Este trabalho analisa aspectos do contexto das políticas públicas culturais contemporâ-neas relacionadas com as ações de mobilização que envolvem a sociedade civil. A aná-lise engloba conhecimento sobre o papel do profissional de Relações Públicas na con-tribuição da execução de políticas culturais que incentivem o protagonismo social atra-vés do Programa Cultura Viva, desenvolvido pelo Ministério da Cultura, com a imple-mentação de Pontos e Pontões de Cultura, e no âmbito de movimentos sociais indepen-dentes. Os resultados apontam a importância estratégica do Relações Públicas na expan-são das políticas públicas culturais

It is intended, by using the theoretical frameworks of Cultural Anthropology and Social Sciences, determine how to process social relations as a result of identity processes in the university environment. The study shows relevance in the field of Anthropology and Public Relations as it undertakes to identify issues that may guide the actions and perceptions of society and the professionals themselves regarding the activity, in addition to showing a socio-historical overview of the profession. Thus, it can contribute both in the scientific realm , revealing the identity of Public Relations through anthropological knowledge, as in the social sphere, providing the public relations have a broader horizon in relation to their activity and their recognition in the social context , allowing develop identity strategies and contributing to the profession will become even more important for individuals and organizations that make up society

This paper aims to propose a communication plan to Internet media that explores interaction, expanding “Agência Propagação” institutional communication and of its principal product, the social propaganda messages named “Minuto Consciente”. This study will be based on the concepts of Convergence Culture (JENKINS, 2009), Digital Marketing (TORRES, 2009), Integrated Communication (KUNSCH, 2003) and Computer Mediated Interaction (PRIMO, 2007) to understand the communication an interaction phenomenon in digital era and select the strategies to establish a continuous communication flow in different medias. This work analyzes the importance of public policies in the process of urban-environmental preservation of the Alvares Machado city at state of Sao Paulo in Brazil, where priority was given to questions related to cultural heritage. Adopting the concept of territory as base to understand the complexities in the city, this work clarifies and contextualizes the historical heritage legislation through the Master Plan and the City Statute. The work also focuses on the contribution of the geographer toward studies related to urban-environmental planning.

Urban space occupation occurs in an extremely disordered way. Political, economical and social aspects converge to create a problem that affects mostly poor people who are impelled to occupy areas where social and environmental problems are likely to emerge. Floods, landslides and different forms of pollution have more effects on the most vulnerable groups. In many cases, actions taken by the government legitimate this structure and reinforce its reproduction. This work seeks to confirm both that poor people are vulnerable to social and environmental problems resulting from inappropriate urban solid waste disposal and that the local government contributes to this situation. It is assumed that the issue is related first to the government’s disregard for poor people who live in unhealthy places and, second, to the inability of such people to demand for better living conditions. In this study, a waste disposal area within Jardim Graminha neighborhood in Leme (São Paulo) was selected to be analyzed by means of systematic observation. The study clearly shows that poor people living near that area where different types of garbage are disposed are vulnerable and the government does not control the situation. It is also pointed out that governmental intervention and the use of political and technical tools are necessary for planning and managing the area to mitigate these problems and to decrease poor people’s social and environmental vulnerability.

Starting from the theoretical contributions of Michel Foucault and from a critical appraisal of the Declaration of Universal Human Rights and the 1988 Brazilian Constitution, this article maps the constitution of labor as a dimension that goes from social right to health device. In our analysis we find that labor as a social right and health device has a subjective protagonism and has social and economic aspects contemplated by documents. However in defining and orienting ways of being of individuals that work delivered speeches that fall in and control, hindering the openness of workers for movements of creation expansion of life and work in its positivity of experimentations. We conclude that is not enough to recognize labor as a social right, indicate its role as a health strategy or direct political efforts without problematizing not “what kind of work” can be supportive in a more creative construction of its own work and health.

There are three distinct and complementary objectives in this article in order to clarify the higher education outline in Brazil, specifically evening courses (classes are held on weekdays, generally from 7:00 pm to 10:30 pm) and thesecurrent sector policies. The first objective is to present a short historical overview on the establishment of evening courses in Brazil, including those in the higher education level, occurred on the middle of last century. The second objective is to demonstrate the growth of evening higher education in Brazil, considering that in 1998, of the 2.1 million college enrollments, 55.3% were enrolled in evening courses; in 2010, twelve years later, of the 5.4 million students enrolled, there were 63.5% enrolled in evening courses. This expansion is due to the growing need of many students who must work while attending college, to defray costs of the study as well as personal and family costs. The reality of the working student is hostile considering external factors, such as transport problems, public security and lack of legislation for flexible working hours. The third objective is to discuss current public policies to expand eveningopenings in public institutions which represent nowadays only 16.1% of the 3.4 million enrollments for evening classes, including federal (6.8%), state (7.0%) and municipal (2.3%) institutions. In the third objective it is included the discussion of programs for scholarships and tuition loans. The methodology applied was to rescue historical information on the establishment and the expansion of evening courses in Brazil, analyzing the current general Brazilian policies and the specific ones from the State of São Paulo. The research results pointed to the importance of federal programs for scholarships and tuition loans for students from private institutions such as the 1,382,484 scholarships since 2004 (PROUNI Program) and the 847,000 tuition loans since 1999 (FIES Program). Important steps have been made by the Brazilian government. Considering that there are 3,987,424 enrollments in private institutions, the effectiveness of the programs for scholarships and tuition loans is still insufficient to meet the universal benefits for the student’s needs. Evening courses became the real instrument of social inclusion for many Brazilian youths and must be expanded quantitatively and qualitatively, with aggressive public policies, including also, scholarships and tuition loans.

This article is the result of a narrative literature review. The objective is to show the development of an overview on the ideological debate on the design of state health policies. We argue that the role of the state in the development of health policy, even under the pressure of the global market, may create alternatives to promote and drive economic and social development, meaning they are not subject to economic constraints imposed by the liberal ideal of market. Here is a part of a theoretical discussion about the construction and presence of the State in Latin America, particularly in Brazil. We take the approaches of the Marxist tradition and liberal to the issue as reference. This discussion allows us to understand the historical role of the state in the maintenance of social policies, specifically health, is an alternative to public control eases the intense capital mobility promoted by economic globalization. In this sense, the theme makes the Brazilian health an important issue of social sciences, why is the historicity of the construction of the Brazilian health system, as a public policy that can mirror the actual reconstruction of the institutional framework of the Brazilian state with the establishment instances of negotiation between the various spheres of power that strengthen the state in this process of democratization of Brazilian society.
