Strategic review of enhancements and culture-based fisheries

Enhancements are interventions in the life cycle of common-pool aquatic resources. Enhancement technologies include culture-based fisheries, habitat modifications, fertilization, feeding and elimination of predators/competitors. Enhancements are estimated to yield about two million mt per year, mostly from culture-based fisheries in fresh waters where they account for some 20 percent of capture, or 10 percent of combined capture and culture production. Marine enhancements are still at an experimental stage, but some have reached commercial production. Enhancements use limited external feed and energy inputs, and can provide very high returns for labour and capital input. Moreover, enhancement initiatives can facilitate institutional change and a more active management of aquatic resources, leading to increased productivity, conservation and wider social benefits. Enhancements may help to maintain population abundance, community structure and ecosystem functioning in the face of heavy exploitation and/or environmental degradation. Negative environmental impacts may arise from ecological and genetic interactions between enhanced and wild stocks. Many enhancements have not realised their full potential because of a failure to address specific institutional, technological, management and research requirements emanating from two key characteristics. Firstly, enhancement involves investment in common-pool resources and can only be sustained under institutional arrangements that allow regulation of use and a flow of benefits to those who bear the costs of enhancement. Secondly, interventions are limited to certain aspects of the life cycle of stocks, and outcomes are strongly dependent on natural conditions beyond management control. Hence, management must be adapted to local conditions to be effective, and certain conditions may preclude successful enhancement altogether. Governments have a major role to play in facilitating enhancement initiatives through the establishment of conducive institutional arrangements, appropriate research support, and the management of environmental and other impacts on and from enhancements.

The role of schools in the enhancement of social tolerance and cohesion: a case study research project in the Pacific region

It is generally assumed that education will be good for a country and its inhabitants. But if the educational experience does not support those aspects of a culture the inhabitants believe to be most important, it does not contribute to social cohesion. Societies adjusting to 'modern' forces, question the 'benefits' of education, when they have poorly-funded, centralised education systems, uneven access to schooling, and where student progress is determined by academic exams and post-school employment options are few. In such circumstances, citizens are uncertain how to use education to cohere their culture and society.

This World Bank funded consultancy project sought the views of citizens of the Solomon Islands and Vanuatu on the role of schools in maintaining culture and in promoting social tolerance and harmony. Researchers also developed an educational framework for promoting social cohesion and democratic participation in schools in the Pacific region.

The development of a new construct : the emotional dimension of organizational culture

Qualitative organisational culture studies reveal the emotional side of organisational life. Yet, in a recent review of the quantitative organisational culture survey measures available, 10 summary dimensions were identified intended to be representative of the major dimensional categories in the organisational culture literature, and an emotional dimension was notably absent. The PhD aims to address this gap in the literature by (a) developing a theoretical definition of the newly proposed dimension; and (b) developing and validating an instrument for its measurement. The talk presents the findings of the studies conducted to date and discusses the inherent challenges of bringing the rigours of psychometric development to areas more commonly associated with qualitative research. The theoretical bases for adopting a multidimensional, relational approach that draws on theories within the psychoanalytically oriented and feminist traditions is provided. A strength of this approach is that the research can potentially contribute to explaining the nature of the ties between organisational members that is currently lacking in organisational research.

Professional development online : showcasing good practice to support open, distance and flexible learning

Designing Electronic Learning and Teaching Approaches (DELTA) is an online professional development initiative to support pedagogically-appropriate teaching with technology by showcasing examples of good practice in e-learning. The site aims to increase appreciation of e-learning possibilities for teaching staff through an easy-to-access, just-in-time resource. This paper describes the site and introduces the modular evaluation approach which is being implemented to examine it from different stakeholder perspectives. It then focuses on the first evaluation module which investigates how users perceive and engage with DELTA. The paper provides the initial evaluation findings which will contribute to the ongoing improvement of DELTA as a professional development resource that supports open, distance and flexible learning.

Technology advances : transforming university teaching through professional development

Increasing use of information and communication technologies (ICTs) in universities is a global trend. However, many teaching academics are unfamiliar with the possibilities of ICTs and have limited understanding of how to integrate them into their teaching in pedagogically appropriate ways. Th is highlights a need for universities to provide professional development opportunities to assist staff to better understand their teaching practices, and the theoretical perspectives underpinning them, in order to exploit current educational technologies for the benefi t of student learning. This paper introduces the broad trends infl uencing the advancement of technology in higher education before considering the opportunities that the new context off ers for pushing the boundaries of theory and practice relating to learning and teaching in higher education. It then describes an online professional development initiative which responds to these opportunities. Th is is an exemplars website entitled Designing Electronic Learning and Teaching Approaches (DELTA) which has been introduced at Monash University to support pedagogically appropriate teaching with technology.

Achieving the millennium development goals in the Asia-Pacific region : the role of international assistance

The Millennium Development Goals (MDGs) are a set of international development targets agreed to by members of the United Nations in 2000. The goals aim to improve many of the dimensions of extreme poverty and are to be achieved by 2015. This paper provides an overview of the issues relevant to the achievement of the MDGs in the Asia-Pacific region. The paper begins by discussing the critiques of the MDGs before assessing whether countries in the region are on track to achieve them. Issues relating to data availability and accuracy are discussed and the need to tailor the MDG targets to the special circumstances of some Asia-Pacific countries is examined. The paper proceeds by discussing the role of international assistance via international foreign development aid and non-governmental organisations in the achievement of the MDGs. The paper concludes with some policy implications for the international donor community.
