New reconstructions of changing vegetation patterns in the Mediterranean-Black Sea Corridor since the Last Glacial Maximum are being produced by an improved biomisation scheme that uses both pollen and plant macrofossil data, in conjunction. Changes in fire regimes over the same interval will also be reconstructed using both microscopic and macroscopic charcoal remains. These reconstructions will allow a diagnosis of the interactions between climate, fire and vegetation on millennial timescales, and will also help to clarify the role of coastline and other geomorphic changes, salinity and impacts of human activities in this region. These new data sets are being produced as a result of collaboration between the Palynology Working Group (WG-2) within the IGCP-521 project and the international Palaeovegetation Mapping Project (BIOME 6000). The main objective of this paper is to present the goals of this cooperation, methodology, including limitations and planned improvements, and to show the initial results of some applications.

The pollen beetle, Meligethes aeneus, is a significant pest of oilseed rape crops and there is considerable research effort focused on developing novel, sustainable methods of integrated control. These insects rely on flight for all dispersal movements and we have investigated their flight patterns using a novel combination of data from suction traps, vertical-looking radar and field counts. Analysis of these preliminary data will help determine the best timing for different control measures within an integrated pest management strategy.

ESA’s first multi-satellite mission Cluster is unique in its concept of 4 satellites orbiting in controlled formations. This will give an unprecedented opportunity to study structure and dynamics of the magnetosphere. In this paper we discuss ways in which ground-based remote-sensing observations of the ionosphere can be used to support the multipoint in-situ satellite measurements. There are a very large number of potentially useful configurations between the satellites and any one ground-based observatory; however, the number of ideal occurrences for any one configuration is low. Many of the ground-based instruments cannot operate continuously and Cluster will take data only for a part of each orbit, depending on how much high-resolution (‘burst-mode’) data are acquired. In addition, there are a great many instrument modes and the formation, size and shape of the cluster of the four satellites to consider. These circumstances create a clear and pressing need for careful planning to ensure that the scientific return from Cluster is maximised by additional coordinated ground-based observations. For this reason, ESA established a working group to coordinate the observations on the ground with Cluster. We will give a number of examples how the combined spacecraft and ground-based observations can address outstanding questions in magnetospheric physics. An online computer tool has been prepared to allow for the planning of conjunctions and advantageous constellations between the Cluster spacecraft and individual or combined ground-based systems. During the mission a ground-based database containing index and summary data will help to identify interesting datasets and allow to select intervals for coordinated studies. We illustrate the philosophy of our approach, using a few important examples of the many possible configurations between the satellite and the ground-based instruments.

The Working Group II contribution to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change critically reviewed and assessed tens of thousands of recent publications to inform about the assess current scientific knowledge on climate change impacts, vulnerability and adaptation. Chapter 3 of the report focuses on freshwater resources, but water issues are also prominent in other sectoral chapters and in the regional chapters of the Working Group II report as well as in various chapters of Working Group I. With this paper, the lead authors, a review editor and the chapter scientist of the freshwater chapter of the WGII AR5 wish to summarize their assessment of the most relevant risks of climate change related to freshwater systems and to show how assessment and reduction of those risks can be integrated into water management.

In this study, observed changes of temperature, rainfall, and some extreme climate indices in Vietnam were investigated by using daily observations during the period 1961-2012. The observed data were collected from 80 meteorological stations for temperature, and from 170 stations for rainfall over the seven climatological sub-regions of Vietnam. Results show that there were insignificant differences between the trends of changes obtained from the 1961-2011 and 1979-2012 periods. Near-surface temperature, including mean (T2m), maximum (Tx) and minimum temperature (Tm), increased consistently at almost all stations. Tm increased faster than Tx. Temperature also increased faster in winter than in summer. Consequently, the number of hot days and warm nights increased whereas the number of cold days, cold nights and cool days decreased. In the northern regions, temperature tended to slightly decrease in May but significantly increased in June. Annual rainfall decreased in the northern area of Vietnam, while it increased at almost all stations in the central regions, and had insignificant trends in the southern sub-region. Changes in some extreme rainfall indices were likely consistent with changes in annual rainfall. Monthly rainfall in the central regions significantly increased from August to December. Rainfall generally increased in May and decreased in June over almost all country.

In September 2013, the 5th Assessment Report (5AR) of the International Panel on Climate Change (IPCC) has been released. Taking the 5AR cli-mate change scenarios into account, the World Bank published an earli-er report on climate change and its impacts on selected hot spot re-gions, including Southeast Asia. Currently, dynamical and statistical-dynamical downscaling efforts are underway to obtain higher resolution and more robust regional climate change projections for tropical South-east Asia, including Vietnam. Such initiatives are formalized under the World Meteorological Organization (WMO) Coordinated Regional Dynamic Downscaling Experiment (CORDEX) East Asia and Southeast Asia and also take place in climate change impact projects such as the joint Vietnam-ese-German project “Environmental and Water Protection Technologies of Coastal Zones in Vietnam (EWATEC-COAST)”. In this contribution, the lat-est assessments for changes in temperature, precipitation, sea level, and tropical cyclones (TCs) under the 5AR Representative Concentration Pathway (RCP) scenarios 4.5 and 8.5 are reviewed. Special emphasis is put on changes in extreme events like heat waves and/or heavy precipita-tion. A regional focus is Vietnam south of 16°N. A continued increase in mean near surface temperature is projected, reaching up to 5°C at the end of this century in northern Vietnam un-der the high greenhouse-gas forcing scenario RCP8.5. Overall, project-ed changes in annual precipitation are small, but there is a tendency of more rainfall in the boreal winter dry season. Unprecedented heat waves and an increase in extreme precipitation events are projected by both global and regional climate models. Globally, TCs are projected to decrease in number, but an increase in intensity of peak winds and rain-fall in the inner core region is estimated. Though an assessment of changes in land-falling frequency in Vietnam is uncertain due to difficul-ties in assessing changes in TC tracks, some work indicates a reduction in the number of land-falling TCs in Vietnam. Sea level may rise by 75-100 cm until the end of the century with the Vietnamese coastline experienc-ing 10-15% higher rise than on global average. Given the large rice and aquaculture production in the Mekong and Red River Deltas, that are both prone to TC-related storm surges and flooding, this poses a challenge to foodsecurity and protection of coastal population and assets.

A recent intercomparison exercise proposed by the Working Group for Numerical Experimentation (WGNE) revealed that the parameterized, or unresolved, surface stress in weather forecast models is highly model-dependent, especially over orography. Models of comparable resolution differ over land by as much as 20% in zonal mean total subgrid surface stress (Ttot). The way Ttot is partitioned between the different parameterizations is also model-dependent. In this study, we simulated in a particular model an increase in Ttot comparable with the spread found in the WGNE intercomparison. This increase was simulated in two ways, namely by increasing independently the contributions to Ttot of the turbulent orographic form drag scheme (TOFD) and of the orographic low-level blocking scheme (BLOCK). Increasing the parameterized orographic drag leads to significant changes in surface pressure, zonal wind and temperature in the Northern Hemisphere during winter both in 10 day weather forecasts and in seasonal integrations. However, the magnitude of these changes in circulation strongly depends on which scheme is modified. In 10 day forecasts, stronger changes are found when the TOFD stress is increased, while on seasonal time scales the effects are of comparable magnitude, although different in detail. At these time scales, the BLOCK scheme affects the lower stratosphere winds through changes in the resolved planetary waves which are associated with surface impacts, while the TOFD effects are mostly limited to the lower troposphere. The partitioning of Ttot between the two schemes appears to play an important role at all time scales.

The memebers of IEA (International Energy Agency) Task 14 (Advaced Active Solar Systems) met in Rome during January 1993. The latest developments in several countries were presented and discussed during this meeting. This report describes briefly the recent work carried out on small scale systems in the Domestic Hot Water (DHW) working group of Task 14, as reported by the representatives from Canada, Denmark, Germany, Holland and Switzerland. Klaus Lorenz, SERC, attended the meeting as observer and presented our work on small-tube heat exchangers. Several participants expressed their interest. A summary of his presentation is included in this report.

Background Overcrowding in emergency departments is a worldwide problem. A systematic literature review was undertaken to scientifically explore which interventions improve patient flow in emergency departments. Methods A systematic literature search for flow processes in emergency departments was followed by assessment of relevance and methodological quality of each individual study fulfilling the inclusion criteria. Studies were excluded if they did not present data on waiting time, length of stay, patients leaving the emergency department without being seen or other flow parameters based on a nonselected material of patients. Only studies with a control group, either in a randomized controlled trial or in an observational study with historical controls, were included. For each intervention, the level of scientific evidence was rated according to the GRADE system, launched by a WHO-supported working group. Results The interventions were grouped into streaming, fast track, team triage, point-of-care testing (performing laboratory analysis in the emergency department), and nurse-requested x-ray. Thirty-three studies, including over 800,000 patients in total, were included. Scientific evidence on the effect of fast track on waiting time, length of stay, and left without being seen was moderately strong. The effect of team triage on left without being seen was relatively strong, but the evidence for all other interventions was limited or insufficient. Conclusions Introducing fast track for patients with less severe symptoms results in shorter waiting time, shorter length of stay, and fewer patients leaving without being seen. Team triage, with a physician in the team, will probably result in shorter waiting time and shorter length of stay and most likely in fewer patients leaving without being seen. There is only limited scientific evidence that streaming of patients into different tracks, performing laboratory analysis in the emergency department or having nurses to request certain x-rays results in shorter waiting time and length of stay.

In this article, we discuss strategies for interaction in spoken discourse, focusing on ellipsis phenomena in English. The data comes from the VOICE corpus of English as a Lingua Franca, and we analyse education data in the form of seminar and workshop discussions, working group meetings, interviews and conversations. The functions ellipsis carries in the data are Intersubjectivity, where participants develop and maintain an understanding in discourse; Continuers, which are examples of back channel support; Correction, both self- and other-initiated; Repetition; and Comments, which are similar to Continuers but do not have a back channel support function. We see that the first of these, Intersubjectivity, is by far the most popular, followed by Repetitions and Comments. These results are explained as consequences of the nature of the texts themselves, as some are discussions of presentations and so can be expected to contain many Repetitions, for example. The speech event is also an important factor, as events with asymmetrical power relations like interviews do not contain so many Continuers. Our clear conclusion is that the use of ellipsis is a strong marker of interaction in spoken discourse.

Esta dissertação descreve a implementação de um Sistema de Informações Geográficas (SIG) para a Área Antártica Especialmente Gerenciada (AAEG) da Baía do Almirantado, Ilha Rei George, Arquipélago das Schetland do Sul, Antártica. O trabalho constituiu na definição de equipamentos e do SIG (ARC/INFO) necessários para a operação do sistema e integração dos dados nos diferentes formatos. Os primeiros planos de informação para este SIG estão prontos: (1) altimetria; (2) batimetria; (3) linha de costa; (4) glaciologia; (5) áreas livres de gelo; (6) ocupação humana (feições antropogênicas); e (7) toponímias. Os resultados são apresentados através de quatro estudos, exemplificando algumas de suas aplicações no gerenciamento da área. Inicialmente realizou-se a revisão dos limites da AAEG, conforme sugestões do Protocolo ao Tratado Antártico sobre Proteção ao Meio Ambiente (Protocolo de Madri), a área total foi recalculada em 362km2 (anteriormente calculada em 370 km2). A partir da geração de um Modelo Digital de Elevação (MDE) obteve-se a visualização tridimensional da área, que possibilitou a descrição de algumas de suas características geomorfológicas e revisão de cálculos morfométricos. As águas da AAEG possuem um volume de 24,1km3, sendo 22,7 km3 pertencentes a Baía do Almirantado e 1,4km3 ao Estreito de Bransfield. Com a integração de dados multitemporais, quantificou-se a retração das frentes de gelo da Baía do Almiratado, constatando-se a perda de 22,5km2 de gelo (12% da cobertura atual) entre 1956 e 2000. E, finalmente, a Península Keller serviu como área teste para um pequeno estudo de impacto ambiental, sendo identificado conflito da ocupação humana com áreas de reprodução, constatando-se a ocorrência de impacto superior a um impacto menor ou transitório, segundo as definições do Protocolo Madri. A implementação do sistema seguiu os padrões de Working Group of Geodesy and Geographic Information (WG-GGI) do Scientific Committee on Antarctic Research (SCAR), permitindo a compatibilidade com projetos internacionais. O SIG serve como importante ferramenta de apoio ao gerenciamento da AAEG, podendo ser utilizado no planejamento de atividades científicas e logísticas, monitoramento e avaliações de impacto ambiental.

O presente trabalho propõe-se a analisar o processo de integração das diversas ações de transferência de renda no âmbito do governo federal, durante a primeira gestão do presidente Luiz Inácio Lula da Silva, entre os anos de 2003 e 2006, que resultou na criação do Programa Bolsa Família. A análise proposta busca contribuir para ampliar o conhecimento sobre o governo e a administração pública, gerando informações sobre a formação da agenda governamental de um governo comprometido, programaticamente, com a redução da pobreza e da desigualdade social. Quanto ao caminho metodológico percorrido, na elaboração desta dissertação, partiu-se da seguinte pergunta-chave: por que e como se deu o processo de integração do Programa Bolsa Família? A metodologia de pesquisa aplicada consistiu na identificação das razões para a entrada deste tema na agenda governamental do primeiro governo do presidente Lula. Para tanto, foi realizado um estudo de caso, objetivando identificar quais atores participaram da discussão sobre a unificação dos programas de transferência de renda e quais foram os conceitos que os orientaram. Como instrumento de pesquisa, optou-se pela aplicação de entrevistas semi-estruturadas com alguns participantes do Grupo de Trabalho de Unificação dos Programas de Transferência de Renda. Além das entrevistas, as outras fontes utilizadas foram: os relatórios e/ou atas das reuniões do Grupo de Trabalho, da Câmara de Política Social do governo; as legislações dos programas anteriores; a legislação do Programa Bolsa Família; os discursos realizados pelo presidente eleito Luiz Inácio Lula da Silva entre janeiro e outubro de 2003. Por meio da análise, de toda a documentação elencada, é possível verificar o esforço governamental no sentido de implementar mudanças nos programas de transferência de renda. Dessas reuniões foram produzidos relatórios pelos Grupos Técnicos, abordando as políticas sociais para a redução das desigualdades, construindo o Programa Bolsa Família levando se em conta a importância do legado histórico das ações existentes. Como resultado da pesquisa, identificou-se que o presidente Lula, a Câmara de Política Social e o seu grupo de especialistas técnicos souberam aproveitar a janela de oportunidades de um governo que estava iniciando com forte apelo para desenvolver políticas públicas de combate à fome e a pobreza. Após percorrer o caminho de reconstrução histórica para a elaboração dessa dissertação, buscou-se destacar algumas contribuições que tem por objetivo servir de incentivo para novos estudos sobre o processo decisório na esfera pública de governo.
