One of the most serious impediments to the continued successful use of hot-mix asphalt (HMA) pavements is rutting. The Iowa Department of Transportation has required 85% crushed particles and 75-blow Marshall mix design in an effort to prevent rutting on Interstate roadways. Relationships between the percent of crushed particles and resistance to rutting in pavement through the use of various laboratory test procedures must be developed. HMA mixtures were made with 0, 30, 60, 85, and 100% crushed gravel, crushed limestone, and crushed quartzite combined with uncrushed sand and gravel. These aggregate combinations were used with 4, 5, and 6% asphalt cement (ac). Laboratory tests included Marshall stability, resilient modulus, indirect tensile, and creep. A creep resistance factor (CRF) was developed to provide a single numeric value for creep test results. The CRF values relate well to the amount of crushed particles and the perceived resistance to rutting. The indirect tensile test is highly dependent on the ac with a small effect from the percent of crushed particles. The Marshall stability from 75-blow compaction relates well to the percent of crushed particles. The resilient modulus in some cases is highly affected by grade of ac.

In January 1987, when it became apparent that the Legislature did not intend to further debate the merits of retail liquor store privatization, the Iowa Alcoholic Beverages Division had only from mid-January to March 1st, to plan for the conversion fro state liquor stores to private licensed liquor retailers. A longer lead time would have effected a much smoother transition, with fewer errors. It also would have been more successful had the Alcoholic Beverages Division been able to provide input in the writing of the legislation. Many problems could have been avoided. However, any statements made by the Alcoholic Beverages Division were treated only as being self-serving and were largely ignored. Overall, privatization was a good idea and has been a financial success as well.

Overall, in 2002, annual pregnancy terminations in Iowa increased. In 2002, a total of 7,280 pregnancy terminations were reported in the reporting areas. This represents a 6.4% increase from 2001, when the same reporting areas showed 6,845 pregnancy terminations. Induced terminations of pregnancy increased by 508 cases from 5,722 to 6,230 in 2002, which represents an 8.9% increase. Spontaneous terminations of pregnancy decreased by 75 cases from 1,119 to 1,044, which represents a 6.7% decrease.

Iowa Code section 70A.25(3)(b) states the department shall report the direct and indirect costs of educational leave and educational assistance granted to its employees during the preceding fiscal year. The report shall include the number of employees granted educational leave and the amount of tuition reimbursement allowed; the number of employees granted leave from work to attend classes and who continued to receive their salary and the number of hours of work which those employees were excused; and the number of employees granted a temporary leave of absence from work to attend the classes without pay and the amount of time missed.
