The swallowing disturbers are defined as oropharyngeal dysphagia when present specifies signals and symptoms that are characterized for alterations in any phases of swallowing. Early diagnosis is crucial for the prognosis of patients with dysphagia and the potential to diagnose dysphagia in a noninvasive manner by assessing the sounds of swallowing is a highly attractive option for the dysphagia clinician. This study proposes a new framework for oropharyngeal dysphagia identification, having two main contributions: a new set of features extract from swallowing signal by discrete wavelet transform and the dysphagia classification by a novel pattern classifier called OPF. We also employed the well known SVM algorithm in the dysphagia identification task, for comparison purposes. We performed the experiments in two sub-signals: the first was the moment of the maximal peak (MP) of the signal and the second is the swallowing apnea period (SAP). The OPF final accuracy obtained were 85.2% and 80.2% for the analyzed signals MP and SAP, respectively, outperforming the SVM results. ©2008 IEEE.

The objective of this article is to apply the Design of Experiments technique along with the Discrete Events Simulation technique in an automotive process. The benefits of the design of experiments in simulation include the possibility to improve the performance in the simulation process, avoiding trial and error to seek solutions. The methodology of the conjoint use of Design of Experiments and Computer Simulation is presented to assess the effects of the variables and its interactions involved in the process. In this paper, the efficacy of the use of process mapping and design of experiments on the phases of conception and analysis are confirmed.

This paper deals with the design and analysis of a Dynamic Voltage Restorer output voltage control. Such control is based on a multiloop strategy, with an inner current PID regulator and an outer P+Resonant voltage controller. The inner regulator is applied on the output inductor current. It will be also demonstrated how the load current behavior may influence in the DVR output voltage, which justifies the need for the resonant controller. Additionally, it will be discussed the application of a modified algorithm for the identification of the DVR voltage references, which is based on a previously presented positive sequence detector. Since the studied three-phase DVR is assumed to be based on three identical H-bridge converters, all the analysis and design procedures were realized by means of single-phase equivalent circuits. The discussions and conclusions are supported by theoretical calculations, nonlinear simulations and some experimental results. ©2008 IEEE.

This document provides an overview of the most relevant developments in United States trade policy relating to Latin America and the Caribbean in 2002. U.S. policy continued to promote trade liberalization through advancing negotiations on multiple fronts- globally (WTO), regionally (FTAA) and bilaterally or sub regionally- with a view that the various negotiations are mutually reinforcing and seek to create a constructive competition for liberalization" among trade partners. The passage of Trade Promotion Authority (TPA) included in the Trade Act of August 2002 enhanced the U.S. Administration's ability to negotiate trade agreements. It provided an impetus to conclude bilateral negotiations with Chile as well as to advance a number of trade agreements currently under negotiation, including negotiations toward the Free Trade Area of the Americas (FTAA) and bilateral negotiations with Central America. The Trade Act also renewed the Generalized System of Preferences, extended the Caribbean Trade Partnership Act by liberalizing apparel provisions and augmented the Andean Trade Preference Act, increasing the list of duty free products. On the multilateral front, in partial fulfillment of the Doha mandate, the U.S. tabled in 2002 two comprehensive proposals for the reduction of trade barriers on agricultural and non-agricultural goods. Along with these trade liberalizing proposals, the U.S. Administration imposed temporary safeguard measures on key steel products to provide relief to the sectors of the steel industry that have been most affected by import surges. In addition, the U.S. Congress passed the 2002 Farm Security and Rural Investment Act that substantially increased U.S. domestic farm subsidies to shield domestic farm producers from competition from subsidized products from abroad."

The present document analyses the progress of national programmes and activities associated with the promotion and development of energy efficiency between the years 2008 and 2013 in the 27 Latin American and the Caribbean member countries of the Latin American Energy Organization (OLADE). The new study is based on the original report —prepared by ECLAC and OLADE between July 2008 and July 20091— taking into consideration any progress made over the past four to five years, an interval long enough to justify an update both of the current status of energy efficiency and its prospects, developments and challenges in the Region of Latin America and the Caribbean.

The objective of this report is to analyze the impact of recent global financial trends on the access to private external financing by Central American and Caribbean (CAC) economies, as well as their performance in international capital markets in recent years. The CAC economies, like many other countries in the world, were not immune to the negative consequences of the global economic and financial crisis of 2008. In fact, their openness, export driven growth and linkages to advanced economies, particularly to the U.S., as well as size, made them more vulnerable than other Latin American countries to the negative effects of the crisis. In addition, their recovery was hindered by their weak linkages to the larger emerging market countries that drove global growth in the post-crisis recovery. As China and other emerging market economies begin to slowdown, however, and the U.S. and other advanced economies show signs of a strengthening recovery, the linkages to advanced economies may once again become a source of strength.
