In this paper, we investigate the nature of income inequality across nations. First, rather than functional forms or parameter values in calibration exercises that can potentially drives results, we estimate, test, and distinguish between types of aggregate production functions currently used in the growth literature. Next, given our panel-regression estimates, we perform several exercises, such as variance decompositions, simulations and counter-factual analyses. The picture that emerges is one where countries grew in the past for different reasons, which should be an important ingredient in policy design. Although there is not a single-factor explanation for the difference in output per-worker across nations, inequality, followed by distortions to capital accumulations and them by human capital accumulation.

No Brasil, na última década, vários programas de transferência de renda foram implantados, mas os níveis de pobreza não têm diminuído na mesma proporção do aporte de recursos investidos nos programas. Verifica-se, especialmente, a falta de coordenação entre poderes governamentais, entre órgãos gestores, financiadores e executores de políticas públicas. O programa Cheque Cidadão, dado ao grande volume de recursos distribuídos e à participação de instituições religiosas na seleção e distribuição de benefícios, foi objeto de inspeção realizada pelo Tribunal de Contas do Estado do Rio de Janeiro (TCERJ), em Campos dos Goytacazes em setembro de 2004. No ano de 2002, foi tema de pesquisa realizada pelo Instituto de Estudo do Trabalho e Sociedade (IETS), que visava conhecer o programa em seus processos e impacto junto ao público beneficiário. Este trabalho visa à contextualização destes dois eventos nos paradigmas da Nova Gestão Pública (NGP) com indicadores de desempenho de eficiência, eficácia, efetividade e eqüidade, esperando inserir o TCE-RJ no campo das Auditorias Operacionais, e favorecendo a avaliação de políticas públicas como uma forma de contribuição para corresponder à crescente demanda social por um governo orientado para resultados.

We investigate the efficiency of equal sacrifice tax schedules in an economy which primitives are exactly those in Mirrlees (1971): a continuum of individuals with identical preferences defined over consumption and leisure who differ with respect to their labor market productivity. Using a separable specification for preferences we derive the minimum equal sacrifice allocation and recover the tax schedule that implements it. The separable specification allows us to use the methodology developed by Werning (2007b) to check whether the schedule is efficient, that is, whether there is no alternative tax schedule that raises more revenue while delivering less utility to no one. We find that inefficiency does not arise for most parametrizations we use to approximate the US economy. For the few cases for which inefficiency does arise, it does so only for very high levels of income and marginal tax rates.

Este trabalhe tem cerne objetivo investigar e universo psicossocial de um grupo de mulheres idosas de classe socioeconômica baixa. Inicialmente, são analisadas as problemáticas da mulher e de idoso a partir de uma revisão crítica da literatura, compreendendo estudes teóricos e pesquisas empíricas realizadas no Brasil. Também são focalizados os conceitos de identidade e de marginalidade, cem frequência referidos no percurso de trabalho. A seguir, é relatada uma pesquisa de campo em que se utiliza e método de história de vida. Foram entrevistadas 20 mulheres cem idade acima de 60 anos, de baixa renda, residentes em uma cidade de médio porte de Estado de Espirite Santo. Apresenta-se uma caracterização prévia da população e posteriormente uma análise das entrevistas. Nesta análise observam-se algumas convergências básicas nas condições objetivas de vida e nas representações construídas pele grupo das entrevistadas acerca de suas vivências, no que se refere especialmente às suas condições de trabalho, às suas inserções nos contextos familiar e público, às imagens das figuras masculina e feminina elaboradas e à situação. vivencial de envelhecimento. Destacam-se entre essas convergências: o exercício de atividades laborais informais não-especializadas; a referência frequente ao contexto familiar; a construção de uma auto imagem fragilizada ou ambígua que não se coaduna com as experiências de sustentáculo familiar relatadas; e uma adequação/inadequação ao modelo vigente de velhice, denotando, frequentemente, uma defasagem entre a idade cronológica e o sentimento subjetivo do envelhecimento. Finalmente, a conclusão procura integrar os aspectos mais significativos observados nos relatos, delineando-se o perfil psicossocial do grupo estudado.

O presenté trabalho estuda o aluno de aprendiza~ gem lenta no âmbito da marginalização cultural, utilizando literatura específica e amostra de educandos da rede escolar oficial do Município do Rio de Janeiro. A literatura específica procurou esclarecer pontos importantes relativos ao desenvolvimento intelectua~ i marginalização cultural, aos distúrbios de aprendizagem, i relação da criança com a família, ã relação do aluno com o professor bem como estudos relativos ao aluno de aprendiz~ gem lenta. Com base na literatura específica foram elaboradas entrevistas com as mães e os professores dos alunos, assim como escolhidos testes objetivos para aferição do ní vel mental e nível de prontidão para a aprendizagem de lei tura, escrita e números .dos alunos. Os resultados da analise confirmaram as hipóteses levantadas de que a carência de estimulação ambiental prejudica o desenvolvimento intelectual e acarreta maior difi culdade de aprendizagem, que a relação professor-aluno tan to pode reforçar como minimizar a problematica apresentada e que a criança oriunda de classe de baixa renda econ~mica tem maiores possibilidades de enquadrar-se na marginalização cultural. Ao final do trabalho, algumas sugestoes foram tra çadas quanto a procedimentos que possam ser adotados tanto com a população estudada como com populações semelhantes.

O enfoque fenomenológico de Alonso Fernandes foi a base deste estudo. O autor tenta provar que houve uma evolução qualitativa na forma de descarga da tensão excessiva, um desembocar somático da angústia. Melhor definindo, nos dias de hoje, não há mais lugar para a histeria demonstrativa, teatral, necessitando palco para bem resultar. A vida atual, impessoal, ativa e materialista tornou obsoleto o mecanismo transformador da angústia reprimida em símbolo corporal. O endeusamento do jovem, a falta de espaço, o nível de aspiração muito elevado e o estresse em alta doses torna compreensível que seja sobre este mesmo corpo que ele lance todo o excesso de tensão e angústia que é ensejado pela vida urbana. O presente estudo indaga a existência de uma patologia especifica para os indivíduos que reagem desta forma. Para tal verificação usou-se 3 grupos de 30 indivíduos subdivididos em: doentes de "fundo nervoso", doentes "orgânicos" e sadios. Dois tipos de instrumento foram aplicados com o objetivo de estudar o perfil de personalidade da amostra: O Inventário de Personalidade MHPI e um questionário que abrangesse o tipo de vida, costumes, hábitos, renda, escolaridade, etc do grupo em estudo. A hipótese básica é que não há uma patologia mental específica nos pacientes com doenças de "fundo nervoso" e que fatores tais como a exiguidade do espaço vital, o nível de aspiração, a preocupação com a autoimagem e o nível de estresse influenciam predominantemente a personalidade dos sujeitos pertencentes ao grupo das doenças psicossomáticas. Comprovou-se com boa margem de certeza a ideia de que a fuga para o corpo não é um quadro patológico delimitado mas sim um mecanismo de defesa, uma ajuda ao indivíduo obrigado a sobreviver as pressões de nossos dias. Além disto, a existência de respostas relativas a um nível de aspiração exagerado no grupo de doentes de "fundo nervoso" comprova ser tal variável uma das grandes vertentes propiciadoras da escolha da via somática como forma de descarga da angústia.

Local provision of public services has the positive effect of increasing the efficiency because each locality has its idiosyncrasies that determine a particular demand for public services. This dissertation addresses different aspects of the local demand for public goods and services and their relationship with political incentives. The text is divided in three essays. The first essay aims to test the existence of yardstick competition in education spending using panel data from Brazilian municipalities. The essay estimates two-regime spatial Durbin models with time and spatial fixed effects using maximum likelihood, where the regimes represent different electoral and educational accountability institutional settings. First, it is investigated whether the lame duck incumbents tend to engage in less strategic interaction as a result of the impossibility of reelection, which lowers the incentives for them to signal their type (good or bad) to the voters by mimicking their neighbors’ expenditures. Additionally, it is evaluated whether the lack of electorate support faced by the minority governments causes the incumbents to mimic the neighbors’ spending to a greater extent to increase their odds of reelection. Next, the essay estimates the effects of the institutional change introduced by the disclosure on April 2007 of the Basic Education Development Index (known as IDEB) and its goals on the strategic interaction at the municipality level. This institutional change potentially increased the incentives for incumbents to follow the national best practices in an attempt to signal their type to voters, thus reducing the importance of local information spillover. The same model is also tested using school inputs that are believed to improve students’ performance in place of education spending. The results show evidence for yardstick competition in education spending. Spatial auto-correlation is lower among the lame ducks and higher among the incumbents with minority support (a smaller vote margin). In addition, the institutional change introduced by the IDEB reduced the spatial interaction in education spending and input-setting, thus diminishing the importance of local information spillover. The second essay investigates the role played by the geographic distance between the poor and non-poor in the local demand for income redistribution. In particular, the study provides an empirical test of the geographically limited altruism model proposed in Pauly (1973), incorporating the possibility of participation costs associated with the provision of transfers (Van de Wale, 1998). First, the discussion is motivated by allowing for an “iceberg cost” of participation in the programs for the poor individuals in Pauly’s original model. Next, using data from the 2000 Brazilian Census and a panel of municipalities based on the National Household Sample Survey (PNAD) from 2001 to 2007, all the distance-related explanatory variables indicate that an increased proximity between poor and non-poor is associated with better targeting of the programs (demand for redistribution). For instance, a 1-hour increase in the time spent commuting by the poor reduces the targeting by 3.158 percentage points. This result is similar to that of Ashworth, Heyndels and Smolders (2002) but is definitely not due to the program leakages. To empirically disentangle participation costs and spatially restricted altruism effects, an additional test is conducted using unique panel data based on the 2004 and 2006 PNAD, which assess the number of benefits and the average benefit value received by beneficiaries. The estimates suggest that both cost and altruism play important roles in targeting determination in Brazil, and thus, in the determination of the demand for redistribution. Lastly, the results indicate that ‘size matters’; i.e., the budget for redistribution has a positive impact on targeting. The third essay aims to empirically test the validity of the median voter model for the Brazilian case. Information on municipalities are obtained from the Population Census and the Brazilian Supreme Electoral Court for the year 2000. First, the median voter demand for local public services is estimated. The bundles of services offered by reelection candidates are identified as the expenditures realized during incumbents’ first term in office. The assumption of perfect information of candidates concerning the median demand is relaxed and a weaker hypothesis, of rational expectation, is imposed. Thus, incumbents make mistakes about the median demand that are referred to as misperception errors. Thus, at a given point in time, incumbents can provide a bundle (given by the amount of expenditures per capita) that differs from median voter’s demand for public services by a multiplicative error term, which is included in the residuals of the demand equation. Next, it is estimated the impact of the module of this misperception error on the electoral performance of incumbents using a selection models. The result suggests that the median voter model is valid for the case of Brazilian municipalities.

In an economy which primitives are exactly those in Mirrlees (1971), we investigate the efficiency of labor income tax schedules derived under the equal sacrifice principle. Starting from a given government revenue level, we use Werning’s (2007b) approach to assess whether there is an alternative tax schedule to the one derived under the equal sacrifice principle that raises more revenue while delivering less utility to no one. For our preferred parametrizations of the problem we find that inefficiency only arises at very high levels of income. We also show how the multipliers of the Pareto problem may be extracted from the data and used to find the implicit marginal social weights associated with each level of income.

From a financial perspective, this dissertation analyzes the Brazilian mutual fund industry performance for an average retail client. The most representative funds for the local population, that are the fixed income open-end ones, will be selected and their performance will be measured aiming to answer if clients of this industry obtained a proper return over their investments in the period between August 2010 and August 2013. A proper return will be understood as the preservation of the purchasing power of the individual´s savings, what is achieved with a positive performance of a mutual fund after discounting taxes, administrative fees and inflation. After obtaining an answer for the previous question, this dissertation will explore a possible alternative solution: Tesouro Direto, that is an example of a financial approach that could foster the disintermediation between savings and investments through electronic channels. New electronic platforms, with a broader scope, could be utilized to increase the efficiency of funding productive investments through better remunerating Brazilian savings. Tesouro Direto may point towards a new paradigm.

This paper follows the idea of Amartya Sen, Nobel Prize of economic, about the role of State in the assurance of minimal existence condition, and aim to answer how countries of Latin America (specifically Brazil) and countries of Europe (specifically United Kingdom) deal with the assurance of this minimal existence conditions. According to Amartya Sen’s view, development must be seen as a process of expanding substantive freedoms, such expansion being the primary purpose of each society and the main mean of development. Substantive freedoms can be considered as basic capabilities allocated to individuals whereby they are entitled to be architects of their own lives, providing them conditions to “live as they wish”. These basic capabilities are divided by Amartya Sen in 5 (five) kinds of substantive freedoms, but for this article’s purpose, we will consider just one of this 5 (five) kinds, specifically the Protective Safety capability. Protective Safety capability may be defined as the assurance of basic means of survival for individuals who are in extreme poverty, at risk of starvation or hypothermia, or even impending famine. Among the means available that could be used to avoid such situations are the possibility of supplemental income to the needy, distributing food and clothing to the needy, supply of energy and water, among others. But how countries deal whit this protective safety? Aiming to answer this question, we selected the problem of “fuel poverty” and how Brazil and United Kingdom solve it (if they solve), in order to assess how the solution found impacts development. The analysis and the comparison between these countries will allow an answer to the question proposed.

Estimation of demand and supply in differentiated products markets is a central issue in Empirical Industrial Organization and has been used to study the effects of taxes, merges, introduction of new goods, market power, among others. Logit and Random Coefficients Logit are examples of demand models used to study these effects. For the supply side it is generally supposed a Nash equilibrium in prices. This work presents a detailed discussion of these models of demand and supply as well as the procedure for estimation. Lastly, is made an application to the Brazilian fixed income fund market.

Investimentos em capital humano são essenciais para o desenvolvimento econômico de um pais. No Brasil, diversas fontes apontam para a falta de mão de obra qualificada como sendo uma das causas de um fraco crescimento econômico. Esta dissertação explora as teorias que ligam desigualdade de renda com performance econômica. A parte empírica se foca em uma das teorias apresentadas, a de imperfeições no mercado de credito. De acordo com esta teoria, mercados de credito imperfeitos são fracos alocadores de recursos e não possibilitam que indivíduos de baixa renda invistam no próprio capital humano. No Brasil, há uma escassez de estudos empíricos focados em testar os canais através dos quais a desigualdade de renda afeta o crescimento, trazendo significância para esta dissertação. Os resultados apresentados aqui foram obtidos através da pesquisa familiar – POF – realizada pelo IBGE. Os dados mostram que investimentos em educação crescem como percentual do orçamento com o aumento da renda familiar. Aumentos de renda para classes de renda já elevadas não provocam igual aumento nas despesas educacionais. Os dados sugerem a existência de uma restrição orçamentária para Brasileiros de baixa e média renda independente da região. Foram encontradas fortes evidencias de que classes de baixa e média renda no Brasil tem acesso limitado ao mercado de credito. Portanto, existe evidencia de que redistribuição aumentaria o gasto agregado em educação

Credit market in Brazil distinguishes from advanced economies in many aspects. One of them is related to collaterals for households borrowing. This work proposes a DSGE framework, based on Gerali et al.(2010), to analyse one pecularity of Brazillian credit market: payroll-deducted personal loans. To original model, we added the possibility to households contract long term debt and compare to differents types of credit constrains: one based on housing and other based on future income. We callibrate and estimate the model to Brazil, using Bayesian technique. Results show that, in a economy where credit constraints are based on income, responses to shocks appear to be stronger, at first, but dissipate faster. This occurs because income responds quickly to shock than housing prices, so does amount available to loans. In order to smooth consumption, agents compensate lower income and borrowing by increasing working hours, restoring loans and debt in a shorter time.

According to Diamond (1977), one of the reasons for the existence of social security systems is that they function as an income redistribution mechanism. There is an extensive literature that tests whether social security systems produce the desired results in developed countries (mainly for the U.S.A.). Nevertheless, there is not an obvious consensus about this social security property and there is little evidence for developing countries. In this article, we test this property for the Brazilian Social Security System. In addition, we also look at another question which has not been answered yet in the previous literature. Is the trend of social security systems increasingly progressive or regressive? We conclude that the changes in Brazilian Social Security legislation reduced inequality between 1987 and 1996, but only for the elderly. For the other age groups, there is a stable trend. Results for the period between 1996 and 2006 reveal that the Brazilian system is neutral for all cohorts. Therefore, we found out that social security systems are not an effective mechanism for income redistribution, as predicted by previous studies.

This work investigates the effects of inflation on income distribution. We use a dynamic shopping-time model to show that a differentiated access to transacting technologies by poor and rich consumers is enough to generate a positive link between inflation and the Gini coefficient of income distribution.
