) in its 2005 report on Crown copyright; • the legislative and regulatory barriers to information sharing in key domains, including where legal impediments such as copyright have been relied upon (whether rightly or wrongly) to justify a refusal to provide access to government data; • copyright licensing models appropriate to government materials and examples of licensing initiatives in Australia and other relevant jurisdictions; and • issues specific to the galleries, libraries, archives and museums (“GLAM”) sector, including management of copyright in legacy materials and “orphan” works. In addressing these areas, we analysed the submissions received in response to the Government 2.0 Taskforce Issues Paper, consulted with members of the Task Force as well as several key stakeholders and considered the comments posted on the Task Force’s blog. This Project Report sets out our findings on the above issues. It puts forward recommendations for consideration by the Government 2.0 Task Force on steps that can be taken to ensure that copyright and intellectual property promote access to and use of government information.

This study considers the solution of a class of linear systems related with the fractional Poisson equation (FPE) (−∇2)α/2φ=g(x,y) with nonhomogeneous boundary conditions on a bounded domain. A numerical approximation to FPE is derived using a matrix representation of the Laplacian to generate a linear system of equations with its matrix A raised to the fractional power α/2. The solution of the linear system then requires the action of the matrix function f(A)=A−α/2 on a vector b. For large, sparse, and symmetric positive definite matrices, the Lanczos approximation generates f(A)b≈β0Vmf(Tm)e1. This method works well when both the analytic grade of A with respect to b and the residual for the linear system are sufficiently small. Memory constraints often require restarting the Lanczos decomposition; however this is not straightforward in the context of matrix function approximation. In this paper, we use the idea of thick-restart and adaptive preconditioning for solving linear systems to improve convergence of the Lanczos approximation. We give an error bound for the new method and illustrate its role in solving FPE. Numerical results are provided to gauge the performance of the proposed method relative to exact analytic solutions.

Background: Given escalating rates of chronic disease, broad-reach and cost-effective interventions to increase physical activity and improve dietary intake are needed. The cost-effectiveness of a Telephone Counselling intervention to improve physical activity and diet, targeting adults with established chronic diseases in a low socio-economic area of a major Australian city was examined. Methodology/Principal Findings: A cost-effectiveness modelling study using data collected between February 2005 and November 2007 from a cluster-randomised trial that compared Telephone Counselling with a “Usual Care” (brief intervention) alternative. Economic outcomes were assessed using a state-transition Markov model, which predicted the progress of participants through five health states relating to physical activity and dietary improvement, for ten years after recruitment. The costs and health benefits of Telephone Counselling, Usual Care and an existing practice (Real Control) group were compared. Telephone Counselling compared to Usual Care was not cost-effective ($78,489 per quality adjusted life year gained). However, the Usual Care group did not represent existing practice and is not a useful comparator for decision making. Comparing Telephone Counselling outcomes to existing practice (Real Control), the intervention was found to be cost-effective ($29,375 per quality adjusted life year gained). Usual Care (brief intervention) compared to existing practice (Real Control) was also cost-effective ($12,153 per quality adjusted life year gained). Conclusions/Significance: This modelling study shows that a decision to adopt a Telephone Counselling program over existing practice (Real Control) is likely to be cost-effective. Choosing the ‘Usual Care’ brief intervention over existing practice (Real Control) shows a lower cost per quality adjusted life year, but the lack of supporting evidence for efficacy or sustainability is an important consideration for decision makers. The economics of behavioural approaches to improving health must be made explicit if decision makers are to be convinced that allocating resources toward such programs is worthwhile.
