This review was initiated based upon allegations from multiple sources of possible fraud in the Disaster Supplemental Nutrition Assistance Program (D-SNAP) administered by the South Carolina Department of Social Services (SCDSS), which was implemented in response to the 10/3/2015 statewide flooding from Hurricane Joaquin. This review’s scope and objectives were: Assess SCDSS’s D-SNAP implementation for compliance with federal guidelines, with emphasis on fraud preventative controls; Assess the SCDSS’s post-disaster review and audit methodology for compliance with federal guidelines, with emphasis on understanding the fraud risks and resolution strategies; and Identify residual risk/suspected fraud not addressed through the SCDSS review and available opportunities to address.

The SIG identifies Executive Branch employee fraud through mandatory reporting by each agency; law enforcement reporting; agencies’ annual reports to the Office of the Comptroller General; and open source reporting. In FY 2015-2016, the SIG received twelve notifications of fraud involving 18 Executive Branch employees at ten statewide agencies, which resulted in estimated losses of $1,188,529. This indicates a low risk of employee fraud in the Executive Branch given its $26 billion budget and 60,000 employees.

Recibido 16 de julio de 2010 • Aceptado 31 de agosto de 2010 • Corregido 04 de octubre de 2010 Debido al marco jurídico actual, en los últimos años, el sistema educativo costarricense ha experimentado cambios significativos, tanto en los niveles internacional como nacional. Estos van desde la promulgación de la Ley 7600 Igualdad de Oportunidades para las Personas con Discapacidad en Costa Rica (Costa Rica, Asamblea Legislativa,1996) hasta el planteamiento de la Ley 8661 Convención sobre los Derechos Humanos de las Personas con Discapacidad (Costa Rica, Asamblea Legislativa, 2008). Por lo anterior, el espacio temporal en el que emergió el Proyecto UNA Educación de Calidad, en 1998 y el contexto en el cual estaba inmerso el Sistema Educativo Nacional, particularmente, en el ámbito universitario, la propuesta pedagógica que se presenta da muestra de una transición entre el modelo rehabilitador y el modelo social, específicamente, dentro de cada uno de estos, el respectivo abordaje educativo, que abarca desde los procedimientos de la integración a los de la educación inclusiva. Desde esta perspectiva, se presenta las vivencias y estrategias desplegadas desde el Proyecto UNA Educación de Calidad. El fin es proporcionar apoyo y seguimiento, en su formación profesional, a un grupo de la diversidad, constituido por los estudiantes con necesidades educativas matriculados en la Universidad Nacional. De esta forma, se pretenden hacer efectivos sus derechos de acceder a una educación superior de calidad, de acuerdo con sus características personales y sociales, y promover su permanencia e inserción socio-laboral. Los retos que impone la atención a la diversidad en el contexto universitario son un desafío plasmado en el quehacer cotidiano del Proyecto UNA Educación de Calidad. Estas transformaciones se vislumbran en la constante reconstrucción de las estrategias utilizadas, al tener, como aspectos esenciales, el empleo de equipo tecnológico y programas de computación especializados. Estos les permitirán a los estudiantes acceder a la información y a la comunicación; la asesoría y la capacitación de los académicos y del personal administrativo; el establecimiento de estrategias de apoyo colaborativo entre los miembros de la comunidad universitaria, así como, la búsqueda de cooperación en el ámbito nacional e internacional para el desarrollo de nueva iniciativas.

ResumenEl presente artículo pretende establecer al menos, cuatro problemáticas que inciden o afectan la plenitud de los derechos económicos, sociales y culturales como derechos humanos de disfrute general. Las problemáticas por analizar consisten en la implementación; derecho mínimo exigible; justiciabilidad y decisiones políticas de los Estados, y en consecuencia en cada una de estas variables se examinará en que medida inciden en el desarrollo pleno de los citados derechos. Se establece como idea central del ensayo, que tales derechos presentan problemas que empiezan desde su limitada concepción normativa (art. 2 Pacto Internacional Derechos Económicos, Sociales y Culturales), hasta los factores cotidianos que igualmente limitan su alcance extensivo. The issues to be analyzed consist of implementation; minimum rights, justiciability and political decisions of states, and therefore each of these variables will be examined to what extent affect the full development of those rights. A new solution to the millionaire problem is designed on the base of two new techniques: zero test and batch equation. Zero test is a technique used to test whether one or more ciphertext contains a zero without revealing other information. Batch equation is a technique used to test equality of multiple integers. Combination of these two techniques produces the only known solution to the millionaire problem that is correct, private, publicly verifiable and efficient at the same time.

Female genital mutilation (FGM) is a cultural practice common in many Islamic societies. It involves the deliberate, non-therapeutic physical modification of young girls’ genitalia. FGM can take several forms, ranging from less damaging incisions to actual removal of genitalia and narrowing or even closing of the vagina. While often thought to be required by religion, FGM both predates and has no basis in the Koran. Rather, it is a cultural tradition, motivated by a patriarchal social desire to control female bodies to ensure virginity at marriage (preserving family honour), and to prevent infidelity by limiting sexual desire. In the USA and Australia in 2010, peak medical bodies considered endorsing the medical administration of a ‘lesser’ form of FGM. The basis for this was pragmatic: it would be preferable to satisfy patients’ desire for FGM in medically-controlled conditions, rather than have these patients seek it, possibly in more severe forms, under less safe conditions. While arguments favouring medically-administered FGM were soon overcome, the prospect of endorsing FGM illuminated the issue in these two Western countries and beyond. This paper will review the nature of FGM, its physical and psychological health consequences, and Australian laws prohibiting FGM. Then, it will scan recent developments in Africa, where FGM has been made illegal by a growing number of nations and by the Protocol to the African Charter on Human and Peoples’ Rights 2003 (the Maputo Protocol), but is still proving difficult to eradicate. Finally, based on arguments derived from theories of rights, health evidence, and the historical and religious contexts, this paper will ask whether an absolute human right against FGM can be developed.

New information, be it a new computer program or novel device, developed by an organisation is valuable to it. So too is the organisation name and reputation. While some protection is automatic, like copyright, other protection and rights must be obtained under various legislation. When dealing with employees and third parties, ownership of existing and new rights needs to be clearly established so that rights are not lost. Property in an elusive concept. In many respects it has been regarded as a source of authority to use, develop and make decisions about whatever is the subject matter of this right of ownership. This is true whether the holder of this right of ownership is a private entity or a public entity. Increasingly a right of ownership of this kind has been recognised not only as a source of authority but also as a mechanism for restricting or limiting and perhaps even prohibiting existing or proposed activities that impact upon the environment. It is increasingly therefore an instrument of regulation as much as an instrument of authorisation. The protection and conservation of the environment are ultimately a matter of the public interest. This is not to suggest that the individual holders of rights of ownership are not interested in protecting the environment. It is open to them to do so in the exercise of a right of ownership as a source of authorisation. However a right of ownership – whether private or public – has become increasingly the mechanism according to which the environment is protected and conserved through the use of rights of ownership as a means of regulation. This paper addressed these issues from a doctrinal as well as a practical perspective in how the environment is managed.
