This paper argues that trade specialization played an indispensable role in supporting the Industrial Revolution. We calibrate a two-good and two-sector overlapping generations model to Englandís historical development and investigate how much different Englandís development path would have been if it had not globalized in 1840. The open-economy model is able to closely match the data, but the closed-economy model cannot explain the fall in the value of land relative to wages observed in the 19th century. Without globalization, the transition period in the British economy would be considerably longer than that observed in the data and key variables, such as the share of labor force in agriculture, would have converged to Ögures very distant from the actual ones.

O texto analisa os critérios que compõem o índice de participação dos municípios paulistas na cota-parte do Imposto Sobre Circulação de Mercadorias e Serviços – ICMS, e também propõe mudanças em sua definição. Esses critérios geram distorções no valor per capita destinado a cada município, caminhando na contramão da justiça fiscal e do equilíbrio federativo. De natureza estadual, o ICMS é o tributo que mais arrecada no país e uma das mais importantes fontes de recursos dos estados e municípios. É partilhado com os municípios conforme definido pela Constituição Federal de 1988: 75% para estado e 25% para municípios. Esses 25% que compõem a cota-parte municipal são distribuídos da seguinte forma: três quartos devolvidos na proporção do valor adicionado de suas operações e um quarto, conforme lei estadual.

I examine the effects of uncertainty about the timing of de aIs (i.e. temporary price cuts or sales) on consumer behavior in a dynamic inventory model of consumer choice. I derive implications for purchase behavior and test them empirically, using two years of scanner data for soft drinks. I fmd that loyal consumers' decisions, both about the allocation of their purchases over time and the quantity to be purchased in a particular deal, are affected by the uncertainty about the timing of the deal for the product. Loyal consumers buy a higher fraction of their overall purchases during de ais as the uncertainty decreases. This effect increases with an increase in the product' s share of a given consumer' s purchase in the same category or if the consumer stockpiles (i.e., is a shopper). During a particular deal, loyal shoppers increase the quantity they purchase the more time that has passed since the previous de aI, and the higher the uncertainty about the deals' timing. For the non-Ioyal consumers these effects are not significant. These results hold for products that are frequently purchased, like soft-drinks and yogurt, but do not hold for less frequentIy purchased products, such as laundry detergents. The fmdings suggest that manufacturers and retailers should incorporate the effects of deals' timing on consumers' purchase' decisions when deriving optimal pricing strategies.

From 1988 to 1995, when trade liberalization was implemented in Brazil, relative earnings of skilled workers decreased. In this paper, we investigate the role of trade liberalization in explaining these relative earnings movements, by checking all the steps predicted by the HeckscherOhlin- style trade transmission mechanism. We find that: i) employment shifted from skilled to unskilled intensive sectors, and each Sector increased its relative share of skilled labor; ii) relative prices fell in skill intensive sectors; iii) tariff changes across sectors were not related to skill intensities, but the pass-through from tariffs to prices was stronger in skill intensive sectors; iv) the decline in skilled eamings differentials mandated by the price variation predicted by trade is very elose to the observed one. The results are compatible with trade liberalization, accounting for the observed rei ative eamings changes in Brazil.

O Brasil vem aumentando anualmente a sua participação no comércio exterior mundial, mas apesar de seu significado na economia mundial, o seu volume negociado internacionalmente corresponde a somente 1,1% das exportações mundiais de mercadorias (23ª posição no ranking mundial), e 0,6% das exportações de serviços comerciais (35ª posição no ranking mundial), segundo a organização mundial do comércio (WTO, 2005). Na Fase 1 desta pesquisa, que se encerra com este Relatório, foi desenvolvida uma metodologia para a pesquisa e análise de dados relativos às dificuldades enfrentadas pelas empresas brasileiras no processo de exportação de mercadorias. Essa fase incluiu uma ampla revisão da literatura nacional e internacional sobre os fatores que têm impacto sobre o desempenho das exportações e a formulação e pré-teste de um questionário. Na Fase 2 será realizada a pesquisa propriamente dita através da aplicação do questionário a uma amostra de cerca de 1.000 empresas exportadoras, selecionadas no Catálogo de Exportadores Brasileiros da CNI – Confederação Nacional da Indústria. Os dados resultantes da pesquisa serão utilizados para avaliar o impacto dos gargalos no volume das exportações, no valor FOB das exportações e na variação anual do valor FOB, utilizando a técnica multivariada de regressão múltipla.

This paper investigates the long-term e ects of conditional cash transfers on school attainment and child labor. To this end, we construct a dynamic heterogeneous agent model, calibrate it with Brazilian data, and introduce a policy similar to the Brazilian Bolsa Fam lia. Our results suggest that this type of policy has a very strong impact on educational outcomes, sharply increasing primary school completion. The conditional transfer is also able to reduce the share of working children from 22% to 17%. We then compute the transition to the new steady state and show that the program actually increases child labor over the short run, because the transfer is not enough to completely cover the schooling costs, so children have to work to be able to comply with the program's schooling eligibility requirement. We also evaluate the impacts on poverty, inequality, and welfare.

The negotiations of mega agreements between the US and the Pacific countries (TPP) and between the US and the EU (TTIP) are raising the attention of experts on international trade law and economics. TPP and TTIP are proclaimed to be the designers of the rules for the XXI Century. Old trade instruments such as tariffs are said to be no more important for TTIP because tariffs are negligible among those partners but significant to for TPP. Another relevant agreement in negotiation is between the EU and Mercosul, where tariffs are the most important issue in discussion. The main purpose of this paper is to shows that tariff are important for all these agreements, not because of its nominal value, but because the impacts of exchange rate misalignments on tariffs are so significant that all concessions can be distorted by overvalued and by devaluated currencies. The article is divided into several sections: the first gives an introduction to the issue; the second explains the methodologies used to determine exchange rate misalignments and also presents some results for Brazil, US and China; the third summarizes the methodology applied to calculate the impacts of exchange rate misalignments on the level of tariff protection through an exercise of “misalignment tariffication” and examines the effects of exchange rate variations on tariffs and their consequences for the multilateral trading system; the fourth creates a methodology to estimate exchange rates against a basket of currencies (a virtual currency of the World) and a proposal to deal with persistent and significant misalignments related to trade rules. The fifth presents some estimates for the main PTAs. The conclusions are present in the last section

One of the main objectives of the Bretton Woods negotiations was to guarantee the firm control over competitive exchange rate devaluations, which had worsened the effects of the economic crisis of the 1930s. The par value exchange rate system was thus created, representing a link between the international financial system and the international trading system, guaranteeing, to the latter, the neutrality of the currency issue. The present article analyses how the institutional revolutions suffered by the IMF ended up representing the loss of this link and discusses its consequences to the WTO

Extreme rainfall events have triggered a significant number of flash floods in Madeira Island along its past and recent history. Madeira is a volcanic island where the spatial rainfall distribution is strongly affected by its rugged topography. In this thesis, annual maximum of daily rainfall data from 25 rain gauge stations located in Madeira Island were modelled by the generalised extreme value distribution. Also, the hypothesis of a Gumbel distribution was tested by two methods and the existence of a linear trend in both distributions parameters was analysed. Estimates for the 50– and 100–year return levels were also obtained. Still in an univariate context, the assumption that a distribution function belongs to the domain of attraction of an extreme value distribution for monthly maximum rainfall data was tested for the rainy season. The available data was then analysed in order to find the most suitable domain of attraction for the sampled distribution. In a different approach, a search for thresholds was also performed for daily rainfall values through a graphical analysis. In a multivariate context, a study was made on the dependence between extreme rainfall values from the considered stations based on Kendall’s τ measure. This study suggests the influence of factors such as altitude, slope orientation, distance between stations and their proximity of the sea on the spatial distribution of extreme rainfall. Groups of three pairwise associated stations were also obtained and an adjustment was made to a family of extreme value copulas involving the Marshall–Olkin family, whose parameters can be written as a function of Kendall’s τ association measures of the obtained pairs.

The external morphology of seeds and post-germination developmental stages of Angelonia salicariifolia Bonpl. (Scrophulariaceae) were investigated using scanning electron microscopy. Some structural features of the seed exotesta and seedling in Angelonia are presented for the first time and are of potential taxonomic value for this neotropical genus. The seeds are very small (0.9-1.7 mm long and 0.5-0.9 mm wide), ovate, with a reticulate-crested exotesta, reticules arranged uniformly in longitudinal rows, with a high density of microcilia-like projections on the cell wall of the reticule base and on the edge of the crests. The hilum is located beside the micropyle at the narrow end of the seed. Germination is epigeal. During germination the radicle develops, followed by elongation of the hypocotyl and primary root. At this stage dense root hairs develop on the lower part of the hypocotyl. The apical bud-located between the cotyledons-begins to develop after the cotyledons have unfolded. The cotyledons are equal in size, sessile and ovate. The seedlings have two types of trichomes, one characteristic of the cotyledons and first pair of leaves (glandular, sessile, four-celled head with quadrangular shape) and the other characteristic of the hypocotyl and epicotyl (stalked, erect, elongate and three-celled with dome-shaped unicellular head). As tendências do mercado mundial de alimentos apontam para alto crescimento no consumo de produtos naturais, como as frutas e verduras. O mercado mundial de frutas frescas registrou, em 2005, cifra superior a US$ 31,5 bilhões e cresce US$ 1 bilhão ao ano, em média. Tal fato se reproduz no Brasil, onde se observa elevação do consumo de frutas. em termos monetários, o valor bruto da produção de frutas no Brasil atingiu, em 2006, cerca de R$ 16,3 bilhões, 16,5% do valor da produção agrícola brasileira. O presente trabalho buscou analisar características econômicas da participação brasileira no comércio mundial de frutas, entre 1997 e 2008. Ademais, foi analisada a evolução da balança comercial das principais frutas brasileiras, discriminação das exportações em frescas ou processadas, representatividade do comércio externo no valor da produção nacional e participação da exportação de frutas selecionadas na exportação total do agronegócio. Foram utilizados dados da Pesquisa de Orçamento Familiar (POF) do Instituto Brasileiro de Geografia e Estatística; o Sistema de Análise e Levantamento do Comércio Exterior - AliceWeb do Ministério do Desenvolvimento, Indústria e Comércio Exterior e o banco de dados do Ministério da Agricultura, Pecuária e Abastecimento. Após levantamento das frutas que seriam estudadas, constatou-se que o crescimento das exportações foi maior que o crescimento das importações brasileiras de 1997 a 2008. Isso contribuiu para que o seu saldo comercial aumentasse em 112% no período. As exportações de frutas frescas cresceram relativamente mais que as exportações de frutas processadas. Porém houve queda da participação das exportações de frutas nas exportações do agronegócio brasileiro, de 5,8%, em 1997, para 3,9%, em 2008.

This study aims to problematize the history of mixed schools in Pará, from 1870 to 1901, highlighting women participation that helped to build them. The analytical focus of the research fell on the changes and the continuities of the mixed school in Pará. The object of analysis is the Paraense mixed schools, formed by women. The study also brings out arguments that the mixed school was set up in variable forms, concepts, times and spaces, in an overlapping with the inclusion of women in educational universe, either through education, professionalization or teaching in schools of girls and boys. The documentary sources privileged by the study are: the educational law, the newspapers, the government reports and the journals of education, which were examined in a confrontation between what was said and done. The evidential method helped the documentary reading revealed that, in small lines, the linkages built in the search for clues and signs of Paraense mixed schools was assembled with the participation of women, from the perception that historical knowledge is indirect, conjectural. Evidences indicated that the school for both sexes, legally established in the Province of Grão-Pará in 1870, gave the signals of the junction of girls and boys in school, at a time when the presence of women in education was suggested. Mutations related to the educational organization, with the introduction of mixed school in the following decade had a closer relationship with restrictive settings and more effective integration of women in that school. The inaccuracies of the Republican mixed school have revealed, through winding paths, that signal of contradictions between the modern discourse and conservative practices regarding this school, in communion with the expansion of the mixed school throughout the state, including in groups schools, observing the presence of effective women teachers in the regency of such schools and an expansion of students in relation to the equity between the sexes
