Of particular interest among the Barnwell Papers is his study of municipal management relative to a council/manager form of government.

Since growing up on the family farm, Curt Bromm has continued to maintain a strong interest in agriculture and education as he developed his legal practice in Wahoo and embarked on a career in public service as a State Senator. Curt Bromm was born at Oakland and graduated from Tekamah High School. He continued his education at the University of Nebraska-Lincoln where he received his baccalaureate degree in agriculture and then a law degree. Curt served as a second lieutenant in the U. S. Army.

In 2008, academic researchers and public service officials created a university extension studies platform based on online and on-site meetings denominated "Work-Related Accidents Forum: Analysis, Prevention, and Other Relevant Aspects. Its aim was to help public agents and social partners to propagate a systemic approach that would be helpful in the surveillance and prevention of work-related accidents. This article describes and analyses such a platform. Online access is free and structured to: support dissemination of updated concepts; support on-site meetings and capacity to build educational activities; and keep a permanent space for debate among the registered participants. The desired result is the propagation of a social-technical-systemic view of work-related accidents that replaces the current traditional view that emphasizes human error and results in blaming the victims. The Forum uses an educational approach known as permanent health education, which is based on the experience and needs of workers and encourages debate among participants. The forum adopts a problematizing pedagogy that starts from the requirements and experiences of the social actors and stimulates support and discussions among them in line with an ongoing health educational approach. The current challenge is to turn the platform into a social networking website in order to broaden its links with society.

Consolidation of international guidelines for the management of canine populations in urban areas and proposal of performance indicators The objective of this study is to propose a generic program for the management of urban canine populations with suggestion of performance indicators. The following international guidelines on canine population management were revised and consolidated: World Health Organization, World Organisation for Animal Health, World Society for the Protection of Animals, International Companion Animal Management Coalition, and the Food and Agriculture Organization. Management programs should cover: situation diagnosis, including estimates of population size; social participation with involvement of various sectors in the planning and execution of strategies; educational actions to promote humane values, animal welfare, community health, and responsible ownership (through purchase or adoption); environmental and waste management to eliminate sources of food and shelter; registration and identification of animals; animal health care, reproductive control; prevention and control of zoonoses; control of animal commerce; management of animal behavior and adequate solutions for abandoned animals; and laws regulating responsible ownership, prevention of abandonment and zoonoses. To monitor these actions, four groups of indicators are suggested: animal population indicators, human/animal interaction indicators, public service indicators, and zoonosis indicators. The management of stray canine populations requires political, sanitary, ethologic, ecologic, and humanitarian strategies that are socially acceptable and environmentally sustainable. Such measures must also include the control of zoonoses such as rabies and leishmaniasis, considering the concept of "one health," which benefits both the animals and people in the community.

Die in der Verfassung der Bundesrepublik Deutschland angelegte Rundfunkordnung ist im wesentlichen durch die Rechtsprechung des Bundesverfassungsgerichts geprägt worden. Das aufgrund dieser Vorgaben gewachsene duale System besteht aus einem starken öffentlich-rechtlichen Rundfunk, dessen Position durch die vorrangige Finanzierung aus Gebühren privilegiert wird. Im Gegenzug wird ihm die zentrale Aufgabe zur Sicherung der Grundversorgung zugewiesen. Daneben bestehen die privaten Rundfunkveranstalter, die sich aus Werbeeinnahmen und Nutzungsentgelten finanzieren und insoweit dem Wettbewerb im Markt in höherem Maße ausgeliefert sind. Im europäischen Bereich fällt der Schutz von Pluralismus und Meinungsvielfalt in erster Linie in den Zuständigkeitsbereich der Mitgliedstaaten. Die Medienlandschaften der Mitgliedstaaten sind durch vielfältige Eigenheiten und Traditionen geprägt, die gerade erhalten bleiben sollen. Die Ausgestaltung des dualen Systems im europäischen Rahmen wirft mithin Bedenken allein im Hinblick auf die Finanzierung der öffentlich-rechtlichen Veranstalter aus öffentlichen Ressourcen und die darauf basierende Wettbewerbsverzerrung auf. Mit dem Radio- und Fernsehgesetz von 1991 wurde in der Schweiz ein duales Rundfunksystem eingeführt. Das Treuhandmodell wurde ergänzt durch das Marktmodell. Allerdings galt das duale System für Rundfunk und Fernsehen in der Schweiz nur in der abgeschwächten Form eines staatlich geordneten Wettbewerbs. Es bestand ein Drei-Ebenen-Modell, das eine direkte Konkurrenz zwischen der nationalen Dachorganisation SRG (Schweizerische Rundfunkgesellschaft) und privaten Unternehmen weitestgehend vermied. Die Hauptverpflichtung des Service public oblag der SRG, die auch die Gebühren erhielt. Daneben wurden allerdings alle Veranstalter zu Service-public-Leistungen verpflichtet. Im Gegenzug dazu sah der Gesetzgeber in marktschwachen Regionen ein Gebührensplitting vor. Mit dem neuen RTVG soll dem Service Public eine Bestands- und Entwicklungsgarantie zugesichert werden. Anstelle einer scharfen Trennung zwischen gebühren- und werbefinanzierten Anbietern mit entsprechend unterschiedlichen Funktionen im Mediensystem sollen allerdings die elektronischen Medien in der Schweiz großflächig subventioniert und vermehrt mit Leistungsaufträgen gesteuert werden. Gerade auf lokaler Ebene wird eine Ausweitung des Gebührensplittings vorgesehen. Nicht nur einer, sondern eine Vielzahl von Veranstaltern soll künftig mit der Grundversorgung beauftragt werden. Insbesondere der Service public régional soll von privaten Anbietern und der SRG erbracht werden. Eine Inpflichtnahme sämtlicher privater Rundfunkveranstalter wird indes nicht vorgesehen. Anhand dieser Masterarbeit sollen weiterhin die Unterschiede herausgearbeitet werden, die einzelne nationale Rundfunksysteme aufweisen können und damit auch die rundfunkpolitischen Modelle trotz des gleich bleibenden Grundgedankens, hier des Dualismus. Die Modelle sind stets in ihrem spezifischen politischen und kulturellen Kontext zu sehen, woraus sie historisch gewachsen sind. Durch den Vergleich sollen auf der einen Seite die Probleme der Rundfunkmodelle dargelegt werden, die diesen unabhängig von ihrer Ausgestaltung in mehr oder minder ausgeprägter Form generell innewohnen (Definition der Grundversorgung - des Service public/ Ressourcenknappheit/ Krisen des dualen Systems). Andererseits sollen die spezifischen Probleme der Schweiz aufgrund ihrer mehrsprachigen, kleinstaatlichen Struktur verdeutlicht werden (Hoher Marktanteil an ausländischen, überwiegend deutschsprachigen Programmen an der Fernsehnutzung; Mehrsprachigkeit; Kleinräumigkeit von Zuschauer- und Zuhörermärkten sowie der Werbemärkte).

La crisi del “teatro come servizio pubblico” degli Stabili, Piccolo Teatro in testa, si manifesta allo stadio di insoddisfazione interna già alla fine degli anni Cinquanta. Se dal punto di vista della pratica scenica, la prima faglia di rottura è pressoché unanimemente ricondotta alla comparsa delle primissime messe in scena –discusse, irritanti e provocatorie- di Carmelo Bene e Quartucci (1959-60) più difficile è individuare il corrispettivo di un critico-intellettuale apportatore di una altrettanto deflagrante rottura. I nomi di Arbasino e di Flaiano sono, in questo caso, i primi che vengono alla mente, ma, seppure portatori di una critica sensibile al “teatro ufficiale”, così come viene ribattezzato dopo il Convegno di Ivrea (1967) il modello attuato dagli Stabili, essi non possono, a ben vedere, essere considerati i veri promotori di una modalità differente di fare critica che, a partire da quel Convegno, si accompagnerà stabilmente alla ricerca scenica del Nuovo Teatro. Ma in cosa consiste, allora, questa nuova “operatività” critica? Si tratta principalmente di una modalità capace di operare alle soglie della scrittura, abbracciando una progressiva, ma costante fuoriuscita dalla redazione di cronache teatrali, per ripensare radicalmente la propria attività in nuovi spazi operativi quali le riviste e l’editoria di settore, un rapporto sempre più stretto con i mass-media quali radio e televisione e la pratica organizzativa di momenti spettacolari e teorici al contempo -festival, convegni, rassegne e premi- per una forma di partecipazione poi identificata come “sporcarsi le mani”. La seconda parte della tesi è una raccolta documentaria sull’oggi. A partire dal Manifesto dei Critici Impuri redatto nel 2003 a Prato da un gruppo di critici dell'ultima generazione, la tesi utilizza quella dichiarazione come punto di partenza per creare un piccolo archivio sull’oggi raccogliendo le elaborazioni di alcune delle esperienze più significative di questi dieci anni. Questa tesi si propone di offrire una visione approfondita della situazione del servizio di interpretazione giudiziaria nel Regno Unito. In particolare, alla luce della la Direttiva 2010/64/UE del Parlamento Europeo e del Consiglio sul diritto all'interpretazione e alla traduzione, analizza il fallimentare passaggio di gestione dei servizi di legal interpreting dal National Register of Public Service Interpreters (NRPSI) a Capita Translation and Interpreting (Capita TI). Il lavoro è strutturato in tre capitoli. Il primo tratta i contenuti della direttiva relativi all'ambito di indagine: l'istituzione di registri, la figura dell'interprete giudiziario suggerita e il ruolo degli Stati membri. Il secondo capitolo contiene invece l'analisi dei due sistemi: NRPSI, organizzazione no-profit, indipendente e volontaria, e Capita TI, azienda fornitrice di servizi linguistici. Si vedrà, nello specifico, come sono composte, come lavorano, come funzionano i loro registri, secondo quali criteri vengono selezionati gli interpreti e in che modo corrispondono alle direttive dell'Unione Europea. Nel terzo e ultimo capitolo, si presenta la situazione dell'interpretazione giudiziaria nel Regno Unito. Si ricostruiscono inizialmente le motivazioni che hanno portato il Ministero della Giustizia inglese ad appaltare a terzi la gestione del servizio di interpretazione giudiziaria, In seguito, si espongono le problematiche insorte sin dalla firma del contratto tra Capita TI e il Ministry of Justice e le conseguenti reazioni dei servizi pubblici coinvolti e degli interpreti che hanno deciso di boicottare la nuova disposizione. Dopo aver illustrato le misure che, nel 2013, Capita e l'MoJ si sono impegnati ad attuare per invertire la disastrosa tendenza iniziale, si vedrà infine in quale modo queste hanno influito sull'ancora irrisolta situazione attuale.

The objective of this thesis is to investigate which contexts should be used for different kinds of note-taking and to study the evolution of the various types of note-taking. Moreover, the final aim of this thesis is to understand which method is used most commonly during the interpreting process, with a special focus on consecutive and community interpreting in the sector of public service and healthcare. The belief that stands behind this thesis is that the most complete method is Rozan’s, which is also the most theorized and used by interpreters. Through the analysis of the different rules of this practice, the importance of this method is shown. Moreover, the analysis demonstrates how these techniques can assist the interpreters in their jobs. This thesis starts from an overview of what note-taking means in the different settings of interpreting and a short history of note-taking is presented. The section that follows analyzes three different well-known types of note-taking methods outside the interpreting environment, that is: linear, non-linear and shorthand. Subsequent to the comparison, Rozan’s 7 principles are analyzed. To authenticate this thesis and the hypotheses herein, data was collected through a survey that was conducted on a sample of a group of graduated students in Linguistic and Intercultural Mediation at the University of Bologna “Scuola Superiore di Lingue Moderne per Interpreti e Traduttori”.

Il percorso del riconoscimento legislativo del diritto all’equo processo affonda le sue radici nel 1215, anno di promulgazione della Magna Charta Libertatum, e culmina, in ambito europeo, nel 1950, con la firma della Convenzione europea per la salvaguardia dei Diritti dell’Uomo e delle Libertà fondamentali (CEDU). In questo documento viene sancito che un prerequisito essenziale per garantire a tutti gli individui il diritto al fair trial è il servizio di assistenza linguistica gratuita, le cui specificità vengono descritte nella direttiva 2010/64/EU.Nel Regno Unito, già nei primi anni ’90 furono introdotte le prime misure per garantire la qualità e la competenza degli interpreti e dei traduttori in ambito giuridico-giudiziario: nel 1994 fu istituito il National Register for Public Service Interpreters (NRPSI), il registro nazionale a cui erano iscritti tutti gli interpreti per i servizi pubblici che erano in possesso di determinate qualifiche. Per assicurare che solo gli interpreti del NRPSI fossero impiegati in ambito penale, nel 1997 fu introdotto il National Agreement, un accordo non vincolante che regolava l’uso dei servizi linguisti nel Criminal Justice System. La prima versione fu modificata nel 2002 e nel 2007. In seguito ad alcune revisioni per conto del Ministero della Giustizia, nel 2010 fu avviato il processo di esternalizzazione dei servizi linguistici, che si concluse nel 2011 con la stipula del National Framework Agreement tra il Ministero della Giustizia e l’azienda Applied Language Solutions (ALS), che poco prima dell’avvio fu acquisita da un’azienda più grande, CAPITA TI. La scarsa esperienza del Ministero in questo settore, unita alle promesse poco realistiche e alla mancanza di trasparenza di ALS furono le cause principali dei numerosi problemi all’avvio del nuovo contratto che si ripercossero notevolmente sul funzionamento del sistema di giustizia. Dopo l’avvio di un piano di emergenza e un monitoraggio del Ministero, la situazione ha iniziato a ristabilirsi, senza raggiungere però i livelli pre-riforma. A Novembre 2015 è stata indetta la nuova gara di appalto: le minacce di nuovi tagli ai tariffari degli interpreti da una parte, e la partecipazione del NRPSI alla gara d’appalto come candidato al ruolo di ente supervisore della qualità dei servizi linguistici dall’altra, ci pongono di fronte a due scenari futuri molto diversi. L’elaborato è strutturato in quattro capitoli: il primo tratterà del percorso storico che ha portato al riconoscimento del diritto al processo equo, e degli strumenti comunitari a garanzia dell’assistenza linguistica gratuita. Nel secondo capitolo parleremo della situazione inglese, quindi la nascita del NRPSI e del National Agreement e le varie revisioni. Nel terzo prenderemo in esame la riforma del 2011 del Ministero della Giustizia britannico, analizzando diversi documenti: il rapporto della Commissione giustizia della Camera dei comuni 2013, quello del National Audit Office 2012, il sondaggio Involvis 2013, il rapporto indipendente OPTIMITY-MATRIX 2014.

Based on the Ricker/Witmer survey on Library Support for Science Research and Education, a brief statistical analysis of the Bucknell University community and library support for science and engineering research and education is provided. The position and responsibilities of Reference Librarian/Coordinator of Science and Engineering Resources in the Ellen Clarke Bertrand Library are detailed. Throughout the article, I describe the motivation and justification for an integrated university library collection, which serves not only the Science and Engineering faculty and students, but the entire Bucknell University community. The issues of finance and budget, public service, and information access and delivery in relation to a central university library are discussed.
Governor Forrest Anderson’s Leadership & Political Acumen -- Alec Hansen “In the Crucible of Change”

Montana Governor Forrest Anderson was perhaps the most experienced and qualified person ever to be elected as Governor of Montana. Having previously served as a county attorney, a member of the legislature, a Supreme Court Justice, and twelve years as Attorney General, Anderson roared to a large victory in 1968 over the Incumbent GOP Governor Tim Babcock. Though the progressive change period in Montana began a few years earlier, Anderson’s 1968 win catapulted progressive policy-making into the mainstream of Montana political and governmental affairs. He used his unique skills and leadership to craftily architect the reorganization of the executive branch which had been kept weak since statehood so that the peoples’ government would not be able to challenge corporations who so dominated Montana. Anderson, whose “Pay More, What For?” campaign slogan strongly separated him from Tim Babcock and the GOP on the sales tax issue, not only beat back the regressive sales tax in the 1968 election, but oversaw its demise at the polls in 1971, shaping politics in Montana for decades to come. Anderson also was a strong proponent of the concept of a new Montana Constitution and contributed strategically to its calling and passage. Anderson served only one term as Governor for health reasons, but made those four years a launch pad for progressive politics and government in Montana. In this film, Alec Hansen, Special Assistant to Governor Anderson, provides an insider’s perspective as he reflects on the unique way in which Governor Anderson got things done at this critical period “In the Crucible of Change.” Alec Hansen is best known in Montana political and governmental circles as the long-time chief of the Montana League of Cities and Towns, but he cut his teeth in public service with Governor Forrest Anderson. Alec was born in Butte in 1941, attended local schools graduating from Butte High in 1959. After several years working as a miner and warehouseman for the Anaconda Company in Butte, he attended UM and graduated in History and Political Science in 1966. He joined the U.S. Navy and served with amphibious forces in Vietnam. After discharge from the Navy in 1968, he worked as a news and sports reporter for The Montana Standard in Butte until in September of 1969 he joined Governor Anderson as a Special Assistant focused on press, communications and speech-writing. Alec has noted that drafts were turned into pure Forrest Anderson remarks by the man himself. He learned at the knee of “The Fox” for the rest of Anderson’s term and continued with Governor Tom Judge for two years before returning to Butte to work for the Anaconda Company as the Director of Communications for Montana operations. In 1978, after Anaconda was acquired by the Atlantic Richfield Company, Alec went to work in February for U.S. Senator Paul Hatfield in Washington D.C., leaving after Hatfield’s primary election loss in June 1978. He went back to work for Gov. Judge, remaining until the end of 1980. In 1981 Alec worked as a contract lobbyist and news and sports reporter for the Associated Press in Helena. In 1982, the Montana League of Cities and Towns hired him as Executive Director, a position he held until retirement in 2014. Alec and his wife Colleen, are the parents of two grown children, with one grandson.
