Meskwaki Tribal Court Interim Study Committee : final report, 2007

This is the final report on the Meskwaki Tribal Court Study Committee that was charged with continuing the work from previous legislative sessions to determine the proper manner for the Iowa Court system to recognize civil judgements, decrees, and orders issued by the Meskwaki Tribal Court.

Iowa Law Enforcement Academy Annual Report FY2012

Iowa Law Enforcement Academy provided 383 training opportunities for law enforcement, jailers, and telecommunicators for a total of 3584 individuals receiving training. The Academy remains committed to bringing cutting edge programming to law enforcement, jailers, and telecommunicators across Iowa, as evidenced by partnerships with the Federal Law Enforcement Training Center, the International Association of Chiefs of Police, the Secret Service, the Midwest Counterdrug Training Center, Northwestern University’s Center for Public Safety, and many others. The Academy is looking forward to growing its presence within the law enforcement community as the “go to” resource by also serving as a bulletin board for training around the state.

Application of text-mining for updating protein post-translational modification annotation in UniProtKB.

BACKGROUND: The annotation of protein post-translational modifications (PTMs) is an important task of UniProtKB curators and, with continuing improvements in experimental methodology, an ever greater number of articles are being published on this topic. To help curators cope with this growing body of information we have developed a system which extracts information from the scientific literature for the most frequently annotated PTMs in UniProtKB. RESULTS: The procedure uses a pattern-matching and rule-based approach to extract sentences with information on the type and site of modification. A ranked list of protein candidates for the modification is also provided. For PTM extraction, precision varies from 57% to 94%, and recall from 75% to 95%, according to the type of modification. The procedure was used to track new publications on PTMs and to recover potential supporting evidence for phosphorylation sites annotated based on the results of large scale proteomics experiments. CONCLUSIONS: The information retrieval and extraction method we have developed in this study forms the basis of a simple tool for the manual curation of protein post-translational modifications in UniProtKB/Swiss-Prot. Our work demonstrates that even simple text-mining tools can be effectively adapted for database curation tasks, providing that a thorough understanding of the working process and requirements are first obtained. This leaflet includes information on programs for Women's Clubs. Some possible subjects for the club's discussions are literature, history and fine arts. Several methods of study are covered. Groups are encouraged to use public libraries and the Iowa Traveling Library to obtain reference materials for their topics.

08012-008 Lake Morris Final Report

Lake Morris is the larger of two lakes which serve as the municipal water supply for the City of Chariton, Iowa. As a site for fishing and boating, it also serves as a significant recreational resource for area residents. Its ability to sustain these uses has been significantly impaired by long-term and ongoing accumulation of sediment and sediment-borne nutrients from both public and private land within the watershed. This accumulation has resulted in reduced water depth, reduced water-holding capacity, reduced quality of the fishery, increased water turbidity, increased growth of undesirable algae, and increased cost of treating the water for municipal uses. Water quality projects undertaken in the past, notably the Lucas Lakes Project of the 1990s, made important progress in reducing sedimentation from privately-owned land higher in the watershed, but paid little attention to land owned by the City of Chariton immediately surrounding the lakes. A recent reassessment of gully erosion within the watershed shows serious, ongoing erosion on that City-owned land. This project proposes a two-part approach to improving the water quality in Lake Morris. First, we propose that a complement of five SolarBee water circulation devices be installed in Lake Morris to provide near-term and continuing improvements in water quality, by inhibiting cyanobacterial growth and thereby removing the need for treatment of the lakes with copper sulfate. Second, we propose the installation of erosion-control structures on primarily City-owned land surrounding the lake, to provide a major reduction in ongoing sedimentation.

Issue review : Electrical Examining Board.

The Electrical Examining Board is responsible for overseeing the licensing, permitting, inspection and continuing education requirements of the statewide electrician and electrical contractor program in Iowa. This issue review provides a summary of the program and a review of the current situation.

Automation of DEM Cutting for Hydrologic/Hydraulic Modeling, TR-631, 2015

Hydrologic analysis is a critical part of transportation design because it helps ensure that hydraulic structures are able to accommodate the flow regimes they are likely to see. This analysis is currently conducted using computer simulations of water flow patterns, and continuing developments in elevation survey techniques result in higher and higher resolution surveys. Current survey techniques now resolve many natural and anthropogenic features that were not practical to map and, thus, require new methods for dealing with depressions and flow discontinuities. A method for depressional analysis is proposed that uses the fact that most anthropogenically constructed embankments are roughly more symmetrical with greater slopes than natural depressions. An enforcement method for draining depressions is then analyzed on those depressions that should be drained. This procedure has been evaluated on a small watershed in central Iowa, Walnut Creek of the South Skunk River, HUC12 # 070801050901, and was found to accurately identify 88 of 92 drained depressions and place enforcements within two pixels, although the method often tries to drain prairie pothole depressions that are bisected by anthropogenic features.

Lecture d'articles médicaux: quelques pièges à éviter [Reading medical articles--what pitfalls to avoid]

Critical reading and careful interpretation of results of the medical literature is a difficult task for primary care physicians. Being aware of common potential pitfalls that may bias results of a study is helpful. Among common pitfalls, odds ratios are often interpreted as relative risks, which overestimate the impact of a risk factor. Randomized controlled trials assessing the effectiveness of a new drug or a new target disease often use surrogate markers instead of clinical events as outcomes. Results of these trials should be considered with caution before using their results for clinical practice. For screening, observational studies often yield potentially biased or conflicting results. As clinical guidelines and expert opinions are often conflicting, primary care physicians should wait for results of large clinical trials in clinical events before changing their practice for screening or new drugs.

European cancer mortality predictions for the year 2012.

BACKGROUND: Estimating current cancer mortality figures is important for defining priorities for prevention and treatment.Materials and methods:Using logarithmic Poisson count data joinpoint models on mortality and population data from the World Health Organization database, we estimated numbers of deaths and age-standardized rates in 2012 from all cancers and selected cancer sites for the whole European Union (EU) and its six more populated countries. RESULTS: Cancer deaths in the EU in 2012 are estimated to be 1 283 101 (717 398 men and 565 703 women) corresponding to standardized overall cancer death rates of 139/100 000 men and 85/100 000 women. The fall from 2007 was 10% in men and 7% in women. In men, declines are predicted for stomach (-20%), leukemias (-11%), lung and prostate (-10%) and colorectal (-7%) cancers, and for stomach (-23%), leukemias (-12%), uterus and colorectum (-11%) and breast (-9%) in women. Almost stable rates are expected for pancreatic cancer (+2-3%) and increases for female lung cancer (+7%). Younger women show the greatest falls in breast cancer mortality rates in the EU (-17%), and declines are expected in all individual countries, except Poland. CONCLUSION: Apart for lung cancer in women and pancreatic cancer, continuing falls are expected in mortality from major cancers in the EU.
