The society of the information brings with it a lot of changes day by day of the organizations, mainly for characterizing as a flexible society, in net and ruled in technological progress. The contemporary organizations are inserted in that reality and they need be maintained in markets more and more competitive. The Private Institutions of Higher education enter in this logic for they be organizations with lucrative ends that suffer strong influence of the external and internal atmosphere. To stand out, such Institutions need to count with a strategic administration, ruled in an own strategic planning for the branch in that acts. The professional of public relationships is shown capable to develop their main functions in such complex market. For so much it needs to participate in the global planning of the Private Institutions of Higher education, at the same time in that it develops it planning of the communication, intrinsic to the global strategic planning. This way, the present study treats of the professional's of Public Relationships possible contributions, ruled in theoretical data, inside of Private Institutions of Higher education in the Brazilian current scenery

Este Trabalho de Conclusão de Curso refere-se ao estudo de um caso e está inserido ao âmbito do Grupo de Estudos e Pesquisa em Política Educacional (Greppe) que, realiza estudos e pesquisas referentes ao projeto “Estratégias Municipais para a Oferta da Educação Básica: análise de parcerias público-privado no Estado de São Paulo”. O período da pesquisa é de 1997-2006, período de vigência do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (Fundef). O objetivo é estudar e analisar as estratégias utilizadas pelo município de Itirapina para a oferta da Educação Básica, especificamente na etapa da Educação Infantil, ou seja, estudar e analisar as parcerias (acordos) lá existentes, sua natureza e modalidade. Quais os fatores que levaram a Prefeitura de Itirapina a firmar convênio para oferta de vagas em instituições privadas filantrópicas (creches) e qual a normalização para estes convênios. Sabe-se que estas instituições já atendem as matrículas das creches e pré-escolas há muitos anos, antes mesmo do convênio formal que se iniciou em 2000. Estudar as implicações que as políticas públicas educacionais trouxeram para a oferta da primeira etapa da Educação Básica no período analisado, como a vinculação de recursos financeiros destinados a Educação e sua distribuição pelo Fundef é imprescindível na compreensão do quadro em que se encontra a Educação Infantil no município, principalmente a primeira etapa que atende às crianças na faixa etária de 0 a 3 anos em creches (conveniadas). A perspectiva de melhorias apontada pelo Fundo de Manutenção e Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (Fundeb), que, distribuirá recursos financeiros para esta etapa da educação, já tão penalizada ao longo da história, traz a certeza de mudanças, porém, ainda... Este texto tem por objetivo refletir acerca da formação inicial e continuada de professores (as) em sexualidade, educação sexual e relações de gêneros no Brasil e em Portugal. Pontua a importância de maiores investimentos no sentido de incluir estas temáticas nos currículos oficiais de cursos que formação inicial de professores (as), evitando-se assim, formar professores (as) mal preparados (as), cheios (as) de tabus e de equívocos que acabam claramente sendo repassados através dos currículos ocultos, contribuindo para aumentar o desrespeito e a violência na comunidade. Reflete ainda sobre a importância de investimentos dos governos dos dois países em ações de formação continuadas, como forma de minimizar a lacuna deixa na formação inicial. Conclui ser este, em curto prazo, o caminho possível e viável de dar subsídios teóricos e práticos aos professores (as), para que a legislação vigente em Portugal e os parâmetros curriculares propostos no Brasil sejam cumpridos de forma eficaz e com possibilidade de responder às necessidades emergentes e urgentes destes dois países.

This article is to discuss the evaluative perspectives from which it is possible and convenient evaluate the Participatory Budgets (PBs) and the participatory institutions (PIs) that are being experienced in Brazil since the last two decades of the last century. It is proposed an integrated perspective of evaluation of PBs and PIs, in order to avoid partial and biased conclusions, especially those which are based solely or primarily on quantitative methodologies. This discussion is necessary since, in the past five years, the criticism of these experiments has been increasing. Through critical and creative reflection, in essay form, and based on the recent literature on the topic, it is concluded by the need to adopt, in the empirical evaluation, an integrated approach of evaluation of the PBs and the PIs, such as it is proposed in this article. It is conclude also which is fundamental for the theoretical advancement on the subject dedicate special attention to the desirability or not of adopting the criterion of popular participation in government decisions under representative democracy, since it is refuted by public choice and defended by neo-republicanism.

The main purpose of this article is to introduce the debate on the effectiveness of the participatory institutions in Brazil. At first, it will bring the very early debate about participatory democracy and deliberative democracy. Afterwards, the article will show how international literature impacts studies on the democratic transition in Brazil, trying to delineate the borders, limitations and advances of Brazilian literature about the theme. In the last part, the main topics of debate on the effectiveness of participatory institutions - methods and instruments of evaluation - will be pointed out

Estudo sobre a importância que a comunicação organizacional exerce no âmbito das instituições privadas do ensino superior. Entende-se que a comunicação organizacional vem ganhando espaço neste segmento e diferentes estudos contribuem para a compreensão sobre sua função estratégica e integrada. Para tanto, foi realizado um estudo de caso cujos resultados poderão promover uma reflexão mais aprofundada sobre o tema. Percebeu-se que apesar da sua importância, ainda é necessário que as IPES criem e incorporem uma política de comunicação organizacional à sua gestão universitária.

In this article the issue of continuing education is associated with the needs analysis, according to the theoretical used. The aim of this study is identify the factors that motivate or discourage the continuing education of educational managers (principals, vice-principals, coordinators and educational assistants) into ten public schools in the city of Araraquara. The managers have been heard through questionnaire, report narratives and interviews. The position of the Education Department have been got through an interview. According to these managers reports it was possible to notice the distance between the conceptions of the creators of the courses, represented by the Municipal Education, and their target. The results give evidences that the training offered do not correspond to the needs faced by these principals and teachers, their conceptions and dilemmas are not taken into consideration to elaborate a continuing education initiative.

This work carried through an exploratory study with nine students with Special Educational Needs (SEN) that had passed for the scholarship in last the ten years and who were registered in the modality of Education for Young people and Adults (EYA). The objective was to identify the effect of the inclusive education, with regard to access and equity in education, in relation to the acquisition of reading, writing and calculation, having as reference the initial cycle of literacy. The research was developed with students aged between 16 and 46 years, in a city in interior of São Paulo (Brazil). About the participants, three were attended the Term I: (1ª and 2ª series), three the Term II (3ª e 4ª series) and three the Term III: (5ª series). An Instrument of Evaluation was elaborated, with specific questions of Portuguese language and mathematics. The study found that in the last ten years, of the investigated group, few students had frequented regular school and those who attended were for a short period of time. The great majority studied, in recent years, only in special school, against the current legislation of inclusive education policy in the Brazilian educational system. Although the students receive the classification of students with SEN, the scholar system demonstrate difficulties in taking care of these students in theirs specific demands of learning and remain, still, the necessity of adequate training of teachers to work in the inclusive schools and to attend the diversity present in the classroom.

Our main concern was to investigate the forms and rationalities implicit in the social regulation/autonomy of the management processes of learning, historically established in the 1971 through 2002 educational reforms, via assessment guidelines of school performance in the state of São Paulo. We used a socio-historical approach, relying on speeches and official documents as our primary source and on studies and research work about teacher assessment and performance as secondary sources. As central categories we considered continuity and rupture in the patterns and mechanisms of social regulation/autonomy of educational work. The results help to clarify how educational policies, instituted in contexts of social reproduction/transformation, influence the management of educational processes within the school.

The present study, theoretical, aims to talk about educational policies in Brazil, aiming to unveil what they say these policies, the legitimacy and visibility that give coverage of sexuality in schools. Both sexuality and gender relations have gained attention in a Brazilian educational research in the mid-90th century. These policies have been the National Curricular Parameters (PCN). They present the cross-cutting themes: ethics, health, environment, cultural diversity and sexual orientation, which should be integrated into conventional areas of the school said. Another document of this same decade of education is the National Education Plan (PNE), however this encompasses so hidden sexuality and gender relations. In fact, both the new Law of Directives and Bases (LDB), the PNE in these subjects are veiled. An interesting initiative is happening in Brazil is the project Gender and Sexual Diversity (GDE) for the training of professionals in education issues of gender, sexuality and sexual orientation and ethnic-racial relations, is entering the national perspective of implementation public policy of equality and respect for diversity. However, much remains to be done thinking about the effectiveness of public policies that are effective with respect to space and visibility for the treatment of sexuality. We must also articulate the integration of these themes in these policies, strategies to raise awareness of education professionals in order to secure that they are actually implemented.
