This work analyzes the importance of public policies in the process of urban-environmental preservation of the Alvares Machado city at state of Sao Paulo in Brazil, where priority was given to questions related to cultural heritage. Adopting the concept of territory as base to understand the complexities in the city, this work clarifies and contextualizes the historical heritage legislation through the Master Plan and the City Statute. The work also focuses on the contribution of the geographer toward studies related to urban-environmental planning.

This work aims at presenting the historical and social path traversed in Brazil since slavery until the implementation of affirmative public policies to promote racial equality, at the local level, in the municipality of Presidente Prudente-SP. Therefore, the starting point was the equal rights guaranteed by the Constitution. As a result, there was a brief historical path of national trajectory, starting from slavery to the so-called cordial racism, seeking to demonstrate the route of racial discrimination in the country. Later, we made notes about the necessity and debate on public policy statements of various fields, were made explicit in the text and the articles of the Constitution which prescribe the crime of racism and some of the situations that were highlighted in the national media. The focus in the city of Presidente Prudente was through historical research, interviews, photographic records and documents that informed about the presence of black people in the city. From these data, based on previous research, it was possible to trace the formation and development of the Black Movement in the city and thus point the way to the formation of this City Council for Racial Equality and the need for application of affirmative action policies for the municipality by hereby. Data from the 2000 Census and 2010 indicate the demand of Presidente Prudente as the percentage of blacks self-declared grew this decade. The main demands are paring the areas of Health since the rate of black women Administrative Region (RA) of Presidente Prudente who die in puerperium and high; Education through enhanced, by the Municipal Education Law No. 10,639, and due attention to african-Brazilian culture by respecting the religious manifestations of African origin among others... Este texto tem por objetivo apresentar as relações entre as políticas públicas para a industrialização, a construção do patrimônio agroindustrial e os desafios das políticas de preservação do patrimônio em São José do Rio Preto (SP). Nesse sentido, partimos da problematização histórico-teórico do tema, as políticas públicas para a industrialização no Brasil, e seus desdobramentos, e abordamos a construção do patrimônio agroindustrial em Rio Preto, temática vinculada à preservação do patrimônio ambiental urbano , conforme Castriota (2009, p. 87). Problematizamos especificamente as questões relativas aos intelectuais e a organização da cultura , especialmente os libaneses em Rio Preto. A questão dos Intelectuais e a Organização da Cultura , sob uma perspectiva gramsciana (Gramsci, 2001), foi abordada em diversos trabalhos ao longo de nossa trajetória acadêmica (Villela, 2003; 2005; 2008). No sentido de exemplificar tais questões, escolhemos um intelectual orgânico da construção do patrimônio agroindustrial de Rio Preto, Murchid Homsi (1895-1959). Ao analisarmos as práticas destes intelectuais orgânicos , emerge a necessidade de políticas de preservação da Memória do Lugar , no sentido apresentado por Hayden (1997), especialmente do patrimônio de Rio Preto.

n this paper I pose some questions that I systematized after taking part in a colloquium proposed by the National Conference on Education (CONAE 2010) to discuss the theme “Environmental Education and Curriculum Contextualization”. Regarding public environmental education policies, I try to indicate some perspectives that are both coherent with what Brazilian educators and environmentalists have been proposing and considered necessary for the consolidation of an Articulated National Education System. I present a synthesis of the environmental education proposals systematized in the CONAE Reference Document, which was designed as a guide to state and local conferences. I make an effort to carry out a preliminary analysis of both the process and the content of the public environmental education proposals systematized in the Essential Documents (Volumes I and II), Thematic Plenary Meeting Documents, and Final Document. Furthermore, I try to present a short synthesis of the prevailing tendencies of educational policies in Brazil in the last decades, pointing out the meaning and need of social activism for the construction of public policies for education, in general, and for environmental education, specifically.

This paper reports a master research that aimed to analyze the patterns of institutional relationships between local officials and communities of agrarian reform settlements in four counties of the State of São Paulo – Apiaí, Iaras, Promissão and Mirante do Paranapanema – particularly with regard to the types of support offered by the first to the economic activities in the settlements. In terms of methodology, we conducted a qualitative, exploratory and descriptive research, outlined in the format of multiple case study. Having like data sources the local officials responsible for institutional relations with the agrarian reform settlements, technicians agents of agencys linkeds to the land question, as INCRA and ITESP, and settled in leadership positions in rural settlements, we sought to evaluate the intensity, the types and quality of the (possible or actual) support offered by municipalities to economic activities inside the settlements. We sought to evaluate the results from theoretical lens formed around the notions of local development and the significance assumed by settlements in different locations. The results showed a fairly heterogeneous and, often, disparate in particular circumstances. It was evident, from the information collected, that a positive action of the municipal government in supporting the economic activities of the settlements is essential for the release of social energy based in settlements, enabling the realization of the "amalgam of possibilities" constructed from the implementation of rural settlements.
