La preocupación por proporcionar a la intervención social de herramientas teóricas que puedan ser capaces de "viajar" transculturalmente para ser aplicadas en diferentes contextos socioeconómicos y culturales, es decir, el hecho de poder pensar a las necesidades en tanto categorías de investigación e intervención1es uno de los problemas teóricos más suscitados en el campo de la intervención social. Comenzaremos por recorrer algunas de las perspectivas que consideramos señeras de nuestro tema a abordar. Luego, abordaremos la relación entre las obligaciones del Estado, las necesidades y los derechos sociales para finalmente, indicar algunas conceptualizaciones que refieren a los mecanismos específicos en que se sitúan los conceptos de necesidades y bienestar en nuestra región. Creemos que frente al reconocimiento de necesidades, y de la falta de bienes y servicios para su satisfacción, las políticas sociales a implementar deben dar cuenta sí o sí de los compromisos éticos y morales que se traducen en obligacion es sociales del Estado. Estas instancias de intervención política deben partir de dos recursos: el conocimiento técnico sobre las necesidades y el conocimiento que los actores sociales tienen de sus necesidades sentidas.

El objetivo del presente trabajo se focaliza en el estudio del envejecimiento y feminización de la población del aglomerado Gran Paraná, a partir de los datos brindados por el Censo Nacional de Población, Hogares y Viviendas de los años 2001 y 2010 (INDEC). En dicho período, el Gran Paraná experimentó un envejecimiento de la población, explicado por el descenso de la fecundidad y por el aumento de la participación de la población de 65 años y más en el total de la población. Dentro de este envejecimiento de la población, se destacan dos cuestiones de relevancia: la importancia que reviste la participación relativa de personas de edad extrema (es decir, más de 80 años) en el total de la población; y la feminización de la población de más de 65 años. En este sentido, se observa una mayor presencia de la mujer respecto a los varones en dicho segmento etario

How can we measure ‘quality of life’? The sustainable refurbishment goes beyond strictly energy aspects. Sustainability indicators are needed to facilitate data collection and to provide information which does not require too time-consuming calculations. Thus, you can offer an idea of the extent and quality of the rehabilitation before starting the project and, also, the obtained results can be evaluated in an agile way after the refurbishment. From a list of social indicators gathered from different methods, sustainability assessment tools and International and European standards, three social indicators are proposed: Users Satisfaction, Participation Agreement and Quality of Life. This paper shows the development of Quality of Life social indicator, the more closely related to the main objectives of Researchand Development Project “Sustainable Refurbishment”: improving energy efficiency and wellbeing of users in existing residential buildings. Finally, this social indicator is applied to a real case study in Málaga (Spain).

Este trabalho está dividido em: obtenção e caracterização de amido termoplástico (TPS); estudo do envelhecimento do TPS e blendas de PP/TPS. O estudo do TPS, foi realizado utilizando amido de milho, 30% em massa de glicerol e outros componentes que variam entre as amostras. Primeiramente foi realizado um planejamento estatístico para obter a composição ótima de TPS. Foram escolhidos cinco parâmetros de entrada: 2 de composição (umidade e teor de ácido cítrico) e 3 de processamento (temperatura, velocidade dos rotores e tempo), visando obter um TPS com propriedades térmicas e mecânicas superiores. De acordo com os resultados de infravermelho, termogravimetria, microscopia ótica (MO) e microscopia eletrônica de varredura (MEV) foram escolhidas 2 composições. Estas foram calandradas e confeccionadas para obtenção dos corpos de prova de tração. Os resultados dos ensaios mecânicos mostraram que amostras com teor de ácido cítrico de aproximadamente 2% em massa apresentam os maiores valores de módulo de elasticidade e resistência à tração. Com estes resultados foram realizadas novas composições com outros ácidos carboxílicos: adípico, málico e tartárico e amostras sem ácidos. As curvas de torque indicaram que as amostras sem ácido carboxílico e com ácido adípico perdem água durante o processamento. Analisando os resultados verifica-se que o TPS com os ácidos málico e tartárico apresentam melhores propriedades mecânicas e térmicas. Também foi analisado o envelhecimento, e notou-se que com o tempo as amostras tendem a perder plastificante, modificando suas propriedades mecânicas e sua cristalinidade. Entretanto, durante o intervalo de um ano, as amostras de TPS com ácido málico e tartárico não sofreram perda significativa de plastificante. Por último, foram obtidas blendas de PP reciclado com TPS nas composições 50/50, 60/40 e 70/30 em massa, respectivamente, com e sem adição de ácidos: cítrico, málico e tartárico e anidrido maleico. As amostras foram caracterizadas por FTIR, DRX, reometria capilar, MEV e por teste de resistência à tração. Micrografias obtidas por MEV indicaram que todas as composições estudadas possuem morfologia predominantemente co-contínua. A presença dos ácidos, geralmente, reduz os valores das propriedades mecânicas da blenda de PP com TPS e a adição de PP-g-MA é mais efetiva nas blendas sem adição de ácido. Ao analisar o envelhecimento das blendas com adição de ácidos tartárico e málico, notou-se que as propriedades mecânicas não foram alteradas em função do tempo de estocagem.

Sex and gender differences influence the health and wellbeing of men and women. Although studies have drawn attention to observed differences between women and men across diseases, remarkably little research has been pursued to systematically investigate these underlying sex differences. Women continue to be underrepresented in clinical trials, and even in studies in which both men and women participate, systematic analysis of data to identify potential sex-based differences is lacking. Standards for reporting of clinical trials have been established to ensure provision of complete, transparent and critical information. An important step in addressing the gender imbalance would be inclusion of a gender perspective in the next Consolidated Standards of Reporting Trials (CONSORT) guideline revision. Uniform Requirements for Manuscripts Submitted to Biomedical Journals, as a set of well-recognized and widely used guidelines for authors and biomedical journals, should similarly emphasize the ethical obligation of authors to present data analyzed by gender as a matter of routine. Journal editors are also promoters of ethical research and adequate standards of reporting, and requirements for inclusion of gender analyses should be integrated into editorial policies as a matter of urgency.

This report evaluates the performance of long-term care (LTC) systems in Europe, with a special emphasis on four countries that were selected in Work Package 1 of the ANCIEN project as representative of different LTC systems: Germany, the Netherlands, Spain and Poland. Based on a performance framework, we use the following four core criteria for the evaluation: the quality of life of LTC users, the quality of care, equity of LTC systems and the total burden of LTC (consisting of the financial burden and the burden of informal caregiving). The quality of life is analysed by studying the experience of LTC users in 13 European countries, using data from the Survey of Health, Ageing and Retirement in Europe (SHARE). Older persons with limitations living at home have the highest probability of receiving help (formal or informal) in Germany and the lowest in Poland. Given that help is available, the sufficiency of the help is best ensured in Switzerland, Italy and the Netherlands. The indirectly observed properties of the LTC system are most favourable in France. An older person who considers all three aspects important might be best off living in Belgium or Switzerland. The horizontal and vertical equity of LTC systems are analysed for the four representative countries. The Dutch system scores highest on overall equity, followed by the German system. The Spanish and Polish systems are both less equitable than the Dutch and German systems. To show how ageing may affect the financial burden of LTC, projections until 2060 are given for LTC expenditures for the four representative countries. Under the base scenario, for all four countries the proportions of GDP spent on public and private LTC are projected to more than double between 2010 and 2060, and even treble in some cases. The projections also highlight the large differences in LTC expenditures between the four countries. The Netherlands spends by far the most on LTC. Furthermore, the report presents information for a number of European countries on quality of care, the burden of informal caregiving and other aspects of performance. The LTC systems for the four representative countries are evaluated using the four core criteria. The Dutch system has the highest scores on all four dimensions except the total burden of care, where it has the second-best score after Poland. The German system has somewhat lower scores than the Dutch on all four dimensions. The relatively large role for informal care lowers the equity of the German system. The Polish system excels in having a low total burden of care, but it scores lowest on quality of care and equity. The Spanish system has few extreme scores. Policy implications are discussed in the last chapter of this report and in the Policy Brief based on this report.

Summary. The European electricity sector will have to deal with a huge challenge in the decades to come. On the one hand, electrical power is increasingly substituted for other forms of energy. It has been forecast that electricity demand will increase in the future (notably because of new needs in transport and heat sectors), although it is currently stagnant, mainly because of the economic crisis. Unless a major alternative energy source is discovered, electricity will become the central energy pillar in the long term. On the other hand, electricity production remains uncertain and will depend on numerous factors: the growth of renewable energy and decentralized energy, the renewal of old power generation capacities, increased external dependency, CO2 charges, etc. This increases the demand for electricity networks that are more reliable, more efficient, and more flexible. Europe’s current electricity networks are ageing, and, as already indicated by the International Energy Agency, many of them will need to be modernized or replaced in the decades to come. Finally, the growing impact of energy trading also needs to be taken into account. These considerations explain the need to modernize the electric grid through various ICT means. This modernization alone may allow the grid to become more flexible and interactive, to provide real time feedback, more adaptation to a fluctuating demand, and finally to reduce the global electricity costs. The paper begins with a description of the EU definition of the term ‘smart grid’ (§ 1) and of the body in charge of advising the Commission (§ 2). The EU legal framework applicable to smart grids is also detailed (§ 3). It is a rather complex domain, connected to various regulations. The paper then examines three critical factors in the development of smart grids (and smart meters as a precondition). Standardization is quite complex, but absolutely essential (§ 4). Innovation is not easily put into action (§ 5). Finally, as digital insecurity has worsened dramatically in recent years, the security of electricity networks, and especially their multiplied electronic components, will become increasingly important (§ 6). Lastly, the paper provides a concise overview of the progress of smart grids in the EU in recent years (§ 7). In a nutshell, the conclusion is that progress is quite slow, many obstacles remain, and, given the appearance of many new regulatory problems, it would be useful to organize a review of the present EU strategy.

It is now widely recognised that the socio-economic changes that ageing societies will bring about are poorly captured by the traditional demographic dependency ratios (DDRs), such as the old-age dependency ratio that relates the number of people aged 65+ to the working-age population. Future older generations will have increasingly better health and are likely to work longer. By combining population projections and National Transfer Accounts (NTA) data for seven European countries, we project the quantitative impact of ageing on public finances until 2040 and compare it to projected DDRs. We then simulate the public finance impact of changes in three key indicators related to the policy responses to population ageing: net immigration, healthy ageing and longer working lives. We do this by linking age-specific public health transfers and labour market participation rates to changes in mortality. Four main findings emerge: first, the simple old-age dependency ratio overestimates the future public finance challenges faced by the countries studied – significantly so for some countries, e.g. Austria, Finland and Hungary. Second, healthy ageing has a modest effect (on public finances) except in the case of Sweden, where it is substantial. Third, the long-run effect of immigration is well captured by the simple DDR measure if immigrants are similar to the native population. Finally, increasing the length of working lives is central to addressing the public finance challenge of ageing. Extending the length of working lives by three to four years over the next 25 years – equivalent to the increase in life expectancy – severely limits the impact of ageing on public transfers.

Las reflexiones metodológicas sobre grupos focalizados (GF) de este artículo tienen como punto de partida una investigación con sectores medios del Área Metropolitana de Buenos Aires. El estudio de referencia aborda los discursos y prácticas de cuidado de la salud en el escenario contemporáneo caracterizado por la diversificación de especialistas, la creciente cobertura mediática de recomendaciones sobre la vida sana y el bienestar, la implementación de políticas públicas de promoción de la salud, y el crecimiento de la industria de productos y servicios vinculados con la temática. El objetivo del artículo es reflexionar, a partir de nuestra experiencia de investigación, sobre dos aspectos que han recibido especial atención en la literatura metodológica más reciente: los criterios para componer los grupos y sus consecuencias para la dinámica de las conversaciones grupales, y las estrategias para dar cuenta de la interacción grupal en el análisis de los datos. En este último eje exploramos el potencial de los GF para observar el trabajo identitario vinculado con el cuidado de la salud. Enmarcamos nuestro estudio y las decisiones metodológicas tomadas en los debates actuales sobre la variedad de usos de los GF.

Australia has a network of Federally funded disability employment and vocational rehabilitation services, including a proportion of outlets that specialise in providing services for persons with psychiatric disabilities. However, neither Federal nor State Governments currently provide or fund disability-specific education assistance to persons with psychiatric disabilities. To begin considering whether Specialised Supported Education is indicated for persons with psychotic disorders, we examined data collected in a national 'Survey of Disability, Ageing and Carers Australia, 1998'. International studies of the effectiveness of overseas Supported Education programs were also examined to identify the forms of assistance most likely to warrant consideration in Australia. U.S.A. evidence indicates that Specialised Supported Education is emerging as an effective career development option for persons with psychotic disorders. An example of an innovative Specialised Supported Education program is provided to illustrate how this type of program can be implemented in Australia.
