Nesta dissertação temos como foco de investigação os processos comunicacionais que articulam as ações e lutas de movimentos sociais populares, atuantes no município de São Gonçalo, cidade de periferia urbana, localizada no leste metropolitano do Rio de Janeiro. Através dos meios de comunicação e mídias, produzidos e ou apropriados por alguns movimentos listados, especialmente em se tratando de associações de moradores e amigos de bairro, buscamos pistas sobre como o direito à educação vem sendo implementado no município. Para tanto, temos como fonte documental a Lei N056/2006 que implantou o Plano Municipal de Educação de São Gonçalo (PMESG), estabelecido para o decênio 20062016, os Planos Nacionais de Educação (2000 e 2011), entre outros documentos legislativos que direcionam a garantia desse direito. Do ponto de vista metodológico, fazemos um levantamento das associações de moradores e amigos de bairro do município, e dos meios de comunicação e mídias utilizados por esses movimentos em suas lutas relativas ao direito à educação de qualidade social, tais como: ofícios, cartazes, jornais comunitários, blogs, sites, etc. Compreendemos que abordar tais meios produzidos pelos movimentos sociais populares de São Gonçalo, tendoos, como mecanismo contrahegemônico de luta política, significa também, recuperar a vigência do popular nos estudos históricos, resituando o lugar do popular como parte da memória na constituição do processo histórico pelos movimentos sociais nas lutas pelo direito à educação.

Classes perigosas é um conceito elaborado pela elite nacional em fins do século XIX, na tentativa de definir, assim, a massa pobre, oriunda, especialmente, do regime de escravidão que durou três séculos. Nossa proposta de estudo busca compreender a utilização atual desse conceito, propagado pelos aparelhos midiáticos, que resulta num processo de criminalização da pobreza e aviltamento crescente dos direitos humanos da parcela populacional que se encontra nessas condições. Como ponto vista teórico partimos da concepção de hegemonia em Gramsci, e a partir disso refletimos acerca de outro pensamento fundamental deste autor que trata sobre aparelhos privados de hegemonia, para, desta forma, compreendermos a importância do desenvolvimento dos meios de comunicação na construção dos processos hegemônicos que sustentam a ideologia da classe dominante. Indo além, buscaremos traçar um breve resgate histórico sobre o mito das classes perigosas no Rio de Janeiro e levantar um debate sobre a construção social do medo e sentimento de insegurança pública, o que legitima a atuação dos aparelhos coercitivos do Estado. Dito isto, pretendemos relacionar a questão apontada com o debate sobre os atuais mecanismos de controle social, explicitados e analisados, em seu discurso, através da exposição de notícias publicas em jornais de grande circulação em novembro de 2010.

Esta tese analisa a política de saúde no estado do Rio de Janeiro, focando nas modificações estruturais produzidas pela adoção da contrarreforma de natureza neoliberal. O marco temporal da análise é partir de 2006, com a eleição de Sérgio Cabral governador do estado. Num contexto histórico mais amplo, buscamos compreender os processos que conduziram as escolhas políticas desde a hegemonia da política neoliberal no Brasil na década de 1990, até a situação atual. Da análise das prioridades do governo estadual centradas na adoção de novos modelos de gestão e seus resultados, conclui-se, do ponto de vista financeiro e social, que a proposta de contrarreforma na saúde continua direcionando a política para ampliar a participação privada no setor público, que permite a transferência de recursos públicos para ente privados. Entretanto a eficiência da gestão privada se mostrou falaciosa, os quesitos de qualidade, eficiência e economicidade na assistência à saúde, usados para justificar ideologicamente a contrarreforma, não foram alcançados. Ao contrário a gestão privada ampliou os gastos operacionais em saúde e não foi capaz de manter constante a oferta de serviços.

O presente trabalho pretende tratar do problema da crítica à ideia de estado de natureza e de direitos naturais realizada por Edmund Burke. Procuraremos demonstrar como a crítica aos conceitos fundamentais que orientam a reflexão sobre a ordem social e política dos iluministas e dos autores sob sua influência percorre toda a obra de Burke, desde seu primeiro escrito político, Vindication on Natural Society até os últimos escritos contra a Revolução Francesa. Burke reconhece na classe pensante emergente, no racionalismo abstrato e universalista daquilo que ele chama de política "metafísica", o prenúncio da crise que se imporia sobre os conceitos que fundamentavam a ordem social e política existente. A partir de uma defesa das instituições e das tradições britânicas, concretizadas na Constituição e, especialmente, no Bill of Rights, Burke produz uma interpretação da política que utilizará a história para combater a filosofia política do direito natural.

The section on radioactivity discharges looks at pollution caused by radioactive discharges from Windscale to the Irish Sea and possible effects on fish. This is the report from the Lune, Wyre and Furness Fisheries Advisory Committee meeting, which was held on the 24th October, 1977. It covers fisheries income and expenditure, licence duties, and information on possible reasons for the apparent depletion of fish stocks on the River Leven. It also comments on the progress report on goosanders and mergansers and the consequent effect they were having on fisheries, net licences, erosion and a brief summary of the present situation of the development of coarse angling on Halton Fishery. Also covered is the report by the area fisheries officer on fisheries activities which includes information on fishing conditions, Skerton Weir, Forge Weir Fish Counter, fish mortalities and the construction of the fishery groynes in the River Lune. The report also includes the numbers of fish passing through counting stations at Haverthwaite and Halton, migratory fish propagation and information on the stocking of salmon and sea trout into the Kent, Leven, Crake, Duddon, Keer, Wyre and Lune watershed, and the Lakes of Windermere, Esthwaite and Grasmere watersheds. This is the report from the Regional Fisheries Advisory Committee meeting, which was held on the 20th May, 1985. The report contains sections on fishing licence duties in 1986, lead poisoning in swans, Authority investigations into acidity problems in rivers in Cumbria, fishing offences processed, Fish Counter statistics, and the fisheries liaison meeting report. The section on Authority investigations into acidity problems in rivers in Cumbria pays attention on investigations carried out by the University of Lancaster and Freshwater Biological Association about acidity problems, particularly in the Rivers Duddon and Esk since 1980. This section contains biological findings, a chemical sampling programme, results from continuous pH monitors, and catchment liming.
