In the literature, persistent neural activity over frontal and parietal areas during the delay period of oculomotor delayed response (ODR) tasks has been interpreted as an active representation of task relevant information and response preparation. Following a recent ERP study (Tekok-Kilic, Tays, & Tkach, 2011 ) that reported task related slow wave differences over frontal and parietal sites during the delay periods of three ODR tasks, the present investigation explored developmental differences in young adults and adolescents during the same ODR tasks using 128-channel dense electrode array methodology and source localization. This exploratory study showed that neural functioning underlying visual-spatial WM differed between age groups in the Match condition. More specifically, this difference is localized anteriorly during the late delay period. Given the protracted maturation of the frontal lobes, the observed variation at the frontal site may indicate that adolescents and young adults may recruit frontal-parietal resources differently.

This study explored changes in scalp electrophysiology across two Working Memory (WM) tasks and two age groups. Continuous electroencephalography (EEG) was recorded from 18 healthy adults (18-34 years) and 12 healthy adolescents (14-17) during the performance of two Oculomotor Delayed Response (ODR) WM tasks; (i.e. eye movements were the metric of motor response). Delay-period, EEG data in the alpha frequency was sampled from anterior and parietal scalp sites to achieve a general measure of frontal and parietal activity, respectively. Frontal-parietal, alpha coherence was calculated for each participant for each ODR-WM task. Coherence significantly decreased in adults moving across the two ODR tasks, whereas, coherence significantly increased in adolescents moving across the two ODR tasks. The effects of task in the adolescent and adult groups were large and medium, respectively. Within the limits of this study, the results provide empirical support that WM development during adolescence include complex, qualitative, change.

In spatial environments, we consider social welfare functions satisfying Arrow's requirements. i.e., weak Pareto and independence of irrelevant alternatives. When the policy space os a one-dimensional continuum, such a welfare function is determined by a collection of 2n strictly quasi-concave preferences and a tie-breaking rule. As a corrollary, we obtain that when the number of voters is odd, simple majority voting is transitive if and only if each voter's preference is strictly quasi-concave. When the policy space is multi-dimensional, we establish Arrow's impossibility theorem. Among others, we show that weak Pareto, independence of irrelevant alternatives, and non-dictatorship are inconsistent if the set of alternatives has a non-empty interior and it is compact and convex.

This Paper Intends to Develop a Coherent Methodological Framework Concerned with the Appraisal of Scientific Theories in Economics, and Which Is Based on a Postulated Aim of Science. We First Define the Scope of a Methodological Inquiry (Precise Definition of What Is Meant by the Logic of Appraisal of Scientific Theories) and Review the Work of Popper and Lakatos in the Philosophy of Science. We Then Use Their Results to Develop a Rational Structure of Scientific Activity. We Identify and Analyse Both a Micro and Macro Framework for the Process of Appraisal and Single Out the Importance of So-Called 'Fundamental Assumptions' in Creating Externalities in the Appraisal Process Which Forces Us to Adop a Multi-Level Analysis. Special Attention Is Given to the Role and Significance of the Abstraction Process and the Use of Assumptions in General. the Proposed Structure of Scientific Activity Is Illustrated with Examples From Economics.

In spatial environments we consider social welfare functions satisfying Arrow’s requirements, i.e. weak Pareto and independence of irrelevant alternatives. Individual preferences measure distances between alternatives according to the Lp-norm (for a fixed p => 1). When the policy space is multi-dimensional and the set of alternatives has a non-empty interior and it is compact and convex, any quasi-transitive welfare function must be oligarchic. As a corollary we obtain that for transitive welfare functions weak Pareto, independence of irrelevant alternatives, and non-dictatorship are inconsistent if the set of alternatives has a non-empty interior and it is compact and convex.

La succession de plus en plus fréquente d’événements catastrophiques a amené les sociétés à poser les conditions d’une gestion proactive des risques « naturels ». Ainsi, dans une perspective exploratoire, nous étudions les processus de planification du rétablissement postcatastrophe et la place qu’occupe le concept de résilience urbaine au sein des pratiques de cette planification et des contenus et produits qui en sont issus. Nous entamons plus spécifiquement une réflexion entourant l’intelligibilité et l’opérationnalisation de la résilience. Pour ce faire, nous examinons deux cas signifiants d’inondation dans l’historique nord-américain, soit celui de la Nouvelle-Orléans en Louisiane et celui de la ville québécoise de La Baie, ayant été respectivement victimes des ouragans Katrina et Rita en 2005 et des pluies diluviennes de 1996. Après avoir procédé à une brève mise en contexte des désastres éprouvés, de leurs effets et des vulnérabilités physico-spatiales qu’ils ont mis en exergue, nous mettons en parallèle les logiques institutionnelles précatastrophe d’aménagement du territoire, d’urbanisme et de gestion des risques des villes. Nous observons ensuite l’évolution des deux processus de planification du rétablissement et les enjeux et débats qui les ont caractérisés, pour terminer avec une exposition des changements résilients qui en ont émané. Les deux derniers chapitres démontrent que la qualité de résilience des villes est fortement influencée par leurs cultures politiques, administratives et législatives propres et leurs traditions urbanistiques. Bien qu’elles aient su élaborer une stratégie de prévention des risques, qui accepte les inondations plutôt que de tenter de s’y opposer à tout prix, elles n’ont toutefois pas saisi l’entièreté des opportunités qui s’offraient à elles.
