This issue of the Bulletin is based on the material presented at the seminar Information Technology for Development of Small and Medium-sized Exporters in East Asia and Latin America, which was held on 23 and 24 November 2004 at the headquarters of ECLAC in Santiago, Chile. The seminar was part of the project entitled Comparative Study on East Asian and Latin American IT Industry, financed by the thematic fund for information and communication technologies (ICT) for development of the United Nations Development Programme (UNDP) and has been carried out in close collaboration with the Institute of Developing Economies (IDE), an organization that belongs to the Japanese External Trade Organization (JETRO). This article contains a discussion of the concepts, definitions and standards associated with electronic commerce, as well as the opportunities to be seized and the challenges to be met so that MSMEs can expand their electronic business.

This document was adapted from a paper originally presented to the 8th Annual Caribbean Conference of Comprehensive Disaster Management, held in Montego Bay, Jamaica in December, 2013. It summarizes several activities that ECLAC has undertaken to assess the current state of information and communications technology (ICT) in the field of disaster risk management (DRM) as practiced in the Caribbean. These activities included an in-depth study that encompassed a survey of disaster management organizations in the region, an Expert Group Meeting attended by the heads of several national disaster offices, and a training workshop for professionals working in DRM in the Caribbean. One of the notable conclusions of ECLACs investigation on this topic is that the lack of human capacity is the single largest constraint that is faced in the implementation of ICT projects for DRM in the Caribbean. In considering strategies to address the challenge of limited human capacity at a regional level, two separate issues are recognized the need to increase the ICT capabilities of disaster management professionals, and the need to make ICT specialists available to disaster management organizations to advise and assist in the implementation of technology-focused projects. To that end, two models are proposed to engage with this issue at a regional level. The first entails the establishment of a network of ICT trainers in the Caribbean to help DRM staff develop a strategic understanding of how technology can be used to further their organizational goals. The second is the development of Centres of Excellence for ICT in the Caribbean, which would enable the deployment of specialized ICT expertise to national disaster management offices on a project-by-project basis.

This study investigates the extent to which the digital boom has had repercussions on productive activity, in terms of both manufacturing (ict goods) and services (ict services), in addition to its potential ramifications in the rest of the Mexican economy. Input-output matrices are used and compared to those of Brazil and the United States. Mexico has fallen behind, particularly in the production of ict goods, and the productive chains of this activity have weakened. The ict services sector offers much greater potential than has been exploited thus far, with the advantage that it involves comparatively more value added and has major diversification possibilities. It is considered essential to find more effective industrial policies targeted on the ict goods and services sectors; but the experience of countries such as Brazil, which have applied more proactive approaches with mixed results, suggests that this will be challenging.

In Smart Grids, a variety of new applications are available to users of the electrical system (from consumers to the electric system operators and market operators). Some applications such as the SCADA systems, which control generators or substations, have consequences, for example, with a communication delay. The result of a failure to deliver a control message due to noncompliance of the time constraint can be catastrophic. On the other hand, applications such as smart metering of consumption have fewer restrictions. Since each type of application has different quality of service requirements (importance, delay, and amount of data to transmit) to transmit its messages, the policy to control and share the resources of the data communication network must consider them. In this paper Markov Decision Process Theory is employed to determine optimal policies to explore as much as possible the availability of throughput in order to transmit all kinds of messages, considering the quality of service requirements defined to each kind of message. First a non-preemptive model is formulated and after that a preemptive model is derived. Numerical results are used to compare FIFO, non-preemptive and preemptive policies.

O reconhecimento da inteno do condutor a partir de sinais de eletroencefalografia (EEG) pode ser til no desenvolvimento de interfaces crebro computador (BCI) para serem usadas em sinergia com veculos inteligentes. Isso pode ser benfico para melhorar a qualidade de interao entre o motorista e o carro, por exemplo, fornecendo uma resposta do carro inteligente alinhada com a inteno do motorista. Neste estudo, considera-se a antecipao como sendo o estado cognitivo que leva a aes especificas durante a conduo de um automvel. Portanto, propomos investigar a presena de padres antecipatrios em sinais EEG durante a conduo de veculos para determinar duas aes especifcas (1) virar esquerda e (2) virar direita, alguns milissegundos antes que tais aes aconteam. Um protocolo experimental foi proposto para gravar sinais EEG de 5 indivduos enquanto eles operam um simulador de realidade virtual no invasiva - que foi projetado para tal experimento - que simula a conduo de um carro virtual. O protocolo experimental uma variante do paradigma da variao negativa contingente (CNV) com condies Go e No-go no sistema de conduo de realidade virtual. Os resultados apresentados neste estudo indicam a presena de padres antecipatrios em potenciais corticais lentos observados no domnio do tempo (medias dos sinais EEG) e da frequncia (Power Spectra e coerncia de fase). Isso abre um leque de possibilidades no desenvolvimento de sistemas BCI - baseados em sinais antecipatrios - que conectem o motorista ao veiculo inteligente favorecendo uma tomada de deciso que analise as intenes dos condutores podendo eventualmente evitar acidentes durante a conduo.
