Évaluation statistique des résultats des analyses ADN de 2005 à 2011 et recommandations stratégiques au sein de la section d'Identité judiciaire de la Police cantonale vaudoise

Notre étude a eu pour but d'analyser les résultats des analyses ADN effectuées sur les traces relevées sur des scènes de crimes ou sur des objets s'y apparentant. Cette analyse nous a permis d'en identifier les points forts et les points faibles. Les données concernant les résultats ADN des années 2005 à 2008 dans le canton de Vaud ont montré une augmentation significative du nombre de traces envoyées, avec en parallèle un déclin de la qualité des résultats. Suite à cette observation, des solutions ayant pour but de réduire le nombre de ces analyses négatives ont dû être adoptées. Des changements opérationnels ont alors été mis en place dès 2009. Il s'agissait alors, d'une part, d'agir au niveau des traces de contact en tenant compte du type de support sur lequel la trace était prélevée, et, d'autre part, d'agir sur les traces riches (sang, salive, sperme) en mettant en place l'analyse systématique de la nature de la trace à l'aide de tests indicatifs. L'évaluation des conséquences de la mise en place de ces procédures a été possible à l'aide d'une nouvelle analyse statistique. Les résultats montrent qu'un meilleur tri des traces permet une amélioration des résultats.

Managing competition in professional services and the burden of inertia

Professional services require certain organizational patterns in order to avoid information asymmetries and external effects. These same patterns are used within production structures involving various degrees of monopoly. However, competitive restraints are justified today only when substantial external effects are clearly present, whereas information asymmetries hardly justify such restraints because reputational investments have become widespread in the economy and are relatively efficient in overcoming such asymmetries. As a consequence, innovation in the production of externalities can make competitive constraints unnecessary.

Locating emergency services with different priorities: The priority queuing covering location problem

Previous covering models for emergency service consider all the calls to be of the sameimportance and impose the same waiting time constraints independently of the service's priority.This type of constraint is clearly inappropriate in many contexts. For example, in urban medicalemergency services, calls that involve danger to human life deserve higher priority over calls formore routine incidents. A realistic model in such a context should allow prioritizing the calls forservice.In this paper a covering model which considers different priority levels is formulated andsolved. The model heritages its formulation from previous research on Maximum CoverageModels and incorporates results from Queuing Theory, in particular Priority Queuing. Theadditional complexity incorporated in the model justifies the use of a heuristic procedure.
